CANADA IS FOUNDED ON PRINCIPLES THAT RECOGNIZES THE
SUPREMACY OF GOD AND THE RULE OF LAW

52. (1) The Constitution of Canada is the supreme law of Canada, and any law that is
inconsistent with the provisions of the Constitution is, to the extent of the inconsistency, of no
force or effect.

31. Nothing in this Charter extends the legislative powers of any body or authority.

32. (1) This Charter applies (a) to the Parliament and government of Canada in respect of all
matters within the authority of Parliament including all matters relating to the Yukon Territory
and Northwest Territories; and (b) to the legislature and government of each province in
respect of all matters within the authority of the legislature of each province.

15. (1) Every individual is equal before and under the law and has the right to the equal protection and equal benefit of the
law without discrimination and, in particular, without discrimination based on race, national or ethnic origin, colour,
religion, sex, age or mental or physical disability.

Non Compliance FOR THE RECORD

Dear Sheldon Prior

On September 5 2006 I sent Deputy Chief Bruce Herridge of the York Regional Police a copy of the 271 page Black
BOOK requesting he read it with the intent to review YRP decision not to deal with my concerns which began at the
Ontario Rental Housing Tribunal on June 30 2005.

On October 17 2006 I received a letter from Inspector Karen Knoakes, #440, Executive Officer of the York Regional
Police dated October 13 2006 (pages 7 & 8) wherein Karen states that since receiving the Black Book she had received a
prodigious amount of documentation related to my correspondence with a large number of government agencies where I
expressed my dissatisfaction with the way my case has been handled by all levels of government and then mentions
throughout the entirety of my writings I referred to my business dealings with Don Wilson and the Tenant Protection Act
issues with Don Wilson who I indicate defrauded me of a considerable amount of money.

Then blah blah blah and then my complaint is deemed to be a civil matter and she will not be taking any further action,
She stated that I could request a review with your office within 30 days of receiving her letter.

She was quite helpful in this matter but obviously and absolutely incoherent to the issues addressed.

On November 15 2006 I drove down to your office to file a complaint against the York Regional Police
(See pages 4-8)

You responded January 3 2007 (See page 9) to state you had reviewed my complaint against the YRP and found there
wasn’t sufficient grounds or reason to change the decision made by the YRP. Case closed.

I am one of those individuals referred to in Part 1, Canadian Charter of Rights and Freedoms under the
Constitution Act, 1982

Whereas Canada is founded upon principles that recognize the supremacy of God and the rule of law:

1. The Canadian Charter of Rights and Freedoms guarantees the rights and freedoms set out in it
subject only to such reasonable limits prescribed by law as can be demonstrably justified in a
free and democratic society.

7. Everyone has the right to life, liberty and security of the person and the right not to be deprived thereof
except in accordance with the principles of fundamental justice. (THAT’s the BAD GUYS)

52. (1) The Constitution of Canada is the supreme law of Canada, and any law that is inconsistent with

With all the documentation I have provided you and all the other people I have addressed in all levels of
government I have informed you people of that which we people of Canada expect from the people in all
levels of governments which we finance for the benefit of a moral society.

You are all people too so it really shouldn’t be all that difficult to understand the concept inferred in the very
first statement in the Charter “principles that recognize the supremacy of God and the rule of law”

These words fit like a glove together when used with MORAL COMMON SENSE which is stated and
implied.

Canada is a country of human beings who are known to do some of the damndest things to each other so the
CONSTITUTION (document) declares that is forbidden so there must be consistent MORAL COMMON
SENSE ENFORCEMENT to back it. CONSTITUTION (establishment)

Who would argue that?

Not one sane person in society would openly state differently because they would be admitting their immoral
inclination which would be a rather insane thing to do especially if you were employed in the establishment

Having said that

Considering the fact that you people that I have addressed are all employed in the establishment and more
particularly in vital roles of enforcement which holds the foundation of the Constitution together it is
mandatory that you people be consistently sane with moral common sense.

Who would argue that?

That is correct. The truly insane and I offer the evidence in Lawyer Files #s 1-10 to identify some of them.

review and I urge you to think, for the people of Canada desperately need you to act sanely and competently
in the spirit of the Constitution, THE SUPREME LAW OF CANADA for them.

Dear Commission

I hereby request a review of my complaint filed with the York Regional Police as per
pages 4 and 5 attached.

On page 2 I have listed the documents I have provided to the YRP regarding charges to
be laid against my former tenant Don Wilson, President, Director etal of Bio-Safe.

Due to the fact the ORHT and the Investigations and Enforcement Unit of the Ministry of
Municipal Affairs and Housing declined to file charges against Don Wilson for filing a
false and misleading information under section 206 (2) of the Tenant Protection Act,
1997 namely his dispute dated June 10 2005, I requested the York Regional Police to deal
with this matter.

During the course of the Tribunal hearing Don Wilson also committed Fraud under the
criminal code by denying having ever seen or signed two agreements which I submitted
as evidence dated April 13 2005 and May 6 2005.

He had signed these agreements with a signature other than the one he has used on all
other documents he has signed with me.

The YRP declined to deal with this.

The Minister of Municipal Affairs and Housing, Honourable John Gerretsen has also
declined to deal with this.

I have requested that the ORHT, Dave Grech of Investigations and Enforcement and the
Minister John Gerretsen be charged under section 206 (1) 6 i..under the Tenant Protection
Act, 1997.

206 (1) Any person who knowingly does any of the following

6. Harass, hinder, obstruct or interfere with a landlord in the exercise of,

i. securing a right or seeking relief under the Act or in the court

I have listed the documents which were provided to the York Regional Police on page 3
and I have attached these documents for your review.

I have also provided you with a copy of the recording of the Tribunal hearing on June 28
2005.

Parts of the hearing have been removed where the judicator said there is a law against
Don Wilson’s fraudulent actions.

There was no recording of the second day of the hearing.

I have requested that this be investigated.
