Multi Hazard Risk Mapping for Regional Development Plant
In the Cilacap Regency, Middle Java Province

1. Introduction
Disasters is an occurrences or a serial of events that could disturb and harm the living of the people,
in which could be caused by natural phenomena and/or artificial which caused by human, that could
takes people’s live, damage the nature, economic loss, and psychological issue (BNPB, 2012).
According to the nature’s condition, Indonesia is a country which prone to disasters, any kind of
disasters. This condition is caused by its location which located in the middle of three plate tectonic
(Eurasia, Indian, and Pacific). On the south side, elongated to from the west to the east of Indonesia,
volcanic arc is placed. Volcanic arc can be found on Sumatera, Java, Nusa Tenggara, Sulawesi, and the
surrounding islands. At least, 127 volcano in Indonesia is on active status, in which 76 of it is on
dangerous category.
Associates with volcanic arc, is the natural phenomena that creates it, which is subduction zone.
Subduction zone, of the three plate tectonic, is the creator of those volcanic arc and also the main
cause of the earthquake occurrence. And, Indonesia is one of the country with high occurrence of
earthquake in the world. Accompanying the earthquake, there’s still tsunami, a disaster that could
happen when an earthquake occur on the shallow sea. Not stopping at that, Indonesia still have
another disaster such as flood, landslide, drought, bushfire, flash flood, extreme weather, Tornado
(puting beliung) and abrasion.
Looking at the disaster that could happen in Indonesia, it is important to create a regional
development planning that could minimize the damage and loss caused by disaster, including Cilacap
Regency. Out of 496 Regency in Indonesia, Cilacap placed at 17th of Index of Multi Threat Risk Disaster
with the score of 215 (BNPB, 2013). For the last 10 years, at least 519 natural disaster happened in
Cilacap Regency (Figure 1). This haven’t account for the big earthquake happened in 15 May 1963
with the magnitude of VIII (MMI). As such, it is important to create regional development planning
that could live side by side with the natural disaster.

Unfortunately, currently, there is no study for risk and threat of natural disaster in Cilacap Regency.
The one released by ESDM only create for the province scale. Regency authority need a detailed map
of Cilacap Regency to create a regional mapping that could minimize the damage. By this stud, it is
expected that Cilacap Regency could prevent further loss and damaged caused by natural disaster.

2. Purpose and Objectives


The purpose of this study is to create/provide geological and hydrometeorology which lead to multi
threat disaster data in Cilacap Regency and a regional development planning recommendation.
Objectives of this study are:
1. Recognize the natural condition that influence the disaster that happen on Cilacap Regency
which comprise of geology and hydrometeorology.
2. Find and identify any natural disaster that could happen on Cilacap Regency.
3. Create vulnerability disaster map of Cilacap Regency.
4. Create a recommendation of Cilacap Regency Regional Planning.

3. Aims
Aims of this study are:
1. To identify any natural condition that affect the disaster that happen on Cilacap Regency
2. To identify any natural disaster that could happen in Cilacap Regency
3. Produce vulnerability map of Cilacap Regency
4. Produce Regional Planning Map of Cilacap Regency

4. Scope of Work
The scope of work included in this study are:
1. The area is located in 24 Sub District of Cilacap Regency, Middle Java Province.
2. The study consists of geological study and multi thread disaster are landslide, earthquake,
tsunami, flood, and drought.
3. The method that will be used is referring to Peraturan Kepala BNPB No. 2 Tahun 2020
mengenai Pedoman Umum Pengkajian Risiko Bencana dan Buku Pedoman Analisis Risko
Bahaya Alam.

5. Scope of Study
Study that will be done in this work is:
1. Study of Landslide Vulnerability
a. Geomorphology: observation of landform and slope distribution
b. Geology: observation of lithology, stratigraphy, and geological structure
c. Geological Technic: observation of physical properties of lithology
d. Hydrogeology: observation of groundwater existence and flow
e. Hydrometeorology: data gathering of rainfall which is daily, monthly, and annually.
2. Study of Earthquake Vulnerability
Study of Earthquake Vulnerability consist of Peak Ground Acceleration (PGA) analysis
supported by geological structure.
3. Study of Tsunami Vulnerability.
Parameter that refer to Perka No.2 BNPB Tahun 2012 are height of tsunami wave, slope,
and land use.
4. Study of Flood Vulnerability
Parameter that will be used is hydrometeorology data which consists of rainfall, air
temperature, slope, and hydrology.
5. Study of Drought Vulnerability
Parameter that will be used is hydrometeorology and geological data (groundwater
aquifer).
6. Recommendation for Regional Planning Map
Recommendation for Regional Planning Map will use the regulation which consist of
Peraturan Pemerintah Republik Indonesia Nomor 38 Tahun 2011 Tentang Sungai, Peraturan
Menteri Pekerjaan Umum No.21/PRT/M/2007 Tentang Pedoman Penataan Ruang Kawasan
Rawan Letusan Gunung Berapi dan Kawasan Rawan Gempa Bumi, dan Peratrual Menteri
Pekerjaan Umum No.22/PRT/M/2007 Tentang Pedoman Penataan Ruang Kawasan Rawan
Bencana Longsor.

6. Timing
The study proposed will take at most 150 days, including report submission.

7. Expected Result
Expected result of this study is the document containing natural disaster vulnerability and regional
planning recommendation of Cilacap Regency in data and map.
