1. Short title: These rules shall be called State Institute of Medical Education and
Technology Administrative Staff Career Improvement Rules.
1.1 These rules shall be applicable to the Administrative Staff of the Institute.
2. Definitions
Unless the context otherwise requires,
Assessment Committee means Committee constituted under Rule 13 of these rules
to assess the performance of employees for promotion.
Director means Director of the State Institute of Medical Education and Technology
Institute means State Institute Medical Education and Technology,
Thiruvananthapuram.
Registrar means Registrar of the Institute
3. There shall be a system of assessment promotion from one grade to the next higher
grade as provided under these rules irrespective of the occurrence of vacancies in the
higher grade. The sanctioned strength of staff in a particular category of posts shall
remain unchanged.
Note: i. The system of merit promotion from one grade to the next higher grade
envisages only career improvement without involving change of duties or positions
and the sanctioned strength under each category of posts shall remain unchanged.
ii. When a vacancy arises in a category, the recruitment shall only be to the lowest
grade in that category
5. Service for assessment in a particular grade shall be services that count for
increment under the Service Rules of the Institute in that grade. All periods of
leave including periods of Leave Without Allowance shall be counted as service,
only to the extent they count for increment.
6. Employees under suspension or against whom disciplinary proceedings are pending shall
not be eligible for assessment until the disposal of the disciplinary proceedings.
Employees not considered for assessment due to suspension or disciplinary
proceedings if subsequently exonerated of the charges shall be assessed at the first
opportunity. Assessment promotion in such cases shall be given if found fit with
retrospective effect from the due date in which the employee would have normally
been assessed but for the suspension and disciplinary proceedings. Persons punished
by disciplinary proceedings shall be considered for assessment only after the period
of punishment.

7.The assessment shall be done once in a financial year.
Details of the grades, pay scale, designations and number of years of service needed for
assessment promotion are given in Table 7.1.
10. The employee to be assessed shall be required to fill in Part - 2 of Form – 7.1
(Appendix - 9) prescribed in these rules. It shall then be placed before Assessment
Committee after getting the other parts filled in. In the case of Registrar, Accounts
Officer and higher categories, the Director will be the reviewer. For other categories,
the Registrar will be the reviewer.
11. The employees who have not granted assessment promotion in the first chances or in
the subsequent chances and to be assessed shall be required to fill in Part - 2 of
Form – 7.2 (Appendix - 10) prescribed in these rules. It shall then be placed
before the Assessment Committee along with Form No.7.1.
12. Notwithstanding anything contained in Rules 10 and 11, in case the officer who is to
review the proforma has retired from service or otherwise vacated the post and not
available to review the proforma, the Director will review the proforma.
13.There shall be an Assessment Committee for each grade consisting of five members.
The quorum shall be three. The composition of the Assessment Committee shall
be as follows;
i.The Director (Chairman)
ii.The Principal/Coordinator of a constituent Nursing College/Para medical Institute.
iii.The Register
iv&v.Two experts nominated by the Director from a panel of experts approved by
the Executive Committee
Note: The Director will prepare a panel of experts every year and get it approved
by the Executive Committee before 30th of every April.
16. Interview by the Assessment Committee forms an integral part of the assessment
and no person can be assessed in absentia.
17. Notwithstanding anything contained in Rule 16 above, an employee who had
completed the prescribed period of service for assessment and who had retired from
service or expired before assessment could actually be arranged, shall be assessed in
absentia based on their Annual Assessment Reports.
18. It is up to the Assessment Committee to decide on the basis of crossing of threshold by
an employee and the number of employees who are fit for promotion to the higher
grade. The Assessment Committee shall exercise a measure of judgment to maintain
high standards, as the employees are promoted from one grade to the next higher
grade based on assessment.
19. The decision of the Assessment Committee shall be final. There shall be no appeal
against the decision of the Assessment Committee.
20. The Director will as early as possible arrange to publish the names of the employees
granted assessment promotion.
21.The assessment promotion will be with effect from the date on which the candidate is
eligible for promotion.
22.On assessment promotion, the candidate shall be given the designation of the higher
grade to which he has been promoted.
23.On assessment promotion, it shall be obligatory on the part of the incumbent to continue
to perform the same duty or any such other duties as may be assigned to the
employee by the competent authority.
24.On assessment promotion, the promoted person carries the post with him and as and
when he vacates the post, the vacancy shall be treated to have occurred at the lowest
grade in that category and fresh recruitment shall be at that grade.
25. Notwithstanding anything contained in Rules 21 and 22 above, employees who have
been assessed and promoted under these rules shall be considered on par with
regular promotion and their pay will be fixed as per the Service Rules of the
Council.
