ELECTRICAL SAFETY AUDIT

OBJECTIVE:

 To carry-out a Systematic and Critical appraisal of all potential Electrical hazards


involving personnel, premises, services and operational methods.
• To evaluate the standard of electrical safety in the organization.
• To verify the compliance of statutes such as I.E. Rules (Latest published) and other IS
specifications.
• To examine the safety procedures in maintenance & operations.
APPLICABLE STANDARDS:

To the extent possible study will be conducted with the following standards:
 CEA regulations 2010
 NFPA (National Fire Protection Association) of USA
 National Building Code
 National Electrical Code
 Applicable Indian & International Standards
 Good engineering practices followed in similar industries
SCOPE OF WORK:

1. Verify Electrical layout in the plant (General arrangement of power supply and
distribution in the plant)
2. Physical inspection of the plant (Utility). Identify electrical hazards (shock, fire,
explosion, overloading) and to suggest electrical safety solutions.
3. Review of:
 Plant lightning protection system (need, adequacy, installation and maintenance)
 Static electricity hazards in the plant operations.
 Portable process equipment’s.
 Hazardous area classification and selection of flameproof electrical equipment in
the plant, including maintenance aspects and Flameproof / weatherproof
protection.
 Electrical preventive maintenance system (including tests, documentation,
history cards etc.).
 Electrical incidents/accidents/ near misses in the plant to identify the root
causes.
 All Potential Electrical Hazards that involves Personnel, Electrical Systems,
Electrical Installations, Services and Operations.
 Electrical systems & procedures (work permits, interlocks, lockout tags etc.).
Compliance of Electrical Systems and Electrical Installations and Maintenance
Practices in Line with Statutory Regulations.
 Earthing system (installation & maintenance aspects), including sample earth
resistance tests Protection devices /system of the electrical installation.
 Protection devices / system of the electrical installation.
4. Checks for:
 Healthiness of Protection Devices/ System. Testing and Certification of HT/LT
Protective relays for Electrical Installations.
 Healthiness/Aging of Electrical Installations in plant,
 Healthiness of Transformers, Electrical Panels and DG Panels.
 Check operation of ELCBs for PDBs and Surge Protection Device for Critical
Installations.
 Operation and Healthiness of UPS and batteries.
 Operation and healthiness of Fire Protection system.

5. Assessing the integrity of insulation of cables by carrying out insulation resistance


tests on a sample basis.
6. To identify areas of overloading by carrying out load current measurements and
compared against cable current carrying capacity calculation.
7. Assess Requirement of Passive Fire Protection System like Cable Pass Sealant.
8. Verification of statutory compliance with respect to Central Electricity
Authority/Indian Electricity Rules.
9. PPE and First Aid (Type and condition of PPE, first-aid facilities during electric shocks)
10. Contractors safety while carrying out electrical arc welding, using portable tools etc.
11. Training Programme on Electrical Safety (such as electrical hazards and their control,
preventing fires due to electrical fault etc. 3 hours.)
12. Review 110 KV / 33 KV Switchyard, Single line diagram and Earthing system.
13. Contractor safety while carrying out Electric Arc Welding using potable tools etc.
REPORTING AND RECOMMENDATIONS:

At the end of field study, a report with executive summary to be provided on the findings of
the study and recommendations for next course of action. The report will include
observations and recommendations based on the above scope of work and Unit/Facility
(premise) specific observations may be classified as below:

 Recommendations that are provided to address existing statutory noncompliance,


deviation from standard operating procedures defined by Client etc.
 Recommendations that are provided to address deviations from practices prescribed
by national / international standards applicable to Client operations.
 Recommendations that are provided based on Good engineering practices followed
in similar industry.
