Executive summary of the project
This project aims to create and build an awareness of the work of municipalities in the region
of Srem (placed in district of Vojvodina, province of Serbia) by examining and researching on
different data, and conducting analysis of the present situation.The goal is to describe the
municipalities’ development from 1990 (after the break up of Yugoslavia and first multiparty
elections), until 2007 ,with special attention to the last seven years, as a period of serious
attempt to democratization of Serbia.
The Srem district is chosen because of it’s intriguing geo-political position:
geographically-being very close to Belgrade, state capital, and Novi Sad, province capital,
and also to the Corridor 10,one of the mayor transport routes in Europe.There is evident
difference between 7 municipalities, and according to the latest research of UNDP, this
district is the poorest one in Vojvodina.What factors shaped the reality of Srem and its 7
municipalities, and which are the best examples that could be used as a model not just for less
developed Srem municipalities, but for other municipalities nation wide as well. The final
material will be compiled and a written report , that will be campaigned publicly for the goal
of promoting the findings, in order to build an interest of the state and other systems
supporting municipalities,as well as other important actors in society.
Project objectives (What would the project accomplish?)
With this research project we wish to better understand local municipalities work and
development through the last 17 years, and to arise awerenessof public of good practises in
this district, through the continuining process of monitoring and evaluation of all aspects
mentioned earlier.Regarding to those objectives, in project would be used differenet research
technics, analiszs of documenta and strategic planes etc.
Background information about the organization or individual applying
The Citizens' Pact for South Eastern Europe (CP) is a network of NGOs and municipalities
throughout SEE, aiming to contribute to the development of the civil society and stability in
South Eastern Europe, through strengthening of cross-border co-operation and partner
relations among local governments and non governmental organizations.The Citizens' Pact
was founded in response to the signing of the Stability Pact Sarajevo, July 1999.
The Citizens' Pact for SEE with The European Stability Initiative (ESI)1 has formed think-
tank, group of young independent researchers. Now, think-tank is working as analytical part
of CP for SEE, which would be the core of researchers for this project.More information on
