SELECTION OF COLLEGES UNDER CPE SCHEME

With a view to encourage the Excellence in the Colleges the UGC introduced a Scheme during X Plan period entitled
“Colleges with Potential of Excellence”. In Phase-I, 47 Colleges were selected during the year 2004-05.

During Phase-II, proposals from the colleges under the Scheme were invited through the universities on 19-01-2005. The
Universities were requested to shortlist the best six colleges and forward the proposals alongwith the minutes of the Screening
Committee to the UGC, which is the first level of selection of the proposals. It was also indicated to the Vice-Chancellors of the
Universities that the colleges will be selected under CPE Scheme, keeping the quota fixed for each state intact which is in
proportion to the number of colleges included under Section 2 (F) & 12(B) of the UGC Act in a State.

In response to the letter of UGC, proposals from 333 colleges covering 65 Universities, 20 States/Union Terrorities
were received. All the proposals were evaluated by a working Group constituted by the Chairman UGC on a Scoring Scales
devised for the purpose. The report of the Working Group on CPE alongwith the analysis made by the office were placed before the
Standing Committee on CPE. The Standing Committee recommended 50 (fifty) colleges for the award of CPE status during
Phase-II which covers colleges spread over 17 States/Union Territories and coming under 36 Universities. The
recommendations of the Standing Committee were approved by the Commission at its meeting held on 7.04.2006. The names of
the colleges as approved by the Commission for the awards of CPE status are given in ANNEXURE-A.

ANNEXURE-B gives the status regarding the slots filled up during Phases I & II and the balance slots to be filled up.
Wherever the quota fixed for a state has not been filled up.

Press release on selection of colleges under the scheme “Colleges with
Potential for Excellence”

During the X Plan period the UGC has taken several initiatives to assist the
colleges. Some of them are: to assist the colleges located in the backward regions of the
country, to assist those colleges which have been recently established (during 9th Plan)
under the Scheme “Young Colleges”, to assist old colleges (50 years & above), to
provide internet connectivity under UGC Infonet initiative, to provide computers to the
colleges, etc. Apart from the above schemes, the Commission has been promoting,
from V Plan, the scheme of “Autonomy to the Colleges” so as to enable them to
introduce innovations in the field of curriculum designing, teaching and evaluation.
While the General Developmental grant is given to all the colleges, those colleges
which are awarded autonomous status are given additional funds so as to implement the
objectives listed above. With the establishment of National Assessment and
Accreditation Council (NAAC) by UGC in the year 1994, the colleges have been
encouraged to find out their strengths and weaknesses through a peer team visit to the
colleges and make necessary improvements.
During the IX Plan period, the Commission had introduced a scheme entitled, "
Universities with Potential for Excellence" to encourage selected universities to reach
world class standard in their chosen field. Five universities were identified and Rs. 30
Crores were allotted to each of the Universities. During X Plan period, four
Universities have also been identified under the above scheme. The Commission has
been contemplating to introduce a corresponding scheme in respect of colleges.
Accordingly, during X Plan period the UGC introduced a new Scheme entitled
“Colleges with Potential for Excellence” (CPE) to identify the colleges which are doing
good work and have the potential to do excellent work in teaching and research and
award them the CPE status. Since around 16,100 colleges are eligible to receive
financial assistance from UGC, it was desired that at least 1% of the colleges (161) may
be identified as CPE colleges in respect of college sector. As per the guidelines
prepared for the above scheme, each college which is awarded CPE status will be
eligible for financial assistance ranging from Rs.35 lakhs to Rs.100 lakhs depending
upon whether they are affiliated, autonomous and/or accredited colleges.

In 2004, 47 Colleges have been identified under the scheme, which is referred
to as Phase-I. During Phase-II of the programme, the Vice-Chancellors of the
Universities were requested to recommend the names of the best six colleges within
their jurisdiction to the UGC after necessary screening is done at the university level.
In response to this, 65 Universities spread over 20 States and Union Territories
had recommended 333 proposals of the colleges.
At the second level of selection, a Standing Committee on CPE was constituted
by the UGC to process the proposals received from the colleges. The Standing
Committee had approved a scoring scale based on 48 parameters to evaluate the
proposals of the colleges. A working group on CPE evaluated the proposals of the
Colleges as per the scoring scale approved by the Standing Committee on CPE. The
scores awarded to the proposals and the analysis of the scores thus made was
considered by the Standing Committee which recommended that 50 colleges spread
over 17 States/ Union Territories and 36 Universities may be awarded CPE
status. The Commission at its meeting held on 7.04.2006 approved the
recommendations of the Standing Committee.
The list of colleges that have been selected for the award of CPE status during
Phase-II is given in Annexure-A.
The quota fixed for various States and consumed during the first and second
Phases are given in Annexure-B. The Vice-Chancellors of the concerned Universities
and the Principals of the selected Colleges are being informed separately. Action plans
alongwith budget requirements are being obtained from the Colleges, which will be
discussed with the Principals of the Colleges and finalized. Fifty percent of the
allocated grant is being released to the Colleges separately.
The proposals from the colleges for filling up of the vacant slots in the various
states will be invited during 2006-07.
