Grid and China Telecom signed agreement to jointly develop smart power grid
On July 2nd, the State Grid Corporation and the China Telecom Group signed a cooperation
framework agreement in Beijing for their cooperation in the field of power grid and
communication. The two parties will start their cooperation in the project of “optic fiber to
home” in order to construct a strong and intelligent power grid. In accordance with the
Agreement, the two parties will share their resources in the services of optic fiber
connection, broadband, integration and industrial application, etc.
According to Mr. Zhang chenshuang, vice GM of the China Telecom, the construction of the
smart grid requires a high level of informationization. Based on their resources in landline
network, mobile network and internet, China Telecom will provide a complete information
service to the State Grid, from basic communication channels to application in power
industry, high efficient synergy, integrated communication, etc, in order to help the State
Grid to build up a strong smart power grid. According to experts, by cooperating with the
State Grid, China Telecom will have access to the communication and application market in
the smart power grid and seek for business opportunities in the “internet of things”.
“Informationization” is the most important characteristic of the smart grid
The smart grid is characterized by informationization, automation and interaction in which,
the informationization is the core basis for the regulation, management, monitoring and
control of the smart grid.
Since 2006, the State Grid proposed a plan named “SG186 Project”: 1. To set up an
integrated enterprise‐level information platform which is vertically connected and
horizontally integrated. On this information platform, information and data can be
transmitted smoothly and shared efficiently; 2. To develop 8 business applications to
improve the management level of the company; 3. To set up 6 complete and regulated
guarantee systems to ensure and healthy, rapid and sustainable development. On the basis
of the SG186 Project, the State Grid Corporation set up a smart grid division on June 15,
2009 to undertake substantial construction of the smart grid.
According to Mr. Wang Yiming, director of the Smart Grid Division in the State Grid
Corporation, information system is the foundation for the realization of the smart grid
characterized by information, automation, interaction in the technical aspect and integrated,
standardized and lean management in order to realize a safe, reliable, clean, high efficient
and interactive power supply.
For instance, in order to improve the image quality in remote surveillance, it is required to
do research on the advanced information communication technologies in 3G and 4G. By
2020, the State Grid is planning to initially build up a modern power grid with an ultra‐high
voltage as its main trunk, different level power grids in coordination, based on the
information communication platform.
The “Internet of Things” is an application of the smart grid
According to Mr. Chenxi, the director and information and communication institute in China
Power Science Research Institute, the State Grid Corporation is seeking to realize the
“internet of things” and the “Sense China Plan” (mainly based on the interaction of the
smart grid) by developing the smart grid. Limited by its own resources, the State Grid will do
mainly the power optic fiber connection works, it is necessary to cooperate with Telecom
operators and software enterprises to develop future system software and application
models.
In his description of the “interaction” function of the smart grid, intelligent terminals will be
installed both at the power company side and the end user side, under the hourly power
pricing system, the power user is able to know as soon as possible his power consumption
situation and on‐time power tariff, therefore, enable him to adjust his power consumption
in time, and even sell surplus power to other consumers or the grid company. At the same
time, the grid company is also able to adjust power tariff based on the on‐time information
collection, statistics, analysis to avoid waste of energy and to realize an interactive, highly
efficient, economic, safe and reliable power supply. This is a typical application of the
“internet of things”. As a fundamental link in the smart grid system, the sensor network has
a great potential in the power system.
The “Internet of things”, as a visible application of the smart grid, is involved in the complete
chain of the smart grid from connection testing at the power production phase, production
management, safety evaluation and supervision at the power transmission phase,
automation of the power distribution to the collection and sales in power consumption. E.g.
the “wireless metering” used by many communication enterprises is an application of the
“Internet of things”. In the development of the “Internet of things”, even the whole
communication industry, the smart grid will surely plays an important role.
“Power optic fiber to home” will create a large market for communication manufacturers
The State Grid is planning to implement the “power optic fiber to home” project in 14~18
provinces cross the country. The main object of the Project is to use optic fiber low‐voltage
cable (OPLC) and EPON technology to collect on‐time power consumption information of
households. This creates a large market for the manufacturers in the communication
industry.
On June 25, 2010, a strategic cooperation agreement on OPLC is signed among Beijing
Zhongdian Feihua Communication Co., Ltd. and Jiangsu Tongguang fiber optic cable Co.,Ltd.,
Shenyang power cable Co.,Ltd. and Zhongtian Science & Technology Group, which means
the “Optic Fiber to Home” Project started the procurement phase. Earlier before that,
testing was made in Henan, Chongqing for the “Optic fiber to home” project and
construction of the first “smart grid” residential community in Shenyang started in June. The
State Grid Corporation is planning to construct experimental projects in 14 provinces in
China, covering about 47000 households.
Presently, the China Power Science Research Institute is leading the drafting of the
standards for power optic fiber which will be issued by the end of the year.
