ABSTRACT

The Civil Service Examination (CSE) is a general ability test designed to measure an
individual preparedness to enter the government service. The Occidental Mindoro State College
Mamburao Campus engaged itself to the different extension programs that aims to extend help and
support to the community like Civil Service Commissioner (CSC) Examination Review. It allows
aspirants to learn, refresh, review, and test their own knowledge before CSC examination. This
review covers both professional level and sub-professional level of examination. It is important to
determine the performance of every learner to identify the key factors that needs improvement,
but, number of challenges were encountered by the review masters. The pursue to advance the
efficiency of manual tasking is basically needed for growth of the institution. The study aimed to
develop a computerized application that will improve the data processing of the CSC Examination
Review in OMSC Mamburao. The type of questions used in the system is in multiple-choices
manner.

The study used the Iterative model for system development. The system was presented to
the respondents of the study composed of six review masters of CSC review program, the campus
extension coordinator, and the CBAM program head. The researchers used the ISO 9126
evaluation instrument to evaluate the characteristics of a quality software. The system was tested
using the following criteria: Functionality, Content, Reliability, Availability, and Saleability. It
applies the method Likert-scaling to assess the overall performance of the system.

The system got the highest mean in the Functionality criteria with the total of 3.97 or
interpreted as “Very Good” which tells that it promotes ease of operations. It also gained a grand
mean of 3.91 which is interpreted as “Very Good”.

BACKGROUND OF THE STUDY

Civil Service eligibility is one of the prerequisites for entering the Philippine Civil Service.
Being a Civil Service exam passes will give the individual the high chance of getting hired or
promoted. The Civil Service Examination (CSE), a general ability test designed to measure an
individual preparedness to enter the government service.

Occidental Mindoro State College Mamburao Campus is one of the satellite campuses of
OMSC found in the town of Mamburao, Occidental Mindoro. It engaged itself to the different
extension programs that aims to extend help and support to the community. One of this activity is
Civil Service Commissioner (CSC) Examination Review which is implemented in Occidental
Mindoro State College – Mamburao campus. This is a part of the campus extension program
whereas the individuals, especially the students of non-board courses, to have the opportunity to
learn, refresh, review, and test their own knowledge before undergoing a formal CSC examination.
The review covers both professional level and sub-professional level of examination.

It is a good reflection to the school for having a high passing rate in board exams. As
educators, to ensure the quality of instructions, it is important to determine the performance of
every learner to identify the key factors that needs improvement. But, number of challenges were
encountered by the review masters as the population of Civil Service examination review
participants increases. Checking the test scores and providing the results feedback consumes much
time and effort, sometimes, they request assistance from other personnel to accomplish the task on
target time. In addition, the researchers of the study had found out that the test result displays only
the total scores over the total items of test remarked with “passed” or “failed” as feedback.
Reproduction of test booklets and answer sheets cost excessive ink, papers and space in the file
storage. Numerous examinee profiles and other valuable information were also documented for
future reports. The pursue to advance the efficiency of manual tasking is basically a need for
growth of the institution.

Computer-based test brought transformation in learning, pedagogy, curriculum in


educational institutions, Scheueriman & Pereira (2008). According to Harshitha (2017), a mock
examination is an exam that does not count for credit. It is taken before an official examination
and gives students the opportunity to practice for the later important exam. The mock examination
provides students with information on their actual learning progress and gives them opportunity to
fill the knowledge gap. From the scores obtained and the feedback, they can decide which part of
the teaching content they have to recapitulate or practice.

Objectives of the Study

The main objective of this study is to develop a web-based information system about
community based extension program of BSIT program in OMSC Mamburao that will access
anywhere and anytime all the tutorial about the extension program.

This specifically aims to:


1. To design a system with the following features:
a. Input users profile.
b. Provide tutorials and reviewer in different extension program.
c. Database of various questions, videos and other relevant information.
d. Shows results with assessment and feedback.
2. To create a system by the use of the following applications:
a. Notepad ++ for structuring the system.
b. Adobe Photoshop for Graphical User Interface enhancement.
c. XAMMP for database.
3. To evaluate system performance.

Significance of the Study

Institution. This study will increase the efficiency and effectiveness of extension program
of Information Technology Department.
Community. This will project will have a good impact to the learners who seek tutorials
about ICT and quick feedback of their assessment.
Extensionist. It can help them to monitor the ability of learners. The system can help them
to assess the results of every student/participant who took the web-based extension program after
the assessment.

Scope and Limitation of the Study

This study is for Extension Program of Bachelor of Science in Information Technology of


Occidental Mindoro State College Mamburao Campus. It focuses on the creation of a web-based
information system that will promote the extension program of the department data banking. The
type of questions used in the system is in multiple-choices manner. The system collects the
following information from the examinees: (1) personal information; (2) assessment answers; and
(3) the results.

The system works in different browsers. The questions and videos to be used in the system
do not reflect to actual assessment. This is web-based system that needs internet connection.

Operational Definition of Terms

Adobe Photoshop. A photo-editing application for creating designs and buttons.


Notepad ++.
XAMMP. Is an open-source web server package that works on various platforms.
Assessment. It is test which is needed to pass for a certain reason.
Google Chrome. A web-browser use to test the system.
Web-Based Information System.

METHODOLOGY

The methods used in this research were presented as follows.

Project Design
Figure 1 shows the design of system in part of the examinee. It shows the hierarchical flow
of steps that will guide the researchers to visualize the system design. The Examinee part has four
(4) main menus such as Overview, CSC Exam, View, and Exit. The Overview contains the
background information about the system. The CSC Exam menu will collect the profile of every
user wishes to take the computerized test. It will also provide instructions on how to operate the
system during the assessment. Results will be automatically generated once the test was finished.
The View menu covers the statistical results of the computed and recorded test.

Administrator form has a built-in security system. It has also four (4) main menus such as
Questions Bank, Settings, Data Analysis, Log-out. The Questions Bank manages the questions
used for computerized test. The administrator can manage the further system functions using
Settings. The system can provide the administrator the analysis of data collected from the results
of examination.

Project Development

This project uses the Iterative model for system development. In this diagram, it follows
eight (8) main steps to produce the final output of the study.

Planning. To initiate the study, the researchers asked permission to the client of the study,
OMSC Mamburao, to conduct the study. The researchers asked for a copy of the sample profiling
form, examination templates, and sample reports related the review activity. An oral interview was
also conducted to the CBAM program head and Extension workforce to know further details
needed by the study.

Analysis. The gathered data was classified and recorded. The researchers analyzed how to
reduce the difficulties of the CSC review based on the collected data.

Design. The researchers used data flow diagrams to draw the pattern of activity process.

Implementation. The researchers used the Visual Basic 2015 to design the proposed
application and SQL Server 2014 to structure the data in table manner. The proponents also used
Adobe Photoshop to improve the Graphical User Interface of the system.

Testing. After structuring the system, it will be examined in different series of criteria such
as: Compatibility testing, Functionality testing, Flexibility testing and User-friendliness.

Evaluation. The researchers used the ISO 9126 evaluation instrument which is used to
evaluate the characteristics of a quality software. The system was tested using the following
criteria: Functionality, Content, Reliability, Availability, and Saleability. It applies the method
Likert-scaling to assess the overall performance of the system.

Deployment. The system was turned over to the hands of the Extension coordinator.

Evaluation Procedures

1. Preliminary evaluation
a. The system underwent the alpha-testing procedure to ensure its quality and to
resolve the early encountered errors.
2. Project demonstration
a. The system was presented to the respondents of the study. The proponents
invited six (12) review masters of CSC review program, campus extension
coordinator, and the CBAM program head.
b. Demonstrated the system and asked them to operate the system.
3. Final Evaluation
a. Evaluation instrument will be distributed among the selected respondents.
b. Ask the respondents to rate the system based on the sets of criteria presented
and to recommend suggestions or comments for further enhancement of the
system.
4. Statistical Treatment
a. Collected the graded evaluation instruments.
b. Tabulated, calculated and interpreted the results using the Five-point Likert
scale.

RESULTS AND DISCUSSION

The results and discussion are presented as follows:

Project Description

The Computerized Civil Service Exam Reviewer with Data Analytics is an electronic
system that covers the examination process of the Civil Service Review in OMSC Mamburao. It
is a system that runs in Local Area Network. It is integrated with password system to avoid
unauthorized and unwanted access to the system. The system uses objects and icons to become
more comprehensible on how to use. It also uses graphs, lists, and table to present the banked data.

The following are the system capabilities:


 The system is can compute the scores immediately after the exam.
 The system can import data (questions) from Excel file.
 The system is can shuffle or sort the arrangement of questions accordingly.
 The system can print reports.
 The system has a search feature for faster finding of record.
 The client application is flexible to locate the server application.
 The system can restore the current answers of the examinee after the power interruption
or unexpected shut down.

The following are the limitation of the system:


 The system can import data (questions) from Excel file only.
 The server can accommodate 80-100 workstation approximately.

Table 2 presented the tabulated results of the testing procedures conducted.

Project Evaluation

The evaluation determines the overall performance of the system. The project was
evaluated by the 14 respondents composed of 12 review masters, one (1) program head of CBAM
and one (1) campus extension coordinator. The system was evaluated in different criteria based on
the ISO 9126 – characteristics of a quality software. It used the Likert scale method to measure its
performance.

Modification of the System

From the evaluation conducted by the researchers, here are the important suggestions and
recommendations of evaluators for further enhancement of the system.
a. Add tutorial mode in the system.
b. Add importing of files.
c. Include in the system its description

Finalization of the System

For finalization, the researchers build the system into a set-up file. It will allow the client
to install the application to another computer.

CONCLUSIONS AND RECOMMENDATIONS

The conclusions and recommendations for the system was presented as follows.

Conclusions

In considerations to the objectives of the study, the following conclusions were derived:

1. The Computerized CSC Examination Reviewer was successfully designed with the
following features:
a. It can input profile users such as personal, academic background, work
experiences.
b. It provides an CSC like form of examination.
c. It stores various questions and other relevant information into database.
d. It shows results with assessment and feedback in minimal time.
e. It works in local area network.

2. The system was successfully created using of the following applications:


a. Visual Basic for structuring the system.
b. Adobe Photoshop for Graphical User Interface enhancement.
c. Structure Query Language for database.

3. The system performance was evaluated with the grand mean of 3.91 or described as
“Very Good.”

Recommendations

The researchers recommended to use the computerized system in CSC examination review.
However, the following are recommendations for further enhancement of the system.

1. Add teacher-student account features.


2. Add decision-support features in the system.
