About the Author

Prof. Sibal is the Dean of the University of the Philippines School of Labour and Industrial
Relations (U.P. SOLAIR). He is a national expert on industrial relations, management and
human resource development and a researcher of the Asian Productivity Organization based in
Tokyo, Japan. He is also a social compliance assessor and consultant of the Employers’
Confederation of the Philippines (ECOP), the ILO, Verite of the U.S.A and GTZed of Germany.

Prof. Sibal was formerly an executive of private corporations- J. Walter Thompson Co., Bancom
Realty Corporation and Black Mountain Inc. Prof. Sibal is also an active leader of professional,
NGO and civil society organizations. He wrote chapters of ILO books which include
Globalization, deregulation and workers–Changes and outcomes (2007) edited by Sangheon Lee
and François Eyraud and Socially Sensitive Enterprise Restructuring: Context and Examples
(The Philippines) (2006) edited by Randall Schuler and Nikolai Rogovsky.

Changes and Challenges: 60 Years of Struggle Towards Decent Work, 2008


Synopsis:

The commemorative book Changes and Challenges: 60 Years of Struggle Towards Decent Work
is a historical account of the Philippine membership with the International Labour Organization
(ILO) during the past 60 years. It focuses on the changes and achievements accomplished by the
partnership between the ILO and the Philippines. It also identifies and discusses the issues and
challenges in the country's struggle towards decent work.

The over-all methodologies in researching and writing the book are the documentation and data
gathering through review and analysis of related literatures and primary documents, qualitative
interviews, focus group discussions, peer reviews and brainstorming among the writers and
researchers listed herein together with their brief resumes.

The book is written in essay format. It is intended for students, researchers, faculty, and other
social partners of the ILO, namely employers, workers, civil society groups and government
personnel nationwide. It combines historical research with analytical policy research. It is
intended to be distributed to libraries in all secondary and tertiary schools nationwide, as well as
sold commercially in major bookstores.

2. Theories in Industrial Relations, 2009

Synopsis:

The book Theories in Industrial Relations is an introductory overview on the origin and
development of the concepts and theories of Industrial Relations (IR) as it relates to Human
Resource Management (HRM) and their applications to the Philippine labor-management
relations. It introduces the social science approach in the study of IR. It traces the origins of IR to
the study of trade unions during the European industrial revolution period in the 1700s.

The book is intended for academic teaching, research and extension, specially for learners in the
Philippine business education program, for teachers and trainers in the field of IR and HRM, and
for IR/HRM practitioners in the private sector (IR/HR managers and executives), labor sector
(trade union, cooperative and NGO leaders) and government sector (labor legislators,
bureaucrats and administrators).

The subject Industrial Relations is a new subject in Philippines business education. It means
labor-management relations in a factory/industry. Industrial relations is a field of study
developed in European and American universities where trade unionism is widespread and
integrated society-wide. In the Philippines, Asia, Latin/South America and Africa however, trade
unionism, though a very significant force in society is not as widespread as those in North
American and Western European societies.

The book is a very good reference material for learners in business who may specialize in the
field of IR or HRM which is now of utmost importance in business management in the new era
of globalization and third wave technologies where human resources play the most significant

role in the development of economic entities vis-a-vis other resources such as land, capital and
materials.

3. Human Resource Development, Industrial Relations and Management in


the Philippine Setting, 2008
Synopsis:

The book started with the author’s lecture notes way back in 1979 when he started teaching
Management. It combines the perspective of academe and practitioner with the writer having
worked with the following organizations: Bancom Realty Corporation in Makati as Assistant
Project Manager doing project feasibility studies and managing housing projects; J. Walter
Thompson Company (Manila) Ltd. as Account Manager; and Black Mountain Inc as Personnel
and Administrative Manager.

Written in a modular format, the topics include Human Resource Development (HRD) as it
relates to Human Resource Planning, Training Strategies, Workplace Development, Post
Employment and Corporate Social Responsibility.

The guidebook was written primarily for a blended face-to-face and online mode of teaching at
the University of the Philippines School of Labor and Industrial Relations (U.P. SOLAIR) and
U.P. Open University. Most of the modules and articles in this handbook were researches and
papers presented and published locally and abroad. Among the readings are on Employee
Benefits Management, Positive Discipline, Succession Planning, Fitness in the Workplace, and
Quality Management and Employee Participation.

4. Philippine Labor and the Economy, 2008

Synopsis:

The book is prescribed a must reading for all students and practitioners of Industrial Relations in
the Philippines. The author, Prof. Jorge V. Sibal comprehensively discusses the theoretical
foundations that support the study of the field of Industrial Relations and its academic origins in
Labor Studies and Institutional Economics.

Prof. Sibal aptly situated the application of the theoretical foundations of industrial relations and
institutional economics within the context of the Philippine setting. Among the economic
policies and issues tackled in the book and written in modular format are Wages, Incomes
Policy, Trade and Investments Policy, Fiscal Policy and Taxation, Financial System and

5. Corporate Social Responsibility and Occupational Safety and Health, 2010


Synopsis:

Corporate Social Responsibility (CSR) obliges corporations to give back something to society
where it generates its profits. Occupational safety and health (OSH) programs on the other hand
protect employees from adverse work environment. Both CSR and OSH programs are often seen
by corporations as unnecessary costs and burdensome.

Times have changed. Corporations that stick to these old beliefs are destined to failure.
Corporations not friendly to its stakeholders like the communities where it operates will suffer
negative corporate image and loss of goodwill. Disregard of OSH programs often leads to lower
productivity, increased incidence of illness and health care expenses, higher labor turn-over,
more training expenses and higher risks of court cases.

The current business trend of ethical consumerism has caused corporations to be more concerned
with the environmental and occupational impact of their products and activities. Several
corporations certify their products with ISO standards that assure sound environmental
management, occupational health and safety. Hence, this book draws together the fundamental
principles of CSR and OSH. It is organized as an assembly of modules with guide questions. It
aims to serve as a handbook for corporations that wish to develop CSR programs encompassing
OSH.

6. Management Values, Principles and Culture, 2010


Synopsis:

The book has two parts. Part I, entitled Management Principles and Functions, contains
the typically applied business management principles by looking externally at the business
environment before delving into it. The evolution of management thought shows the historical
transformation of managing people at work, cutting-across different ‘schools of thought’-
Customs management, Scientific management, Behavioural school and the Total Quality
Management system perspective.

The book talks about the different approaches in the decision-making process, the scope
of problem-solving as a requisite to decision-making. It also contains the how to’s of
organizational diagnosis to determine the state-of-health of business corporations and
organizations. The different functions of a manager– planning, leading, controlling are taken in
a simplified way.

Part II is about Corporate Values and Culture, the historical concepts of ‘work’ and the
accompanying ‘values’ that have been attached to it which dictated people’s work attitudes,
behaviours and relations. The Filipino value system based on Landa F. Jocano has the best and
most extensive research on Filipino values and how he is able to relate these values into the
Filipino life.

Development management re-focuses the scientific approach to the more ‘humanistic’


form of management. Values can be enhanced to make people in the workplace more positively

relational, and hence, productive. Why so? It is ‘values’ which keep the organization strong
inside. An example of an effective mechanism for values enhancement is the 5S program. It is
basically and practically Asian in nature but very generic as well.
