ery, there is little sign of it in statehouses across the country.
States that already have raided their reserve funds, relied on
borrowing or accounting gimmicks, and imposed deep cuts on
schools, parks and public transit systems no longer can protect
key services in the face of another round of multibillion dol-
lar deficits.
As governors roll out their budget proposals and legislatures
convene this month, they do so amid a sputtering economic
recovery and predictions of slow growth for years to come.
State and local governments face lackluster revenue projec-
tions, worries from Wall Street over looming debt and the end
of federal stimulus spending.
In the first weeks of 2011, Republican and Democratic gov-
ernors alike have begun detailing across-the-board pain for
education, health care, transportation, public safety and other
programs. Some say the year of reckoning for state and local
governments is at hand, with calls for structural changes that
could radically shift expectations of what services govern-
ment provides.
Many believe the months ahead will be the most challeng-
ing in memory, with consequences for millions who depend
on government funding.
“We need to send a message to the governor: We’re real, and
we depend on all these services,” said Sergio Garibay, a 41-
year-old Southern California resident who relies on state dis-

the Construction Industry groups relative to overtime, holidays
and other special provisions shall be recognized. It shall be
mandatory upon the Contractor and upon any sub-contractors
under him, to pay not less than the said specific rates to all la-
borers, workmen or mechanics employed by them in the exe-
cution of this contract.

A bond will be required for the faithful performance of the con-


tract in amount of not less than one hundred percent (100%)
of the amount of the bid, and a bond will be required to guar-
antee the payment of wages for services engaged and for ma-
terials used in the performance of the contract in an amount of
not less than one hundred percent (100%) of the bid.
The work to be done consists, in general, of providing all labor,
materials, tools, appurtenances, and equipment required to
renovate the existing Emergency Department's Admitting,
Registration, and Triage areas of the San Mateo Medical Cen-
ter as well as any other items and details not mentioned above
but required by the Contract Documents and as directed by
the Director of Public Works. The contract amount is estimated
between $300,000 and $350,000.

Contract time is specified at 180 calendar days. Liquidated


damages are $500 per calendar day.
