This report has been written in response to false allegations made by Steve Shiver (a.k.a.
Roy Stephen Shiver, Jr., a.k.a. Roy S. Shiver, a.k.a. Roy S. Shiver, Jr., a.k.a. Stephen
Shiver, a.k.a, Roy Stephen Shiver, a.k.a. Shiver Roy S. Jr.) that he has been the target of
improper policing by the Homestead Police Department (H PD). His claims are without
merit. Mr. Shiver has been the subject of three separate, unrelated and properly
conducted criminal investigations by the Homestead Police Department over the past
two and a half years. Two of the unrelated cases are still open and one has been closed.
This first report will only address the closed case in which Mr. Shiver was the subject of
a narcotics investigation. The two other cases are still active.
The Shiver narcotics investigation was initiated in March of 2018 after a life-long friend
of Shiver was arrested for possession of illegal drugs (Tab 1). On March 6, 2018,
Homestead police stopped an individual by the name o f - for a moving
violation) which resulted in an arrest after police discovered illegal drugs in - •s
vehicle. Upon being booked at Homestead Police Headquarters, - requested to
speak with a specific Homestead Police Department detective (who was not involved
with the original stop or arrest) claiming that he had information about "a bigger fish."
At-•s request, the detective met with him while he was still in custody at
Homestead Police Department Headquarters. - proceeded to claim in the
interview with tbe detective that Shiver has been a habitual cocaine user for yeaTs and
t h a t - was his routine dealer (Tab 2). - also provided descriptions of what he
claimed were Shiver's usual method of payment for the cocaine, the normal process for
delivering the cocaine to Shiver's house, and provided the names of others who he
claimed were dealers from whom Shiver also purchased drugs. - claimed that
Shiver would call him and say, "I need an eight ball of cocaine. I put money on the card."
- claimed that Shiver would provide him with an ATM card with instructions to
withdraw the amount of money needed to purchase the cocaine. - claimed that he
would then check the account associated with the card, retrieve the funds from an ATM,
pick up the cocaine, and deliver it to Shiver's house in Homestead and keep a small
profit for himself. - advised that the last time Shiver called him was the day that
Shiver was appointed to the Police Benevolent Association. - went on to say to the
detective, "Next time Shiver calls me, I will call you, and when I deliver to his door, you
can bomb rush him."
The City was able to obtain copies of Shiver's personal bank account statements from his
bankruptcy proceedings which included detailed information about ATM cash
withdrawals from Shiver's account (Tab 3). The records indicate that throughout 2017,
Shiver's bank account was accessed regularly late at night in the form of ATM
withdrawals in areas known for high drug and criminal activity (Tab 4). These locations,
most of which are in Florida City include Sam's Hideaway (750 S Krome Ave), Circle K
(970 W Palm), Food Ma1t (970 W Palm), El Charrito Mini Mart (636 W Palm),
Walgreens (52 E Palm Dr.), Race Track (35426 S Dixie), Texaco (400 SE 1 Ave), Mobil
Lucy (777 S Dixie), Ceuter State Bank (302 W Palm Dr.), and Shell (Palm Dr. & US1)
(Tab 3 & 4). Shiver's bank records frequently show repeated withdrawals of amounts
ranging between $100 and $400, sometimes occurring on the same day. Withdrawals
would often happen during late-night hours on weeknights, including multiple
withdrawals on the same day from the same location, sometimes just minutes apa1t.
More than half of the withdrawals occurred between midnight and 6 A.M.
2
On March 7, 2018, the day after-'s arrest, he and the detective had another
interview. The following are excerpts from the transcript of the recording from
the March ih interview between the Homestead Police detective a n d _
(Tab 5):
In this excerpt, - claimed that Shiver expects home delivery of the cocaine.
- : No, he's - he's not going to come and get it. Them gonna - when
he calls - he calls, I gotta take it to him bro.
In this excerpt, - claimed Shiver would give him an ATM card to pay for the
cocaine.
Detective: Right.
-:Yeah.
In this excerpt, - claimed that Shiver is known for his cocaine usage.
3
- : Ain't got no Shiver, y'all know Steve was doing this in the first
place. Everyone knew it that way that he had - uh - that's what
told me, says everybody knew Steve was doing
coke, man. But what are they gonna do about it.
In this excerpt, - claimed that Shiver is a habitual cocaine addict who will
continue to use cocaine.
- : Well, Steve ain't never gonna stop using coke though, I mean -
-:No,man.
Detective: Steve calls you, and you said he always wants an eight ball?
-:Mhm.
- : Nope. He's scared. He 's been in it, the man, he - he been waiting
to get back into shit like this. And he wants to keep his nose clean.
4
Detective: In Florida City?
-:Yeah.
During the March 6 th questioning o f - the detective asked him how he became
involved with Shiver. - advised that they have been friends since Shiver was a kid.
He went on to tell the detective that he would agree to let the police know when his next
drug sale to Shiver was arranged (Tab 2). The case was closed by police after - told
Shiver that he had a discussion about the investigation with Shiver.
- was subsequently stopped and arrested for a vehicle traffic offense, but was taken
to the hospital afterwards because of complaints of high blood sugar (Tab 6). While at
the hospital waiting to be cleared, - claimed to the officer in the emergency room
that he and Shiver "snort coke" together in Florida City and that they were really good
friends and had known each other for a while. - claimed that these activities
occurred on multiple occasions.
5
Shiver: Yes.
In a prior section of the deposition, Shiver testified that he did not drink much
(Tab 8):
A: No, sir.
Q: Because I see a lot of Best Buy liquors on here, not just sporadic. Like
just here in this three-day period I see Best Buy Liquors for 75, another
Best Buy Liquors for Bo. What are those for, if you know?
A: Liquor, I assume.
Q: Pllrchased by you?
A: No, sir.
Questions about illegal drug use have dogged Shiver for years, dating back to as early as
April, 2001 (Tab 9). In an article written by Jim DeFede in the Miami New Times
(https:/ /www .miaminewtimes.com/news/ a-friend-in-need-635.2845), DeFede
explained that he met Shiver for an interview, where he asked if Shiver had used any
illegal drugs in the past few years. S,hiver responded, "I'm not going to go into that.
We've got too much work at hand." The article continued to read:
"But he refused to respond to any questions about possible drug use in his
recent past. 'I'm not going to go there,' he snapped."
6
test, he refused to release the results even though he had previously promised to make
the test results publicly available. DeFede wrote:
"His failure to comply with county rules requiring all new employees to
undergo a physical exam and submit to a drug test before beginning
work.fueled questions about past drug use."
Shiver also has a history of incidents requiring police attention, whose reports detail the
possible involvement of alcohol or drug use, including a 2006 altercation between
Shiver and Steve D. Losner, a 2008 DUI arrest in Maggie Valley, North Carolina, and a
2015 domestic dispute with a former girlfriend. On November 3, 2006, Losner went to
the Homestead Police station to report an incident between him and Shiver. The
folJowjng is Losner's incident statement (Tab 11):
7
On January 16, 2015, Shiver called the police to file a report on a former girlfriend to
whom he owed $17,800 (Tab 12). In the bankruptcy deposition, Shiver acknowledged
that he indeed owed his former girlfriend the money but had not paid her back (Tab 13).
According to the 2015 police repo1t, Shiver complained to the police that the former
girlfriend "made threats to accuse him of having drugs so that he could be arrested (Tab
12)."
On June 7, 2008, Shiver was stopped in Maggie Valley, North Carolina when a police
officer noticed that he had driven up the grnss embankment (Tab 14). Upon stopping
Shiver, the police officer noted in his report that the "driver's eyes were bloodshot and
glassy looking." The report goes on to detail the following observations from the police
officer about Shiver on this occasion:

Q1: No, we’re gonna go just drive around, that’s all I told you. You know how I operate.
Q1: Ain’t nothing changed about me since the last time you knew me, man.
A: You –
Q1: I just asked you wanted to (inaudible)
A: You – you called me today?
Q1: Yeah I called you today.
A: I don’t answer phone numbers, man, that I don’t know where I forgot
Q1: I gave you my number
A: Man, when I get – I got out at three fucking o’ clock in the morning, when I got out, I
been sleeping for two days man.
Q1: Have you? I know.
A: Yeah, ‘cause I didn’t sleep none from – from when y’all got me that day ‘til – ‘til when
I got out. I didn’t sleep worth shit. I didn’t sleep at all.
Q1: I’m sure. They probably – did they put you in a cell by yourself? Or –
A: Yeah.
Q1: At least that’s decent but I know it’s –
A: -- yeah, that’s the first time in thirteen fucking years, man. I been kicking myself in
the ass the whole time. Thought about what the fuck you said.
Q1: Yeah? I told you I wanted to punch you.
A: Yeah, thought of all the stuff you said, man.
Q1: So anyways, I talked to – are you still willing to work?
A: Yeah.
Q1: Okay. I talked to some guys – uh
A: wjdc, but these motherfuckers – these motherfuckers uh –
Q1: No, we’re not gonna – we’re not gonna go back and –
A: No, that’s not what I’m saying. These motherfuckers killers man, they got –
Q1: -- no no no –
A: -- I got knknkini I gotta worry about.
Q1: -- okay, listen to me. I’m not gonna go back to where you bought from that day. We
won’t do that, okay? I’m not asking you to do that. I’m not dumb, dude. You know how I
operate. Right? No, that’s not what I want to do. What I want to do is, you mentioned
that there was some guns that ain’t nate.
A: Man, they calling these motherfuckers sdfdsfsdffds. I don’t know those young
motherfuckers.
Q1: You don’t?
A: No, they – they uh— they done came by when – I got a dsfdsf in my house --

Them motherfuckers have a lot of weapons over there--
Q1: A lot of guns over there?
A: Yeah.
Q1: Yeah. Well, you ever heard of the sdfsdf?
A: No, I ain’t never heard of the sfsdfd.
Q1: Well it’s a young group, a young group of kids. They’re – they – most of them are
dfsdfsdfdsfd and they don’t have any regard for life at all. None. I mean they’re killing
people –
A: Down here?
Q1: Oh yeah, oh yeah.
A: And now you’re telling me – I got them fucking knknkni, man, I got ‘em dsknfdsknf –
Q1: Okay, well listen. You know I won’t put you in harm’s way. That’s not what I’m
about. Right? I won’t put you anywhere where you’re gonna get killed or – anything like
that. I’ll let you – you can pick and choose what – what you – you wanna do. You can
bring them to me. Okay?
A: Okay.
Q1: So that’s – that’s what we’ll do.
A: You know I got you man, I just, I want –
Q1: I know.
A: If your fat ass hadn’t dfdsfsdfsd ‘til I jhbhbj –
Q1: Listen, just because you got thin and I got fat, don’t make fun of it.
A: jhbhjbj been telling me you been hanging around, jhbhjbj done told me the other day
you was hanging around. It’s the first time I fucking seen fucking jhbhjbj’s ass for ten
years.
Q2: Yeah, yeah I see –
A: Oh, and he had sdfdsfs –his uncle came by and showed me his son ‘cause he was
graduating from the infantry school at Fort Benning
Q2: Yeah.
Q1: Oh wow.
A: That’s how I know sdfdfds was still at the – still at the police station.
Q1: Yeah. So, what about Shiver?
A: Ain’t got no Shiver, y’all know Steve was doing this in the first place. Everyone knew
it that way that he had – uh – that’s what ibibiubiubiubiubuib told me, says everybody
knew Steve was doing coke, man. But what are they gonna do about it.
Q1: Who is ibibiubiubiubiubuib?
A: He owns jhbjhbhjbjhbhjb of the -- of 216.
Q1: What’s he got to do with Steve?
A: Nah, he just – we just hang out together.
Q1: Oh, okay. Just buddies?
A: Yeah, we just hang out together at the Glades Club, you know, Sam’s Hideaway, stuff
like that. Steve called us over there. We have uh – cookouts. He ain’t called us over since
he got this new job, though.
Q1: So – okay. So tell me how – you told me – you told me once, but tell me again.
How’s this – when Steve wants something, how does it work? ‘Cause you told me he
won’t come out of the house.
A: No, he’s – he’s not going to come and get it. Them gonna – when he calls – he calls, I
gotta take it to him bro.
Q1: But how do you get the money?
A: I – bro, you out here taping me, man. I ain’t gonna fuck my shit if – I got shit – I got

Q1: How long have you known me?
A: I been known you almost two – almost twenty years.
Q1: Have I ever – have I ever treated you wrong?
A: No, not really.
Q1: No. So why would I do it now?
A: Well you should be a certain way, man. But it ain’t a certain way now. I’m just telling
you that he put it up -- the window up a little bit, and you can see it -- and did it.
Because there –
Q1: What, you don’t think Steve’s using coke as much?
A: Uh –
Q1: I hope not.
A: Well Steve ain’t never gonna stop using coke though, I mean –
Q1: He’s never gonna stop using it?
A: No, man.
Q1: That’s -- now, I just – because I’m trying to learn. I’m not gonna have – you know –
I’m not one way or another. I’m just trying to learn –
A: Mhm.
Q1: -- okay? Because if he’s doing it, other people are doing it. And credit cards are the
way to the future. It’s a technology. So I know if he’s doing it, other folks are doing it.
A: Well I don’t – I don’t deal with, like, nobody that’s up in the city and nothing like
that. He got his little friends that’s right down there round the who him and his girl, they
sfdsfiwdjfoiwdhfoiwrhfo8rwdhfo8widh8f and shit. But – that’s –
Q1: He’s a jhgkuihoiuh? Oh my --
A: HAHAHAH
Q1: Well, I knew that – I knew that you told me jbjhbhjb – you said the other day that
sdkfhdsoifhidohf in the front yard or something and then, and that uh – Steve
khjeofhewiohfioewhf to come over there and hang out with them.
A: I mean – the man – the man loved the girl, man. I mean, she –
Q1: Yeah, I know.
A: And then she – and then she asking the woman, until jviygiu, she not sdfsdfsd
anymore. But yeah, she got -- they got caught. She got caught.
Q1: Is that why sdfsdfsdfsdf said she’s a liability?
A: Yeah, no, that was way before that.
Q1: Oh, it was?
A: Yeah.
Q1: What time does your girl get off work? Because I don’t want to mess you up either.
A: Well, 4:30. I gotta be there at 4:30.
Q1: Okay. Well I just hadn’t heard from you. I wanted to check on you and see if you’re
okay.
A: I thought that was your number but I wasn’t for sure.
Q1: Yeah, that’s why I called you. I wanted to see if you were okay, is all.
A: Then I see that you – you called the house number and I didn’t – I wasn’t for sure,
said “Who the fuck is this?”
Q1: I can get in wherever I want, you know that.
A: But I -- shit, I didn’t know you had my house number.
Q1: Nope, you sure didn’t. But I had it –
A: But I know I didn’t give you my house number.
Q1: You didn’t give me your cell number either.
A: Yeah I did.
Q1: No you didn’t.
A: I didn’t give you my cell number either?
Q1: Nope.
A: Man I thought I gave you my cell number.
Q1: I got a computer.
A: Yeah, but still my – my number ain’t the address. Oh, you go by the address though.
Q1: Mhm.
A: You don’t go by the name –
Q1: And I don’t think your cell phone’s in your name either.
A: No, it’s in – you fucker. HAHAHAH. You exactly fucking right, I just thought about
that.
Q1: Some Spanish dude’s name.
A: No, she ain’t no Spanish dude, man.
Q1: Oh, it’s in your woman’s?
A: I don’t even know what that means.
Q1: Oh, I’m sorry. I apolo – yeah, okay.
A: I’m gonna tell her you called her, said my boy called –
Q1: Well I have to work everything backwards off the address.
A: Yeah, yeah everything –
Q1: You can find --
A: I thought I gave you my –
Q1: You can find everything. No.
A: You know what, I thought we exchanged –
Q1: Nope, I gave you mine. You didn’t give me yours. I don’t ask anymore.
A: That’s exactly right, erch.
Q1: No.
A: No.
Q1: Okay, so –
A: You don’t even take it, huh.
Q1: Yeah. Well, but anyways, let me ask you a question.
A: Go ahead.
Q1: If Steve does call you, are you willing to call me? You said the other day you were.
A: Yeah.
Q1: Yeah? Alright. Now, can you get him to come out of the house, ‘cause I don’t want –
A: Yefs, he’s not gonna be coming out of the –
Q1: -- listen, I’ll tell you why.
A: He’s not gonna be coming out of the house to get nothing, man.
Q1: No no no no. Will he meet you at like, the park or around the corner?
A: He’s not gonna do it.
Q1: No?
A: He’s not gonna do it. Not gonna do it.
Q1: Yeah, but look. You told me the other day –
A: Well I don’t have it – I don’t have the card anymore. Now, if he calls me, he’s gonna
want me to come and for me to get the card and do it like that, start like that all over
again –
Q1: Oh, you gave him the card back?
A: I thought that we wasn’t doing no business any –
Q1: What was it, prepay?
A: No, it was a fuckin’ card, man.
Q2: A bank card.
Q1: The actual bank card?
A: Yeah.
Q1: So you could’ve spent whatever you wanted?
A: No – yes but, only certain money on there.
Q1: So it’s a prepay. So it’s like a – I get a Visa and I put my money –
A: No, no, he – he –
Q1: -- into it.
A: No, no he has a bank card –
Q1: Right.
A: -- an account here. He keeps whatever in that accounts. If he doesn’t have money in
that account, then he comes one account, and puts the money in this account, like --
Q1: Oh, he transfers it.
A: Yeah.
Q1: Gotcha. Alright, have you been given a public defender yet or anything?
A: No, I ain’t – I’m – I’d got to wait in jail before they let me know.
Q1: Alright, well I’m not gonna tell you not to tell your public defender that you’re
talking to us, but –
A: Mhm. But I ain’t gonna say that –
Q1: Right –
A: -- I’m using the yudj and this – this “Hey I got fhyu, I made a mistake,” I –
Q1: Okay, okay –
A: -- I throw my service in the military at the courts, man.
Q1: Okay and like I told you too, if you help us, we’ll help you.
A: Yeah.
Q1: You know that.
A: Yeah and that’s what I see, mdj.
Q1: And like you said the other day –
A: But that motherfucker came over here, man, you have to call me – you have to call me
and get me to come somewhere ‘cause that motherfucker – I thought that’s why you
came over here, and I looked outside, I said, “That’s fucking sfsdf.” And that’s who I
thought, ‘cause – ‘cause when lghoughu was here in my – in my yard –
Q1: When was he there?
A: Uh, around ten something?
Q1: This morning?
A: Yeah.
Q2: Wait, sdfsd. sdfsdfd?
A: Yeah. That’s why – that’s the one who came straight out there.
Q1: He came to your house, and what’d he say?
A: No, he say, “I heard you was in jail,” and I say, “Yeah, man, them motherfuckers got
me on a suspended license.” But he was there this morning. Who told – listen –
Q1: Uh, well –
A: -- I got your number – Imma log the phone number in now, so I know who you are.
Q1: Okay, please do, because I’m not gonna put you back in there now. And I told you,
that I don’t want to put you back in a position where, if you’re using --
A: Man, I ain’t gonna do that no more.
Q1: -- you know what I mean?
A: That’s – that’s, listen man, my dsfsd are no joke. And I have these fucking bags under
my eyes, that’s because I lost all the weight and the fucking bags ain’t coming with the
weight.
Q1: Yeah. You know, the Chief had asked me if I’d heard from you.
A: Mhm.
Q1: I told him no. And he’s the one that said, “Why don’t you go to his house?” I said
OK.
A: Like I said, you can call me anytime, but these motherfuckers – that dude came here
this morning, man.
Q1: Well, see, I’d rather call you and you meet me–
A: I didn’t – I didn’t know, jdke – I wasn’t sure --
Q1: -- and you meet me somewhere.
A: Well for sure. Now I know, because I didn’t – when you, like you said, I totally forgot
about the number that was written on that thing here. I got it, look at it.
Q1: Okay.
A: But then after I saw the thing, I said – Hm that’s the number dfes gave me.
Q1: Alright, bonds persons treated you straight?
A: I gotta call her -- one more lady, gotta call her after she gets home from work, but –
‘cause we had to pay uh -- we got uh – 700 hundred dollars out of her account and she
can’t get none off the rest of my credit card –
Q1: Right. Alright.
A: -- so we owe the lady 300 dollars ‘cause, you know, it was five -- 500 dollars for each
charge.
Q1: Okay. Well that was – that was nice.
A: Yeah, it was 500 dollars each. I thought it was gonna be seventy-five hundred for
each charge.
Q1: Yeah. Well, what I wanna do is, I want you to – you to figure out some places --
A: Right.
Q1: -- they can even be in Florida City. They can be drugs, they can be guns, they can be
warrants. You know how it works. I’ll take anything.
A: Nah man, warrants. Everyone’s mothers got a warrant.
Q1: Right, I mean, it’s got a be a good one, not a – not a bench one. I want an AC one,
you know?
A: What the fuck is an AC one dfds?
Q1: Felony one.
A: Oh, okay.
Q1: Felony one. So, if – if you can get someone with like a felony one, somebody with a
gun, something like that. Even if you’re just – you’re out on the street or something and
you see it –
A: Yeah.
Q1: -- you can call me and go, “Hey, this dude – this is where he’s at, this is what he’s
wearing, this is where his old stolen car” – uh – we got a lot of jackboys down there right
now.
A: dsfdsfdfdsfdfdsf – you thinking bullshit. You telling me. I know where all the
dopeholes at and all the motherfucking warrant, but ain’t know nothing about these
Haiti Haitian dudes or nothing like that, ‘cause most of the time brother, I got my black
ass out here. You see, where the – I could go anywhere --
Q1: dfjisdjfidfjddifj
A: -- I could go anywhere I wanted to. See that’s the thing about it, sdfdsf is locked up in
there too. His – his sdfsdfds, his dfsdfjiojfwojfowhfuohfuhfuefhuiefh.
Q1: Where?
A: There’s a jidfojoidjfiodjfiosdfjsodifjosdijf.
Q2: Right there.
Q1: Who’s –
A: Right across the street, you see that.
Q1: -- who’s that?
A: That’s – that’s the lady who kndsfklndsfjdsnfjdsnfjkdsf because
jdsfnjsdkfnjkdfnjkfnkjsnfjkdsnfjksfnjksdfnj at the end of the year. But her –
idsfiodnfioefnioenfionrfioenrfoienfroernoenroien.
Q1: Which one? Show us.
A: You – you see it, it’s right across the street from that house.
Q1: Oh. Are they into anything?
A: Nah – nah – as far as I know, they’re straight. As far as I know. They’re straight.
Q1: What’d they do to get a mansion?
A: He owns this company that’s – here, you’ll see it – that’s – that’s – see that – see that
sign right there?
Q1: Yep.
A: He owns –
Q1: Yep, that’s a mansion.
A: -- and he owns that –
Q1: Now that’s ikjijijoijoijoijoijioj?
A: Yeah. That’s her efsdfsdfdsf.
Q1: Imma drive down and see.
A: Yeah, that’s her fdsfdsfdfdf.
Q1: Oh, jhoh989h8ohoih?
A: Mhm. And what the fuck does that home owe a lot --
Q1: siofnodisfhoidfhoidfniodsf. You do need to iwejrier the front of that house though.
A: Yeah, I knew it. You gotta tedfdfer also and – and fucking – no I’ll fix the – I’ll fix the
kjnfjnfjwnfjkwnf. But I’m not gonna pay – uh – take out an knknk for a house
dsfsdfsfsdfsdfdsfdfdsf.
Q1: That’s true.
A: Yeah.
Q1: How much do they owe on that house?
A: Nothing. She owns – dfsfdsfdffkdsfdsfdslfnkdsnfjksdnfjksdnfjksdfnjkdsnf. Filthy.
Don’t fuck with sdfdss because sdfdsfd was a knknk, man. dsfdsfsd was a total – I mean,
dsfdsfsd was – dsfdsfsd was a fucking kmkk.
Q1: Really? That’s a shame.
A: She a fucking kmkmk.
Q1: I mean, you told me she’s a jbnjbjb.
A: As knknknknk that she is, man. She’s a dsfdsfdsfdsf, and – anybody listen. When I – I

everything –
Q1: Mhm.
A: -- Man, she used to fucking jbjbjbjbbj and dudes – I’d come over there and Steve
would say go over and see about it. Man – man, dsfdsfsd would be ikjijijji in the fucking
jnk. And sdfhdihfoihfdiohfoiehfieohfioee. And they would… ‘Fuck, y’all doing?’
Q1: Are you kidding?
A: No.
Q1: Wow. So, do me a favor.
A: Yeah.
Q1: Steve calls you, and you said he always wants an eight ball?
A: Yeah, he – he ain’t want less than that man.
Q1: Okay, so he wants eight ball. Strict – strictly coke?
A: Mhm.
Q1: And he won’t come out of the house?
A: Nope. He’s scared. He’s been in it, the man, he – he been waiting to get back into shit
like this. And he wants to keep his nose clean.
Q1: What’s his end game? What’s he want to do?
A: What do you mean?
Q1: What does he -- where does he want to go from here?
A: Run – run for – when Otis stops, when Otis retires, he wants to locate to Florida City
and run for mayor.
Q1: In Florida city?
A: Yeah.
Q1: Not Homestead?
A: No – fuck, he’s scared of Homestead. He said those motherfuckers got him out of that
real estate deal and them shotgun houses right there off of – these shotgun houses here,
used to be off of Lucy right there?
Q1: Right.
A: So he been – been – after he got out of politics, he paid pennies on the dollar for
those uh – it’s a fucking – everything’s on fucking, Google, you can Google it.
Q1: Okay, I will.
A: You can Google everything – everything hju about Steve, everything bad about sdfsds
after she got into the knknknkh. sdfssdf got into the uhjhu, the dsfdsfdsfsdfsdf. She got
into the jubujbbj and then she fucking spilled all the beans on everything about – uh –
what you call this, hjbhjbhj, about cocaine, and stuff like that. It’s – it’s all there, it’s all
on the Internet. You can read on the Internet. On Google. Google --
Q1: I’ll look it up.
A: Steven Shiver.
Q1: You just put Steven Shiver in there –
A: That’s all you gotta do.
Q1: Alright.
A: That’s all you gotta do, is Google Steven Shiver.
Q1: What – I know he had something in North Carolina, ‘cause I know he lost –
A: The – the Maggie Valley, he said he lost uh – he gave this jbjbjbn – he gave the lady
one point two and it was something he was supposed to do... He had a deadline on
something that he was supposed to do. And he didn’t do it. Lost the uh – lost the

two?
Q1: Over by the Knaus’s berry farm.
A: Yeah, he lost that. So he’s in, uh – he’s in uh – he’s in uh – what do you call it? When
you can’t pay for your – when you owe?
Q1: Bankruptcy?
A: He’s in bankruptcy right now, for like, dfdine point something million dollars.
Q1: Jeez.
A: Lost the house and everything.
Q1: How do you even get up that high?
A: I – I’m not sure, sdfds, but I – I guess that’s – that’s open – that’s open information
too, I guess --
Q1: Yeah, I’ll check it out.
A: -- so you can check that out, but he’s like nine point – nine point something million
dollars, he said.
Q1: He ain’t got no money hidden?
A: No, that’s – that’s the whole thing. sdfknhdiosfdhsffhnfnoidnfionfi. In his name.
dfighdiofhgoifdhgoidfhgoifdhg.
Q1: Yeah.
A: uhbiuhiuhuohudsfsdujghuiioh
Q1: His dad?
A: Mhm.
Q1: Well – so who do you actually have to pay rent to here? Steve?
A: Steve?
Q1: Steve.
A: I gotta take it to the glass shop.
Q1: Okay.
A: Gotta take it to the glass shop.
Q1: And how much are they selling this for?
A: Said he’s – the (inaudible) that he could give me was jhbh. Told him I’d give him
jnjhhjjnj. I get – if I get to 625, on my score, njnjnjnnjnjnjnjnj. So I gave him two –
Q1: How’s the inside look?
A: Other than the – the – what are those – you got the sdfsdfsd on the – like on the
dsfsdfsdfds? You got the knknknknknknknknknknknknknknknknknknkn that connects
everything. Those are up, so it -- there’re -- there’re a few dsfdsf there. But the inside, I
mean, as far as the inside, the inside is, you know, paint. Uh -- it may need to – I been
tryna get the knknknk myself with a machine –
Q1: Yeah.
A: -- to get it somewhat clean. But maybe get a professional to clean and come in. But
other than that, the inside is great. It’s the outside with the – knknknk and shit like that,
it’s jijijiji there. It’s shit.
Q1: Well, all the cosmetic stuff, he’s going to fix.
A: Yeah – yeah I got a guy who’s gonna be on deck to be ready to fix it if I’m – I think
I’m gonna pick up the option. It’s just the best thing for the dsfdsf out here. You better
be glad –
Q1: It’s nice out here.
A: You better be glad ‘cause I had my fucking – my sgdsfdsfsdf just came to pick up my
other kjhkhnkhj, and the dogs were out and I’d just put them in the fucking pen.
Q1: You don’t think I rattled that fence a little before I come in there?
A: Five min—
Q1: I remember you told me you had sdfjbjbj dogs.
A: Five minutes before you came in, I put them –
Q1: Nah, I ain’t coming in there with your dogs. Trust me.
A: But, yeah man, you know, you know I’ll help you man.
Q1: Alright.
A: I just – I just – it’s just a big part of my life --
Q1: I know.
A: -- When those sdfsdf came -- my dsfdsfsdfsd came, my dsfdsfdsf grew up in dfdsfsdf -
-
Q1: Okay.
A: -- My sfdsfdsfdf grew up in dfdsfsdf. And now I got those jbjbjbbjb around. And
dsfdsfsd growing up in dfdsfsdf, sdfdfsdfsdf, but if you compare it to growing up here,
dsfsdf still about sdfd or dsfdsfsd. That mentality.
Q1: sdfdsfsdfsdf.
A: Even – even though she got jjbjb dsfd.
Q1: Really?
A: And those are my – those are my – that’s my priority right there.
Q1: sdfdsf lives there with you?
A: Yeah. I thought you seen – I thought you may have seen dsfsdf because dsfdsf didn’t
– it wasn’t too long ago – like I said, five minutes –
Q1: I just got here.
A: -- and you was knocking on the door.
Q1: I just – when I knocked on the door, that was it.
A: Yeah, five minutes. We just put the dogs in there, ten minutes, fifteen minutes ago
now.
Q1: Thank you.
A: Yeah, before you got here, so.
Q1: Well.
A: Me and myself, you gonna drop me off now? Or –
Q2: I’ll drop you off.
Q1: Alright. Well, listen. If Steve calls you, call me.
A: I’m gonna have to do something to initiate this, ‘cause uh – he quit his new job, man,
and he’s – he’s fucking –
Q1: If he’s – if he’s a cokehead like you said he is, he’s gonna – he’s gonna call you.
A: Yeah, but like I told you the other day –
Q1: Or do you think he gets it from dsfsdfsd too?
A: We’ll see. I’m gonna see.
Q1: Yeah.
A: I’m gonna – I’m gonna –
Q1: Don’t be obvious.
A: No. I’m gonna see – I’ll tell you what. In – not today, shit. Today’s Thursday, right
dsfd?
Q1: Yeah.
A: Tomorrow, man. Circle one more time. Give me one more – give me -- give me until
uh – Saturday because I don’t think he works on Saturdays. I don’t think he works on
Saturday.
Q1: What, you just want to see if nobody’s out here?
A: Yeah, I don’t – I don’t think he works on Saturday, and I think that’s gonna be the
better day because he takes – I been talking to him lately and he been – they’ve been –
he been putting in a few hours.
Q1: Who, Steve? Well, I’m gonna tell you right now. I think Steve will probably be at
Miccosukee this weekend. Because they’re having a concert. And he’s friends with
sdfsddfsdfsdf and Steadman, which is the head of the PBA.
A: Well he’s gonna – he’s gonna post it. If he’s going to –
Q1: What do you mean, “post it”?
A: If he’s going to – to – if he’s going to Miccosukee, he’s gonna – it’s gonna be on
Facebook. ‘Cause he was at Trump International last week.
Q1: Why does he do that? Why do you put wherever you’re at?
A: He does it. Him – him and her was at this black tie thing in uh – at Trump
International or some shit. I wish I could –
Q1: Okay. Okay.
A: Drop me off and then uh -- imma get my phone and um –
Q1: I’ll – I’ll look it up – okay.
A: But he – wherever he goes to these events, he posts.
Q1: Okay.
A: He posts. And I think he had –
Q1: Well both of them are huhus. They’re both sdfsdf. She said –
A: Well –
Q1: She sounds like an sdfdsfd. She sounds –
A: Well she went nknnini – about kninini to uh, jbjbjnkj –
Q1: Uh huh.
A: -- and then after that, she had – they was gonna give her knkmkl, but – but
iehfiehfiefh –
Q1: riugeniurenguireg.
A: Right. Stop right here man. Her fsdfsdf, and I don’t know if that’s TGK or Metrowest
or what, but he fell off the third story of the, uh, they had him in cuffs –
Q2: We’re gonna turn around so I can drop you off.
A: -- they had him in cuffs, and somehow, about two or three months ago, the fella was
hit –
Q1: Wait, his – his –
A: He felled off that thing and killed himself.
Q1: sdfdsf?
Q2: sdfdsf.
Q1: I know sdfdsf.
A: Oh, is that his name?
Q2: The one that did landscaping.
Q1: sdfsdfdsfdsf or something?
Q2: Yeah.
A: sdfsdfdsfdsf, sdfsdsdfdsffdsfdsf. Yeah, that was her ex-husband’s --
Q2: Wait, what does his wife do?
A: That was – no, that was -- she used to be married to sdfsdfdsfdsf, she had a son –
Q1: Who that?
A: jnjnkj old lady, she had the son named sdfsdffsdfddsfdsf.
Q2: Oh, she used to be married to him.
Q1: Okay.
A: And her other son, her other husband died somehow too now. sdfdsfsdfsdfdsfsdfdsfd
told me, somehow, I don’t know how he came up with this, but somehow, she had some
parts or – or led him to or put so much pressure on him that he killed himself or
something else or – ‘cause she has wefwefwf now.
Q1: hjbjhbhjbhjbhjbjhb
A: hjvhjvjhvhj said – he said about knowing, “She’s a liability.” That’s it. Right at the
knkn. When I was talking to him.
Q1: And – bhjbhjbhjb said, “She’s a liability?”
A: Yeah, yeah.
Q1: Damn.
A: Yeah, he done asked me what he should do. I told him – I told him the truth, I said,
“Steve, jbjbjbbbubuibui, bro. But you have to weigh your options. I say, you gonna go
and get this TBH – or –” and I say, “What if she call the police and tell them – tell them
you jbjbjb – you’re hvhvyvyvyvy on her?” I say, “You’re fucked. You fucked.” I said,
“You’re fucked, bro.” So I said, “Man, you gotta make – you gotta make your decision on
that –”
Q1: Wow.
A: -- but he made his decision too, to bring her back. Yeah, drop me off here.
Q1: Wow, that’s crazy.
A: Yeah, we – he’s weak for loving.
Q1: So you got my number now.
A: Yeah, you say -- say Saturday he gonna be at this place?
Q1: I’m just guessing.
A: Well I’m gonna – I’m gonna look on Facebook and see.
Q1: That’s just a guess, is all it is.
A: And I call you in a minute. But if you look on his Facebook page, every time him and
her go somewhere to dress up and – with this political shit, if you go down his timeline,
you’ll see everything.
Q1: Alright. You’re alright.
A: Man, why’d you do these snippets man, I need me these snippets.
Q1: No no no no no. I like fsdfsdfd.
A: dsfsdfd has a lot of them, man. Hsfsdfd has a lot of them.
Q1: Don’t –
A: Imma bring them over here Saturday --
Q1: Don’t –
A: -- so if you come back Saturday, you can get some, get a few.
Q1: Alright.
A: Okay?
Q1: Sounds good.
A: Alright, great.
Q1: See you later, man.
Q2: Alright.
Q2: He still dips.
Q1: Yeah, apparently he had a big dip in his mouth.

A Friend In Need I Miami New Times 6/21/19, 2:34 PM
A Friend in Need
JIM DEFEDE I APRIL 26, 2001 I 4:00AM
Nobody knows better than Homestead Mayor Roscoe Warren how badly
Steve Shiver has bungled his first two 111onths as county manager. During a
March 8 county commission meeting, Shiver sought to undern1ine the
Hom estead City Council by inforn1ing commissioners they should
disregard a city resolution regarding Homestead Air Force Base. The
council resolution urged the county to accept the 717 acres of federal land
on the base and develop it as son1ething other than a con1n1ercial airport.
Shiver told comn1issioners to ignore that resolution, arguing the city
counciJ didn't know what it was doing because county C01nmissioner Katy
Sorenson hadn't properly briefed council members on all options for the
base.
"Well, Steve, Warren said he replied, son1ebody has to tell the truth."
11 11
one media outlet after another attack Shiver for being untrustworthy and
n1anipulative. Shiver's credibility is in such disarray that an effort to reform
county procuren1ent procedures failed because the 1neasure would have
placed greater power in the hands of the manager. The plan's rejection was
a clear vote of no confidence in Shiver.
Then on Monday, April 16, Warren read a story in the Miami Herald
regarding the mysterious disappearance of New Times papers fron1 the
lobby of county hall and a suspicious n1alfunction during the rebroadcast of
a televised county commission 111eeting. The glitch excised that portion of
the 111eeting in which comtnissioners criticized Shiver. The article raised
questions about whether Shiver 1nay have had a hand in those two events.
Warren said he was aghast at the story's in1plications: D0 they think n1y
11
A day or two before the Herald article, Warren related that he'd received a
phone cal1 fron1 Bill Losner, a Hon1estead banker and one of the town's
most influential men. 11 He shared with me that Steve was in trouble, 11 Warren
recounted, 11 and he wanted to know what we could do about it to help Steve.
He said he had just had a conversation with Steve and that Steve was really
stressed out and worried."

A Friend In N1?ed / Miami New Timas 6/21/19, 2:34 PM
Despite their differences, Warren and Shiver have been lifelong friends.
Warren, who is 48 years old, said he has known Shiver s family since he was
1
That passage in the letter, the n1ayor clarified, is meaningless because there
is no such thing as a "dual tract." It's a n1yth. As long as the county pursues
its lawsuit against the federal government, Warren noted, there will be no
econon1ic development at the base. "The litigation is going to hold up any
developn1ent at the base for years to come,1' he said. "My people do not
want an airport. I have heard that loud and clear.1'
Warren continues to urge the county to drop the pretense of a dual tract
and accept the land. The city council is solidly against an airport," he
11
added. "We support a mixed"use development for the base, and there is no
way in hell I will go against that."
74
A Friend 111 Ncod I Miami Now Times G/21/19, 2:34 PM
Although Warren won't say it directly, that passage in his letter was the
figurative lifeline tossed to a drowning man. It gave Shiver son1ething to
cling to, an opportunity to clain1 he hadn't actually lied to the county
commission. But in truth it scarcely offered the n1anager any vindication.
Warren said his n1otivation in writing the letter was straightforward. "There
are going to be tilnes when, as 1ny friend, you are going to piss 1ne off and
screw up,U he explained, "but I'1n not going to say that our friendship is over
because of it l expect you to screw up from thne to time. And Steve
certainly has screwed up. But that doesn't change the fact that he's 1ny
friend. And that 1s pretty much what I was thinking when I wrote that letter. 11
Warren does think I've been too hard on Shiver and believes the public
should give the new n1anager a chance to prove hin1self. On this point we
disagree. The position of county manager is too important to allow
son1eone as unqualified as 34-year-old Steve Shiver the luxury of on-the-
job training.
Despite pron1ises that he would release the results of his drug test, Miami-
Dade County Manager Steve Shiver now refuses to make then1 public.
Shiver, who finally submitted to urinalysis on April 9 after postponing the
procedure on three separate occasions, told me just days before he took the
test that he would release the results, even though by law he was not
required to do so.
At this point it is even unclear who has knowledge of those test results.
Prospective county employees undergo a physical exam and provide a
urine san1ple at Mount Sinai Medical Center. The hospital sends the sample
to a private lab for testing. Results are then forwarded to the county's
personnel office, where a trained technician interprets the information. The
appropriate supervisor is then notified as to whether the prospective
employee passed or failed. If the individual fails the test, he or she is not
allowed to begin work. Shiver's position as the top county employee adds a
new, and apparently unprecedented, wrinkle to this process. What
independent authority might review his test results or be notified of the
outcome? County officials are unable to provide an answer.
On April 5 I reported that Shiver had been scheduled to take a drug test on
one previous occasion, but he claimed he was forced to cancel it. The
man ager offered several explanations, some of the1n contradictory, for that
cancellation. New Times then discovered Shiver actually h ad been
scheduled to take his drug exa1n on three separate occasions -- February
27, March 15, and March 19 -- and each ti1ne the appointn1ent was canceled.
The memo went on to state, When I inquired about this, it was a1nusing to
11
see that one reason Ms. Suarez rescheduled the physical was due .in part to
a lunch with the author of the New Times article you were influenced by. 11
Indeed I did dine with Shiver on February 27. He had called and asked if I
wanted to 1neet over lunch . I said sure and let him pick the date. Why that
would force him to cancel his appointment is beyond me. I'm also baffled as
to why he would find that amusing.
At this point even if Shiver were to release the results of his drug screening 1
the information might not be definitive because 74 days passed between the
ti1ne Mayor Alex Penelas announced Shiver's selection as n1anager and the
day he finally provided a urine sample. According to Rhonda Smith, a
111edical assistant who oversees drug testing for Sunshine Medical Testing,
evidence of cocaine ingestion remains in a person's system only three or
four days; for nrnrijuana the period typically is thirty days for a casual user
and upward of sixty days for a regular user.
Time, however, will not diminish the questions regarding Shiver's past.
Every day f receive more infonnation about our new 1nanager. While no
one is asking if Shiver experimented with drugs in high school or college) I
believe it is fair to ask if he has used marijuana or cocaine since being
elected to public office. These are not baseless questions, and Shiver's
response -- "1'111 not going to get into that" ~- just keeps the issue alive.
Reneging on his pledge to release his drug test results only encourages
doubt and suspicion.
and inept 1nanagement style. How long Penelas -- the man who recruited
Shiver for the job -- allows this charade to continue will depend on how
long it takes for Sh1ver s mess to spill over and sully the 1nayor.

Under New Managemonl I Mloml New Tl,nes 6/21/1!J, 2:23 PM
Last week the man who now occupies Stierhein1's office, 34-year-old Steve
Shiver, abruptly ordered that Villafana be fired. The n1anner in which Shiver
had his order carried out was disgraceful enough to suggest that its real
purpose was to send a message to all county employees: The new 1nanager
will ruthlessly fire anyone he perceives to be a threat.
At 8:00 a.111. last Thursday, March 29, Villafana 1net with Shiver's new
executive assistant, Tom David. The 1neeting, held in Villafafia s office,
1
lasted no n1ore than five 1ninutes. David quickly got to the point: Villafana
had until 2:00 p.m. to resign, or he would be fired. When Villafana asked for
a reason, David would only say the manager wanted to go "in a different
direction."

Shiver defends his decision to fire Villafana and claims it was pron1pted by
"philosophical differences." He wants someone who will be more
"proactive.'' Ifs fruitless, however, to ask the manager what he 1neans by

who has no experience working in county government -- or even municipal
govermnent. But that was no impedi1nent to Shiver placing him on the
county payroll at a salary of $67,000 per year with an executive-benefit
package worth an additional $14 300. 1
Shiver and Hebert met while attending South Dade High School in
Hon1estead. Shiver was dating the captain of the cheerleading squad, and
Hebert was dating the co-captain. Besides sharing with Shiver a11 affinity
for girls with po111poms, Hebert seen1s to have only one other qualification
for a job in the manager•s office: For the past five years he's worked as the
appraisal depart1nent manager for Shiver s real estate company. 1
In addition to the hefty new salary and benefits package, Shiver gave 35-
year-old Hebert the title public affairs adn1inistrator," a newly minted
11
About two weeks ago, along with reporters from the Sun -Sentinel (and
eventually the Miami flerald), I began asking questions about Hebert's
hiring. Until that point, Villafana says, he'd seen Hebert only a couple of
ti1nes and didn t know much about him. Once we started getting all these
1 11
calls fron1 the press about Hebert, I realized there n1ight be a problem and
that I needed to find out what was going on," he recounts.

ln 1990 Hebert was arrested for grand theft and eventually pleaded guilty to
a n1isdemeanor. In 1992 a bench warrant was issued for his arrest after he
failed to abide by the terms of his probation. Also in the early Nineties, he
wrote a string of bad checks that led to 1nore than a half-dozen
misden1eanor cases being filed against hin1. And since 1998 Hebert has been
driving with a suspended license after failing to pay three speeding tickets.
(Given the suspension of his driving privileges, the fact that Hebert's
con1pensation package includes a $5200 car allowance qualifies as ironic.
Furthennore no one in the county personnel deparllnent seen1s to have
noticed that when Hebert filled out his employ1nent fonns, he presented a

information as to what the real charges were," he relates, and that the
11
Eventually the police departn1ent detennined that Hebert had never been
arrested for cocaine possession. The database was incorrect. But as Shiver
and David waited for Alvarez's report, Villafafia continued updating the111
on the n1edia's interest in this story -- particularly mine.
Two weeks ago I wrote an article about Shiver, docun1enting how he had
lied to the county commission on a sensitive issue relating to the future
develop1nent of H01nestead Air Force Base. That effort to n1islead the
commission underscored for many people the belief that Shiver is neither
qualified for nor capable of being county manager.
Since that article appeared, Shiver has obsessively atte111pted to counter it.
He regularly brings up the subject in conversation and, like a desperate
Captain Queeg, promises that Homestead Mayor Roscoe Warren and Vice
Mayor Nick Sincore (whon1 I quoted to prove Shiver lied) are writing letters
to New Tinies repudiating 1ny account.
"The story you wrote about the manager was like a neutron bo111b in this
building,'' says Villafafia Everyone was stunned by it. It was very
11
demoralizing.''
Vil1afafia recalls that during one n1eeting last week, David made it clear he
and Shiver were willing to inislead the public regarding Hebert. ln trying to
explain why Hebert had been hired for a position that didn't even have a job
description, David suggested shifting Hebert from the nonexistent role of
"public affairs administrator" to the already established position of junior
assistant county n1anager. If the press asked) David and Shiver would say it
had always been anticipated that Hebert would fill a junior manager
position, and that Hebert was waiting for David to begin work before
assuming that title. "That's how we are going to spin it," David declared 1
according to Villafalia. (David denies Villafafi.a's version of events and says
he never talked about trying to "spin" the facts. "I don't use words like that,"
asserts David, who last fall ran for the state House of Representatives
against Cindy Lerner and lost.)
As if n1ore evidence were necessary, it's now abundantly clear that Shiver
realizes he wiH never earn the loyalty and respect of the n1en and won1en
working within the county, so he will con1pel their allegiance through fear
and intimidation. And for the record, my interest in Hebert was not sparked
by Villafafia, nor did Villafafia "leak 11 any inforn1ation to me. As one county
insider said of Shiver: There is a certain amount of paranoia setting in
11
here. 11

Hebert went on to rat out eight other waiters who supposedly also were
stealing from Rayborn. He then identified bartenders who drank whi1e on
duty and members of the kitchen staff who took food. "Many friends of the
cooks have received French dips, chicken tenders, etc.," Hebert asserted.
"This is a fact because I have seen it done."
Hebert summed up the affair with a flourish of indignation. ''The last thing I
would like to say Mr. Rayborn is, even though rny actions where [sic] in very
poor taste and disrespectful to you, n1any, including your own peers, say
that you are disrespectful to them," he stated. "I myse1f do not deserve

In 1992 a warrant was issued for Hebert's arrest after he failed to cmnply
with the terms of his probation. He was picked up at his parents ho1ne in
1
Court records suggest a different story. On June 10, 1993, Hebert's attorney
fl1ed a motion to forn1ally terminate his probation. The attorney noted that
a warrant had been issued earlier for Hebert's arrest because he had failed
to n1ake restitution. "The defendant has, however, since the issuance of the
warrant paid all of the money and has completed the community service
that was ordered as part of the probation," the attorney wrote. The
significant word here seems to be since, in1plying that Hebert didn't repay
the restaurant owner or cmnplete his co111munity service until after the
warrant had been issued.
After returning to South Florida, Hebert says, he ran into high schoo1 buddy
Steve Shiver at a H01ne Depot shortly after Hurricane Andrew. Hebert was
working construction at the time, but Shiver encouraged hin1 to get a real
estate appraiser's license. Hebert did so and then joined the firm for which
Shiver worked. In 1995 Shiver decided to start his own appraisal firn1. 11 We
worked out of Steve's bedro01n for about a year getting that con1pany
going/ Hebert recalls.
I ftrst encountered Hebert about a month ago, when Shiver and I met for
lunch, Hebert had driven him to the restaurant. Now, of course, it s
1
wife had paid. She didn't. It was a clerical error on her part. 11
I ren1inded Hebert that it was11 tjust one ticket in Broward that had gone
1
unpaid but rather two speeding tickets in Broward in 1999 and another in
Monroe County in 1998.
"Exactly," he replied. "That has been rectified and taken care of.11
"When?"
"Yesterday. 11
11
So you're saying you thought your wife had taken care of all th ree tickets
over the years?"
Hebert's responsibilities at the county ren1ain vague. He says he's been busy
working on a variety of projects. 11 Pretty n1uch a little bit of everything," he
told me this past Friday. "United Way stuff, Ericcson [tennis tourna1nent]
stuff. Ahh, what else? There is a lot of paperwork I've been doing, too.
Reading paperwork, routing the 1nail, taking tours with Mr. Shiver to get a
general knowledge of how the county works. I just found out I an1 going to
