Roof Top and Small Solar Power Projects under JNNSM
Gujarat Energy Development Agency (GEDA) invites Expression of Interest for Pre-
registration of Roof Top Solar Power Project and other Small Solar Power Plants
connected to distribution network (below 33 kV) in Gujarat under Jawaharlal Nehru
National Solar Mission declared by Ministry of New and Renewable Energy (MNRE) ,
New Delhi under the ‘Rooftop PV and Small Solar Generation Programme’ (RPSSGP).

The interested parties may download document and application form from GEDA’s
website : https://geda.org.in and submit the complete application in all respect along with
a processing fee of Rs. 25,000/-per MW by DD from any nationalized Bank drawn in
favor of Gujarat Energy Development Agency (GEDA) payable at Gandhinagar on or
before 3 rd July, 2010. The completed application up to aggregate capacity of 30 MW
shall be considered for process on first come first serve basis. Director GEDA reserves
rights to reject all the offers without assigning any reason there of.

Instructions/Guidelines/Terms & Conditions for setting up of Roof Top Solar Power

Project and other Small Solar Power Plants connected to distribution network
(below 33 kV) under Jawaharlal Nehru National Solar Mission

1. Application form :

The application form for obtaining permission for setting up of roof top Solar Power
Project (SPP) and other small solar power plants connected to distribution network
(below 33 kV) under JNNSM in the state of Gujarat shall be obtained from Gujarat
Energy Development Agency (GEDA), Gandhinagar (Annexure 1)
The permission granted for setting up of SPP to the applicant, shall be governed by the
provisions of the MNRE guidelines for the rooftop and other small solar power plants
connected to distribution network (Below 33kV) declared on 16 th June, 2010 and the
GERC orders related to the power generation from roof top Solar power project, IREDA
guidelines for the Solar roof top project under JNNSM and the terms and conditions
mentioned below.

The application form shall be filled in all respect, relevant information requested for,
shall be enclosed with the application form, separate sheets, if required, for providing the
information be attached, not applicable options stricken off. All requisite fee/processing
charges etc. shall be paid along with the application form, unless otherwise specified, in
the form of a bank demand draft drawn on a nationalized bank in favour of Gujarat
Energy Development Agency payable at Gandhinagar. Incomplete applications shall be
processed after furnishing of the residual information. The date of application of such
applications shall be reckoned from the date of the submission of the residual
information.

The application form shall be signed and sealed by officer ranked not below the Director
of the applicant company, who should be authorized by the Board of Directors of the
company, for signing all the documents, legal deeds and correspondence, pertaining to
the proposed SPP project. A copy of the resolution of the Board of Directors, authorizing
the employee as signatory, be enclosed with the application form on Rs. 100/- stamp
paper. One copy each of the, last three years annual report, balance sheet, Income Tax
clearance Certificates and Memorandum of Association duly certified by company
secretary of the applicant company shall be furnished along with the application form.

All correspondence regarding the roof top SPP with GEDA shall be made, on the letter
head of the company under the name and designation of the above referred authorized
signatory only.

In the event of any dispute regarding the interpretation of the provisions of the above
referred Government resolution and the other terms and conditions prescribed herein, the

decision of the Government and the Director, GEDA, respectively, shall be final and
binding to the applicants.

2. Application Processing Fee :

The application processing fee inclusive of the SPP Commissioning charges, along with
the application form shall be paid as follows, in the form of demand draft drawn on a
nationalized bank in favour of Gujarat Energy Development Agency, payable at
Gandhinagar.

Per MW capacity applied : Rs. 25,000/- (Rupees Twenty Five Thousand )

3. Validity of the permission to Applicant:

The system/s proposed for the project for installation shall meet the international/
national standard recommended IEC / CEA for each system. Old/used/second hand
systems installed anywhere in the world or in India shall not be eligible for installation
under the present Policy. All the documents confirming the newness of the equipments
should be submitted.

Only new equipments / system shall be eligible for installation, under this application. An
undertaking to this effect shall also be given by the authorized signatory as per prescribed
format. (Annexure :2)

The permission given to applicant shall be valid for a period as specified by MNRE and
IREDA for roof top solar power project and other small solar Power project.

4. Suitability of the Sites:

It is advised that the applicant ascertains the feasibility of the site and expected energy
output from the SPP, prior to selection of a site from the angle of environmental factors
and physical point of view for arrangement of the array of modules, inverters etc. of the
SPP.

Applicant is required to submit the declaration that they have verified the potentiality and
suitability of the site for the SPP and has ascertained the performance of the system w.r.t.
all terms i.e. solar radiation, temperature, rain fall, humidity, terrain etc.

The Government of Gujarat and/or GEDA neither guarantees the expected generation of
electricity nor shall be responsible for sub-optimal generation of electricity.

5. Land related responsibilities

It should be sole responsibility of the applicant to ensure the availability of total land for
the project and at least 50% of the area of land required for the project should in
possession at time of submitting application for pre registration by the competent

authority. For this purpose land requirement shall be considered approximately 2 Ha /

MW. Fulfillment of any one of following condition shall be sufficient to meet these
criteria:

a) In case of Government land, the allotment letter issued by State Government.

b) In case of private land, solar project developer should enter in to ‘Agreement for Sale
of land’ with the owner of the land.
c) In case of lease, the long term agreement towards lease hold rights (for at least 30
years)

It shall be the sole responsibility of the applicant to ensure that all the statutory
permissions/terms and conditions, required pertaining to the use of roof or land for the
setting up of SPP are obtained/fulfilled with, from the concerned authorities.
GEDA/Government shall be absolved from all such disputes and responsibilities
pertaining to the roof and land and matters those may arise.

6. Power Evacuation arrangement:

The SPP should be designed for interconnection with the grid distribution network at the
voltage level depending on installed capacity of small Solar power Generator of 100 kW
to 2 MW :HT level (Below 33 kV).

The interconnections should be at the nearest distribution substation / feeder.

The Applicant shall apply separately and obtain approval of Distribution utility / licensee
for the power evacuation system and shall submit letter from concerned distribution
utility confirming technical feasibility of connecting the plant to the distribution utility
for the quantum of power allowed for transmission.

7. Metering arrangement and meter reading:

The Applicant shall provide metering arrangement at all the generation points as well as
at the sending end of the SPP, as per the technical specifications given by Distribution
licensee / utility and in accordance with the provisions of the GERC order regarding
metering.

8. Project details :

The applicant is free to decide the location and the spacing between the modules,
inverters, water type and quality and pipe line network to ensure optimum performance of
the SPP as well as for optimum utilization of the land / area. Map showing the array of
modules, electrical line network, water supply line network, office building, residential
staff quarters, parking area, within the area of the project shall be summarily proposed
locations submitted to GEDA, only for the purpose of the identification of the areas, on
the plot and the village.

Drawing to scale of 1 cm = 200 m for the whole area proposed for the installation on the
roof / land in two copies shall be submitted to GEDA. All these copies should be signed
by the authorized employee of the company with the seal of the company.

9. Bar Chart of Activities:

The Applicant along with the application for permission for setting up of SPP, shall
submit a bar chart of the activities, with dates/deadlines of each of the activity. GEDA
shall have the right to monitor the progress of the activities and also shall have right to
inspect the works, if required, and shall also have right to access to the project site and
the Substation, as and when deemed fit.

10. Commissioning of the transmission line :

After having granted the applicant final permission for setting up of the SPP, the
applicant upon having completed the construction of the transmission line under the
supervision of Distribution licensee / transmission authority, shall get the substation and
allied electrical installations, inspected and certified by the Chief Electrical Inspector,
Govt. of Gujarat, for its charging, and charge the Substation, in presence of DISCOMS
and GEDA representative. The tentative date of the charging of the Substation and the
transmission line shall be also be informed to GEDA, in advance.

11. Commissioning of the SPP:

The applicant shall get the solar power generator and its allied electrical installations
inspected by the Chief Electrical Inspector, Govt. of Gujarat, and the certificate of such
inspection and permission for charging of the installation, with the number defined
elsewhere, shall be submitted to GEDA.

Only after the submission of the Certificate from the Chief Electrical Inspector, Govt. of
Gujarat, accompanied by requisition for commissioning by the SPP owner (Annexure –
3), the commissioning of the roof top SPP shall be taken up by GEDA. The
representative of the power plant owner shall also remain present during the
commissioning of the project.

12. General conditions:

GEDA will accept completed application of total aggregate capacity of 30 MW. As per
the MNRE guidelines per state capacity allocation is restricted to 20 MW only, hence
first 20 MW capacity application will be processed and pre registration certificate will be
issued by GEDA. Remaining 10 MW capacity application will be process in second
phase II in case of fall out / disqualification of the companies to whom approval given in
first phase. GEDA reserve the right to stop taking application after receipt of total 30
MW capacity applications on first cum first serve basis. Application processing fees paid
along with the application is non refundable. On issue of pre registration certificate of the
project by GEDA, the applicant will be required to apply to IREDA for approval of the
project under MNRE scheme and GEDA will not be responsible if applicant failed to get
approval of IREDA to any or all project proposals.

13. Declaration/ Undertaking :

The application received shall be processed strictly as per the guideline / terms and
conditions those specified by MNRE in its latest circular issued for Roof Top Solar
Power Project and other small solar power plants connected to distribution network
(below 33 kV) under Jawaharlal Nehru National Solar Mission.]

14. Eligibility:

Project proponents to whom the capacity is allotted for the Solar Power Project under the
Gujarat State Solar Power Policy 2009 are not eligible to apply under this program.

2. That we have complied with all the provisions of any law for the time being in force
or any order or direction of the Central or State Government or any Corporation
owned or controlled by such Government, Government Company, local authority or
statutory authority in relation to purchase and use of land for industrial purpose of
setting up of SPP, before the land is put to use for such purpose, and that GEDA
shall not be responsible for any dispute that may arise at later stage, on this account.

3. That the SPP Substation, the transmission lines and allied requirements, those shall be
created by us for the power evacuation, shall be adequate for evacuating the total
generation from the project capacity proposed, without having required to resort to
staggering of the generation, and that GEDA shall not be responsible in any manner,
for the loss of generation, if any, on account of the staggering required to be resorted
to, if at any time.

4. That all the requirements stipulated by MNRE / IREDA / DISCOMS/ Chief Electrical
Inspector and the GERC shall be abided by us.

5. That the entering into the Power Purchase Agreement with GUVNL/Licenses for sale
of power with DISCOM generated out of the SPP, shall be our responsibility.

6. That the operation and maintenance of the SPP Substation, line , feeder shall be our
responsibility, and shall ensure its smooth and uninterrupted operation.

7. That all the terms and conditions prescribed by MNRE / IREDA/ GEDA shall be
abided, and that in the event of any dispute on the interpretation of the terms and
conditions, the decision of the MNRE, Government of India and Director, GEDA
shall be final and binding upon us.
