tional food passed down through the

It’s that taste shared through the
centuries we often crave as an adult
wanting to regain a sense of com-

curemaster for Berkeley-based salu-
mi producer Fra’ Mani, it was a long
tradition of cured meats that was no
longer readily available. Presenting

Report highlights San Bruno fire effort
Coordinated response went well,some improvements needed

Employees from around San Mateo County
logged thousands of hours in San Bruno after
the Sept. 9 Glenview neighborhood natural
gas line explosion and fire and despite the
tragedy, officials report many things went
right.
A 14-page report on how county services
were used in response to the Sept. 9 explosion
and fire found a need to continue regular train-
ing and improve communication opportunities
through radio and cell phones. Otherwise, the
report, written by Stephen Mahaley, San
Mateo County Sheriff’s Area Office of
Emergency Services district coordinator,
highlighted emergency responses to a six-
alarm fire that went pretty smoothly.
Calls about an explosion with flames came
in at 6:11 p.m. Sept. 9 sending out three fire
engines and one truck and one battalion chief.
Two minutes later, a second alarm was acti-
vated sending more support, according to
Mahaley’s report. San Bruno’s Engine 52
arrived first reporting extreme heat. The six-
alarm fire resulted in the dispatch canter send-
ing 22 San Mateo County engines, four ladder

that would offer tax exemptions to Twitter Inc.

neighborhood.

located in the South of Market neighborhood,
would be exempt from payroll taxes for new
employees for six years if it moved on or near

Within 24
minutes, five patients were transported via
ambulance to Peninsula Hospital. Eighteen
people out of the 57 reported injuries were
transported by ambulance. Dispatch experi-
enced 151 percent more calls during the first
part of the explosion and fire, Mahaley wrote.
Cal Fire supported the effort with 281 peo-
ple, four air tankers, a helicopter and two air
traffic-control planes to prevent the spread of
the fire through the neighborhood or
Crestmoor Canyon.
The San Mateo County Sheriff’s Office sent
members of various departments to help with
the evacuation of about 400 homes. Working
with the Sheriff’s Transit Bureau, which made
arrangement for two buses, people were
directed to a temporary staging area at Bay
Hill Shopping Center. Thirty-four traffic and
security posts were created around the area.

Market Street between Fifth and 10th streets.
Any other company that pays payroll taxes
— those with payrolls above $250,000 —
would also be eligible for the exemption,
according to the proposal, which was
announced just before yesterday’s board meet-
ing and introduced by Kim at the meeting.
Kim said at the board meeting that if Twitter
were to move to the Mid-Market, it would
provide an “anchor tenant” for the area, which
has been affected by blight and public safety
issues.

An estimated $55 million in personal prop-
erty damage occurred around the site. The
blast resulted in a crater on Glenview Drive,
which will remain until investigations are
complete, District Attorney Steve Wagstaffe
said earlier this week. Fencing was placed
around the large hole by the Department of
Public Works, Mahaley wrote.
A number of other agencies lent a hand.
The Human Services Agency, for example,
provided 400 hours of assistance including
round-the-clock help at the emergency opera-
tions center through Sept. 13, Mahaley wrote.
Most things went well, but Mahaley noted
communications could be improved.
For example, the county’s emergency oper-
ations center was located in a room with no
cell phone service. In the area of the fire, cell
phone service was overloaded causing more
communication problems. Updated radios
would have come in handy. In addition,
establishing a central information center
working with both the city and county would
be beneficial in any future emergency, he
wrote.
Kim said that she, the mayor and Chiu have
met with management at Twitter, and they are
“very excited” about the proposal.
Twitter has “been in lockstep” with the city
while it formulates its plan for the Mid-
Market area, Lee said. The company is “bust-
ing out at the seams” at their current location,
795 Folsom St., he said.
Twitter currently has about 350 employees,
but it expects to increase to 600 by the end of
this year and 3,000 in the next five years, Lee
said.

but notable now only because wel-
fare fraud isn’t as prevalent as it
once was, Wagstaffe said.

said — they are referred to a special
investigations unit.

Judge tours lethal
injection chamber

SAN QUENTIN — A federal judge convened
a most unusual hearing Tuesday at San Quentin
Prison.
Nearly all the routine court trappings were
missing as U.S. District Court Judge Jeremy
Fogel toured the state’s new, $900,000 death
chamber as part of proceedings aimed at helping
him decide whether to restart lethal injections in
California — a procedure he put on hold five
years ago.
The judge was 70 miles from his regular
courtroom in San Jose and wore a business suit
as he and two dozen lawyers, prison officials
and other observers took a one-hour tour of the
chamber.
Every question the judge and lawyers asked
prison staff was recorded by a court reporter,
who wheeled along on a chair with a stenogra-
pher’s machine. A transcript will be sent to the
9th U.S. Circuit Court of Appeals to consider
during an inevitable appeal of Fogel’s eventual
ruling.

be used to carry out executed inmates, and a
holding cell where condemned prisoners will
spend the last six hours of their lives.
Fogel said after the hearing that he would rule
as soon as possible but wanted to convene at
least two more hearings in his courtroom before
scheduling a mini-trial called an evidentiary
hearing that will precede his final decision.
Fogel halted executions in the state in early
2006 and ordered prison officials to improve
training procedures and fix flaws in the old
death chamber the judge called too dim and
cramped to humanely carry out an execution.
Lawyers with the state attorney general’s
office want an immediate resumption of execu-
tions, arguing the brightly lit and antiseptic
lethal injection facility addresses the concerns
of the judge.
The judge showed no emotion and gave no
indication whether he was persuaded the new
death house passed constitutional muster.
San Quentin Lt. Sam Robinson led the tour
and was peppered with a range of questions
such as where the lethal injections were stored
and whether the lights would be turned off in
witness areas during executions.
Teenager charged with
friend’s death in crash

The allegedly drunk teenage driver whose
17-year-old passenger died after his car set off
a multi-vehicle crash near Brisbane Saturday
night was formally charged with gross vehicu-
lar manslaughter but won’t enter a plea until
next week.
Sean Danniel Quintero, 18, appeared in San
Mateo County Superior Court Monday on that
charge plus other counts of driving while
intoxicated and causing injury. Quintero asked
for a court-appointed attorney and declined to
enter pleas to the charges until both return to
court Feb. 18.
Meanwhile, the family of Margaret Qaqish
readies their good-byes. Qaqish would have
turned 18 this Saturday and leaves behind her
parents and two siblings along with other fam-
ily. Qaqish, the eldest, was a senior at Baden
High School in South San Francisco and
aspired to help others, her parents said.
On Feb. 5, Qaqish was in a car belonging to
Quintero’s mother, sitting in the middle of the
rear seat, as they and two other teens drove
back to South San Francisco after a night of
reported heaving drinking in Daly City and
San Francisco. At approximately 3:30 a.m., as
the group loudly discussed what radio station
should play, Quintero drove at roughly 60

mph toward cars stopped
for an unrelated accident.

and knocked unconscious. Authorities have
not said whether she was wearing a seat belt.
She died at the hospital.
The California Highway Patrol reported
finding an open alcohol container in the car
and Quintero’s blood alcohol level 90 minutes
later tested .15 and .16.
Everybody in the car had been drinking,
according to the San Mateo County District
Attorney’s Office.
Quintero is being held without bail. If con-
victed of the charges, he could receive up to
11 years in prison. Unlike simple vehicular
manslaughter, the gross negligence allegation
means Quintero is accused of acting in a man-
ner in which he knew or should have known
could cause death.

Brown pitches budget plan to lawmakers

SACRAMENTO — California lawmakers
can’t avoid making tough choices after the
recent mortgage meltdown and credit crisis
unmasked the state’s structural deficit, said
Gov. Jerry Brown in launching a new round of
legislative visits Tuesday to sell his budget-bal-
ancing plan.
The governor said Democratic leaders are as
reluctant to cut services as Republicans are
opposed to temporary tax extensions, but
rebuffing his budget plan would leave the state
in deeper financial straits. Instead, he urged
members of both parties to “face the music and
put California on a balanced footing.”
“We’ve been living a certain fantasy based on
cheap mortgages, cheap money and a very
deregulated environment that allowed the bub-
ble to grow. And now the bubble has burst, and
we got to deal with it,” Brown told reporters
after visiting Senate Democrats in the Capitol.
Doctor reports due next
week for bombing suspect
Two court-appointed doctors evaluating a
teenage bombing suspect’s sanity at the time
he allegedly tried attacking students and staff
at his former high school are scheduled to
return their findings next week.
Once the evaluations are given to the court
and reviewed, the judge and attorneys can fig-
ure out when to begin jury selection in the
trial of Alexander Robert Youshock.
Youshock, 18, technically began trial at the
end of January but only some motions have
been heard as everybody involved await the
sanity reports. The findings will be used if
Youshock is found guilty to help a jury deter-
mine if he should be hospitalized or incarcer-
ated for the alleged crimes.
At a status conference yesterday, attorneys
were advised the reports would be returned
Feb. 18, said Chief Deputy District Attorney
Karen Guidotti.

impose billions more in cuts, and shift or elim-
inate a host of local government services.

been vocal opponents of Brown’s plan to elim-
inate redevelopment agencies that divert local
tax revenue to developers for fighting blight.

in San Francisco. She was the eldest of three
children. Margaret genuinely loved her family

A senior at Baden High School in South
San Francisco, Margaret had high aspirations
to help others. She brought joy and happiness
to everyone she met. Her passing will leave a
void that can never be filled in the hearts of all
those that knew her.

California Fairs Alliance warns that Brown’s
plan would put 29 fairs out at risk of closure.
Brown is scheduled to hear concerns from
business leaders later this week.
“Everybody would like this not to be,” Brown
said. “I think it’s fair to say people are hoping
against hope that there’s another way besides
cuts or tax extensions, or just carrying on as we
are.”
Brown said he hopes to get Republican sup-
port to put the tax extension up for a statewide
vote, but minority party members remain
opposed. GOP support in both houses is neces-
sary to pass the measure on a two-thirds vote.
“Assembly Republicans continue to offer our
hand of cooperation by working with the gover-
nor and Democrats to achieve a balanced budg-
et, but we strongly believe that raising taxes
does not address the root causes of the state’s
continued budget crisis,” said Sabrina Lockhart,
a spokeswoman for Assembly Minority Leader
Connie Conway, R-Tulare.

WASHINGTON — President Barack
Obama is calling for a six-year, $53 bil-
lion spending plan for high-speed rail, as
he seeks to use infrastructure spending
to jump-start job creation.
An initial $8 billion in spending will
be part of the budget plan Obama is set
to release Monday. If Congress approves
the plan, the money would go toward
developing or improving trains that trav-
el up to 250 mph, and connecting exist-
ing rail lines to new projects. The White
House wouldn’t say where the money
for the rest of the program would come
from, though it’s likely Obama would
seek funding in future budgets or trans-
portation bills.
Obama’s push for high-speed rail
spending is part of his broad goal of cre-
ating jobs in the short-term and increas-
ing American competitiveness for the
future through new funding for infra-
structure, education and innovation.
During last month’s State of the Union
address, Obama said he wanted to give
80 percent of Americans access to high-
speed rail within 25 years.
At the same time he’s calling for new
spending on sectors like high-speed rail
in the upcoming budget, Obama also has
pledged to cut overall spending as he
seeks to bring down the nation’s mount-
ing deficit. The White House has said
environmental programs for the Great
Lakes, and block grants for community
service and community development are
among the programs that will face cuts.

Obama’s call for increased spending
on high-speed rail projects is nothing
new. He’s long seen the sector as an area
of opportunity for creating jobs and
improving the nation’s transportation
system. His administration awarded $10
billion in federal grants for high-speed
rail projects last year, including $2.3 bil-
lion for California to begin work on an
800-mile-long, high-speed rail line tying
Sacramento and the San Francisco Bay
area to Los Angeles and San Diego; and
$1.25 billion to Florida to build a rail
line connecting Tampa on the West
Coast with Orlando in the middle of the
state, eventually going south to Miami.
“It’s too early to say. It’s only early
February,” said Francisco, the head of
Giffords’ rehabilitation team at TIRR
Memorial Hermann hospital in Houston.
He said Giffords is doing “very well,”
but wouldn’t provide details, including
whether she is able to speak or if she’s
been told about the attack.
In a Facebook post Tuesday, Kelly
wrote it’s hard to believe only one month
had passed.
“The doctors say she is recovering at
lightning speed considering her injury,
but they aren’t kidding when they say
this is a marathon process,” he said.
“There are encouraging signs every day,

Rumsfeld reveals in his new book that he urged a U.S. military
strike on a suspected chemical weapons
site in northern Iraq in 2003, and that he
wanted the attack timed to coincide with
Colin Powell’s address to the U.N. Security
Council making the case for war.
In his memoir, “Known and Unknown,”
Rumsfeld wrote that the Joint Chiefs sup-
ported a strike, based on what Rumsfeld
called extensive but not conclusive CIA
evidence that the site housed an under-

rorist operation.”
The prewar attack never happened, although the site was
struck in the opening days of the war that President George W.
Bush launched in March 2003, about six weeks after Powell’s

active Iraqi program to produce weapons of mass destruction,
but Rumsfeld believed that the site near the Iranian border pre-
sented the best chance to prove they existed before the war
began.

too funny for Indiana center
FORT WAYNE, Ind. — A former Indiana mayor who won
four terms in the 1930s and 1950s is proving less popular with
modern-day city leaders, who say they probably won’t name a
new government center for him because of the jokes his
moniker could inspire.
Harry Baals is the runaway favorite in online voting to name
the new building in Fort Wayne, about 120 miles northeast of
Indianapolis. But Deputy Mayor Beth Malloy said that proba-
bly won’t be enough to put the name of the city’s longest-
tenured mayor on the center.
The issue is pronunciation. The former mayor pronounced
his last name “balls.” His descendants have since changed it to
“bales.”

Redevelopment and the budget

I
had the opportunity to be in Sacramento
last week and listened to the governor’s
speech about how he wants to tackle the
state’s budget problem. I agree with him on
two points: We have a daunting task in trying
to stabilize this state budget crisis and he
suggested that we will all have to take a step
back and use some common sense when
addressing those problems.
Although the governor recognizes the posi-
tive results of redevelopment, he made it
clear that shifting these funds is necessary. I
am having a difficult time understanding the
rationale for doing this given the state’s
unemployment is more than 12 percent.
Redevelopment agencies are the driving
engines for cities to help create the infra-
structure needed for new plans for older
areas that require change and clean up.
Redevelopment agencies build and improve
communities, create job growth and are the
most significant providers of affordable hous-
ing. In my opinion as proposed, it makes no
sense to eliminate such a vehicle that could
be financially beneficial to communities.
Creating economic development, translates to
business and sales tax revenue.
A healthy city continually experiences
growth through redevelopment in both busi-
ness and residential properties.
We are still focused on the development of
our 15-acre site because its use will benefit
Foster City for years to come. If this decision
by the government succeeds, in the way that
he is proposing, it could negatively affect the
business climate in our communities.

Caltrain’s issues
Editor,
In Dan Schwartz’s guest perspective,
“Caltrain: Time to fold em?” in the Feb. 3
edition of the Daily Journal, he suggested
that Caltrain should shut down because of
ridership issues. As a longtime Caltrain rider
and supporter, I need to point out key issues
affecting Caltrain.
The Caltrain crisis is triggered by a sharp
decline of contribution from SamTrans, not
because of a drop in riders or fare revenue.
Despite a slow economic recovery, Caltrain
ridership and fares have gone up from last
year. Lower ridership on midday trains is
also not a cause of Caltrain’s problem.
Nearly all transit carry fewer people during
the midday, but dedicated tax funding allows
some agencies like VTA and BART to oper-
ate in midday like they do during the peak
hours.
The New Jersey Transit number cited by
Schwartz (104.7 percent recovery) is actually
a contracted commuter bus service to New
York City via the Lincoln Tunnel, where the
tunnel toll is $8. The actual farebox recovery
of New Jersey Transit commuter rail is 49

I recognize that the
problems on the state level
cannot be solved all at once and by one per-
son. I understand the difficulties in trying to
find the best way to attack financial issues
with just trying to find the right balance of
cuts and changes needed to fix our smaller
problem. This brings the common sense ele-
ment into the equation. The political parties
and the special interest groups must take a
hard look at the needs of the people and not
themselves or we are just spinning our
wheels. It can’t be business as usual. The
people of California cannot continue to
shoulder the burden that has been created
over the years.
The governor is suggesting we work
together to attack the problems. As we have
seen locally, as soon as economic challenges
began to unfold, the cities in our area began
this process of working together using a
“sharing of services” model to reduce some
of their expenses. In essence, I feel local
government official are being proactive in
trying to trim expenses while still providing
essential services. State lawmakers have yet
to figure that out. While the “perfect storm”
of economic spiraling continues and the state
borrowing takes on new challenges, we at the
local level have to make the tough decisions
to keep our essential services in place.
With the hard choices this council is facing
to cut our own budget, I am concerned that,
percent, very similar to Caltrain.
The Caltrain partners: Muni, SamTrans and
VTA cannot individually create an express
bus network anywhere as fast and efficient as
Caltrain. We will not be meeting the
Peninsula’s transportation needs if we let
Caltrain service decline.

Kudos to Mayor Jeff Ira for speaking truth
to power (“What will it take” guest perspec-

employee union leaders, Ira is willing to
share in print what any mayor or city manag-
er knows: There is no municipal budget solu-

in the process to date, we are eliminating the
programs that create community. Those
activities may not be part of the essential
services list, but they are the quality of life
amenities that set Foster City apart from
other communities. I am concerned about
chopping away too deeply into our special
recreational events and activities because
these community events are the backdrop of
our vibrant city. Until June, the council will
continue the process of dialing in on the right
plan of action that will get us to our goal of
balancing the budget by 2013-14 and still
have ample reserves; a policy course that will
affect us for years to come. I am committed
to that goal but I am not convinced that we
have to cut away as much of what is being
proposed to date. I am more inclined to be
creative and try to find new ways of being
able to provide these amenities without com-
promising funding needed for infrastructure
maintenance and safety.
I encourage residents to be proactive in our
budget process. Attend the sessions schedule
for the next few months and offer your sug-
gestions. Collective thinking outside the box
may produce new revenue ideas to protect
the amenities that are a part of the core of
our city. We can be the example to state law-
makers about what it takes to work together.

Until now, every contract renewal has
meant either more pay or more benefits. Like
any pyramid, those increases add up to an
unsupportable burden on any city budget,
even without an economic downturn. This is
not news. What needs to happen is a shift in
thinking — last year in Menlo Park and else-
where, unions claimed they were helping the
budget process by delaying raises; when so
many of us can’t even imagine a raise,
assuming we are still working full time, what
planet is that?
This is not the fault of city employees —
many don’t agree with the heavy union hands
that have made these deals over the years,
and they know how good they have it:
employed for life and retire early with those
fantastic pensions. I believe many want to
help their cities — and their pension funds
— to survive. Now that it’s on the table, let’s
hope those voices are heard over the tired
union dogma.

What I don’t
like is a car com-
pany trying to
hoodwink the rest
of us into some-
how believing that
its demise was our
fault because we
didn’t believe in
them, we didn’t
believe in their
industry and we
dismissed Motor
City as a wasted population beyond help.
We didn’t.
Chrysler failed the people of Detroit. And
they largely failed themselves. Like General
Motors, Chrysler relied too much on its brand
and its history. It got bogged down by its own
weight and inability to move with the times.
It relied on its fleet of Dodge trucks and cars
with high-powered HEMI engines when gas
prices were soaring. And it got caught up in
the financial maelstrom that snared many oth-
ers.
We didn’t fail Chrysler. It failed us.
And no backbeat-driven, rapstar-infused
commercial should change that. The Chrysler
Super Bowl commercial featuring Eminem
cruising through the city was hailed as bril-
liant and inspiring. It was to show that Detroit
can come back from the wounds that were
somehow inflicted by others and that we, the
average American, just don’t understand the
city, its people and its industry.
But anyone who has followed the crum-
bling of Chrysler should know that it was not
the American people who failed it. It was the
other way around. After producing terrible
cars that faced ongoing recalls, it was saved
from going out of business in the late 1970s
by Lee Iacocca who was able to convince the
U.S. government to guarantee loans. In 1998,
it engaged in an ill-fated merger with
Daimler-Benz touted as a merger among
equals but that largely failed to balance the
management styles of the two companies. In
2006, Chrysler was reporting losses of $1.5
billion and announced mass layoffs, closures
of assembly plants and reduced production
elsewhere in a desperate grab to return to
profitability. Its reliance on gas-guzzlers and
ignorance of competing interests doomed it to
near failure when it was sold to a private
equity firm in 2007. In 2009, the company
split and with the help of a $15 billion
bailout, it separated the company into “new”
Chrysler and “old” Chrysler, which went into
Chapter 11 bankruptcy. In doing so, it
dropped 789 U.S. auto dealerships, many of
which were loyal for years.
One year later, it emerged from bankruptcy
and faces difficulty in catching up to the new
trend of more energy efficient cars. Its latest
tactic is to somehow convince us that we
were at fault in its demise. I have to admit,
the commercial was catchy, and I hope it pro-
vides a morale boost to the people of Detroit,
who clearly have seen better days. Detroit’s
population is diminishing, its former mayor is
in prison for corruption and its police depart-
ment is trying to get back on its feet after its
forced reorganization following serious alle-
gations of civil rights violations.
But a catchy commercial is not going to
revitalize a city, an industry and a company.
It takes hard work, dedication and innova-
tion. Maybe the commercial is a call to
arms, but it should not be for us, but rather
the heads of the company itself. If you want
us to buy your cars, make better ones. It’s
that simple.

Dow closes higher

1,363.40 NEW YORK — The Dow Jones
industrial average closed higher for the
seventh consecutive day Tuesday.
That’s the longest series of gains for the
index since July.
McDonald’s Corp. was the biggest
gainer of the 30 stocks in the Dow, ris-
ing 2.6 percent after reporting January
sales that were higher than analysts
expected.
Investors took in stride a move by
China’s central bank to control inflation
by raising short-term interest rates.
The Dow Jones industrial average
rose 71.52 points, or 0.6 percent, to
close at 12,233.15. The index has had
only one down day in the last 10, on
Jan. 28 when the protests in Egypt esca-
lated.
The Standard & Poor’s 500 index
rose 5.52, or 0.4 percent, to 1,324.57.
The Nasdaq composite index rose
13.06, or 0.5 percent, to 2,797.05.
China raised interest rates for the
third time since October in an effort to
keep prices from rising too fast. The
country’s economic boom has resulted
in higher prices, forcing some poor
families to spend up to half of their
incomes on food.
Many large U.S. companies have
counted on spending in China for
Wall Street
growth. Previously, interest rate hikes
in China have resulted in stock losses in
the U.S. because of fears that spending
there would fall.
Brain Gendreau, market strategist at
Financial Network, said investors are
becoming less concerned about slower
spending in China because they are
more confident that the U.S. economy
will grow on its own.
“Raising interest rates is what the
Chinese need to do when they have
such an overheated economy,” he said.
Bond prices fell, extending a week of
losses and sending their yields higher.
The yield on the benchmark 10-year
Treasury note rose to 3.74 percent from
3.64 percent Monday, its highest rate
since last April.
The government auctioned $32 bil-
lion of three-year notes at a yield of
1.34 percent, the highest borrowing rate
the government has had to pay on those
notes since last May. Interest from for-
eign buyers was relatively weak.
Better economic news, including a
drop in the unemployment rate, has led
investors to sell low-yielding govern-
ment bonds over the past two weeks.
Some of that money is going into
stocks, especially those of large corpo-
rations that pay fat dividends.

Layoffs become rarer even with jobless rate

WASHINGTON — The U.S. labor
force has been split into two groups: the
relieved and the desperate.
If you have a job, you can exhale;
you’re less likely to lose it than at any
point in at least 14 years.
If you’re unemployed? Good luck.
Finding a job remains a struggle 20
months after the recession technically
ended. Employers won’t likely step up
hiring until they feel more confident
about the economy.
A result is that people who are unem-
ployed are staying so for longer periods.
Of the 13.9 million Americans the gov-
ernment says were unemployed last
month, about 1.8 million had been with-
out work for at least 99 weeks — essen-
tially two years. That’s nearly double the
number in January 2010.
Yet the deep job cuts of the recession
have long since ended. In January, com-
panies announced plans to trim fewer
than 39,000 jobs, according to outplace-
ment firm Challenger, Gray &
Christmas. That was 46 percent fewer
than a year earlier. More strikingly, it
was the fewest number of planned lay-
offs in January since Challenger began
keeping track in 1993. For all of 2010,
planned layoffs hit a 13-year low.
Eventually, consumer spending will
rise high enough that companies will
need to accelerate hiring to keep up with
demand. In the meantime, a fading fear
of layoffs is likely helping the economy:
It’s encouraging consumers who have
jobs to spend more.

Court tells man to stay
away from Facebook founder
SAN JOSE — Facebook founder Mark Zuckerberg has
obtained a temporary restraining order against a California man
accused of stalking him, his girlfriend and his sister.
A Santa Clara County Superior Court judge on Feb. 1
ordered 31-year-old Pradeep Manukonda of Milpitas to stay
away from Zuckerberg and stop contacting him.
Manukonda tried to contact Zuckerberg numerous times in
December via letter, e-mail and Facebook, including more than
20 times in one day, Facebook security officer Todd Sheets said
in a court declaration. Manukonda also left a note on
Zuckerberg’s car and was later spotted outside his house,
Sheets said.
Guards stopped Manukonda just as he was about to walk up
the front stairs to Zuckerberg’s Palo Alto residence, where
Zuckerberg’s girlfriend was inside, according to court docu-
ments.

Disney 1Q tops Street on strength in all units

LOS ANGELES — The Walt Disney Co. on Tuesday posted
a 54 percent jump in earnings in the latest quarter. The results
beat analyst expectations thanks to higher advertising revenue
at its ESPN and ABC television networks, stronger perform-
ance at its theme parks and cost cutting at its movie studio.
The company reported strength in all units, a sign that cost
reductions, strategic shifts and a revived economy were helping
the house of Mickey Mouse. Disney reported a slightly higher,
though still modest loss in the interactive division, but revenue
in that unit was up 58 percent.

As airfares rise, another charge to worry about

NEW YORK — The rising cost of flying comes with a famil-
iar refrain: The airlines need help paying their fuel bills.
For the first time since late 2008, U.S. airlines are adding fuel
surcharges to ticket prices. They’ve already raised fares five
times since December.to offset a 25 percent increase in the
price of jet fuel. For those with spring and summer travel plans,
it’s a one-two punch.

light on the decades-old love affair
between the team and the NFL’s
smallest-market city.
On Sunday night, thousands took
to the streets to celebrate amid an
explosion of green-and-gold fire-
works. On Monday, tens of thousands
of hoarse but giddy fans lined the

Three weeks ago, when the San Mateo girls’
soccer team recorded an emotional 1-0 win
over Aragon, the rematch became a must-see
event.
Told you so.
Aragon and San Mateo waged another bat-
tle on the soccer field Tuesday afternoon and
this time the Dons played like a team pos-
sessed, scoring three beautiful goals to avenge
their January loss 3-1.
“I feel pretty happy,” said Aragon midfield-
er Kat McAuliffe. “We came into the game,
wanting to win. We were just really pumped.
We were kind of embarrassed by what hap-
pened last time so we wanted to come at home
and show them they can’t mess with us.”
Aragon has played like a completely differ-
ent team since the last time they saw San
Mateo — since that time, the Dons haven’t
loss, going 7-0, jumping two slots in the
Peninsula Athletic League Bay division stand-
ings. With their win Tuesday, they are only
two points behind the Bearcats with three
game to play.
“That (game) got stuck in our craw —
going over to their place and losing in the last
10 minutes,” said Aragon head coach Will
Colglazier. “The captains just organized us at
the end of that game and they said ‘This is
unacceptable.’”
Whatever was said in that pow-wow has
really been taken to heart by the entire Aragon
team. And that focus showed in the round two
against San Mateo.
The Dons seized the momentum early by
going right at one of the best defenses in the
county. Five minutes in, Kimi Petsche was fed
a spectacular through ball and just beat the
offside trap. With the entire back line closing
in on her, the junior skillfully finished past a
charging Karyn Jacobs for the early 1-0 lead.

would shape golf’s growing landscape.
“It’s an exciting time at the moment,”
Greer said Tuesday from his home in
London.

Cobb not beholden to name or game

LOS ANGELES — This Ty Cobb
prefers a big orange ball to a small
white one.
The great-grandson of the Hall of
Fame player chose basketball over
baseball at Occidental College, a
Division III school whose nickname
would surely have the approval of
The Georgia Peach — the Tigers.
The 19-year-old reserve freshman
forward is averaging 3.4 points and
3.5 rebounds. His coach, Brian
Newhall, found his name through an
East Coast scouting service, and
was intrigued.
Cobb was 6-foot-5, a good stu-
dent from Menlo Park and his father
graduated from Occidental. The
kid’s name didn’t register with the
50-year-old coach, who is clearly
cornering the market on descen-
dants of sports legends — John
Wooden’s great-grandson was on
his team four years ago.
“I had no idea who Ty Cobb was,”
Newhall said. “My baseball career
ended when I was 7 years old.
Everyone else in the world other
than me was aware who Ty Cobb
was.”
Tyrus Raymond Cobb was simply
one of the toughest and greatest
players in baseball history, his
spikes high and his will to win unri-
valed. The outfielder spent 22 sea-
sons with the Detroit Tigers, includ-
ing the last six as their player-man-
ager, and played for the
Philadelphia Athletics.
The great-grandson — Tyrus
Charles Brogan Cobb — said the
name has opened a window on base-
ball that he wouldn’t have looked
into otherwise, including a visit to
the Hall of Fame.
“I did a lot of reading about old
baseball players that were contem-
poraries of Ty Cobb,” he said. “Just
being connected to a part of history
got me interested in research.”
At times, the name has been a
burden, usually with older adults
who recognize it more than a lot of
kids do.

Sharks get second straight shutout

WASHINGTON — Logan Couture broke a
scoreless tie with 8:05 to play, Antti Niemi
had 25 saves for his second straight shutout,
and the San Jose Sharks ran their defensive-
minded winning streak to four games
Tuesday, beating the Washington Capitals 2-0.
Ben Eager led Couture just enough for the
rookie center to take the pass in open ice at the
left circle and put the shot through the legs of
goaltender Michal Neuvirth.
Dan Boyle added another goal, this time
from the right circle with 5:53 to go, as the
Sharks extended their points streak to nine
games and improved to 3-0 on their seven-
game road trip.
The Capitals, whose offensive struggles

have threatened to cancel
out the team’s improved
defensive play, were shut
out for the eighth time this
season and the second
time in five games.
They were coming off
an emotional 3-0 win over
rival Pittsburgh on

ed just four shots on goal.
Niemi and the Sharks were also coming off
a shutout win — 2-0 over Boston on Saturday
— and have allowed only 16 goals in their
past nine games.
The Capitals’ final chances came when San
Jose’s Niclas Wallin was sent off for holding
with 2:51 remaining, the only penalty of the
third period. Washington soon emptied the net
to make it a two-man advantage, but Niemi
was up to the task, sprawling on the ice to
cover up one furious scramble with about a
minute to play.
Neuvirth made 34 saves for the Capitals.
The Capitals actually put the puck in the net
in the first period but were done in by a quick
whistle. Alexander Semin, back after missing
12 games with a groin injury, took a shot that
squeezed between Niemi’s legs.
Both Niemi and the official were unaware
that the puck was behind the goalie, so the
whistle was blown before Niemi kicked it into
his own net with his right skate.
Niemi also made a nice kick save on David
Steckel in the first period and deflected
Nicklas Backstrom’s drive during the game’s
first power play. Niemi’s job was easier when
Steckel lost control of the puck and didn’t get
a shot off during a clean breakaway in the sec-
ond period.
Neuvirth was also steady for the Capitals,
snatching a drive with his extended glove
when Eager had a clean shot from the left cir-
cle in the first period, but the Sharks finally
solved the Washington goalie in the third.

NBA player wants concussion protocol

MILWAUKEE — Three years
ago, when he was at UCLA, Luc
Richard Mbah a Moute sustained a
concussion that kept him off the
basketball court for eight days, until
he completed a series of neurocog-
nitive tests.
That’s why the Bucks forward
was so surprised when all he needed
to return this season following a
mild concussion was simply his
word to the training staff.
“I didn’t have to do any tests
because we were on the road and
doctors were here,” Mbah a Moute
said. “They just asked me how I was
feeling, and I told them I was feel-
ing better. They were like, ’You’re
fine.”’
Mbah a Moute said he knocked
heads with a Dallas defender on Jan.
1 and returned three days later,
despite some soreness on his left
side of his head. The experience has
made him think there should be a
league-wide policy to handle every
concussion.
“There should be standards in the
NBA. You need to do these tests and
pass these tests before you can come
back on the court. Bottom line. We
definitely don’t get as bad concus-
sions as football and other sports,
but a concussion is a concussion,”
Mbah a Moute said. “It’s a serious
injury and there should be tests.”
While league officials say concus-
sions are rare in the NBA,
Milwaukee has dealt with a flurry of
head injuries this season, highlight-
ing the fact that the injuries can and
do happen on the hardcourt. Mbah a
Moute didn’t sit out a game with
his, though the Bucks listed the two
other players who missed time this
season as having “concussion-like
symptoms.” Carlos Delfino was out
32 games with what he said was,
indeed, a concussion and Corey
Maggette sat for two more.
The Bucks said they handle every
head injury on a case-by-case basis,
and general manager John
Hammond said the team takes the
issue seriously.
“Head injuries have now become
a real hot-button issue in sports in
general. And, I think that when a
player is dealing with issues like
this, we have to be concerned and
well we should be,” Hammond said.
“I just think it’s obviously some-
thing you can’t take lightly, you
can’t take for granted.”
The NBA and the players’ union
say they are monitoring head hits,
but there hasn’t been the same level
of concern as in other sports such as
hockey and football, in which con-
cussions are more common.
“We pay significant attention to
this particular injury,” NBA

Victims of ticket fiasco
have another option

NEW YORK — The NFL has added a second option
for the roughly 400 fans who had to give up their seats
at the Super Bowl: They can choose to attend any future
Super Bowl instead of being limited to the 2012 game.
The league initially said Sunday it would give $2,400,
three times the face value of the ticket, to the fans who
were forced to watch the game on monitors or use stand-
ing-room platforms after some temporary seating sec-
tions were not completed in time.
On Monday, Commissioner Roger Goodell said those
fans also would receive tickets to next year’s Super
Bowl.
Then on Tuesday, the NFL announced the fans could
choose instead to receive a ticket to any future Super
Bowl, including next year’s, along with round-trip air-
fare and hotel accommodations. If fans choose that
option, they will not get the $2,400. They can wait until

after the conference championship games each season
to see whether their favorite team reaches the Super
Bowl.
“We had more time to think about how to create a
broader range of options that would better recognize the
deep emotional bond that fans have for their team,” NFL
spokesman Greg Aiello wrote in an e-mail Tuesday.
The Green Bay Packers beat the Pittsburgh Steelers
31-25 on Sunday at Cowboys Stadium in Arlington,
Texas. When the temporary sections were not complet-
ed before the start of the game, about 850 fans were
moved to other seats. But there was nowhere to put the
remaining 400.
Some of the affected fans complained Sunday that the
$2,400 didn’t cover the price they paid for the seats,
travel and hotels.
If fans choose the first option of next year’s game plus
the $2,400, the ticket is transferable, which means it can
be sold on the secondary ticket market. It won’t be
transferable in the other option.
The league said a senior NFL staff member
would call each of the displaced fans to provide
information about the options and answer ques-
tions.
“The commissioner thought it was the right thing
to do to give those fans more options,” Aiello said.
The NFL is working with the Packers, Steelers
and Cowboys to track down all the affected fans.

LOS ANGELES — The seasoned
local business leaders picked by the
mayor to analyze plans for a downtown
NFL stadium on the public’s behalf
seem to have one thing in common:
deep financial, political and civic ties
with the company promoting the
venue.
Mayor Antonio Villaraigosa’ s panel
includes a former governor who
received generous donations from enti-
ties connected to the owner of Anschutz
Entertainment Group; entertainment
executives that have partnered with the
firm or its affiliates; and business own-
ers who have served alongside compa-
ny president and CEO Tim Leiweke on
local civic boards and commissions.
That makeup could cast doubt on its
ability to objectively evaluate the stadi-
um project that may involve financial
risk for the cash-strapped city, said
Robert Stern, president of the Center
for Governmental Studies in Los
Angeles.
AEG’s plan calls for the city to issue
$350 million in bonds to relocate a
huge convention center structure where
the 64,000-seat stadium would be built,
although the company has promised to
service that debt and pay anticipated
shortfalls.

City officials must also approve
AEG’s lease for space on the city-
owned convention center property.
AEG has also sworn it will pick up the
entire $1 billion tab for the stadium
itself.
“The question is: Is this commission
designed to watch out for taxpayers, or
is it designed to make sure the stadium
gets built?” Stern said.
The plan is one of two competing
proposals that aim to bring football
back to Los Angeles some 15 years
after the Rams and Raiders left the
nation’s second-largest market.
Warehouse magnate Ed Roski has per-
mits in place to build a separate 75,000-
seat stadium about 15 miles east of Los
Angeles, in the city of Industry.
Both camps have said they hope to
recruit a team — and possibly two —
from among those in the league that
need a new stadium to maximize rev-
enue but are unable to get one built in
their current locations.
Villaraigosa announced his unpaid
Blue Ribbon Commission on the
planned venue last week at a lavish pro-
motional event timed to the disclosure
of a naming-rights deal with Farmers
Insurance Exchange worth at least
$700 million — if a team can be lured
to the city.

Appeals court won’t block two Vikings suspensions

MINNEAPOLIS — The Minnesota Court
of Appeals ruled Tuesday that it won’t perma-
nently block the NFL from suspending
Vikings defensive tackles Kevin Williams and
Pat Williams for violating the league’s anti-
doping policy.
Barring another appeal, the ruling appears
to clear the way for the NFL to suspend the
players, which it has been trying to do since
both tested positive for a banned diuretic in

will never go away. There is no system to
accurately compare the strength of tours
around the world.

lot early Monday morning, grilling brats, throw-
ing down beers and tossing footballs in a final
tailgate party — never mind a wind chill of 14
below.
“The weather’s fine. I can barely feel it,” Ken
Hampp, 23, of Appleton, said in the Lambeau
parking lot as he sipped a Budweiser, before it
froze. “That’s my favorite thing about winter.
You can just stick your beer in the snow.”
The stadium opened two hours before the cer-
emony. The atmosphere inside was electric as
fans watched highlights from the past season on
the stadium’s giant television screens set to a

2008. The players have been fighting their
suspensions and could appeal the latest deci-
sion to the state Supreme Court.
Peter Ginsberg, an attorney for both play-
ers, said early Tuesday he had not talked to his
clients and wasn’t sure whether they would
seek another appeal.
NFL spokesman Greg Aiello said the NFL
is reviewing the decision and determining
how to proceed.
The Williamses, who are not related, tested
positive in 2008 for bumetanide, a banned
diuretic that can mask the presence of steroids
better get used to it.
Paul Azinger once said the only things that
ever made him choke were cash or prestige.
He never said anything about ranking points.
But that’s the direction golf is going.
The USGA’s decision last week to elimi-
nate the money list as a criteria for getting
into the U.S. Open was only the latest step in
giving the Official World Golf Ranking more
importance, if not credibility.
The U.S. Open still puts as much emphasis
on “United States” as it does on “Open.” It is
sensitive to where the major is played, and it
strives to keep half of its 156-man field open
to qualifiers. But it also wants to be the
strongest test for a major, inviting the best
from around the world. The USGA ultimate-
ly decided what McCormack figured out
years ago — money might not be the best
barometer anymore.
That’s why starting next year, it will swap
out money lists from four tours with the top
60 in the world ranking.
“We’re more comfortable with that than we
are trying to figure out internally how we
judge various tours around the world,” said
Mike Davis, the senior director of rules and
rousing orchestral soundtrack. The crowd
waved world champion flags, erupted into
chants of “Go Pack Go!” and danced to House
of Pain’s “Jump Around” and the Village
People’s “YMCA.”
Green Bay Mayor Jim Schmitt addressed the
crowd from a stage on the 50-yard line,
announcing the city would name a street
“McCarthy’s Way” in keeping with a tradition
that calls for the city to name a street after every
Super Bowl-winning coach.
Republican Gov. Scott Walker was next, gen-
erating a mix of cheers and boos from the
crowd. He handed Packers President Mark
Murphy a proclamation declaring February
Packers month.
But the crowd was more interested in seeing
their heroes than their politicians, as evidenced
by signs that read “Jordy Nelson, Will You Be
My Valentine?” and “Clay Matthews Will You
Marry Me?”
that was in the StarCaps weight-loss supple-
ment they were taking. They were not accused
of taking steroids and said they didn’t know
the diuretic was in the supplement.
The players sued the NFL in state court,
saying it violated state labor law. Their sus-
pensions have been on hold while the case has
been playing out in state and federal courts.
Last May, Hennepin County District Judge
Gary Larson ruled the NFL broke state law
when it failed to notify the players of their
positive test results within the mandated three
days. But the judge also declined to perma-
competition. “Virtually everybody will admit
that any ranking system is never going to be
perfect. But we think it’s more equitable than
what we do.”
The knock on McCormack and his initial
idea for a world ranking was that he was
only trying to promote his clients at IMG.
The rebuttal was that IMG had most of the
best players, anyway.
“He was always a bit of a statistical buff,”
Alastair Johnson said. “For a long time in his
annual, he compiled a world money list. That
spawned the ranking, as it became clear a
money list was distorted by the value of the
dollar and obviously, the overwhelming
focus on the U.S. tour and the size of its
prize money. That made everything else in
the world somewhat irrelevant as far as per-
formance on the golf course.”
There have been some critical junctions for
the world ranking, none more than when the
Royal & Ancient became the first to use it to
help determine the field for the British Open.
Five major tours around the world, along
with four major championships, endorsed the
world ranking at a meeting in Turnberry in
1997. A year later, the U.S. Open created a
Kimberly Zachary, 19, of La Crosse, held a
sign that read “Driver Your Smile Makes It All
Worth While,” referring to veteran wide receiv-
er Donald Driver, whose ever-present grin has
helped him emerge as a fan heartthrob.
She said she chose to attend college at the
University of Wisconsin-Green Bay in part
because of the Packers.
“It’s like going to a school for a boyfriend or
girlfriend,” Zachary’s friend, Kelly
Peerendboom, 20, of Tomahawk said. Then she
sighed. “I don’t think I’ve ever felt so happy to
be part of a team.”
When the players finally emerged from the
tunnel that leads to the field from their locker
room, the crowd erupted, purging 14 years of
frustration. The players, bundled up in parkas
and stocking caps, strolled along the front row
of the stadium on their way to the stage, smil-
ing, pumping their fists and high-fiving every-
one who could reach them.

NFL wasn’t required to tell the players of its
presence in the drug tests.

The latest development to elevate interest
in the ranking is Woods.
He has gone nearly 15 months without
winning, paving the way for Westwood to
reach the top. But so many other players are
lined up behind the Englishman that as many
as a dozen have a chance at No. 1 this year.
Even so, some players might never buy
into it.
Davis Love III doesn’t think the system is
fair. But the more he spoke, he couldn’t find
a better way to measure the world.
“Is it the best we have? Yes,” he said. “Is it
perfect? No.”
Fair or not, the world ranking is more rele-
vant than ever.
“Just a very special moment,” safety Nick
Collins told the crowd from the stage.
“Something I’ll cherish for the rest of my life.
I’ve been chasing this dream for a long, long
time, and I’m just glad to be a part of it.”
Driver, who injured an ankle in the Super
Bowl and couldn’t finish the game, seemed
overwhelmed by the moment.
“We’re Super Bowl champs, baby! All season
long, you guys believed. . We love you guys so
much,” he said.
Team officials saved Rodgers for last. With a
towel wrapped around his head like a scarf,
Rodgers yelled into the microphone, “What’s
up, Titletown?” The crowd responded with a
roar.
“We did it together! We brought that title
home! We love you!” Rodgers said. “I tell you
what, Green Bay, we’re going to be right here
next year doing the exact same thing!”

Cobb than I do and say, ’Oh, he was a terrible
guy, he was a jerk,”’ the younger Cobb said.
“Ty Cobb does have kind of a tough reputation,
but people who say that just aren’t informed or
just want to start an argument.”
The elder Cobb was born in Narrows, Ga., in
1886 when the South was strictly segregated.
Along with a reputation for a surly tempera-
ment and an aggressive playing style, he was
widely regarded as a racist, with history noting
his run-ins and scrapes with blacks on and off
the field.
“I’ve got no qualms with how Ty Cobb led
his life,” his great-grandson said. “From what
I’ve heard from my dad who knew him really
well as a grandpa, he was a very generous, lov-
ing man. He was always fair to everyone and
was just a pleasure to be around.”
The younger Cobb plays on an Occidental
team that includes three black and three Latino
players.
“He was born in Jim Crow (era) Georgia,”
Cobb said. “It was a completely different world
than living in California these days, which is
such a diverse area and people are just com-
fortable being around people that aren’t the
same skin color or from the same background.”
His namesake retired a wealthy man, having
invested heavily in Coca-Cola and General
Electric stock. He died in 1961 at 74.

won the first game.’ It was all positive.”

investing. He retired to Atherton, California,
which is a very nice area,” Cobb said. “He had
a big house in Tahoe right on the lake and that
was all from being an astute businessman, even
though he never went to college and never got
much of a formal education.”
Cobb is considering majoring in economics
and possibly attending business school.
He played three sports at Sacred Heart Prep
in the Bay Area. He was a double-figure scorer
and rebounder on the basketball team and a
first baseman and left-handed pitcher on the
baseball team.
“If I was ever just playing around with
friends, it was always throwing a basketball,”
he said. “I love basketball because it’s five guys
working together to accomplish one goal.
Baseball is a lot more individual.”
The Tigers (10-10) have won four of five,
including two in a row, with five games remain-
ing. Cobb has played in all 20 games, while
making a few spot starts for the 2,100-student
liberal arts college where President Barack
Obama spent two years before transferring to
Columbia.
“When he’s on the court, good things hap-
pen,” Newhall said. “He’s just kind of clutch.
O’Mahoney in the Aragon defensive zone
started it off. After O’Mahoney intercepted a
pass, she found Kelly Ghiorso on the right
wing, who immediately lobbed a pass into the
Aragon penalty box. After a bounce, the dead-

“We have a great defense,” Lentz said,

He’s not overwhelmed by anything. Sometimes
freshmen will come in and talk a big game and
Ty didn’t say a word, he just worked and
worked.”
In their biggest game of the season, a 93-50
loss at then-No. 7 San Diego State, Cobb had
two points, one block, one assist and two
turnovers. He was playing in front of 12,414
fans instead of the 1,000 or less that turn up for
a home game.
“Our bench was 20 feet from the student sec-
tion and they took a lot of joy in screaming at
us as much as they could,” he said.
Occidental’s baseball team began its season
last week and coach Jason Hawkins has reason
to be optimistic. Cobb talked to him recently
about possibly pitching. He’s torn between
focusing on basketball year-round and unleash-
ing his fastball.
“When the weather turns, you smell the
fresh grass,” Cobb said, smiling. “It’s like
instinct to be playing baseball. I miss being
out there, but I’m still happier playing bas-
ketball only. That was my choice.”
Growing up in the Bay Area made Cobb a
big San Francisco Giants fan, and his
favorite player is Barry Bonds, who like his
great-grandfather, remains a flash point even

“I think the IQ soccer-sense of our players
is unchallenged by other teams,” Colglazier
said. “The shape, the composure, not playing
kick ball but playing smart combinations and
the through ball once we see they’re flat. It’s
just fun to see what you practice work in the
game. I saw us having combinations in the
center and then the opposite person making
the through run — it was pretty soccer, it was
just pretty soccer today.”
While that goal stunned the Bearcats, the
dagger came eight minutes later on yet anoth-
er through ball down the heart of the San
Mateo defense. This time, Nicole Rodrick was
the beneficiary of a great pass by Stevie

changed our mentality, started to focus a lot
more at practice. We were sick of not playing

the most romantic thing to do is
something unexpected. Upside-
down cakes are the baking world’s
version of this kind of whimsy.
Build everything from the bottom
up and give it flip before serving.
This cocoa-mango upside-down
cake combines the winning flavors
of ginger-tinged chocolate with a
tropical layer of brightly colored
mango. Decorating the edges with
some chopped macadamia nuts adds
a beautiful and simple garnish.
COCOA-MANGO
UPSIDE-DOWN CAKE
Start to finish: 1 hour 5 minutes
This cocoa-mango upside-down cake combines the winning flavors of (25 minutes active)
ginger-tinged chocolate with a tropical layer of brightly colored mango. Servings: 8
1 medium mango
1/4 cup light brown sugar
1 tablespoon honey or corn syrup
2 tablespoons butter
3/4 cup all-purpose flour
3/4 cup granulated sugar
1/3 cup unsweetened cocoa pow-
der
1 teaspoon baking soda
1/2 teaspoon ground ginger
1/4 teaspoon salt
3/4 cup buttermilk
1/4 cup canola oil
1 large egg
1/2 teaspoon vanilla extract
1/4 cup apricot preserves, strained
2 tablespoon chopped macadamia
nuts or almonds
Place a rack in lower third of
oven. Heat the oven to 350 F. Set a
baking sheet on the bottom of the
oven to catch any drips.
With a paring knife or sharp veg-
etable peeler, remove the skin from
the mango. Slice along the flat cen-
tral pit to remove the flesh from
each side in one large piece. Slice
each piece lengthwise into long,
thin slices. Set aside.
In a small saucepan over medium,
combine the brown sugar, honey or
corn syrup, and the butter. Stir until
the mixture is bubbling.
Immediately pour it into an 8-inch
round cake pan, spreading the mix-
ture evenly over the bottom.
Arrange the slices of mango in a
spiral pattern over the sugar-butter
mixture.
Set a mesh strainer over a large
bowl. Add the flour, sugar, cocoa,
baking soda, ginger and salt, then
sift them into the bowl. Add the but-
termilk, oil, egg and vanilla. Using

If not already done, cut the tenderloin into 2
steaks. Rub the salt and rosemary all over the

In a large oven-safe skillet over medium-
high, heat the butter and oil until the butter is
melted. Sear the steaks on each side until well-
browned, about 2 to 3 minutes per side. Place
the skillet in the oven and cook until the steaks
reach 125 F at the center. Remove from the
oven, cover with foil and allow to rest for 10
minutes.
While the steaks rest, prepare the green
beans. Bring a small saucepan of water to a boil.
Add the beans and cover. Boil until bright green
and just tender, about 3 minutes. Drain the
beans, then transfer to a bowl. Add the blue
cheese, salt and pepper, then toss well.

Turn on the heat under the cream mixture to
medium. When the liquid is just steaming,
remove it from the heat. While continuously
whisking the egg mixture, dribble the warm
cream mixture very slowly and just a little at a
time into the egg yolks. Add the milk chocolate
and whisk until melted.
Using a fine mesh strainer, strain the mixture
into a liquid measuring cup with a pouring
spout. Discard any solids.
Carefully pour the liquid into the ramekins.
Pour hot water into the outer pan to come half
way up the sides of the ramekins, making sure
not to get any water in the ramekins.
Place the pan in the oven and cover loosely
with foil. Bake until set and the centers just
barely jiggle, about 55 to 65 minutes. Remove
the ramekins from the water and chill until
completely cold, at least 2 hours. Serve topped
with a dollop of whipped cream.

later. What he does know is the answer
to the city’s budget is not easy.
“There is no silver bullet when it
comes to solving this problem,” he said.
Without any steps, the city is looking
at a current $2.6 million deficit, with
following years at $4.7 million and $6.5
million.
The numbers are not insurmountable,
said Finance Director Brian Ponty who
added the percentage of operating
expenses is more important than the
specific figure.
The beginning $2.6 million deficit is
3.3 percent of $80 million in expendi-
tures.
The three-pronged fix is already under
way, with restructuring of departments
like the elimination of the deputy city
manager position.
At a mid-year general fund budget
review Monday night, the City Council
defined critical services like police, fire,
sewer, water and streets. The council
also told department heads to break
their services into three categories to
ty of life, could be things like the Police
Activities League which are good pro-
grams but not mandated by law or a core
departmental service, Ira said.
Although city officials cut across the
board in past years, that approach may
not be right anymore because some
departments have more capacity than
others and some services have different
value to the community, Ponty said.
The primary direction Monday night
was not drawing from reserves, Bain
said, although other options are pretty
much on the table. “The main message
is we are looking at everything, not just
pushing tax increases,” he said.
They are also not draining reserves
and “kicking the can down the road like
the state has done,” Ponty said.
Like Ira, Bain is hoping union conces-
sions and revenue enhancements might
take the sting out of some reductions.
“None of us on the council want to
continue to cut services but if we don’t
get the labor concessions we’re looking
for, we will have to,” Bain said.
Ira is “really optimistic” about talks
with unions he and Interim City
Manager Bob Bell began in August.
The unions have been active partici-
pants and how much they can pony up
will determine a lot of how the city
year 2011-12 budget.
“We don’t want to lay off any more
employees. It’s not fair to our citizens,”
Ira said.
Another plan involves two measures
on the upcoming ballot, increases to the
transient occupancy tax and business
license fee. The latter would be a 50
percent hike over three years, to gener-
ate an extra $233,00 the first year fol-
lowed by $272,000 and $318,000.
Ira concedes the potential revenue
would be “a pittance” compared to the
lofty need.
Even so, the city is hoping to get the
support of the Chamber of Commerce
and business groups. However, the
groups were on board the last time the
city sought a business license fee
increase and it failed in 2009.
“A sales tax is a really hard sell,” Ira
said. “There’s definitely a strong tenure
out there of why give more money if we
think you’re going to squander it?” Ira
said.
The city has until July to approve
placing the measures on the November
ballot.

The city is seeking another agency to
take over police services because it faces
an ongoing structural deficit of nearly $1
million related to a botched development
known as Beachwood. Voters in Half
Moon Bay also rejected a 1-cent sales
tax increase in November that would
have generated about $1.4 million annu-
ally. Both scenarios caused the city to
drastically reduce its workforce and
slash services.
The Sheriff’s Office recently made an
agreement with the city of San Carlos to
provide police services there and is in
the process of developing a proposal for
Half Moon Bay.
“Half Moon Bay makes sense to us
since we are already out there,” Sheriff
Greg Munks said yesterday. The
Sheriff’s Office patrols coastal areas
from Pescadero to Princeton by the Sea.
Violett fielded questions from law
enforcement officials yesterday about
the police department’s radio equipment,
fleet of vehicles, evidence room and
budget. The department’s budget for
next year is not set yet, however, as Half
Moon Bay scrambles to balance its fiscal

ovating the building for its headquarters
and sought RDA approval to waive more
than $106,000 in fees to facilitate the
move.
SunEdison claims the move will gen-
erate 400 to 500 new jobs within the next
few years. To incentivize the move,
SunEdison sought state, county and city
assistance in the process. From the state,
SunEdison requested research and
development tax credits, industrial
development bond funds to offset the
cost of tenant improvements at the
Clipper Drive building and select
sales/use tax exemptions for manufac-
turing.
The company wanted Belmont to
waive a $30,000 building permit fee,
$20,000 building plan check fee and
$20,000 General Plan maintenance fee,
among others.
The council voted to waive a total of
$86,000 in fees SunEdison would have
been required to pay, minus the General
Plan maintenance fee, which the council

Pacifica Police Chief Jim Saunders

“Culturally, Pacifica and Half Moon

The Pacifica Police Department tried
to consolidate dispatch services with
South San Francisco and Daly City pre-
viously.
“It didn’t quite work out,” Saunders
said.
Currently, the San Mateo and
Burlingame police departments are
studying whether to share a police chief
and the San Bruno and Millbrae police
departments already share a police chief.
More consolidation could be in the
works, depending on the economy,
Munks said.
“Five or six years from now, the coun-
ty will look a little different,” Munks
said. “You could see some mergers or
you could see the Sheriff’s Office con-
tracting more with other cities.”

down dramatically by 18 percent or
about $720,000 in the past couple years.

building permit fees which would then
be counted as new revenue for the

further the city’s ability to attract new
business, according to a staff report.
“Other benefits are manifested in new
jobs for the area and ancillary economic
revenue — i.e. an infusion of a strong
new workforce that would utilize local
services and businesses. Such benefits to

Alto developer Charles Keenan.
Keenan bought the 24-acre parcel in
1993 for $1 million in a foreclosure sale
and planned to build an 83-unit residen-
tial subdivision on the property.
The city had given tentative approval
to a previous owner for the development
but opposed the new proposal because
protected wetlands had appeared on the
property.
Keenan sued and won an $18 million
decision in court.
The city could not pay the settlement
all at once and secured the bonds to pay
off Keenan in 2009.
Last year, city employees agreed to
salary and benefit reductions along with
taking furloughs to help trim about
$900,000 from the city’s budget. The
city also had to take $500,000 from its
reserves.

save the city up to $800,000 annually.

budget authority to accommodate this
transaction and the funds would be
redistributed during the mid-year budget
review process,” according to the staff
report.

equipment but rather delivers fully man-
aged solar energy services to customers
without the expense of financing, con-
structing, owning and servicing their
own systems.

Freed young leader energizes Egyptian protests

CAIRO — A young Google exec-
utive who helped ignite Egypt’s
uprising energized a cheering crowd
of hundreds of thousands Tuesday
with his first appearance in their
midst after being released from 12
days in secret detention. “We won’t
give up,” he promised at one of the
biggest protests yet in Cairo’s Tahrir
Square.
Once a behind-the-scenes Internet
activist, 30-year-old Wael Ghonim
has emerged as an inspiring voice for
a movement that has taken pride in
being a leaderless “people’s revolu-
tion.” Now, the various activists
behind it — including Ghonim —
are working to coalesce into repre-
sentatives to push their demands for
President Hosni Mubarak’s ouster.
With protests invigorated, Vice
President Omar Suleiman issued a
sharply worded warning, saying of
the protests in Tahrir, “We can’t bear
this for a long time, and there must be
an end to this crisis as soon as possi-
ble,” in a sign of growing impatience
with 16 days of mass demonstrations.
For the first time, protesters made a
foray to Parliament, several blocks
away from their camp in the square.
Several hundred marched to the legis-
lature and chanted for it to be dis-
solved.
In Tahrir, the massive, shoulder-to-
shoulder crowd’s ranks swelled with
new blood, including thousands of
university professors and lawyers
who marched in together as organiz-
ers worked to draw in professional
unions. The crowd rivaled the biggest
demonstration so far, a week ago, that
drew a quarter-million people.
Some said they were inspired to
turn out by an emotional television
interview Ghonim gave Monday
night just after his release from
detention. He sobbed over those who
have been killed in two weeks of
clashes and insisted, “We love Egypt
... and we have rights.”
“I cried,” a 33-year-old upper-class
housewife, Fifi Shawqi, said of the

Toyota safety problems found no
electronic flaws to account for
reports of sudden, unintentional
acceleration and other safety prob-
lems. Government investigators said
Tuesday the only known cause of
the problems are mechanical defects
that were fixed in previous recalls.
The Transportation Department,
assisted by engineers with NASA,
said its 10-month study of Toyota
vehicles concluded there was no
electronic cause of unintended high-
speed acceleration in Toyotas. The

hint of an imposition of military rule.

ing said he then explained he didn’t
mean a military coup but that “a
force that is unprepared for rule”
could overturn state institutions.

three years. And profits are rising at
hotel chains like Marriott and Hyatt
and rental-car companies like Avis
and Hertz.

Biden wants quick resolution of crisis

WASHINGTON — Vice
President Joe Biden said Tuesday
that the demands of the Egyptian
opposition can be met through
“meaningful negotiations” with the
government of President Hosni
Mubarak. That contradicts the posi-
tion of many protesters who say no
real progress can happen unless
Mubarak resigns.
Biden made his comments in a
phone call with his Egyptian coun-
terpart Omar Suleiman, according
to a White House statement.
Suleiman is a longtime ally of
Mubarak who was recently
appointed vice president and is now
undertaking some incremental
reform steps that are increasingly
trapped in floor mats,
and other safety
issues. The
recalls have
posed a major
challenge for
the world’s No.
1 automaker,
which has scram-
bled to protect its repu-
tation for safety and reliabili-
ty.
Toyota did not immediately com-
ment on the report. Shares of the
automaker climbed on the New
York Stock Exchange following the
news. Toyota shares were up more
than 4 percent, to 89.00 in mid-
afternoon trading.
Toyota paid the U.S. government
recession, part of an effort by busi-
nesses to avoid the appearance of
extravagance at a time of govern-
ment bailouts and rising unemploy-
ment.

the problem and bombarded vehicles
with electro-magnetic radiation to
see whether it could make the elec-
tronics cause the cars to speed up.
Synopsis cut its travel budget by
about 60 percent during the reces-
sion. Now it’s nearly back to a pre-
recession level, with salesmen and
top executives visiting old and new
clients in China, India and Japan.

of J. Paul Getty dies at 54
LONDON — Great wealth
became J. Paul Getty III’s great
curse.
At age 16, he was held for ransom
for five months by captors who cut
off his ear when his oil-rich grandfa-
ther balked at paying.
After his 1973 release, he became
addicted to drugs and alcohol, div-
ing deeper into a hippie countercul-
ture that seemed the opposite of his
family’s capitalistic roots. He was
only in his 20s when he suffered a
devastating stroke that left him
severely impaired and in a wheel-
chair for the rest of his life. He died
Saturday at age 54.
Getty “never let his handicap keep
him from living life to the fullest
and he was an inspiration to all of
us, showing us how to stand up to all
adversity,” his son, the actor
Balthazar Getty, said in a statement.
The elder Getty died surrounded
by his family at his country estate in
Buckinghamshire northwest of
London. The cause of death was not
disclosed, but Getty had been grave-
ly ill for some time.
Born in 1956 to oil wealth count-
ed in the billions of dollars, Getty’s
life was upended when he was kid-
napped in Rome in 1973. He was a
tempting target — his grandfather
was often said to be one of the
world’s first billionaires.
