CHAPTER 1

INTRODUCTION

1.1 The Problem and Its Background

All through the different stages of civilization, man has always tried to look for ways to

simplify work. It has been ascertained that computers are now becoming popular throughout the

world. There have been a lot of changes in the things around us regarding the fast advancement of

technology. Computers have indeed done their share as one of the tools to help man do things

better and faster, and it does so in a very efficient manner.

The advent of the modern and extraordinary technology in the world of the humanity makes

the life facedly furnished. Its escalating development and improvement had overwhelmed the

entire human race making impossibility to possibility. It likewise bridges diversity, connecting

people from all over the world, and even creating a tremendous change in all components of the

society bringing numerous alternations in the paradigm of life.

The rapid growth of technology has contributed a lot to the continued progress of all

classification of industry. However, some sectors today seem to be left behind in adapting the use

of different methods to have progress on their part.

Nowadays, business people define the applications and problems to be solved by the

computer. But unfortunately this potential has not been fully recognized or even adequately

realized in some business. It is because users may not fully understand the capabilities and

limitations of modern computer technology. Computers have been essential to almost everyone; it

is widely used in almost every area of human Endeavour. They serve various essential functions

that improve our way of life. Its four basic functions in common are input, processing, storage and

output. Indeed, a computer is a very versatile machine and exceptionally beneficial in all parts of

work.

Computerization is a control system that manages processes in the industrial workplace. It

reduces human errors and processing time, thus it can boost productivity and result into a high

quality of product produce. This can result in a system well integrated process that can perform

much faster and more accurate than the manual system.

The internet with its rapid growing population and developing applications has technology

which provides the Barangay Cattaran with an unprecedented level of connectivity and the ability

to communicate efficiently and effectively directly with residents.

As years pass by, we recognize the need for a new generation of functional and flexible

software to handle the complexities of managing the logistic of manual records keeping and to

lessen the work of the Barangay.

The Barangay of Cattaran is using a manual system for how many years from now. Because

of this manual based process, we want to improve the system to make users can easily access and

operate. This study focuses on the Barangay Cattaran Profiling. The Barangay secretary is the one

who (keeps the record of barangay) permit, Barangay clearance and certification. Before the

accomplishment of the task the constituents who request must undergo long process. Same through

with storing of files, updating and accessing of data, they used folders and papers for its storage.

The Barangay Cattaran Profiling System is composed of statistical and description of the

barangay residencies. What have been used to do by the barangay health worker will be recorded

to the system for fast and reliable information of the people. This system aims to lessen the work

of barangay officials and health worker as well, in terms of inconsistency of records it will be

updated by the secretary and officer in charge. The system covers the list of residence, profiling,

status and the subject for updates and changes such as status, spelling of the name and location.

This system will ensure the client to view every month if the people is still living or not and it will

be automatically removed in the list of the residencies of the barangay.

1.2 Statement of the Objectives

The study was conducted to design and to develop a Barangay Cattaran Profiling System

in order to reduce or move the flaws of Barangay Cattaran manual system.

Specifically, at the conduct of the study the researchers met the following objectives:

1. Difficulty in keeping, updating and retrieving of personal information of residents in the

barangay due to manual storing of data. There is also a tendency that there will be a loss of

important files because their files are not kept properly secured.

2. Residents are having a hard time acquiring certificates they need due to delayed

response of the barangay.

3. Their files, documents, certificates and other important information are not properly

organized. Keeping important files for future usage is not an easy thing to do manually.

4. Their employees are having a hard time working manually. When a resident asks for an

important document usually an employee would assist the resident but because their documents

aren’t properly organized the employee would have a hard time finding the document the resident

requested.

5. Losing Important Files and Documents. There are times where they would lose an

important file and there is no way for them to retrieve it, it would cause a serious problem. With

manual storing of data there’s a higher chance of losing important data while on the other hand if

you apply automated storage of your files you can easily make back up files and keep it safe and

secure.

6. Difficulty in recording data and undependable reports of information. This is because

they still practicing manual use of storing and retrieving data.

1.2.1 General Objectives

The term information systems are often equated with computer systems or Information

Technology. It is important, however, to make a clear distinction between information systems

and the technology that support their delivery. A system that is designed to capture, transmit, store

retrieve, manipulate and display information used in one or more business processes. It improves

the effectiveness of software development. The goal of this study is to provide a faster resource

that helps the Barangay to be fastened and lessen the work of Barangay. This study will be

beneficial to the researchers in strategic management, and this study will also give benefits to the

residents in saving time and effort by providing reliable and accurate services.

1.2.2 Specific Objectives

1. To have an easy and faster preparation of the residents profile without going to

traditional way of searching an employee profile

2. To avoid time and effort consuming, resulting into a number of work accomplish.

3. To make an automated system to easily find the records so that it is accurate, complete,

accessible and usable.

4. To secure and safe residents confidential record.

5. To provides detailed information about the residents.

6. Provides backup database of all record.

1.3 Scope and Delimitation of the Study

The study will focused the development of a Profiling System of Cattaran, Solana, Cagayan

to help them shift from their manual system to a computer based system using the software

Microsoft Visual Basic.Net edition for the logical design, physical design, and implementation. A

group of Bachelor of Science in Information Technology (BSIT) students from Cagayan State

University, College of Information and Computing Sciences (CICS) gathered information from

the barangay chairman Mr. Freddie Layugan. This time study was conducted in Cattaran, Solana,

Cagayan during the second semester of this school year 2017-2018.

The study is limited only to the boundaries of Barangay Profiling System of Cattaran,

Solana, Cagayan. The study gathered relevant data including data of the individual living in the

place and filing of all their records. It has the ability to save, edit and record those data and

important information needed in the barangay and focused in the reports of the total population of

the said barangay.

The system was developed in accordance to the needs of the barangay and anything that is

not mentioned in the objectives of the study is already beyond the control of the system developers.

1.4 Significance of the Study

The study will contribute to the development of Barangay Profiling System of Cattaran,

Solana, Cagayan.

The finding of the study will be beneficial to the following:

To the Barangay Officials: They will be able to come up with policies to improve the barangay

in managing and processing resident’s profile and to overcome some shortcomings of its manual

profiling system. The study will provide computerized profile reports that are recorded with

uniformity and accuracy that will beneficial to the secretary of the barangay. It will allow an easier

generation of output thus reducing time and effort of the secretary of the barangay in doing his/her

task. The result of the study would provide more efficient and effective processing of data. I would

also result to a manageable profiling.

To the residents: The result of the study would help the residents to get the important information

or files that they need in their barangay in easier and faster way.

To the Researchers: The researchers will acquire new knowledge on hands-on application of

software engineering and synthesis of knowledge is exercised. Confidential Information is secured

with the integration of the password in the proposed system, so that the data stored would destroyed

by other person. The profiling system would process, record, and make transactions fast.

To the Future Researchers: This study will likewise benefit future researchers who are going to

conduct studies not only in it but also in other field of research. Understanding the result of the

study will serve as seed data for relevant research studies.

1.5 Definition of Terms

In order to have a better understanding of the study, the researchers include the definition

of terms that will enable the users to have a better understanding of the terms. The following are

the words and their meaning:

Computer- It is a machine electronically manipulates and process binary streams of data or

information.

Query- Is the process of extracting data from a database and presenting it for use.

Records- Refer to a group of interrelated elements or fields.

Reports- Printed output as user generated.

Data- A character grouped together in a specific pattern to which meaning is assigned.

Information- It is the product that results from processing or manipulation of raw data.

Information System- It is a computer-based system of major process and operations which

facilities the storage, processing and generation of information.

Input- Refers to those items that enter the boundaries of the system from the environment and are

manipulated by the system.

Output- These are the products of process. They are the end result of receiving data or other input

and processing input.

Processing- These are the products of process. They are the end result of receiving data or other

output and processing it.

Database- A systematically arranged collection of computer data, structured so that it can be

automatically retrieved or manipulated.

Process- Refers to a set of instruction that perform task.

Program- A computer instruction structured and ordered that when executed causes a computer

to perform a particular function.

Developer- The person involve in the study.

Documentation- The collecting, abstracting, and coding have printed written information for

future references.

Field- Is a single term of information about a person, place or thing such as name, and address.

Files- Refer to a collection related documents or papers arranged so they can be consulted easily.

Population- Is a summation of all the organisms of the same group or species, which live in the

same geographical area, and have the capability of interbreeding.
