AMENDMENT TO PROCEDURES
IN THE AVALON AREA
1. INTRODUCTION

1.1 This SUP cancels and replaces SUP H80/10 due to changes in
Appendix 2 to 14.

1.2 Significant changes to procedures relating to controlled airspace


in the vicinity of Avalon will occur from 18 November 2010.

1.3 This SUP identifies procedures and amendments required for the
transition from Stage 1 to Stage 2 of CASA ACP 376-09 A&B (AV Class
E over Class D airspace model).

2. AIRSPACE AND PROCEDURES - DURING


AVALON TWR HOURS

2.1 During the published hours of Avalon TWR, Avalon airspace is


established as a Class D CTR with overlying Class E CTA and
associated Class E CTA steps as depicted on the Melbourne VTC
effective from 18 November 2010. (Refer to Appendix 1)

2.2 Melbourne TCU will provide ATS in Avalon Class D and Class E
airspace on frequency 133.55 (‘Avalon Approach’). Avalon TWR will
provide Aerodrome Control Service and Surface Movement Control
only, on frequency 120.1.

2.3 Class E procedures apply as per AIP ENR 1.1 - 33, 17. Previous
broadcast area requirements are no longer applicable.

2.4 Clearance requests for departing aircraft shall be made on AV


TWR frequency 120.1.

2.5 In the event of a failure of frequency 133.55, aircraft should


establish communications on AV TWR 120.1.

3. AIRSPACE AND PROCEDURES - OUTSIDE


AVALON TWR HOURS
3.1 ERSA dated 18 November 2010 – ‘FAC A-34 AIRSPACE
MANAGEMENT OUTSIDE TWR HR’ now correctly states:

‘The Avalon controlled airspace shall, outside TWR HR, be classified as


Class E from 700FT AMSL WI the lateral boundary of the CTR (upper
level 2,500FT AMSL) and WI the steps from 1,500FT AMSL to an upper
level of 4,500FT AMSL.

SFC to 700FT AMSL WI the lateral boundary of the CTR will be


classified Class G.’

3.2 Melbourne TCU will provide ATS in the Avalon Class E airspace
on frequency 133.55 (‘Avalon Approach’). Class E procedures apply as
per AIP ENR 1.1-33, 17.

3.3 CTAF – ARFU is established on frequency 120.1.

3.4 Departing IFR aircraft shall report taxiing on 133.55. Avalon APP
will advise SSR code, surface conditions and QNH to IFR aircraft, who
will be advised to report at the holding point for the departure runway to
obtain clearance. Avalon APP will provide clearance when traffic permits
this to be issued. IFR aircraft will then contact Avalon APP entering
Class E airspace.

3.5 Arriving aircraft are required to report clear of the landing runway
on 133.55.

3.6 In the event of a failure of frequency 133.55, aircraft should


establish communications on Melbourne Radar 135.7.

4. AMENDMENT TO ERSA
4.1 ERSA dated 18 November 2010 – FAC A-33 is amended as
follows:
METEROLOGICAL INFORMATION PROVIDED:

ADD: 3. Avalon Approach 133.55 on request (subject to ATC workload)

ATS COMMUNICATION FACILITIES:

ADD: APP AVALON APPROACH 133.55 On ground

Note (1) – Delete ‘Class D airspace SFC - 2,500FT WI the lateral


boundaries of the CTR.’

RADIO NAVIGATION AND LANDING AIDS:

Delete Notes (1) and (2).


Renumber Notes (3) and (4) as (1) and (2) respectively.

5. DAP CHARTS
5.1 Amended DAP plates are at Appendix 2 to 14.

6. TRANSPONDER OPERATION
6.1 All aircraft intending to operate in Avalon Class E CTA require an
activated transponder, as per AIP GEN 1.5-10, 6.1.4 and ENR 1.6-7,
7.1.2.

7. PILOTS REQUIREMENTS
7.1 Pilots are encouraged to familiarise themselves with the differing
VMC minima, procedures and equipment requirements of Classes D, E
and G airspace.
