License Exemption
Persons hunting without a license under a
resident farmland owner exemption must com-
plete and sign a statement attesting where the
property is located and how this land qualifies
for a landowner exemption. Persons may com-
plete the form in advance and carry it with them
while hunting or they may complete the form
when requested in the field by a TWRA official
or when checking game. A form is provided
on page 71 of this guide. Additional forms are
available at TWRA offices and TWRA’s website
(www.tnwildlife.org). Landowners and their
children hunting on their parent’s land under
this exemption are also exempt from Hunter
Education Certification requirements.

In 1973, four sanctuaries were established in Tennessee with the purpose of estab-
lishing source populations of bears, in particular breeding females that would re-
main protected from hunting. In 1997, two new bear sanctuaries in the northeastern
portion of Tennessee were added to the sanctuary system. Including the GSMNP,
where hunting is prohibited, there is nearly half a million acres of bear sanctuary in
Tennessee.
Years of radiotelemetry research have established that pregnant females den sig-
nificantly earlier than males. A crucial management decision was made in 1981 to
protect female bears from excessive hunting mortality by moving the hunting season
to December, after reproductive females had moved into dens. This simple change in
hunting schedule reduced the percentage of females in the harvest from nearly 60
percent before 1981 to about 35-40 percent today. Black bears are strongly attracted to bird

Deer hunting in Tennessee has never been better. The herd is in excellent shape

least 2½ years of age or older with almost 20 percent being at least 3½ years of age.
