OPEN PUBLIC MEETING STATEMENT:

This meeting is being held in conformity to the Open Public Meetings Act N.J.S.A. 10:4-6 et. seq. Proper
public notice of the meeting was published in the local papers on December 4, 2010 and December 6,
2010.

If any Board member or member of the public in attendance believes that the meeting is in violation of
the Open Public Meetings Act, the Hoboken Board of Education requests that they make a statement at
this time.

The Board wishes to make those in attendance aware that this meeting is being recorded on video and will
be broadcast by the Board at a later date on CATV Channel 77.

The Hoboken Board of Education is committed to preserving the decorum of the public process and is
mindful that we live in the electronic age of computers, cell phones and other electronic communications

00. The Board of Education hereby approves the following resolution adopting a “Uniform
State Memorandum of Agreement Between Education and Law Enforcement Officials”.

RESOLVED, that the Hoboken Board of Education will adopt a “Uniform State
Memorandum of Agreement Between Education and Law Enforcement Officials” 2007
Revisions* approved by the New Jersey Department of Law & Public Safety and the
New Jersey Department of Education.

* This document is a revision of the 1998, 1992 and 1999 versions


of the State Memorandum of Agreement approved by the
Attorney General and the Commissioner of Education and which
is required in N.J.A.C. 6A:16-6.2(b) 13 through 15.

1. Submitting for review and approval, I hereby recommend the staff member, Mr. Shaun Kolmer to
the position of Assistant Boys’ Basketball Coach for the 2010-2011 School Year. Salary as per
the HEA contract Schedule B is $4,275.00. Funding from line item #15-402-100-100-07-000-
000.

2. Submitting for review and approval, I hereby recommend from a pool of Home Instruction
teachers previously approved on the agenda be assigned as follows:

Lorna Courtney-Martinez is the instructor assigned to Home Instruction Student #2010-1 for the
period October 20 through November 8, 2010.

Ivan Ramos is the instructor assigned to Home Instruct Student#2010-2 for the period October
20, 2010 through approximately January 6, 2011.

Patricia Drumgoole is the instructor assigned to Home Instruction Student #2010-3 for the period
October 28, 2010 through approximately March 18, 2011.

Elizabeth Sanabria is the instructor assigned to Home Instruction Student #2010-4 for a period of
12 weeks.

3. Submitting for review and approval, I hereby recommend approval, based on communication
from Adela Sanchez, Resource Teacher at Connors School, requesting a leave as of March 4,
2011 using all sick and personal days until April 4, 2011, and then Family Leave (12 weeks) until
June, 2011 due to the birth of her child. (Expected date of return: September 1, 2011.)

4. Submitting for review and approval, I hereby recommend approval, based on communication
from Brunilda Medina, clerk at Central Office, due to a Workers’ Compensation claim will be out
for a period of 3 months beginning on December 8, 2010.

5. Submitting for review and approval, I hereby recommend the appointment of Ms. Maria Monblatt
to the position of Calabro Early Morning Chorus Instructor for the 2010-2011 School Year

payable under account 15-401-100-100-04-1903-000. The program is scheduled for two 30


minute sessions per week. The salary is $34.00 per hour as per H.E.A. Contract not to exceed
$720.00.

6. Submitting for review and approval, I hereby recommend that the Hoboken Public Schools Five
Year PreSchool Program Plan Annual Update for 2011-2012 School Year be sent to the New
Jersey Department of Education Division of Early Childhood Education for their approval.

7. Submitting for review and approval, I hereby recommend the appointment of the following staff
from Connors School to the co-curricular activities listed below. Compensation as per HEA
Contract. Funding will be provided from line item #15-401-100-100-09-1903-000.

as per HEA contract for the 2010-2011 School Year. This appointment is needed for maternity
replacement (Francine Yu).

9. Submitting for review and approval, I hereby recommend the appointment of Debra Chilcotte-
Meier as a School Nurse effective January 3, 2011 for the Early Childhood Programs for 2010-
2011 School Year pending original background check and physical examination results. Salary at
Step 8 $62,223.00 as per HEA contract. (Nurse shall be assigned to all buildings housing early
childhood programs.)

10. Submitting for review and approval, I hereby recommend the appointment of Deana Salvatore,
effective January 18, 2011 as Speech-Language Specialist for the Hoboken Public Schools.
Salary at MA&30 Step 6 ($59,865) plus Speech Therapist Stipend $3,404 = $63,269 as per HEA
Contract for the 2010-2011 School Year.

11. Submitting for review and approval, I hereby recommend the appointment Gwen Rodriguez from
Connors School Read 180EE After School Program which will run December, 2010 through
May, 2011 (17 weeks) 3 days per week, 2:45 p.m. to 4:30 p.m. Salary is $34 per hour as per
HEA contract not to exceed $3,035.00. Funding Title I, SIA C/O from Line Item #20-239-100-
100-18-0000-000-9020.

12. Submitting for review and approval, I hereby recommend the following individuals for the
Saturday HSPA Tutoring Teachers for the 2010-2011 School Year. This program will run on
Saturdays from January 8, 15, 22, 29 and February 5, 12, 26, 2011 from 8:30 a.m. to 1:00 p.m. at
the salary of $34 per hour as per the HEA contract. Charge to line item #15-140-100-101-07-
1027.

13. Submitting for review and approval, Hoboken High School is requesting permission to have a
Poetry Out Loud School Wide Competition on January 20, 2011, during the first block of the day
8:45 am to 9:45 am at no cost to district.

14. Submitting for review and approval, permission is hereby requested for Hoboken High School
Center to enter into a contract with ImPower Pilates (IMPP) as a presenter/instructor during the
2010-2011 School Year. Pilates classes will consists of three (3) 50 minute sessions during non-
instructional time. Proposed dates of service are Monday, January 31, 2011, Tuesday, February
1, 2011 and Wednesday, February 2, 2011. It is offered free of charge to the students, and costs
will include miscellaneous expenses such as refreshments for the students, not greater than $100,
to be taken from SBYSP grant line: 20-436-200-800-13-0251-000-7993.

15. Submitting for review and approval, permission is hereby requested for Hoboken High School
Center to enter into an agreement with HOPES CAP, Inc. to provide financial literacy training to
Hoboken High School students during the 2010-2011 School Year. Training will consist of four
(4) one-hour weekly sessions; during non instructional time. Dates include January 4, 2011,
January 11, 2011, January 18, 2011 and January 25, 2011. It is offered free of charge to the
students, and costs will include miscellaneous expenses such as after school snacks for the
students, not greater than $50.00, to be taken from SBYSP grant line: 20-436-200-800-13-0251-
000-7993.

16. Submitting for review and approval, I hereby recommend the promotion of Joseph Lucignano,
from Custodian to Engineer at Wallace School, effective July 23, 2010, salary as per HSEA
contract, from 19th step $46,640.00 + $1,500.00 longevity $48,140 to 19th Step $47,090 +
$1,500.00 Longevity = $48,590.00. Mr. Lucignano has completed all required training and
passed the State of N.J. License Exam.

17. Submitting for review and approval, it is hereby requested that Hoboken High School requests
permission to have the Harlem Wizards participate in a 2 hour game against the Faculty and Staff
of the Hoboken School District. The date of the event will be January 26, 2011. If the Harlem
Wizards are unavailable for this date the event will be on February 22, 2011. The profit that will
be given to Hoboken High School is 40% of ticket sales and 15% of souvenirs that will be sold.
The cost of the microphone and sound system are all included. Ticket prices are $10 in advance
and $15 at the door.

18. Submitting for review and approval, Hoboken High School requests permission for Melinda
Viruet from Wachovia Bank to come to Hoboken High School starting January through June for
two days a week to work with the students as part of the High School’s Economic Advisory
Initiative on Financial Literacy. There is no cost to the district.

19. Submitting for review and approval, permission is hereby requested to accept a generous donation
of 315 hard-bound Theater Books consisting of Scripts, Theater History, Reference Books,
Biographies and Technical Manuals from Mr. Jeff Babey. The first delivery of books that will be
donated are valued at $6,594.33.

20. Submitting for review and approval, permission is hereby requested for Hoboken High School to
have a guest speaker, James H. Burns to come to address the staff and students on “Stop the
Bullying Epidemic Now”. There is no cost to the district for the seminar.

21. Submitting for review and approval, Hoboken High School is hereby requesting to begin
investigating training options and course planning for the following Advanced Placement courses
to begin in the 2011-2012 School Year:

accept the voluntary, motivational presentation by Carlyle Gordon, on December 9, 2010. Mr.
Gordon is a speaker and philanthropist and has various online education videos. Mr. Gordon’s
multimedia presentation is intended for all high school students, and encourages them to achieve
their best and realize their future dreams, by being persistent, prioritizing what is important and
not becoming discouraged by setbacks. There is no cost associated with this engagement.

24. Submitting for review and approval, I hereby recommend the appointment of the following to a
pool of home instructor teachers for the 2010-2011 School Year at a salary of $34 per hour as per
HEA contract. Funding from line item #11-219-100-101-20-1092-000.

10 SBA Submitting for review and approval: I hereby recommend the approval of the following
resolution renewing the workers compensation insurance policy with AmeriHealth
Casualty Insurance Company through November 26, 2011.

WHEREAS, the Hoboken Board of Education has previously engaged an insurance


consultant to advise the board on the placement of its insurance policies, and

WHEREAS, the firm of B.G.I.A. through its agent Mr. Terence Dermody has
recommended the renewal of its current workers compensation policy with AmeriHealth
Casualty Insurance Co. through November 26, 2011 at an annual premium of
$155,356.00 for the Large Deductible Program Parameters, and

WHEREAS, said recommendation was made after comparing the cost with a Guaranteed
Cost Program which would cost approximately $700,000,

NOW THEREFORE BE IT RESOLVED, that the Hoboken Board of Education


hereby renews the workers compensation policy as recommended above by their
insurance consultant, and

BE IT FURTHER RESOLVED, that the School Business Administrator is authorized


to execute the renewal documents, and

BE IT FINALLY RESOLVED, that this resolution shall take effect immediately.

11 SBA Submitting for review and approval: I hereby recommend the approval of the following
resolution regarding readvertising for bids for classroom ventilation/corridor exhaust,
repairs to failed roofing system, repair north parapet wall coping at Demarest School.

WHEREAS, the Hoboken Board of Education did on Tuesday June 29th, 2010 award a
contract to the low bidder, GDS Mechanical, Inc. for the listed repairs to Demarest
School , and

WHEREAS, the administration immediately forwarded all documents required to the


School Development Authority for their final approval, and

WHEREAS, the approval from SDA was received after the end of the sixty day period
required for contractors to hold firm their bid prices, and

WHEREAS, the low bidder will not execute said contract due to recent increases in the
cost of the roofing portion of the contract,
NOW THEREFORE BE IT RESOLVED, that the Hoboken Board of Education
hereby authorizes the re-bid of this project as soon as possible, and

BE IT FURTHER RESOLVED, that the administration is directed to take all steps to


initiate the re-bid as required by law and code, and

BE IT FINALLY RESOLVED, that this resolution shall take effect immediately.
