Imagine this, You've worked hard all your life. Weekends. Holidays. Long into the night.

You sacrificed to buy your first home. You've done without vacations and "things" so you could
put your kids tlu'ough college and give them a headstart on a better life.

Hold that thought.

Then one day, you get a celiified letter from Laser Marcellus Gathering Company notifying
you that they are planning to put a natural gas pipeline through your property, and that the
conunonwealth of Pennsylvania has given them the legal right to seize your land, if necessary,
through the process of eminent domain.

Hold that thought as well.

This is about to happen right now. And we need to stop it.

If passed, I have no doubt a lot of people will soon be seeing red. NOlie.

I've heard it before. I heard it at Gas Stock.

This is about to boil over and there appears to be nothing in play to stop it. Our legislators are
useless.

SRBC: The ",atel"s fine!!

According to the SRBC's Paul Swatiz in this article, everything is fine in the SusquehalUla
River's watershed.

UnfOliunately, I disagree with Mr. Swartz. Everything is not fine. Day in and day out, we read
about private drinking water we11s being contaminated, roads being turned to si11y putty by
"mineral oil" spills, and gas we11s catching on fire or exploding and spewing who knows what
into the environment.

Without the "hydro", hydrofractUling would be a dead idea on some engineer's laptop. But, alas,
the SRBC does not know how to say "NO".

When the outrage that is building reaches the tipping point, I would not want to be the SRBC, the
DEP, a spokesperson for any of the companies responsible for these events, or the next govemor
ofthe commonwealth of Pennsylvania.

Get ready folks. If the natural gas industry is allowed to drill the estimated 30,000 wells planned
for the Marcellus Shale zone, this headline will become commonplace, day in - day out.

When will this madness stop? Does anyone out there realize what has to happen here?

This must come to an ablUpt end, and at this point, our DEP and elected officials are a complete
waste of our tax $.

This will tum south very quickly, and the sooner, the better.

EnCana: Stone Cold Serial Drillers

Over the decades, I've seen some people that were really, really good at masking their true
emotions. Poker players. Serial killers. People with 1Q's below 90. Bdan Grove. Podiatdsts.

But when I saw the pic of the three EnCana reps at a recent Luzerne County Zoning Board
hearing, I realized that they had taken that art fOlm to a heretofore unattainable level. Remember
when your Mom used to say: "I hope your face doesn't freeze like that! "7

Jerusalem. I condense the report to what you received, which in this case was most of the report. Jim asked for and was
granted a 1 year contract to receive this information because 11e was not satisfied with what 11e was getting from PSP
PaCIC. I info the UASI EMC leads, Phlla & PiUs EMCs, Phila & PIUs Fusion leads, Mary Johnston as the PA Fusion
coordinator, PSP PaCIC, AG Office (Ron Stanko), Area Directors, I(ristin, Bob Anspach, and Rick Flinn, Jeff Thomas,
yourself and Jim as the deputies/special assistants. Also if a specific county, CI Sector or even state agency Is mentioned
such as Monroe County was on Wed, I Info lilat county's EMC, Sector lead or agency EPLO. Bob Is Informing the
Director. It started last week and we will receive an Intel Brief on Mon, Wed and Frl each week plus a 24 hour recipient
capability to receive hot PA specific lilreat info on our BlackBerries. When Jim gets back from Alabama he may take over

training and fighting with the Taliban in Afghanistan. [The video was meant for internal jihad 1st morale-
building purposes.] These Bulgarians do not have the physical traits common to "Middle East-looking"
men.
These trained, combat experlenclld Bulgarians have tile capability to conduct surveillance or terror
operations In any area of the world without calling attention to themselves as International jlhadlst
terrorists.

The successful disruption of a planned terror attack begins with the identification of pre-operational
Indicators. Personnel responsible for the security of critical Infrastructure should be made aware of the
existence of European-looking men-specifically carrying Bulgarian Identification-conducting

• 1 November 2009 - Protecting Japanese Assets In PA


Researchers have Identified an Arabic-language threat targeting Japanese assets due to Japan's
economic assistance to the Afghan government for Infrastructure projects. The communication Indicates
that Japan has provided money in an attempt to "buy off' Taliban fighters in Afghanistan, encouraging
Islamic fighters to gain employment and drop the jihad.
Although analysts believe that the threat to Japanese assets in the state of Pennsylvania Is not
high as a result of this resulting communication, It Is a reminder that International threats are also
domestic threats.

• 3 October 2009 (Ongoing) - Philadelphia Airport: Ga/eway for Jlhadists
David Coleman Headly was arrested at Clllcago's O'Hare Airport for allegedly planning terror attacks
against Danish targets (with Tahawwur Hussain Rana) In revenge for the Muhammad-cartoon
controversy. At the time of his arrest, Headly was boarding a plane destined for Philadelphia, en route to
Pakistan. Analysts note that Philadelphia International Airport Is being utilized by people associated with
terror organizations as a gateway between the United States and terrorist training In Pakistan.
The likelihood of individual terrorists passing through the city remains high. Analysts will continue to
monitor any connections between International terrorists and Pennsylvania transportation systems,
whether these systems are Intended merely as means to another destination, or targets themselves.

• 12 November 2009 - Protestors target Phllly DA Candidate
Mumia Abu-Jamal supporters are planning simuitaneous protests In Philadelphia and In Washington, DC,
demanding clemency for tile convicted cop-killer. The Philly protestors have targeted Seth Williams, a
Democratic candidate for District Attorney.
If elected, Williams has promised to carry out Abu-Jamal's execution, a decision that has won him the
supporl of the Philadelphia Fraternal Order of Police. On 24 October 2009, Mumla supporters protested
outside the FOP Lodge precisely for this reason.

Analysts know that pro-Mumia protests in Philadelphia, masterminded by the MOVE organization,
typically bring a lot of rhetoric but rarely violence. Most of the principals leading the local "Free Mumla"
movement are already known by police. Analysts do not see any Indication that this particular protest will
be different from others. Analysts warn however that as Abu-Jamal's execution draws closer, a sense of
desperation and anger could set in, motivating his more radical followers to harass or attack perceived

Analysts are also tracking the December 2009 release of Tigre HIli's Down a Barrel of a Gun, a
documentary about the Mumla Abu-Jamal case (featuring a cameo by Seth Williams.) Snippets of
the film Indicate that It takes an un-usually critical view of Mumla himself. Analysts observe that
pro- Mumla supporters are thus growing defensive towards the film and have themselves referred
to It as a catalyst for further protest.

• 27 November 2009 - G20- Twlt/erlng Anarchist Due in Court


Elliot Madison, an anarchist from Queens, NY, was arrested In Pittsburgh by Pennsylvania State Police
on 24 September 2009 for twittering law enforcement movements during the G-20. Since his arrest, FBI
agents have raided his home, confiscating computers, books, and other personal possessions. Analysts
recognize that this case has sparked an emotional debate on the Issue of free speech and dissent,
especially within anarchist circles. Analysts will continue to monitor future protests andlor actions
targeting the justice system as this case develops.

Intent to tar-get Ceuta and Melllla, Morocco. The targeting of these 2 cities Is Included In Information that
was broadcast to the "Maghreb family." (Maghreb Is the Arabic term for North Africa.) Analysts note that
the goal Is to expel the [Spanish] Invaders from these cities In the same way that Muslims were expelled
from the two Spanish cities of Seville and Granada. The message states that these territories must be
liberated by force and there Is no other choice but Jihad. Analysts believe that the "Maghreb family"
refers to Jlhadl terrorists aligned with al- Oaeda of the Islamic Maghreb (AQIM). AQIM has the operational
capability to carry out terror actions against Spanish Interests In both Norlh Africa and Spain. Allhe time

of gas or petroleum products to the US which may affect power production.
Analysts suggest that petroleum companies and power companies using pelroleum from North Africa
more carefully monitor fuel supplies coming out of North Africa generally, and Morocco specifically.
Researchers will continue to attempt to Identify the source of Ihe targeting information In order 10
ascerlaln the degree of risk to gas and petroleum supplies.

• 4-6 December 2009 - Anarchists Target PA site (ongoing)


In the 30 October 2009 AlB, TAM·C analysts Identified the 'Ruckus Working Group' as the non-profit
entity providing training to anarchists In methods of destroying gas pipelines. Analysts have since
Intercepted an Internal 'Ruckus' communication calling for "direct action" against companies that would
drill for gas In Pennsylvania's Marcellus Shale. The upcoming anti-pipeline training session Is part of this
campaign.
The training program starts at 6PM on Friday, 4 December 2009 and will be located at the McMillan
Center In Enfield, NY.
The event Is free due to "donations." Analysts will continue to track this group and affiliated parties,
especially as they target sites within Pennsylvania.

• 9 November 2009 - Potential for Disorder In Pittsburgh
Tile Yes Men Fix the World, a film satirizing government and corporations In the Michael Moore
tradition, Is currently on Its national tour. On 9 November 2009, the film premieres as part of Pittsburgh's
Film Festival. Anatysts note that disorders and vandalism have been associated with screenings
of this film.
After Its first showing In New York City audience members were encouraged to march to a nearby Chase
Bank branch. Using charcoal to symbolize the movie's anti-coal mining message, audience members
vandalized the bank by writing graffiti all over the bank's front and on the adjacent sidewalk. The

Government Facilities: December Anarchist Meeting Planned for Philadelpllia


The Northeast Anarchist Network (NEAN) will tentatively be holding its assembly in mid·December, 2009 in
Philadelphia. The assembly will be drawing Anarchists from Maine to Washington, DC.
This expansion, strengthening, and formalizing of the Anarchist networks was observed by analysts
approximately 2 years ago.
Many of the people attending this weekend meeting will be veterans of the disorders of the Republican
National Convention In St. Paul, MN and September's G20 meeting In Pittsburgh.
The people who are planning the Philadelphia meeting are making logistical preparation for 30 people from out of
the Philadelphia area. The focus of the planning is The Wooden Shoe, tile local anarchist bookstore; however, at
this time It appears that the actual meetings will take place offsite. The reason that the date is tentative at this
time Is because of other Anarchist disorders planned to coincide with the COP15 (United Nations Copenhagen
meeting) in early December.

Government Facilities: Boot Camp in Lancaster County


On 21·22 November 2009 - the "Revolutionary War Veterans Association" (RWVA) will be holding a
Marksmanship Training program in Manheim, PA (Lancaster County) as part of their "Appleseed Project."

fiscal responsibility and lower taxes directly to state lawmakers," The protestors will meel at Ihe City Island

On 27-29 November 2009, animal-rights activists will be targeting cornmerclallocations that sell fur and fur
trimmed garments and people wearing such garments during this weekend. Animal Right activists call the day
after Thanksgiving "Fur Free Friday," Fur Free Friday and the weekend Immediately after Thanksgiving has
become a national rallying point for Animal Rights and anti-fur activists. In most areas of the US, this has become

the official "opening day" of tile coming year's anti-fur campaign. Analysts note that common night time tactics
against furriers includes smashing of windows and throwing paint on garments. Daytime anti-fur tactics include
aggressive picketing, blocking of entrances, and the use of bullhorns to dissuade shoppers. Tactics used against
shoppers and people wearing fur may range from Intimidation to the throwing of paint on the fur garment.

Arabic-language researchers have intercepted communications among Islamists who


were discussing how to penetrate the American armed forces.

The translation reads:

"Let's discuss AI-Qaeda's infiltration Into the US Army and drafting of American soldiers
to AI-Qaeda, following the last attack at the base In Texas. Is there really an infiltration
of AI-Qaeda into the US Army or Is It Just a baseless fantasy? Can AI-Qaeda do this if It
hadn't been done, so far? Are there groups belonging to Rakan Bin Williams inside the
army, waiting for some kind of a sign?"

Reply #1: "AI-Qaeda Infiltration Into the US Army looks far from real. What happened in
the Texas base is something every Muslim must do as a revenge for all the Muslim
blood spilled every day around the world. It Is Just a pity that he (Maj. Nidal Hasan)
didn't plan it better, because such opportunities don't come twice and he could have
done greater damage."

Reply #2: "There might be American soldiers who Identify with AI-Qaeda ideologically,

Intense Mosque in PhiladelphIa

On 25-27 December, 2009 - the 'Nur uz-Zamaan Institute' will host an event called
"The Deen Intensive" at the 'Masjid Mujahideen' (Mosque of the Holy Fighters),
located at 413 South 60 lh Street, Philadelphia, PA, 19146.
Nur uz-Zamaan and MasJld Mujahideen are predominately African-American
communities that Identify with SalaH Islam, the fundamentalist brand of Islam that
originated in Saudi Arabia as a zealous reaction against modernity.
Salaflsm is an Ideology shared, in much more radical form, with Osama Bin Laden and
al-Qaeda. Analysts have found no indication that these organizations are aligned with
the alms of AI-Qaeda. However, one of the mosque's religious leaders, Imam Khalil
Abdullahi, wrote an article called "Defending Those Who Defend the Prophet" which
addresses the Muhammad cartoon controversy of 2006. Abdullahi's article begins with
a description on how he and other local Muslim leaders organized a protest against the
Philadelphia Inquirer for publishing the cartoons. Abdullahi then uses this controversy
to segue Into a cautionary sermon on the dangers that await those who dare criticize the
Prophet Muhammad :

" ... anyone who abuses the Prophet, or imputes faults to him in his self, lineage,
religion, or any characteristic of his; who shows scorn towards him; likens him to
anything by way of showing contempt for him; or speaks nonsense about him: he
Is to be killed like one who calls him a liar or like one who calls out publicly or
who insinuates the same showing In that his intention is contempt towards him."

Researchers are reviewing the provocative newsletter, called "Abortion is Murder",


published by a Reading, PA-based anti-abortionist extremist named John Dunkle. This
document provides Incitement and targeting advice to the most extreme elements of the
pro-life movement. One of the characteristic features of the newsletter is what Dunkle
approvingly deems "Prisoners of Christ": a glorified list of criminals serving time for
waging violent acts (including first-degree murder) against abortion clinics and
personnel. Dunkle promises in future issues to publish writings of James Charles Kopp

and Eric Rudolph, both pro-life domestic terrorists, the latter infamous for exploding a
bomb at the Atlanta Olympics, killing 2 and injuring at least over 100. Dunkle also plans
to disseminate the Ideas of "The Liberty Tree Movement" (TL TM) - a "constitutional-
rights" organization founded by Clayton Waagner, who is currently serving time at the
US State Penitentiary in Lewisburg, PA, for ideologically-inspired crimes, including the
mailing medical personal hundreds of envelopes laced with faux-anthrax. Dunkle, a
septuagenarian, is a member of the 'Army of God', a group that calls for "use of force"
against medical personal. He frequently intimidates clinical staff and patients in the
Allentown, Reading, Philadelphia, and West Chester areas. In 2006, Dunkle made a
round of calls to local private Investigators, asking them to hunt down the home-address
of a certain doctor who performed abortions. In 2007, Dunkle was given an injunction in
Federal Court to cease posting a "hit-list" on his website targeting various individuals,
including their names, home addresses, and photographs. Dunkle was ordered to
remove a particular posting targeting a Philadelphia-based clinician, who eventually
resigned out of fear:

"While It does not sound good to say go shoot her between the eyes, it sounds
even worse to say let her alone."

Other medical personnel In Pennsylvania have reported similar stories of Intimidation


tactics including protests targeting their homes. These threats have included the use
ammonium nitrate (an implied threat to use explosives). While legal pro-life protests
have continued with minimal problems, medical personnel have stated that the threat-
level for the use of violence has risen dramatically in the wake of the inauguration of
Barak Obama and especially the killing of Dr. George Tiller. ••• ..·ANAL YSIS······
Analysts observe problematic patterns within local pro-life movements that are similar to
other social, political, and religious movements: a legitimate cause identified by law-
abiding activists that is nonetheless corrupted from within by dangerous elements.
Within this extremist minority of the pro-life movement, Analysts detect a cross-
fertilization of white supremacist ideas, ties with the Christian Identity movement, and
anti-government sentiment (In the current issue of "Abortion is Murder", John Dunkle
equates the US government with the "Gestapo"). In this same issue of "Abortion is
Murder", John Dunkle quotes the following:

weapon to expel those desecrating his Father's house. How much more would he
approve of force to defend innocent lives (other than his own, which was set
apart for sacrifice). "He that hath no sword, let him sell his garment and buy one."

The Center will continue to monitor the violence-advocating wing of this debate as it
provides targeting advice to the most extreme elements in Pennsylvania.

A Cautionary Note for Law Enforcement

On 22 November 2008, groups questioning the fiscal policies of the US government
launched a "movement". And the weekend of 21-22 November 2009 comes with the
intent by those groups to celebrate the one year anniversary of the launching of the End
the Fedl Movement. Protests and rallies will be held around the country as groups will
be marching on the Federal Reserve Banks throughout the country. Certain anti-
government groups, convinced that the US government is Intent on Incarcerating them
in FEMA prison camps, Injecting them with micro-electronics while giving them the flu
vaccine , and planning to seize their firearms will be out In full force in support of the
"Fed Is Dead" protests being held the weekend of 21 -22 November 2009. Analysts
hasten to add that not all of the protestors marching against the Federal Reserve
System are conspiracy theorists. But enough of the protesters possess these types of
theories that cause the Center to alert law enforcement personnel that some of the
marchers have a different view of reality than most people. Protests and marches are
scheduled for Philadelphia and Pittsburgh.

The Pittsburgh march, scheduled for 21 November, 2009, Is unique in that It Is being
preceded by a "pub crawl" down East Carson Street the night before the march on the
Federal Reserve Bank.

Philadelphia's End the Fed march, scheduled for 22 November 2009, will be heading
straight down Market Street to Independence Mall - the seat of a previous revolt against
a government.

The Center has identified plans by peace activists to protest Lockheed Marlin located at 280 Hansen Access Road, King
of Prussia, PA, 19406-2424. The event will take place on 28 November 2009 from 12-2PM. The protestors will meet at
the Intersection of Mall and Goddard Boulevard, In between the King of Prussia Mall and the IMAX Theatre. The group
organizing this "Say No to Lockileedvllle" protest Is the Brandywine Peace Community, a Swarthmore, PA-based
organization that runs regular anti-war vigils and protests In the Philadelphia region, often In partnership wilh other peace
groups. This regional coalition of anti-war groups have protested against Lockheed Martin In the past, as well as military-
oriented sites such as the Army Recruitment Center at the Franklin Mills Mallin Philadelphia, PA, the target of monthly

Analysts believe that the location of the protest - on the side of a busy boulevard in a suburban area with virtually no
sidewalk or pedestrians - naturally limits the Intensity of the protest as well as the number of protestors. For the same
reason, counter-protests are highly unlikely. When their focus Is not directed at Lockheed Itself, protestors will likely
gal her at the traffic light on the corner of Mall and Goddard to wave signs at cars. Analysts have found no Indication that
this protest will be disorderly. However, Lockheed Martin Is an key commercial-resource, not only for the Commonwealth,
but for the United States. The possibility exists that the high-profile nature of the target will altract radical protestors from
the ranks of local Communist andlor Anarchist movements. Analysts are aware that such elements have dominated "anti-
war' events before such as a September 2009 protest against the aforementioned Army Recruiting Center In Philadelphia,
succeeding In shutting It down for at least two hours. Seven activists were arrested.

Our analysts will monitor the protests against Lockheed Martin and the Army Recruiting Center to determine
whether radical elements plan to use illegal actions against these sites.

On 27-29 November 2009, animal-rights activists will be targeting commercial locations that sell fur and fur trimmed
garments and people wearing such garments during this weekend. Animal Right activists call the day after Thanksgiving
"Fur Free Friday." Fur Free Friday and the weekend immediately after Thanksgiving has become a national rallying point
for Animal Rights and anti-fur activists. In most areas of the US, this has become the official "opening day" of the coming
year's anti-fur campaign. Analysts note that common night time tactics against furriers Includes smashing of windows and
throwing paint on garments. Daytime anti-fur tactics Include aggressive picketing, blocking of entrances, and the use of
bullhorns to dissuade shoppers. Tactics used against shoppers and people wearing fur may range from Intimidation to the
throwing of paint on the fur garment.

Eco-Activists Identify Target for 30 November 2009 Protest

Aggressive enVironmental groups had Identified 30 November 2009 as a day of action In advance of
December's COP1S United Nations Climate Talks. Now those groups have Identified their target for
Philadelphia's "N30" protest.

This protest will be part of the Mobilization for Climate Justice's nationwide program to call attention to the
environment. TAM-C analysts note that the Mobilization for Climate Justice Is a North America-based
network of organizations and activists who emphasize the use of direct action to make their point.

At noon, environmental protesters will be gathering In front of the Bank of America faCility, 1600 JFK Blvd,
Philadelphia. The protesters will be claiming that Bank of America Is the third largest financier of the oil,
gas and coal Industries In the world. Their complaint Is that these carbon based fuels are leading to the
destruction of the earth's climate.

It is unknown at this time If a municipal permit has been obtained for this demonstration/rally.

Protest at Philadelphia's Federal Building

On 3 December 2009, 2 organizations, the PA Poor People's Economic Human Rights Campaign and the
Kensington Welfare Rights Union, will be holding a protest rally at the Federal Building, Broad and Spring
Garden Streets In Philadelphia. The focus will be "demand(lng) money for families" to avoid foreclosures
and to reduce the funding of the war. The rally is expected to start at 11 AM.

It is unknown at this time If a municipal permit has been obtained for this demonstration/rally.

Targeting Guidance Provided to Jihadists

Arab language researchers of the Targeted Actionable Monitoring Center (TAM-C) have identified
communications aimed at jihadists In Germany. However, the Information provided in this communication
provides guidance to terrorists everywhere.

Previously Intercepted communications had Indicated that civilian or commercial targets were the
preferred targets In Germany. The current communications, aimed at the lone-wolf or lone-wolf cell
Indicates that a major attack Is not the purpose of a lone-wolf attack.

According to the communications, "the targets should be places where the security Is low, but that have
meaning like museums, cinemas, and clubs. The purpose Isn't to cause a lot of casualties or damage, but
to make them fear terrorism."

Environmentalist's Targets

Researchers of the Targeted Actionable Monitoring Center have Identified the specific targets most vilified
by American enVironmental groups as the "N30 6 Corporate Criminals." While there has not been
specific Instructions provided to enVironmental groups to actually target these companies on 30 November
2009, TAM-C analysts note that some of these corporations (Chevron and Bank of America) been targeted
for protests In the recent past and the Bank of America Is targeted In Philadelphia for 30 November.

J P Morgan Chase, Morgan Stanley, and Bank of America were selected because of the financing they

have recently for vandalism and demonstrations.

Chevron and BP and were the petroleum companies Identified for targeting on N30. The Chevron facility In
Richmond, CA has been the target of an ongoing campaign Intended to force the closure of the facility.

American Electric Power was selected because of Its heavy reliance on coal to fuel their electric production
facilities In the central part of the United States. American Electric Power was targeted for protests by
environmentalists In Carbo, Virginia In 2006. However, this utility company does not have facilities In
Pennsylvania.

Per our discussion earlier, the Sheriffs were notified when I disseminated the bulletin. They are on our list of regular
subscribers as are the County EMC. So Sheriff Groody should already be aware.
