IMPACT ASSESSMENT STUDY OF JEEVAN JYOTI FAMILY HELPER PROJECT INDORE

A. Objectives: The primary objective of this exercise is to bring out through a series of
qualitative human-interest stories interspersed with quantitative data and statistical analysis the
overall impact of the Jeevan Jyoti Family Helper Project implemented in Indore with support
from CCF. The stress will be more on reaching out to the lay public and less to professionals and
academics. The work done will be assessed on the basis of its relevance to the problems of the
beneficiaries, the level of capacity building achieved and the sustainability of the interventions
after the withdrawal of the project. Whenever interventions are made there are improvements in
the basic spheres of health and education of children but in the absence of larger sustainability
and capacity building along lines relevant to the specificities of the area and the population these
improvements later tend to vanish with the folding up of the project. Thus this study will address
this crucial question so as to draw inferences and guidelines for future work.
B. Methodology: The methodology of the impact assessment study will be as follows -
The framework for the assessment will be as given in Fig 1. below -
*Outputs refer to the activities undertaken
and services provided by the project and the
assessment will verify whether they were
relevant to the area and population or not.
*Outcomes refer to the benefits that have
accrued immediately as a consequence of
these activities and services.
*Impact refers to the sustainability of these
outcomes over a longer duration.

A brief review of the literature on child focused Community Rural Development (CRD) will be
undertaken to contextualise the work done under the project within the larger domain of CRD.
There are two aspects of the assessment that is to be undertaken - qualitative and quantitative.
Since the stress will be more on the qualitative aspects of development both community wise
and individual the main tools for data collection will be
1. Focus Group Discussions and individual interviews conducted in the villages with the
beneficiaries both children and adults to determine their perceptions of the impacts of the
project and their own personal growth. Interviews will also be held with the project staff to
get their views on the failures and successes of the efforts they have put in during the course
of the project. On the basis of the information so garnered Case Studies of successful
community outcomes in the following spheres will be prepared -
i. Livelihoods and Economic Empowerment
ii. Early Childhood Care and Development
iii. Education
iv. Health, Nutrition and Sanitation
In addition to this individual Case Studies will also be prepared of beneficiaries both children
and adults and project staff who have shown exceptional achievements. Group efforts are in
the end dependent to a great extent on the kind of leadership that is provided by individuals.
There will also be Case Studies of failures of the project and discussions of the reasons for
them. The processes of the organisation will also be analysed to see to what extent they are
appropriate to the work being done. In this way the long-term impacts will be derived.
2. There will also be an elementary quantitative assessment. No separate questionnaire survey
specific to this evaluation is proposed for this. The data already collated on various indicators
in specified formats as part of the reporting requirements of CCF will be statistically analysed.
Apart from this a small survey of a random selection of families not covered by the project
and also from a village not covered by the project who will act as the control group will be
done to collect data for the preparation of Human Development Indices. The HDIs will be
calculated according to the methodology followed by the Third Madhya Pradesh Human
Development Report 2002. The indices of the beneficiaries and for the non-beneficiary
control group will be calculated and compared with the indices for Indore district as a whole
as given in the Third Madhya Pradesh Human Development Report 2002. If the combined
Human Development Index of the beneficiaries is greater than that for Indore district which
has the best among all the districts in Madhya Pradesh then that will provide conclusive
quantitative proof of the success of the project. The data of the internal reporting requirements
of CCF and the questionnaire survey carried out earlier will also be analysed to determine the
effectiveness of the project in terms of reducing child vulnerability. The final analysis will
also consider the intended and unintended positive and negative impacts of the project.
C. Output: The output of this impact assessment will be a report of 64 A4 size pages containing

ii. Contents page
iii. Executive Summary
iv. Running matter in single spaced 12 point Times New Roman font interspersed with
Maps, Tables, Charts, Text boxes, Call outs and Photographs
v. References page
The style of the report will be primarily narrative instead of academic. The report will start by
showcasing the best community case study and then lead on to the literature review to
contextuailise the work done during the project. The rest of the case studies will follow and
finally the HDI exercise will be described and the results analysed. The design and printing of a
pamphlet on the basis of the full report will constitute a separate assignment.
D. Timeframe: The timeframe of the study will be as follows -
i. Field Visit to Project Area January 12th to February 5th 2006
ii. Preparation of first draft of Report February 6th to February 15th 2006
iii. Preparation of Final Report February 16tht to February 28th 2006
E. Consultancy Fee
I normally charge at the rate of US $ 100 a day for consultancies done for international
organisations. However, due to my special relationship with BGMS and the quasi-academic kind
of assessment being done here I am quoting a reduced consolidated consultancy fee for the study
of Rupees Fifty Thousand only. All relevant primary data about the project required for the
study will be provided by BGMS as also all travel expenses related to the study.
6. Schedule of Payments Rs
i. Advance payment at the beginning of the assignment 25,000.00
ii. Part payment on submission of the first draft Report 20,000.00
iii. Final payment on submission of Final Report 5,000.00
