I know that BLM has requested funds in the past to support staffing increases due to additional
workload resulting from our TI requests. This was brought up about the same time the MOU with DOI
was drafted.

I reference this only because it was deemed justifiable at the time and I believe OBP supported it. I
see this as a similar issue and don't necessarily have a problem with it. I know it's easy for me to say
because it's not my money. If you think about it, there was no way their office could have anticipated
our project in order to budget for the extra administrative work we imposed on their them.

That's my .02 and I defer to those who hold the purse strings.

My understanding is that the only segment we are proposing to still build with 9 gauge is D-2 b/c the
materials have already been purchased. Loren instructed the Corps to issues change orders to use 4
gauge for the remaining Phase 1 projects that utilized mesh since the materials has not yet been
purchased. Assuming there are no constructability issues, I would agree that any 9 gauge fence cut in
the future should be repaired with 4 gauge.

I understand you will utilize the 9 gauge material already ordered for these projects but as it is
breached…what will you be replacing it with? I am hoping you respond with 4 gauge and if not, would
it not make sense to repair with the correct material instead of continuing a mistake?

o Will use nine gage for D-2, D-5A E-3 and ELC projects instead of four gage. Reason: Nine gauge
is already ordered. Construction will be a bollard fence with an eight foot nine gage fence attached and
welded together at the top.
