Narrative Report

Executive Summery

KMC has completed the Somaliland tour already for the Community Safety, Access to
justice and the civilian policing. Though there were couple of major challenges from the
start of this phase such as the Elections of Somaliland as well as the new government
taking time to acknowledge the work we were doing hence putting our work on hold for
that period. In the end, KMC over came those challenges and dealt with all of them
accordingly.

As KMC is a professional institution that would not want to violate the TOR it had signed
with the UNDP, it had realized because of the delays that came from the unforeseen
factors above and the date of the TOR expiry date approaching, it could mean that the
team would not be able to finish their task on time if KMC did not intervene with the
process. Hence, KMC’s management had sat with the PEACE CARAVAN project
manager and found a way forward. To increase the man power, equipment and transport
on the ground so the task could be completed on time with out any hinders. Hence, with
that new approach, the teams went on the field to start their tours in Somaliland and
Puntland both with extra man power, equipment and transport all expenses paid by KMC.

Objective 1: Sensitize communities through the standard interventions.

The Peace Caravan team had developed scripts for different topics of the project on
agreed themes. They have then put together a tour schedule for both Puntland and
Somaliland which was initially followed but later revised due to un-foreseen
challenges. The Peace Caravan has visited schools, Market places, Universities with a
view to engage with groups at risk, militia, gangs as well as other community
members such as authorities, elders, religious leaders, women & youth. The Peace
Caravan team has completed their tours in Somaliland and is nearing the end of
completing the Puntland tour.

Objective 2: Facilitate live discussions between local authorities and communities


The Caravan has conducted 17 live discussions so far with the rest of the 7
discussions under way. The caravan team had given the public the opportunity to
speak their mind which it seemed most of them have been craving for from their
eagerness and enthusiasm to be part of it.

Objective 3: Produce & disseminate dramatized documentary


All the 5 Drama/Documentary have been completed. KMC is simply fine tuning to
make sure that there are of international standards.

Objective 4: Facilitate development of the Somali Community Safety Framework

Rules and Regulations have been developed and shared with the UNDP for
finalization.
