B. Project Background and Rationale:

In Mindanao, where reports of conflict and violence abound, government and non-government peace development, humanitarian and
development assistance and programs are also present in various forms. These efforts aim to address peace and security issues but more
importantly, promote the welfare of the people. However, decades of peace talks and development effort do not seem to translate into higher
human development indexes. Especially for the youth, various issues have adverse effects on their development and their participation for their
welfare. The Peace Map Project is an attempt to provide for an verifiable, comprehensive and systematic presentation of both the conflict and
development in Mindanao. Moreover, it is an effort to build the capacity of the members and partners of the Young Moro Network.

1. What general issues of SAc will the proposed project respond to?

The project will deal with capacity building for the youth, human rights protection and welfare promotion in the Muslim areas of Mindanao
especially in the conflict-afflicted areas of the Autonomous Region in Muslim Mindanao.

2. Why is it important to address these issues? What implications will they have on the proponent’s and/or the government’s
SA program if these issues are addressed or not? Cite what these government programs are.

1. There are variances in perception. Many of those in Mindanao claim that reports from mainstream media have misrepresented the actual
realities on the ground, especially in the area of human rights abuse. Laws that protect basic human rights are said to be properly
implemented and those who violate are rarely held accountable.

2. ARMM and neighboring areas suffer from poverty and low levels of education. This in spite of billions of development assistance from the
government and international non-government organizations. Without active public monitoring and and academic analysis of how they
relate with the conflict other circumstances present in Muslim Mindanao, the intended effects of these spendings may never be achieved.

3. Situational considerations, along with Moro and Islamic rules, require or at least present areas of participation for the Moro youth for their
well-being. As stakeholders, they must be given the opportunity to assist in their development or at least monitor programs intended for
them.

3. What three most critical aspects or factors are central to, influencing or contributing to these issues?

1. Information on the incidences of conflict and violence are available. Similarly, development programs and projects, as well as budgetary
allocations can be researched. However, no systematic method has been initiated to present both for a public scrutiny and
research/analysis.
2. There are observations and claims of spending for the sake of spending. The NGO industry in Mindanao are replete with such stories
including connivance with the government for malfeasance in the handling of funds.
3. The role of the youth in participating for SAc initiatives not popularly advocated. Culture and religion are used to damped their interest
or repress activities. In many cases, they are actually induced to participate in corrupt practices.
4. Mistrust and reports on the prevalence of the culture of impunity among armed groups (police, military, rebels, and civilian volunteers)
create an environment for human rights violation and reprisals.
5. Social volunteers on the ground and people on the community aver that they have not been properly consulted or that their actual
experiences and sentiments are not presented fairly.
6. Discrimination as to religion, geographical origin and race/tribe also plays a role in creating an atmosphere where basic rights are
violated and services and opportunities are given only to some.
7. Vested interests and patronage politics coupled with access to weapons dissuade citizens from participating in social accountability
efforts.

4. How will the proposed project contribute to meeting the overall goal and specific objectives of relevant ANSA-EAP core or
thematic area and to improving SAc activities in the region/country?

The Affiliated Network for Social Accountability in East Asia and the Pacific (ANSA EAP) promotes social accountability towards effective
and accountable governance. ANSA EAP’s twin strategy involves establishing and strengthening a regional community of practitioners,
and institutionalizing action-oriented learning programs on social accountability. ANSA-EAP considers young people as partners in
promoting and sustaining SAc.

The project will build the capacity of youth and engage them in monitoring service delivery by the government and other funded
organizations. It will focus on human rights protection and welfare promotion through humanitarian assistance. It will also include finance
management. As the map will present varied indicators of conflict and development in Mindanao, common citizens and analysts can
monitor and verify if service delivery systems are efficient.

Project Objectives

1. What is the overall objective of the proposed project? The statement of object should be SMART – Specific, Measurable, Attainable, Realistic
and Time-bound.

a. Research and pool validated and comprehensive information on conflict, human rights, peace and development in Mindanao in an accessible
online platform.
b. Monitor financing and service delivery and correlate them to human development in Mindanao.
c. Develop the capacity of YMN members on social accountability.
