EXECUTIVE SUMMARY

A number of studies have been undertaken to determine the effects of One Wheeling

among the young people and reasons behind this strange Stunt. The studies show that

it is a kind of thrill and fun for young bikers which make them happy but the results

of this dangerous fun are worse. The minimum outcome is serious body damage and

the maximum is death. Riding on a bike and using single wheel simple means driving

to death. The survey repots shows that in almost 88% cases of one wheeling accident,

the end result is death.

In this project report, there is a brief description about the reckless driving in

Pakistan, reasons and effects of reckless driving. The term one wheeling is described

in detail in the report and measure taken by the government to stop /discourage the

young people from this dangerous stunt. The remedial measures are also explained in

the report.

Reckless driving in Pakistan is a serious moving traffic violation. It is
usually a more serious offense than careless driving, improper driving or
driving without care & attention
Reckless driving is a mental state in which the driver of an automobile
behaves recklessly, the driver often misjudges the common driving
procedures, often causing accidents & other damages. Reckless driving
has not been studied by psychologist. However, not one cause can be
assigned to this state

PURPOSE

Our purpose of this project is to create awareness, among stunts
performers, about the lethal results of one wheeling. Our
purpose is to advise all the people who take part in such
activities to avoid the practice of one wheeling on the road &
save their precious lives.

VISION STATEMENT

To make the traffic system in the country a model of excellence


this could be emulated by other law enforcement agencies in
Pakistan.

MISSION STATEMENT

To maintain smooth flow of traffic, prevention of accidents,


helping road users in distress, ensuring rule of law through
equal application, achieving the target of zero tolerance with
firmness but politeness to gain the confidence and support of the
community.

Types of Accidents

Fatal Road traffic accident
Is an accident that results in one or more deaths during a road traffic
crash or with in the 30 days of crash.

Non-Fatal Road traffic accident


Non-fatal accidents refer to those in which no person was killed but in
which one or more persons were slightly or seriously injured or property
damaged.

Road traffic crash


A road traffic crash is defined as a collision or incident that may or may
not lead to injury, occurring on a public road and involving at least one
moving vehicle

Key performance indicators:


1. Traffic flow: No or minimal traffic jam
2. Negligent driving: e.g. overtaking from wrong side, proper use of
indicators
3. Over speeding
4. use of helmet by motor cyclists
5. Red light violations
6. lane discipline: Keeping in one’s lane , using right lane for
overtaking
7. use of seat belt by car users
8. Use of Mobile phone during driving
9. Traveling on roof tops of public transports
10. Public transport's doors ( open)

11. Public Response - Appreciation, Recognition, Confidence and
good will of the public.

Fatality risk: It is the number of reported fatalities per 100,000


populations

Fatality rate: It is the number of reported fatalities per 10,000


vehicles. Vehicles in most cases means registered vehicles

Motorization index: It is the number of vehicles per 1000


population in a country in a given point in time

Effects
 Reckless driving results in not only the damage of property, but
also the injury of animate objects notable humans.
 Losses from traffic crashes have both social & personal impacts.
 Approximately 4,100 die annually as a result of traffic collisions in
Pakistan, with an additional 32360 injuries per year. About 38% of
all fatal car crashes are related to rash driving with another 20%
attributes to wheeling & 30% attributed to over speeding.
 The causes of these crashes, emotional impact & cost in dollars
spent on car crashes.

DEATH DUE TO WHEELING

Many youngsters get killed or injured while trying to pull off bike stunts
on local roads every year. Mostly on 70CC or 125CC bikes. These
youngsters do different stunts in traffic. Not only they put their lives to
danger but also harmful for property by passing or by driving.

According to the official account 24 boys have died in Pakistan, in every
month, while performing one wheeling on roads but police sources
revealed that the actual number of deaths by racing & wheeling was more
than thrice that because it could not been confirmed whether the other
died in road accidents on while performing one wheeling.

STEPS TAKEN BY AUTHORITIES

ITP activate against wheelers & car racers

ITP reactivated its special squad to car racing, one wheeling & speed up
efforts for proper patrolling on city roads.
It has also been decided to increase & strength of squad & provides them
more resources for effective patrolling on city roads.

The SSP (Traffic) Dr. Sultan Azam Temuri has ordered strict action
against those involved in one wheeling, car racing.
6 offenders were arrested for one wheeling & car racing, while the squad
also impounded 2 cars & 65 motorcycles.
The squad is maintaining continuously vigilance against the offenders of
1 wheeling & racing at 7th Avenue, Muree Road, Faizabad, Rawal Dam
Chowk. 9th Avenue Kashmir Highway
The SSP (Traffic) Dr. Sultan Azam Temuri said that no relaxation would
be given to any body, adding that such dangerous stunts only put lives at
risk. He advised the parents to abstain their children from such dangerous
games; otherwise traffic police would take strict action against the
violators for the safety of citizen & maintain the traffic discipline in the
capital.

Punjab government law against reckless driving & wheeling

The Punjab government also


introduces a strict penalty on one
wheeling & reckless driving in public
places by passing the Provincial
Motor vehicle (Amendment) bill
2005.
According to the amended act, passed
by Punjab Assembly, whoever rides a
motor bike on one wheel &
consequently put lives & property in danger, is liable to be punished with
imprisonment for a term that may extend up to 6 months or with a fine
that may go up to Rs. 5,000(US $82)
Moreover, the motor bike of
the offended can be fortified at
the time of conviction of the
accuses.
Note

This is only the paper work &


tries to show
“We are applying law against
dead riders”
but still there is no law. Problem has not been solved yet as flocks of
motor cyclist & one wheelers can be seen on city roads, especially on
Saturday & Sunday night.

Remedial Measures
1. It is also the responsibility of parents to keep an eye on children &
create awareness among them regarding the severe consequences
of one wheeling.
2. Government should introduce a strict penalty on one wheeling &

reckless driving in public places by making some strict laws againt


reckless driving & one wheeling.
3. One wheeling is a social problem & it is also the responsibility of
social organization.
4. Lectures should be given in schools & colleges to create traffic
awareness & pamphlets are also bring distributed among students
5. Teenagers should not be allowed to drive on bike without license
6. Public awareness should be raised among the youngsters.
