Chapter 1 General Description


1.1. Design basis and Project Summary
1.1.1 Design basis
1)The EPC contract of PLTU RIAU 2x110 MW project was signed by PT
PLN(PERSERO) and Consortium PT Rekayasa Industri—Hubei Hongyuan
Power Eng.Co, Ltd;
2)The tender document,the addendum and the clarification document of
PLTU RIAU 2x110 MW project was issued by PT PLN (PERSERO);
3)The design contract of PLTU RIAU 2x110 MW project was signed by
Hubei Hongyuan Power Eng.Co., Ltd and Yunnan Electric Power Design
Institute;
4)Technical code for designing fossil fuel power plants DL 5000—2000;
5)Regulation for content and depth of primary design document of fossil
fuel power plants DL/T 5427—2009;
6)The standard of power industry of the People's Republic of China

.1.1.2 Project Summary

1) 2×110MW Circulating Fluidized Bed Unit is planned to be constructed by


this project and coal handling system is planned to be constructed in one phase
according to the 2×110MW unit.

2) Data of coal source and coal quality

(1) Coal source: in order to satisfy the demands for electric energy of Riau
Islands, PLTU PLTU Riau 2x110MW Coal-fired Thermal Power Plant is
planned to be constructed by Indonesia National Power Company. Coal sources
in Indonesia will be adopted for the power building, transported by coal cargo
ship, after being unloaded at the coal dock and then transported to the coal yard
for storage.

Project is as follows:

1.3 Design scope of coal handling system

The design scope of coal handling system of this Project is: from after the
fixed crane ship unloaders of C01AB conveyers to raw coal bunker of raw coal
bunker, the whole coal handling system includes coal storage, sieving &
crushing, coal loading, Tramp Iron Magnet, metering, sampling, other
supporting facilities, etc.

1.4 Natural conditions and meteorological data of the building area

1)Natural conditions of the building area

Condtion of the location is relatively flat that composed of bush. The


geomorphology of project area is characterized flat terrain, with highest
elevation about 5m from sea level. Stream river pattern that develops in this
place is denritic pattern.

1.6 Coal transport mode outside the building

Water transportation will be adopted to transport the coal of this Project to


the Building and tonnage of the coal transportation barge is 5000DWT.

1.7 Coal handling system inside the building

After the coal transporting barges are docked by the side of the power
building, 2 sets of gate-type fixed crane ship unloaders will unload the coal to
C01AB conveyers on the bank and the conveyer will deliver the coal to the T1
transfer station of the power plant (coal distributors are equipped in the transfer
station). After the coal entering into the T1 transfer station, through switching,
the coal can be stored in staker&reclaimer coal yard or go into the bunker bay in
the main power building directly. The belt width of C01AB conveyer and C05
conveyer under the bucket wheel Bucket-wheelstaker-reclaimer is 1000mm,
their belt speed is 2m/s, capacity range is 550t/h and maximum capacity range is
600t/h. The belt width of other conveyers from the rear of the coal yard is
800mm, their belt speed is 1.6m/s and capacity range is 300t/h. All of them are
of double-line system, one line for operation and the other for standby.

Chapter 2 Coal Unloading Device


2 sets of gate-type fixed crane ship unloaders will unload the coal to the
tail of C01AB conveyers and capacity range of each crane ship is 500t/h.

Chapter 3 Coal Storage Facilities


Bucket-wheelstaker-reclaimer coal yard will be adopted by this Project.
The effective coal stacking length of the coal yard is 212.5m, effective coal
stacking width is 80m and the stacking height is 9m . The storage capacity of
the coal yard is 67 , 444 tons , on north of the bucket
Bucket-wheelstaker-reclaimer, by using bulldozer to pile the coal, open storage
yard is 56,330 tons 。Therefore, the total coal storage capacity of the coal yard
is 123,774 tons which can satisfy the coal utilization demand of the 2x110MW
unit in the power building for 40.4 days (typical coal) or 37 days(Minimum
coal). (Layout drawing refer to Coal Handling Plan 53-FA02111C-M-003,
elevation drawing refer to Coal Handling Plan 53-FA02111C-M-007)

among which, a large circular-arch dry coal shed is arranged near the T1
transfer station in the Bucket-wheel staker-reclaimer coal yard. The span of the
dry coal shed is 80m, length is 70m, and the stacking height is 9m . The storage
capacity of the coal yard is 23,428 tons , which can satisfy the coal utilization
demand of the 2x110MW unit in the power building for 7.65 days days (typical
coal) or 7 days(Minimum coal).

Other, if he Bucket-wheelstaker-reclaimer is Fault,can not stack coal,


Will use the plough where Installed in C01AB conveyersl,and use
bulldozer push to coal yard。

The main equipment in the coal yard are DQ600/300·30-type cantilever


stack reclaimers and gyration radius of all bucket wheel machine is 30m,
capacity range for material piling is 600t/h and capacity range for material

reclaiming is 300t/h. Microcomputer will be adopted to control the
Bucket-wheelstaker-reclaimer. Material stacking is automatical or manual and
material taking semi-automatical or manual. Meanwhile, in order to ensure the
standby use for failure maintenance and check of the
Bucket-wheelstaker-reclaimer, 2 ground hoppers shall be arranged in the coal
yard which can deliver the coal in the coal yard to the boiler raw coal bunker
through activating the coal feeder. Moreover, 2 sets of TY220-type coal
bulldozer, which are used for compacting and tidying the coal yard and assisting
bucket wheel in material piling and reclaiming which are also arranged in the
coal yard in this phase.

Chapter 4 Sieving and Crushing Equipment


The coal for this Project is Indonesian commercial coal and the
granularity of the coal shipping into the building is required to ≤100mm.

CFB boiler combustion system requires that the granularity of the coal
feeding to the boiler shall be ≤10mm. Therefore, sieving equipment and
crushing equipment are arranged respectively in the coal handling system. The
sieving equipment is double rotary sieve or high-amplitude vibrating sieve with
granularity of feeding material of ≤100mm, granularity of discharging material
of ≤10mm and capacity range of 350t/h. The crushing equipment is
hammer-type fine crusher with granularity of feeding material of ≤100mm,
granularity of discharging material of ≤10mm and capacity range of 200t/h. In
addition, the sieve is equipped with a bypass system, so when the coal crusher
fails to work, the coal can be delivered directly into the boiler raw coal bunker
by the bypass system without crushing.

Chapter 5 Conveyer system and Operation Mode


5.1. conveyor system

5.1.1 Coal conveying trestle enters into the belt conveyor floor of coal

bunker bay from the built-in end.

5.1.2 There are 3 sets of transfer station, a set of coal crusher room, six
routes of 10-belt type conveyers in this Project. Among the conveyers,
C01AB~C04AB and C06AB are of double-line system, one line for operation
and the other for standby and C05 are single-line system. In order to coordinate
with the unload effectiveness of the ship unloaders, the belt width of C01AB
conveyer and C05 conveyer under the bucket Bucket-wheelstaker-reclaimer is
1000mm, their belt speed is 2m/s, capacity range is 550t/h and maximum
capacity range is 600t/h. The belt width of other conveyers is 800mm, their belt
speed is 1.6m/s and capacity range is 300t/h.

5.1.3 The coal handling system operated in three shifts and each shift will
operate for about 5h when the 2×110MW are in operation.

5.1.4 Three-way pipe with electric baffle shall be arranged in all T1, T2
and T3 transfer stations and cross-operation can be realized.

5.1.5 In order to improve the performance of startup with load of the


conveyer and ensure the balance power splitting of the double-stage driving
motor, hydraulic coupler shall be employed by the electromotor whose power is
higher than or equal to 45KW.

5.1.6 Along with heading direction of coal flow, left side of the
double-line conveyer is Line A and the right side is Line B.

5.1.7 flame resistance rubber shall be selected for the conveyers in this
Project.

5.2 Control and operation mode

5.2.1 The coal handling system is controlled by the program of principal


computer. When commissioning or maintaining the equipment, interlock can be
unlocked and local control can be realized. The control objects are all sets of
coal handling equipment from C01AB conveyer to the electric two-side plow

unloader of the bunker floor in the main power building.

5.2.2 Bucket-wheelstaker-reclaimer will not include in the coal handling


program control but be operated by the operator in the equipment. However, the
bucket Bucket-wheelstaker-reclaimer interlocks with the conveyers below and
communicates with the coal handling system.

5.2.3 A special dispatching switchboard is arranged in the coal handling


system; administrative telephones are arranged in the office room and ancillary
facilities as well as mobile phones for inspecting personnel.

5.2.4 The system is equipped with: non-contact speed detector, bipolar


deviation switch, two-way pull switch, radio-frequency admittance high
material height meter, radio-frequency admittance lower material height meter,
coal blockage detector, limit switch of slack adjuster, etc.

5.2.5 Main operation modes

Main operation modes are as follow:

(1)Ship unloader bucket Bucket-wheel staker-reclaimer coal yard


(2)Ship unloader raw coal bunker

(3)Bucket-wheelstaker-reclaimer coal yard raw coal bunker

(4)ground hoppers raw coal bunker

Chapter 6 Auxiliary Facilities


6.1.Tramp Iron Magnets

There are three stages of Tramp Iron Magnet in the conveyer system. The
first stage is disc-type iron separator which is arranged at the middle part of the
C01AB conveyer; the second stage is disc-type iron separator which is arranged
in the system in front of the coal crusher room; the third stage is disc-type iron
separator, which is arranged in the system at the back of the coal crusher room.

Meanwhile, one stage Tramp Iron Magnet will be added in the system of
entering and exiting the coal yard.

6.2.Coal Sampling Equipment

Two sets of Coal Sampling Equipment, as the sampling devices for boiler
feeding coal, are arranged in the conveyer system before entering the main
power building.

6.3.Measuring

Electronic belt scales, for measuring the boiler feeding coal, will be
arranged on the middle part of the C01AB conveyer entering into the building
succeeding the ship unloader and on the C03AB conveyer entering into the
main power building. Cyculating dynamic check chain code unit will be
arranged at the same position to carry out a regular check of the electronic belt
scales.

6.4.Protective devices like speed monitor, bipolar deviation switch, pull


switch, etc. will be arranged on each conveyer.
6.5.Corresponding crane equipment shall be selected according to the
demands of weight and lifting height for each transfer station and bunker
bay.

Chapter 7 Auxiliary Buildings Of Coal Handling Plant


7.1.Coal handling complex building

It includes office rooms such as coal handling program control room,


conference room, shifting room, plant leader room, administration room, etc.

7.2 Coal bulldozer house

Special coal bulldozer house is set up in this Project.

7.3 Inspection & maintenance room and shed house

Separate inspection & maintenance room and shed house of the coal
handling system will not be arranged.

7.4 Bathroom

Bathrooms are arranged in the coal handling complex building

Chapter 8 Dust Prevention


In order to improve the working conditions of workers and protect the
environment, the following places of the coal handling system will be provided
with dedusting measures:

8.1.Automatic spray dedusting device will be arranged on the bucket


wheel Bucket-wheelstaker-reclaimer;

1);Sprinklers shall be arranged in the coal yard

2);Each coal breakage point of the conveyers is equipped with dirt


catcher

3);Coal unloading device and coal breakage point of the conveyer


exiting the coal yard will be equipped with sprinklers.

4):Where the coal falling height is more than 4m, all coal stream chutes
will be equipped with buffering air lock baffles to reduce inducting wind and
dust overflowing.

8.2. Clean by water

1)Washing with water will be adopted to clean the coal handling trestle,
coal crusher room, each transfer station and bunker bay.

2)Sump pits and submerged-type multifunctional pumps will be arranged


in coal crusher room and each transfer station. Washing water from trestle,

coal crusher room and each transfer station will be discharged to sump pits and
then delivered to coal deposition tanks by submerged-type multifunctional
pumps.

3)The coal deposition tank is divided into three parts: they are sewage
tank, sedimentation tank and clear water tank. The clear water after defecation
will be discharged into the treatment station and will be reused after treatment.
The coal mud will be delivered into the coal yard through grabbing by the
bridge-type grab or single-track grab.

8.3. Measures for labour safety

1);Sound-insulation duty room will be arranged at the belt conveyor


floor of coal bunker bay.

2);All rotation machineries (transmission drum, turnabout drum, coupler,


etc.) will be equipped with shields.

3);Protective barriers will be set up along with the operation passageway


of the conveyers as well as emergency shutdown pull switch.

4);Flexible barriers and cover plates will be arranged on lifting holes of


each transfer station.

5):Taken ventilation installation into consideration, the underground


building of the coal handling system will be equipped with light room and
emergency exit.
