DRAFT RESOLUTION

AUTHORIZING THE CITY MAYOR, , ON BEHALF OF THE CITY

GOVERNMENT OF , TO ENTER INTO A MEMORANDUM OF AGREEMENT
(MOA), WITH THE TENNIS CLUB REPRESENTED BY ITS PRESIDENT
,FOR THE MANAGEMENT, MAINTENANCE AND OPERATIONS OF CITY
TENNIS COURT.”

WHEREAS, Section 19 of Article XIV of the 1987 Philippine Constitution

states as follows:
SPORTS

1. The State shall promote physical education and encourage

sports programs, league competitions, and amateur sports,
including training for international competitions, to foster self-
discipline, teamwork, and excellence for the development of a
healthy and alert citizenry.

2. All educational institutions shall undertake regular sports

activities throughout the country in cooperation with athletic
clubs and other sectors.

WHEREAS, citizen participation in the operations of the government is

encouraged for good governance;

WHEREAS, the Tennis Club volunteered to manage, operate and

maintain the newly constructed City Tennis Court free of charge;

WHEREAS, the said organization also offered will also hold tennis clinic
as one of its activities for free;

WHEREAS, the City accepts the offer provided that no charges should be
made against the public for the use of the tennis court except for electricial
consumption, if any.

WHEREAS,this Sanggunian finds the subject MOA in order pursuant to

the provisions of Section 455, Paragraph (b)(1)(vi) of Republic Act 7160,
otherwise known as the Local Government Code of 1991, which authorizes the
City Mayor to represent the City in all its business transactions and sign in its
behalf all bonds, contracts, and obligations, and such other documents upon
authority of the SangguniangPanlungsod concerned pursuant to law or
ordinance;

NOW THEREFORE, on joint motion of Councilors ___________ and

________, duly seconded by Councilors ____, and ____________, be it
 RESOLVED BY THE CITY COUNCIL OF CITY, BY VIRTUE OF THE
POWERS VESTED IN IT BY LAW IN SESSION ASSEMBLED, hereby
authorizes the City Mayor, , on behalf of the City Government , to enter into a
Memorandum Of Agreement (MOA), with the Tennis Club represented byits
President ,for the management, maintenance and operations ofDagupan City
Tennis Court.”

RESOLVED, FURTHER, to send a copy of this Resolution to Hon. Belen

T. Fernandez, City Mayor,and __________________.
