Answer

Simply, the human resource is just like a tool of invention which can multiply the work
output of a certain force of a system, department or business firm since it includes the planning,
recruitment and selection or hiring. Human resource management seeks to build and reinforce
their commitment for best organizational outcome for utilizing the resources of the organization
is optimal way so that hard-to-imitate competencies can be generated for achieving and striving
in its endeavors towards maintaining equilibrium and of which the whole is greater than the sum
of its parts.
As time goes by in Philippine history, the human resource management has been improving and
enriched with skills in management due to the progress and improvement of the laws, regulations,
and operations of the government that we have undergone.
These are the periods in Philippine history of human resources management:

✓ Pre- Spanish Occupation wherein the Spaniards initiated employment to their fellows and
conquer some other countries prior to our country.
✓ Spanish Occupation wherein many Filipinos were forced to work for the Spaniards for
their sake to survive in the hands of the Spanish regime.
✓ American Occupation characterized by more legalistic management of the Americans due
to adaptation of some practices in their state.
✓ Japanese Occupation, it is where there is said to be of cruel orders from Japanese and
Filipinos were not able to handle just like in the Death March.
✓ Post-War is the period after the war which saw a change of tide in favor of personnel
management. There was the increasing complexity of business operations; the number of
government regulations and labor laws promulgated in recent year; the growth of labor unions
and lastly; the influx of new concepts in management.
✓ Martial Law Period where work establishments and all other aspects of the society were
mandated or managed by the dictatorship of the president in those years.
✓ From 1990 to present where there is the reinstitution of the democracy, the exercise of
freedom, the mechanism of wider consultation, the participative law making process through
national legislation for management and labor. In this period, the Personnel Management
Association of the Philippines (PMAP) was created.

Human resource planning and recruitment process goes hands in hands with each other. HR
planning allows the HR managers to do complete analysis of organizational HR needs. It tends to
determine the gap between the supply and demand of labor in the organization which helps to
analyze the need for recruitment in the departments. The purpose of recruiting greatly depends
on the objective of recruitment which is decided in Human Resource planning. The
organizational strategy may determine the need for young employees to change the
organizational structure for which they ask HR department to conduct a recruitment process for
hiring young graduates only. Therefore HR planning and the recruitment process are highly
related to each other.
Nepotism is the act of hiring or promoting a person simply because that person is a family
member. Even when there is somebody better equipped for the job, the family member is
rewarded with it. Nepotism has its advantages and disadvantages, depending on one's perspective,
and individuals weigh the pros and cons of nepotism based upon whether they benefit or are hurt
by the practice. The advantages of nepotism can be literally seen on “Blood is thicker than water”
thus, for them that hire, it is a way of building a legacy and family unity while the disadvantages
can be conveyed by the relationships of the employees which are not related to any authority and
the newly hired employee which are related to the authority since there will be resentment
among colleagues, potentially weak employees especially when a relative is promoted to a
position without considering that there is someone better in the job and; lack of federal direction
wherein it may constitute unfair labor practices.

a. Physical working condition- this refers to the surroundings within which somebody
works, taking into account aspects such as temperature, air quality, safety cleanliness.
-A good physical working condition is an essential factor to consider in entering a work such that
it is comfortable to work on.

b. Management’s meeting their needs - this means that if the company or


organization you are worked with gives all your needs or demands in order to work effectively
and efficiently.
-If the management meets the needs of an employee, it guarantees the dedication and duration of
the service of an employee as well as its desire to work harder for the management itself.

c. Pay system - any system used to settle financial transactions through the transfer of monetary
value and includes the institutions, instruments, people rules, procedures, standards, and
technologies that makes an exchange possible.
-I think, the pay system of a work or job is the number one factor that an aspiring employee
would consider. It is very inevitable for a job seeker to ensure its financial stability.

d. Personal and performance evaluation- is to provide an opportunity for open


communication….the expectations of their employer and to improve their own performance for
personal satisfaction.
-It is really needed to have an evaluation of personal and performance since it can improve
performances and avoid unwanted attitudes towards work. There should be an open
communication not just to know each other and to improve performance, it also makes the
relationship towards colleagues grow.

“Test often do not reflect an individual’s true identity.”

At some point I agree with this statement since test may come in different ways such as written
tests, practicum tests, performance tests, aptitude test and many other tests that will surely
measure the ability, identity and capability of a certain personnel. But what I know is that, testing
someone cannot tell its TOTAL or OVERALL identity or ability since everyone of us have our
own potentials and weaknesses that we may excel in different aspect and that we may be weak in
some other aspects. Tests are designed for different purposes and passing a test doesn’t always
mean that you have a positive or excellent identity/ ability and on the other side, failing a test
doesn’t always mean you have a negative identity/ ability. There is always a room for
improvement.

I believe that a good worker reports everyday and should be on time. A worker of this type
which seldom reports to work may be considered as a non-dedicated one but does a good work.
Speaking of his/her job alone, she/he must be a good worker. But overall, speaking of him/her as
a worker who does not always report to his/her work, he/she must not have the performance
appraisal as long as he/she has a valid reason why he/she seldom reports to work.
