Mobile Number Portability


‰ Mobile Number Portability (MNP) allows mobile subscribers to
retain their existing mobile phone number (MS-ISDN) when they
switch from one access service provider to another.

‰ Subscribers can move or ‘port’ the phone numbers between


service providers of same nature- i,e. Mobile to Mobile.

‰ Mobile Number Portability (MNP) is inbuilt in GSM Mobile
Standard.

‰ Mobile Instrument-
IMEI( International Mobile Equipment Identity)

MS-ISDN( Mobile Number)

MS-ISDN Numbers are not used for routing in GSM network. These 4

MNP-Implementation
‰ Mobile Number Portability (MNP) can be implemented in
Mobile network as
¾ IMSI identifies the MS(Mobile Station) and stored in SIM.
¾ IMSIÅÆ MS-ISDN correspondence is stored in HLR.
¾ MSISDN is used in call routing in PLMN/ISDN area.

‰ MNP was under discussion since 2004-2005 when MNP
has become trend in all western Countries.

‰ The Tele-density and Growth (50-55%) of Mobile


Connections at July 2005 was right time to implement
MNP.

‰ TRAI has issued consultation paper in July 2005 and
issued recommendations in March 2006.

‰ TRAI recommended to implement MNP in India in


Phased Manner-
• First in Metro Cities.
• Category ‘A’ Service Area.
• Category ‘B’ and ‘C’ Service Area.

‰ Tentative Date for MNP implementation recommended


was 1st April 2007.

‰ TRAI has recommended setting up of Mobile Number


Portability Clearing House Administrator (MCHA) who
will maintain the
• Number Portability Database(NPDB)
• Query Response Database(QRDB).

‰ TRAI has Suggested two MCHA


• Zone 1- West & North India.

‰ TRAI has recommended separate license for MNP
Operator, with revenue coming from the port transaction
fees from Universal Access, CMTS, ILD, NLD Operators.
‰ Now DOT has issued LOI to MNP Licensee.
