Grievance Description:
Being Member of Parliament from Varanasi, you are duty bound as per article 51 A (g) of
Indian Constitution to look after flora fauna. Biodiversity Management Committees: As
per the Act, the local bodies constitute the BMC in accordance with Section 41, within their
area of jurisdiction for the purpose of promoting conservation, sustainable use and
documentation of biological diversity including preservation of habitats, conservation of
land races, folk varieties and cultivars, domesticated stocks and breeds of animals, micro-
organisms and chronicling of knowledge relating to biological diversity. The BMC consists
of a Chairperson, and six persons nominated by local bodies, including 1/3rd women and
18% SC / ST. The functions of BMCs are as under:
1. Prepare, maintain and validate Peoples Biodiversity Register (PBR) in consultation with
the local people. The BMC is to maintain a Register giving information about the details of
biological resources and traditional knowledge available within the jurisdiction of BMC.
2. Advice on any matter referred to it by the State Biodiversity Board or Authority for
granting approval, to maintain data about the local vaids and a practitioner using the
biological resources Section 41 of the Biological Diversity Act (2002) mandates
development of Peoples Biodiversity Registers (PBRs) at local level to document as well as
safe guard bio-resources and associated knowledge.
Scouts and Guides for Animals and Birds asked to confirm the proper establishment of
BMC under the Cantonment as well as Urban and Local Bodies of Varanasi, in the interest
of environment.
Remarks:
The grievance / suggestion is forwarded for redressal and action taken report may be sent
to the applicant directly, thereafter, the grievance may be disposed of from the PG Portal
website.

Cantonment Boards:

A Cantonment Board is a body corporate under the Cantonments Act, 2006 having
perpetual succession. A list of the 62 Cantonment Boards in the country is enclosed
below. As per Section 10(2) of the Act, every Cantonment Board is deemed to be a
municipality under clause (e) of article 243P of the Constitution for the purpose of:-

(i) Receiving grants and allocations; or


(ii) Implementing the Central Government schemes of social sector, public
health, hygiene, safety, water supply, sanitation, urban renewal and education.
