To : Prof. S. K. Barua, Director, IIMA 03-Aug-2010

CC : Prof. B. H. Jajoo, CVO, IIMA

From : Ketan Bhatt, Computer Center, IIMA

Sub : My earlier request for administrative review of CVO

appointment

Attachment : My letter dated 09-Jul-2010 to CVO Prof. Jajoo

Director had instructed his staff NOT to acknowledge my letter.

Respected Sir, An "employee" was forced to use SpeedPost to communicate
with his own Director!! :-( Proof at the end of this document.

This is in continuing reference to,

¾ Your letter dated 22-Oct-2008 addressed to the Deputy
Secretary CVC, particularly your assertion that “...there is
nothing against Professor Jajoo which would make him
ineligible for the position of part-time CVO...”,
¾ “Missing documents” [expressing collective grievances of CC
staff against Prof. Jajoo (as CSC Chair)] which were
destroyed from official records after Prof. Jajoo’s
appointment as Dean AND after my RTI dated 25-Aug-2008, and
were reconstructed ONLY after I produced my copies,
¾ My email dated 03-Jun-2009 22:37 to yourself requesting
administrative review of your decision to appoint Prof.
Jajoo as CVO, IIMA in view of hitherto “missing documents”,
¾ Your letter dated 10-Jun-2009 wherein you took offense to a
mere request for administrative review of your decision.
Particularly your assertion that “...there is nothing in
these (missing documents) communications which would make
Prof. Jajoo ineligible for the position of part-time CVO...”
¾ My reply letter dated 15-Jun-2009,
¾ Your letter dated 19-Jun-2009. Particularly your assertion
that missing documents “...are entirely irrelevant for
appointment of Prof Jajoo as CVO...” and that “...CVO is not
a position for staff grievance redressal...”,

Today, through this letter I revisit the issue of appointment

of Prof. Jajoo as Dean+CVO. I beg to draw your kind attention
to some more documents to impress my original apprehensions
regarding Prof. Jajoo assuming powerful position of Dean+CVO,
and how appointment of such a prejudiced person compromised my
fundamental right to employment. I also wish to write to our
BoG on larger issues of concern to lay citizenry.

1. First ever vigilance complaint (in the history of IIMA)

dated 28-May-2009 AND,
a. CVO letters dated 24-Jun-2009, 14-Aug-2009, 23-Apr-2010
assert that it is the “case of a complaint of grave
nature implying CORRUPTION1 AT THE HIGHEST LEVEL of IIM.
But he has failed to order inquiry in to the complaint.
On the contrary CVO letters expected me (an employee) to
gather evidences, failing which he also threatened
coercive actions against me,
b. My response letter dated 03-Jul-2009 to CVO,
c. Email dated 28-May-2010 08:12 addressed to CVO and the
fact that even after more than 12 months, there was
ABSOLUTE lack of CVO response to the first ever
vigilance complaint (in the history of IIMA),
d. Email dated 06-Jun-2010 21:15 “Urgent Vigilance Matter :
Request your intervention on priority basis” received by
YOU (Director). The email elaborated on how CVO has been
dodging inquiry in to the vigilance complaint. And your
absolute lack of response to the same,
e. Kindly peruse attached copy of my letter dated 09-Jul-
2010 to our CVO Prof. Jajoo.

1
corruption : http://dictionary.reference.com/browse/corrupt
http://dictionary.reference.com/browse/corruption1-the act of corrupting
or state of being corrupt. 2-moral perversion; depravity. 3-perversion of
integrity. 4-corrupt or dishonest proceedings. 5-bribery. 6-debasement or
alteration, as of language or a text. 7-a debased form of a word. 8-
putrefactive decay; rottenness. 9-any corrupting influence or agency.

2. Humble request for kind attention :

a. My email to YOU dated 04-Mar-2009 19:55 which betray
grave violation of trust that your workforce places in
senior officials (including CVO) of faculty cadre. I
also wrote you that these violations pose potent threat
to “my right of fair and equitable employment”,
b. This email was my desperate effort to seek some relief
from prejudiced and vindictive administration. I even
offered to submit myself for forensic tests along with
other parties involved. But you did NOT relent from
vindictive positions taken by Dean+CVO, CSC Chair & CAO,
c. I even followed-up this email by several reminders due
to lack of response from your side. Strange,

3. Ambiguity in my evaluation hierarchy :

a. Please refer to para#4 (“My probation period”) in my
attached letter of 09-Jul-2010 to CVO.
b. Your reference to this issue of my probation period, in
your letter of 13-Aug-2009 wherein you removed Prof.
Jajoo as my top evaluating authority and designated CSC
Chair as my top evaluating authority,
c. However, CSC Chair declined such an arrangement by
immediately writing you a letter. This left, to my
disadvantage, a wide limbo in my evaluating hierarchy,
d. My emails to you dated 07-Jan-2010 19:22, 02-Mar-2010
18:27 and 22-Jun-2010 17:31 requested clarifications on
ambiguity regarding my “evaluating hierarchy”. And
absolute lack of response from your side. Strange,

Sir, attached letter (09-Jul-2010) to CVO along with above

discussion reveals ‘conflict of interest’ when Prof. Jajoo (ex
CSC/CISG Chair) is NOW holding powerful position of CVO+Dean.
It also thoroughly establishes strong linkage between,

Page3of4

¾ Prejudices at vigilance administration (CVO)

¾ Prejudices at academic administration (CSC/ RSDEC),
¾ Prejudices at general administration (CAO)
*****AND*****
¾ RTI revelations exposing vigilance, academic and general
administration,
¾ Blatant abuse of office and moral turpitude by our TOP
MANAGEMENT,
¾ Tragic evaluation of my probation period by present CVO+Dean
Prof. Jajoo, and its nullification by competent authority,
¾ Flip-flops in eligibility criteria in recruitment,
¾ Documents which went missing after my first RTI,
¾ Power-grid and allegations of corruption,

Thus, incumbent CVO does have strong bearing on entire

administrative (academic as well as general) machinery. And
that prejudices carried by incumbent CVO do percolate down
deep & wide across WHOLE institute to hound ‘whistleblower’.
I feel your action to appoint Prof. Jajoo to powerful position
of CVO+Dean has compromised me to an authority which remains
deeply prejudiced and poses potent threat to my employment.

Prayer :
Through your esteemed office I beg to seek release of my
“right to fair and equitable employment opportunity”, which I
feel institute has denied me. Kindly do the needful.

Thanks.

Sincerely,
