The Organising Committee Commonwealth Games 2010 Delhi (OC CWG Delhi 2010) came
into being on 10 February 2005, as a registered society under the Societies Registration Act
1860. It was resolved by the Commonwealth Games Federation (CGF) in the General
Assembly held in Jamaica on 13 November 2003 to entrust the organising and hosting of
the XIX Commonwealth Games to the Indian Olympic Association (IOA). As per Clause 2(C)
of the Host City Contract, signed by the Government of India(GOI), the Government of
National Capital Territory of Delhi (GNCTD), IOA, and CGF, the CGF has delegated the
organisation of the Games to the OC CWG Delhi 2010.

The OC CWG Delhi 2010 has set itself the goal of conducting the best Commonwealth
Games to date, including the provision of impeccable standards of service to athletes,
officials and the general public, in close collaboration with its partners. It hopes to set new
benchmarks for other Host nations with regards to urban sustainable development by
showcasing excellent infrastructure and facilities which could be used by the society and the
general public for generations to come.

The Organising Committee Commonwealth Games 2010 Delhi has partnered with
Confederation of Indian Industry (CII) and the Federation of Indian Chambers of Commerce
and Industry (FICCI), to launch the Business Club of India (BCI). BCI seeks to fulfill its
objective to market the XIX Commonwealth Games 2010 Delhi, and promote and facilitate
business networking as well as showcase the country as a preferred business destination for
the global business community.

According to a study by the KPMG, the XIX Commonwealth Games 2010 Delhi is projected
to have an overall economic impact on India amounting to about US$ 5 billion and will
generate 2.47 million jobs in a four year span from 2008-12. Thus, the impact is expected
to be larger than Manchester 2002 and Melbourne 2006.

The OC CWG Delhi 2010 has readied itself towards offering unique access, network,
facilitation and opportunity for any business to participate in the Games and conduct
business through well-structured events before and during the Games. BCI, through its
partners, CII and FICCI as well as through a unique partnership with the Ministry of
Tourism, seeks to fulfill its objective to market the Games.

Through strategic partnerships with CII and FICCI, BCI has found favour with and valuable
exposure to top level business audiences in India and overseas, helping it promote its
objectives, garner visibility, support and enhanced networking bandwidth among the most
important stakeholders.

India has emerged as one of the world¶s leading and most resilient economies. The country
coped successfully with the challenge of the recent economic and financial crisis and
recession worldwide and registered 15 percent growth in the manufacturing sector. Even
the most conservative projected Gross Domestic Product (GDP) growth rate so far is
estimated at close to 7-8 percent per year, whether it has been projected by leading
economic authorities within India or by international institutions such as the Organisation
for Economic Co-operation and Development (OECD) and the World Bank. The BCI is a
permanent forum whose activities would continue post Games time and the Club would
continue to add value to promote economic relationships within the Commonwealth
fraternity.

Coinciding with the launch of the Queen¶s Baton Relay 2010 Delhi from Buckingham Palace
by Her Majesty Queen Elizabeth II in the presence of the Honourable President of India Mrs.
Pratibha Devisingh Patil, BCI was launched in London on 29 October 2009. It then organised
a series of business road shows in the following key business destinations along the Queen¶s
Baton Relay 2010 Delhi¶s route, fostering business partnerships:

During the forthcoming Commonwealth Games, the BCI events plans include
Commonwealth Games Business Forum and Sports Trade Shows. With the exceptional
success of the activities and the interest it has generated, BCI is all set to make a smooth

Construction of the following new venues is underway in full swing and progressing
satisfactorily: Badminton and Squash (Siri Fort Sports Complex); Netball (Thyagaraj Sports
Complex); Rugby 7s (Delhi University); Table Tennis (Yamuna Sports Complex);
Weightlifting and Wrestling (Indira Gandhi Sports Complex); Shooting (Dr Karni Singh
Shooting Range);Archery Preliminaries (Yamuna Sports Complex); and Lawn Bowls

14.|The OC CWG Delhi 2010 is located in the iconic New Delhi Municipal Council (NDMC)
building, opposite Jantar Mantar, Connaught Place, New Delhi. The office is spread
over nine floors with a capacity to accommodate a workforce of over 1,200. Its
effective structural design, modern facilities, accessibility from all parts of Delhi,
multi-level parking space and 24-hour power backup make it a state-of-the-art
workspace. The design concept of the interiors of this uniquely shaped building
showcases India of the 21st century, an amalgamation of tradition and technological
advancement. The interiors complement contemporary design elements with usage
of indigenous, eco-friendly and traditional materials.

XIX Commonwealth Games 2010 Delhi`s state-of-the-art Main Media Centre (MMC),
which will comprise the International Broadcasting Centre (IBC) and the Main Press
Centre (MPC), will be set up in close proximity to the Games Village and the main
venues at Pragati Maidan. While the IBC will be managed by the host broadcaster
Prasar Bharti, the MPC will be managed by the Press Information Bureau, (PIB), both
state owned agencies. GoI plans to stop analogue broadcast in New Delhi before the
D2010. Prasar Bharati will start high definition TV service on an experimental basis
soon. New Delhi will become the first city in India to have digital broadcast through
conditional access system by the time Games are held.

Hotel Ashok, in New Delhi, has been officially recognised as the Games Family Hotel.
On 4 June 2009, a Memorandum of Understanding (MoU) was signed between OC
CWG Delhi 2010 and India Tourism Development Corporation (ITDC) in this regard.
Hotel Ashok offers 500 rooms and as the flagship family hotel, it will serve as host to
members of CGAs, the CGF, International Sports Federations, Technical Delegates
and the IOA. The hotel¶s rooms and suites as well public areas hotel such as the
lounge, lobby and restaurants are being renovated and given a major facelift. The
hotel will host the facilitation offices of the OC CWG Delhi 2010 and the CGF. All
events, meetings and conferences, etc., will be held at the Games Family Hotel.

Delhi¶s airport is being modernised, upgraded and expanded to handle the passenger
traffic envisaged during the XIX Commonwealth Games 2010 Delhi. Passenger and
baggage handling facilities have been upgraded and a new 4.43 km runway, the
longest operational runway in Asia, became operational in 2008. It is fitted with the
highly-sophisticated Instruments Landing System (ILS) on both sides, and is built to
the highest Code F standards. Expansion plans include the construction of a new
state-of-the-art terminal (T3) with a capacity to handle 35 million passengers per
year.
It will have 75 aero-bridges, of which nine will be compatible to handle operations of
mammoth A-380 aircraft. It will have 20 parking bays for passengers.The terminal,
connected with all types of transport systems, will have an advanced five-level in-
line baggage-handling device with explosive-detection technology for high-class
efficiency and security. There will be 160 check-in counters for fast clearance and
more number of immigration counters. The departure complex will be situated on the
upper deck of the two tier building and arrival on the lower deck. The roof of the
building will have stylised incisions to allow daylight, but it will be angled to protect
the interior from direct sun-rays. The airport¶s connectivity with the city will be
enhanced through a six-lane highway (National Highway 8). The Metro Rail will also
have a dedicated corridor from the airport to the Games Village for easy transfer of
athletes and officials.

XIX Commonwealth Games 2010 Delhi are scheduled from 3 October to 14 October,
2010. This is the best time to travel to Delhi, which has average daytime
temperatures of 22°C (71.5°F) in October. You can visit many of Delhi¶s numerous
heritage sites and monuments, sample world class cuisine and entertainment at the
city¶s numerous hotels and restaurants, shop till you drop at the various malls and
shopping outlets the city provides, and experience all that this vibrant, exciting city
has to offer.

Delhi is located a few hours away from the world¶s greatest monument to love, the
majestic Taj Mahal in Agra. Also close by is the colourful state of Rajasthan with its

Games 2010 Delhi (OC CWG Delhi 2010) in conjunction with the Games Travel Office

The Host City Contract identifies and binds the five key stakeholders who are responsible for
the successful delivery of the XIX Commonwealth Games 2010 Delhi. It is incumbent upon
these stakeholders to undertake all measures, including adequate financial provisions, to
deliver the Games in the most befitting manner within the framework of the Constitution,
Protocol and Guidelines of the Commonwealth Games Federation (CGF). The key delivery

The requirement to fulfil multiple functional roles as well as several support areas in the
organisation and management of an event of the stature of the XIX Commonwealth Games
2010 Delhi also includes several ministries, departments and agencies of GoI and several
local and municipal bodies of the GNCTD within the purview of delivery partners.

The Delhi 2010 Licensing and Merchandising Programme aims to showcase India¶s rich
culture and its exceptional manufacturing and design capabilities. Our goal is to make
official Delhi 2010 licensed products accessible to everyone

The Delhi 2010¶s Licensing and Merchandising Programme will promote and create
awareness about the Games and will strive to involve people by offering them a truly unique
Games experience through specially designed Games merchandise. We aim to generate high
level of enthusiasm, excitement and inclusion around this historic event through the Games
merchandise.This will be done via development of the merchandise, ranging from apparel
and accessories, collectables and publishing to gifts and home wares. It is important to give

The three core values of the Commonwealth Games movement are Humanity, Equality and
Destiny, which were adopted by the Games movement in 2001. These values inspire and
unite millions of people and symbolise the broad mandate for holding the Games within the
Commonwealth.

A sporting contest that brought together members of the British Empire was first proposed
by Reverend Ashley Cooper when he suggested a Pan-Britannic, Pan-Anglican Contest and
Festival every four years to foster goodwill and understanding within the Empire. In 1928, a
key Canadian athlete, Bobby Robinson, was given the responsibility of organising the first
British Empire Games, which culminated in the first-ever Commonwealth Games being held
in Hamilton, Ontario, Canada, in 1930. These first Games saw the participation of 400
athletes from 11 countries.

Since then 18 Commonwealth Games have been held every four years, except during World
War II (1942 and 1946). Initially the Games were known as the British Empire and
Commonwealth Games, then as British Commonwealth Games and simply as the
Commonwealth Games since 1978. But more than that, they have always been known as
the µFriendly Games¶. India hopes to take this legacy forward.

There are currently 53 members of the Commonwealth of Nations, and 71 teams participate
in the Games. The four constituent countries of the United Kingdom - England, Scotland,
Wales and Northern Ireland - send separate teams to the Commonwealth Games, and
individual teams are also sent from the British Crown dependencies - Guernsey, Jersey and
the Isle of Man - and many of the British overseas territories. The Australian external
territory of Norfolk Island also sends its own team, as do the Cook Islands and Niue, two
non-sovereign states in free association with New Zealand. The Commonwealth dependency
of Tokelau is expected to take part in the Games in Delhi.

The Games have evolved and changed over the years. Only single competition games were
featured until team sports were introduced in 1998 and continue to be featured since then;
a fully inclusive sports programme for Elite Athletes with a Disability (EAD) was first
introduced in 2002 and has become an integral part of the Games; since 2004
Commonwealth Youth Games have been organised regularly for athletes of 18 years of age.
