II.

SOLUTION TO THE PROBLEM

One of the main problems cited by President Benigno Aquino III in his State of the

Nation Address is the problem in education in his statement, “Ang hindi nabigyan ng

pagkakataong mag-aral, paanong makakakuha ng trabaho? Kung walang trabaho, paanong

magiging konsumer? Paanong mag-iimpok sa bangko?” (Aqunio, B., 2010, as cited in Official

Gazette of the Republic of the Philippines, 2010). In addition, a way to achieve good

governance is to solve the problems faced by the country and to sustain it once it is solved.

Because of these, the group decided to focus on addressing the problem in education of the youth

in the barangay level. The program focuses on educating the youth, especially the out-of-school

youth, of the barangay on their roles and responsibilities in nation-building and good

governance. Moreover, to help maintain their interest in the program, they will be exposed to

activities for proactive experience. The project will run for 12 months to perceive the

development of the youth.

The first phase of the program is to establish committees for the efficient operation:

education, logistics, and creative in collaboration with the different departments and

organizations of the school. The second phase will start by seeking a small barangay within the

vicinity of St. Scholastica’s College. Partnership with the selected barangay will be created under

Republic Act No. 7160, Chapter IV, otherwise known as the Local Government Code of 1991 –

Relations with People’s and Non-Governmental Organizations. The third phase is the execution

of the program. With the help of barangay officials and the Sangguniang Kabataan, the youth

will be gathered for orientation and presentation of the project. The content of the orientation

will include the overview of the major concerns, the characteristics of the good governance and,

most importantly, the rights, roles and responsibility of the youth in ensuring good governance
and sustainable development of the country. Every week, one major concern will be tackled and

presented by invited guest speakers from various organizations or one member of the

Scholastican community. After which, the roles and responsibilities of the youth in addressing

this concern will be presented. To evaluate their learning, the youth will be tasked to design a T-

shirt that advocates for the alleviation of the major concern. To concretize their designs, they will

be taught how to make T-shirts. The shirts made by the youth will be marketed in the school

bookstore and other interested mini-marts within SSC. The profit from the T-shirt will be used to

help carry on the project. Aside from T-shirt making, the youth will also be tasked to participate

in other activities, such as tree planting, medical missions, and court hearings.

Additionally, after the first six months, the group would present the project to

government and nonprofit organizations, such as the National Youth Commission and United

Nations, respectively, to seek financial support for the sustenance of the program. If the support

be successful, the profit from the shirts would be donated to the barangay to be allocated to other

programs specified by the group, under R. A. 7160, Chapter II, Section 23, which authorize

barangays to negotiate and secure grants. Furthermore, to ensure that the funds are put into

proper places, monthly fiscal report will be asked from the barangay, supported by Freedom of

Information Act of 2010. The report will be audited; if anomalies may arise, it shall be reported

to the Commission on Audit.
