Camino Real. The proposal includes 47
parking spots, but no dedicated retail park-
ing. At a meeting Tuesday, Councilman
Doug Kim argued that retail will struggle
there in part because of the absence of dedi-

Authorities are looking for a man they say

female students on their

County Sheriff’s Office
said.
The students reported
that they were walking
near the upper parking
lot at the school about
10:40 a. m. when they

with them.
The students began to run to their class-
rooms and said that when they looked back
the man and vehicle were gone. They report-
ed the incident to school officials.
Millbrae Police Bureau deputies searched
surrounding areas and stopped by local
schools, but could not locate any suspects
or vehicles matching their description.
The man is described as a light-skinned
black or Hispanic male, about 5 feet 8 inch-
es tall, slender and 20 to 30 years old. He
was seen driving a 2005-2008 Toyota with
rear tinted windows, a spoiler on the trunk
and a sun roof.

them from having to pay damages caused by fires they did not start but failed to help put out.
State water utilities seek
relief from fire lawsuits

wildfires and the lawsuits that
come with them, a group of public
and private California water sys-
tems want lawmakers to shield
them from having to pay damages
caused by fires they did not start
but failed to help put out.
While wildfire lawsuits have
typically targeted electric utilities
and their downed powerlines that
ignite the blaze, some recent law-
suits have also focused on the
water systems that are supposed to
provide the water for firefighters
to put out the flames.
The group, known as the
Coalition for Fire Protection and
Accountability, wants to be
included in legislative efforts to
reduce utilities’ liability, a prime
topic of discussion this year fol-
lowing Pacific Gas & Electric
Corp. ’s bankruptcy filing in
January.
While Democratic Gov. Gavin
Newsom has urged lawmakers to
discuss changing the strict legal
standard that makes utilities pay
for damages from wildfires caused
by their equipment regardless of
whether they acted negligently,
lawmakers have not begun a seri-
ous conversation on the topic.

car’s exhaust system ignited some
vegetation along a highway that
would later destroy 275 structures,

Firefighters might have been
able to save those homes, but a

Water District was damaged in the
fire and stopped working.
Homeowners sued, arguing the
water system was liable for the
damages even though it did not
start the fire. A judge agreed and
awarded the homeowners nearly
$70 million.
California Assembly votes to
tighten rules on contractors

minimum wage and workers com-
pensation under a law the state

The sweeping bill, which now
goes to the Senate, carries new
standards defining whether workers
are employees or independent con-
tractors, upending how workers are
treated in industries from trucking
to the burgeoning gig economy.
Under those standards, for exam-
ple, workers could only be classi-
fied as independent contractors if
they are free from the control or
direction of an employer and they
do work outside a company’s usual
course of business.
The measure, Assembly Bill 5,
includes exemptions for some sec-
tors, such as physicians and insur-
ance agents.
Democrats and major labor
unions backing the bill contend it
will protect workers’ rights.

harmful threat in trade war

Trump’s adviser warns Iran of ‘very strong response’

ABU DHABI, United Arab Emirates —
President Donald Trump’s national security
adviser warned Iran on Wednesday that any
attacks in the Persian Gulf will draw a “very
strong response” from the U.S., taking a
hard-line approach with Tehran after his
boss only two days earlier said America was-
n’t “looking to hurt Iran at all.”
John Bolton’s comments are the latest
amid heightened tensions between
Washington and Tehran that have been
playing out in the Middle East.
Bolton spoke to journalists in Abu Dhabi,
the capital of the United Arab Emirates,
which only days earlier saw former Defense
Secretary Jim Mattis warn there that “unilat-
eralism will not work” in confronting the
Islamic Republic.
The dueling approaches highlight the
divide over Iran within American politics.
The U.S. has accused Tehran of being behind
a string of incidents this month, including
the alleged sabotage of oil tankers off the
Emirati coast, a rocket strike near the U.S.
Embassy in Baghdad and a coordinated
drone attack on Saudi Arabia by Yemen’s
Iran-allied Houthi rebels.
On Wednesday, Bolton told journalists
that there had been a previously unknown
attempt to attack the Saudi oil port of Yanbu
as well, which he also blamed on Iran. He
described Tehran’s decision to back away
from its 2015 atomic deal with world pow-
ers as evidence it sought nuclear weapons,
even though it came a year after America
unilaterally withdrew from the unraveling
agreement.

Bolton stressed the U.S. had not seen any
further Iranian attacks in the time since,
something he attributed to the recent mili-
tary deployments — America recently sent
an aircraft carrier and B-52 bombers to the
Persian Gulf. But he warned the U.S. would
strike back if again attacked.
“The point is to make it very clear to Iran
and its surrogates that these kinds of action
risk a very strong response from the United
States,” Bolton threatened, without elabo-
rating.

Dhabi’s powerful crown prince, Sheikh
Mohammed bin Zayed Al Nahyan. He
declined to have his remarks recorded by
journalists.

and Supreme Leader Ayatollah Ali Khamenei
over the collapsing accord.
Meanwhile, acting U. S. Defense
Secretary Patrick Shanahan said some 900
troops coming to the Mideast over the per-
ceived Iran threat to reinforce the tens of
thousands already in the region would be
placed in Saudi Arabia and Qatar. Another

“The Iranian threat to our forces in the
region remains,” Shanahan said.
Speaking in Abu Dhabi, Bolton linked the
rocket fire in Baghdad, the alleged sabotage

“I think it’s important that the leadership
in Iran to know that we know,” Bolton said.
He then brought up what he said could be a

Stocks on track for first monthly loss of 2019

Another round of selling gripped Wall
Street on Wednesday as nervous investors
fled health care, technology and other high-
risk stocks in favor of the safety of bonds.
The broad sell-off, which lost some
momentum in the last hour of trading, keeps
the market on track for its fourth consecu-
tive weekly loss and its first monthly drop
this year.
The latest market slide comes as investors
worry that the trade war between the U.S.
and China will derail global economic and
corporate profit growth as it drags on with
no sign of a resolution.
“This is just a bit of a retrenchment with
this realization that this trade issue may
take longer to resolve that we previously
thought,” said Jeff Kravetz, regional invest-
ment director for U. S. Bank Wealth
Management. “That’s giving concern that
there is going to be lower economic growth
going forward.”
The S&P 500 index fell 19.37 points, or
0.7%, to 2,783.02. The index had been
down 1.3% earlier.
The Dow Jones Industrial Average lost
221.36 points, or 0.9%, to 25,126.41. It
had tumbled 409 points.
The Nasdaq composite slid 60.04 points,
or 0.8%, to 7,547.31. The Russell 2000
index of small companies dropped 14.07
points, or 0.9%, to 1,489.95.
Major stock indexes in Europe also fell.
With two more trading days left in May,
the S&P 500 is heading for a loss of 5.5%.
That would be its first monthly loss since
December. The market has been heading
steadily lower this month as prospects for
the economy have dimmed and as traders got
more worried about the lingering trade feud
between Washington and Beijing.

Ethiopian pilot pleaded for
training weeks before Max crash
NEW YORK — Emails obtained by the
Associated Press show an Ethiopian Airlines
pilot pleaded with his bosses for more train-
ing on the Boeing 737 Max just weeks
before one of the airline’s jets crashed.
Veteran pilot Bernd Kai von Hoesslin
(von-HOSS-lin) began emailing managers at
Ethiopian just days after a Max operated by
Lion Air went down in Indonesia last
October, killing all 189 on board.
He warned that without more training,
specifically on the Max’s problematic anti-
stall system, Ethiopian’s pilots could be
overwhelmed in a crisis and “it will be a
crash for sure.”
On March 10, an Ethiopian Max crashed,
killing all 157 people aboard.
What the airline did in response to von
Hoesslin’s warnings is unclear, and whether
it made any difference is a matter of dispute.
But his emails have added to the debate over
what role pilot error may have played in the
two disasters.
Huawei asks court to rule US
security law unconstitutional

SHENZHEN, China — Fighting to main-
tain its access to major markets for next-
generation communications, Chinese tech
giant Huawei is challenging the constitu-
tionality of a 2018 U.S. law that bars it
from selling telecoms equipment to U.S.
government agencies and contractors.
In a motion filed late Tuesday in eastern
Texas federal court, Huawei argues for sum-
mary judgment in the case in filed in March
against the U.S. government. It says the
law violates a constitutional prohibition
against “trial by legislature” of individual
entities.
Congress thus acted unconstitutionally
when it “adjudicated Huawei’s guilt and
blacklisted it,” the motion argues.
The motion comes as the U.S. and China
are embroiled in a broader trade war in
which both sides have imposed billions of
dollars of punitive tariffs against each
other’s products. Chinese state media sug-
gested Wednesday that the country’s rich
supply of rare earths — key elements for
high-tech manufacturing — could be used
as leverage against the U.S. in the dispute.
Huawei is the biggest global maker of
network equipment and enjoys a lead in 5G,
or fifth-generation, technology. It also is
the No. 2 maker of smartphones. The
Trump administration says the company
can be legally compelled to spy on behalf
of the Chinese government and is thus a
threat to international cybersecurity.
“This decision threatens to harm our cus-
tomers in over 170 countries, including
more than 3 billion customers who use
Huawei products and services around the
world,” Huawei’s chief legal officer, Song
Liuping, said at a news briefing
Wednesday.
Huawei, whose U.S. headquarters is in
Plano, Texas, said in Tuesday’s motion that
the U.S. national defense law that punishes
it as an alleged agent of Beijing’s ruling
Communist Party also violates its rights

FAYETTEVILLE, Ark. — Stanford wanted to be among the
eight teams that qualified for match play in the NCAA
Championship, knowing anything could happen from
there.
It led to an NCAA title, and a perfect ending to the college
careers of Brandon Wu and Isaiah Salinda.
Wu and Salinda capped off 3-0 records in match play, and
Henry Shrimp delivered the winning point Wednesday as
Stanford beat Texas 3-2 to claim its ninth NCAA title and
first since 2007.
“It’s crazy,” Wu said. “You can’t script a better ending to
your career. This whole week, we knew that every round
could be our last, so to end on a high note is great.”
It capped 24 hours the Cardinal won’t forget.
Because of storms in the forecast, the championship
match was moved up to the morning. Stanford finished off a
3-2 victory over Wake Forest early Tuesday, and then

Aragon High School hosted its Central
Coast Section championship teams for a
pizza party in the gym Wednesday after-
noon.
Not surprisingly, there was a lot of pizza.
The Dons had a historic 2018-19 season,
with section titles in girls’ volleyball,
girls’ basketball and softball. Not only was
it the first championships in all three sports
for the school, Aragon became just the sec-
ond public school team to win three girls’
titles during one school year. Leland accom-
plished the feat during the 1993-94 season,
while Mitty has done it seven times, most
recently in 2018.
“There is tremendous satisfaction. I care a
lot (about the success of all athletic pro-
grams at the school),” said Aragon athletic
director Steve Sell. “We’re as competitive
with the girls as the boys in terms of how
badly we want our teams to win.”
Making the accomplishment even more
impressive is that all three crowns were won
with essentially three different, distinct ros-
ters. This was not a case of having one core
group of players moving from one sport to
the next. There was very little overlap of
athletes playing various sports. The only
players to win a pair of titles were junior
Lydia Manu, who was team captain for both
the volleyball and basketball teams, and
freshman Megan Grant, a key contributor
for the basketball team and a focal point of
the softball team. Not one athlete played all
three sports.
“As a father and a teacher, it’s super
important for the community to see girls
athletically on a par with boys,” Sell said.
“It’s probably one of the most important
things an athletic director can do for a
school. … To demonstrate and show that
girls have as much competitive spirit as
boys do and to be treated as hardcore, com-
petitive athletes.”
Another interesting tidbit about the
Dons: while all three won section titles,
none of them won a Peninsula Athletic
League championship. The volleyball team,
coached by Aragon alumna Kelsey Stiles,

Bears’ athletics won 10 PAL varsity
titles this season, which helped the Bears
to their 11th straight Commissioner’s
Cup and 12th overall in the 13 years the
award has been given out.
On the boys’ side: football, basketball,
wrestling, track, golf and tennis. Girls’
championships
included: tennis,
volleyball, soccer
and track.

Athletic League as a
way to determine
the best athletic
program in the
PAL. Where a team
finishes in the standings is only part of
the formula. There is a sportsmanship
component to the award.
“The Commissioner’s Cup is awarded
annually to the Peninsula Athletic League
school that best exemplifies the league’s
commitment to sportsmanship and excel-
lence in athletics,” says the heading on
the PAL website. “It is our mission to cre-
ate an atmosphere of positive competition
and sportsmanship between the schools of
the Peninsula Athletic League.”
Sportsmanship points are awarded — or
deducted — based on player or coach ejec-
tions at the varsity, junior varsity and
freshmen levels.
“We are especially proud of this high
honor, not only because it shows the
overall strength of our athletics program,
but also because it shows how we stress
the importance of good sportmanship and
fair play,” said M-A co-athletic director

Blues get first-ever Stanley Cup finals win

Blues beat the Boston Bruins 3-2 on
Wednesday night to tie the Stanley Cup
Final at a game apiece.

BAKU, Azerbaijan — For Eden Hazard, it was the perfect
goodbye. For Petr Cech, it was a painful way to retire.
Hazard scored twice past his former teammate as Chelsea
sliced through Arsenal in the second half of the Europa League
final on Wednesday, netting four times in the space of 23 min-
utes to win 4-1 in a London derby played far from home.
The Belgian then confirmed that he is likely to leave the club
this summer, amid widespread speculation about a move to
Real Madrid.
“I think it is a goodbye but in football you never know,”
Hazard told British broadcaster BT Sport . “My dream was to
play in the Premier League. I did this for seven years for one of
the biggest clubs in the world. Maybe it’s time for a new chal-
lenge.”
After a drab first half, Chelsea took control in the 49th
minute when Olivier Giroud met Emerson’s pass with a diving
header into the net. It was the French striker’s 11th goal in 14
games in the Europa League this season, but he barely cele-
brated against his old team, kneeling with palms raised as his
teammates mobbed him.
“These two clubs changed my life,” Giroud said. “They gave
me the opportunity to play in the Premier League. I didn’t want
to celebrate against Arsenal but I am so proud to win this tro-
phy with Chelsea.”
Pedro doubled the lead when he found space in the penalty
area in the 60th to stroke in a cut-back pass from Hazard. It was
soon 3-0 when Hazard converted a penalty after Ainsley
Maitland-Niles — the only English player to start the all-
English final — shoved Giroud in the box.
Two minutes after coming off the bench, Alex Iwobi pun-
ished Chelsea for a poor clearance with a volley from the edge
of the box to make it 3-1 in the 69th.
But Arsenal’s hopes of a comeback were extinguished three
minutes later when Hazard and Giroud teamed up again. Hazard
first passed the ball to Giroud and then knocked his flicked
cross past Cech, the veteran goalkeeper who was playing his
final game before retiring.

The Dons, who had not been in a CCS title game since
2002, had advanced to the semifinals in each of the last two
seasons, getting eliminated by Presentation both times.
This past season, Aragon finally got through
Presentation in a five-set thriller, before sweeping past
Mountain View for the championship.
Much like the volleyball team, the Dons’ basketball
squad set the tone for their championship by making it to
the 2018 finals — the Dons’ first finals appearance since
going to back-to-back title games in 2004 and 2005. After
earning the No. 2 seed in the Division II bracket, the Dons
rolled past Woodside in a quarterfinal game before holding
off Leland in the semifinals, 58-46, and Lynbrook in the
finals, 53-48.
The Dons’ softball championship came virtually out of
the blue. The Dons had won only one game during the 2016
season and while they did hit the talent jackpot with fresh-

lead on the 11th hole and never trailed the rest of the way in a

But Aragon relied on lucky No. 7 through the first three
rounds of the Division I bracket, as the No. 3 seed posted a
7-3 win over Alvarez, followed that with a 7-4 win over
Gilroy and scored seven more times in a come-from-behind,
7-5 win over San Mateo in the semifinals.
The Dons didn’t quite reach the seven-run mark in the
finals against Watsonville, but six runs was enough in a 6-
1 championship victory.
“It’s funny how things work,” Sell said. “Sometimes you
just get lucky. Sometimes it’s just serendipity. Sometimes
[stuff] just falls your way.”
More so than the athletic reputation winning CCS cham-
pionships brings to the school, Sell is more excited about
seeing the empowerment of female athletes. His daughter,
Maria Sell, is a standout water polo player and the reigning
Girls’ Water Polo Player of the Year.
Years before his daughter was born, however, Sell attend-
ed a talk by Donna Lopiano of the Women’s Sports
Foundation, who is a member of 13 halls of fame, including
the National Sports Hall of Fame and National Softball Hall
of Fame. Sell was working toward his masters in athletic
administration at St. Mary’s College in the mid-1990s and
that speech stuck with him as he continues to champion
female athletics.
“ [Lopiano] gave a talk about the importance of athletics
for women. … That just resonated with me. I haven’t for-
gotten,” Sell said. “When you read about all the stuff kids
are going through … for a group of girls to walk around
campus with their shoulders back and be as proud as they
can be, that’s huge. The more kids who can feel self-empow-
ered, we’re better off.”
“The first goal was to make match play,”
Salinda said. “Once we made match play, I
thought we could win it. It’s pretty cool. It
means a lot to end our careers like that.
This is the best way to end our four years
here.”
It was Chervony who gave Texas a
chance. He won in 19 holes in the decisive
match Tuesday evening to beat Oklahoma
Isaiah Salinda State, which had the No. 1 seed by leading
72 holes of stroke play by 31 shots.
In the quarterfinals, Texas won the last match on the 18th
hole to beat Oklahoma.
“We were ready to play today,” Texas coach Jon Fields said.
“We just got beat by a really good golf team. That’s all there is
to it. It will fire us up for next year.”
Stanford last won the NCAA title in 2007, two years before
the format switched to match play.

Man accused of flying drone
at 49ers, Raiders games charged
SAN FRANCISCO — A man accused of using a drone to
drop anti-media leaflets on crowds at two NFL games in the
San Francisco Bay Area was charged with violating nation-
al defense airspace regulations, federal authorities said
Wednesday.
Tracy Michael Mapes, 56, of North Highlands was
charged May 14, the U.S. Department of Transportation’s
Office of Inspector General said in a statement.
He could face up to a year in prison and a $100,000 fine if

baseball fizzled out on the Peninsula a couple years ago.
Bel-Mateo Babe Ruth is trying to bring American
Legion back into the spotlight — for one day at least.
Bel-Mateo will be hosting several American Legion
luminaries Saturday, June 8, at the Belmont Sports
Complex to help the American Legion celebrate its 100th
anniversary.
“American Legion always had a deep appreciation for

them. We want to give back to the community.”
Not only will the commanders of Post 82 in San Mateo

emony, the district commander will participate, along with

four Purple Heart recipients. The grand marshal of the
event is an American Legion “centurion” — a member who
is 100 years old.

Palo Alto and Woodside high schools, a press release from
the school said.
He is currently a physical education teacher at La Entrada

Warriors will use variety to defend Kawhi WARRIORS

TORONTO — Draymond Green believes he’s the best
defensive player in basketball. Klay Thompson sought
inclusion on the NBA’s all-defensive team for years. Andre
Iguodala, even at 35 years old, can still neutralize just about
any opponent.
Golden State has some big-time defend-
ers, without question.
And they all respect Kawhi Leonard’s
offensive game.
They will probably all get a turn at
guarding Toronto’s best player at some
point during the NBA Finals, whether the
assignment is by design or just sort of
happens organically when defenders get
Kawhi Leonard switched during a Raptors possession.
When the title series starts on Thursday
night, the biggest key for the Warriors will likely be slowing
down Leonard — the dominant player so far in this postsea-
son.
“He’s been playing amazing this whole playoff run and
really all season,” Warriors star Stephen Curry said. “He’s
always at his own pace, and never seems to get rushed or be
in a hurry. He’s obviously physically gifted and strong. He
can get to his spots, but he’s become a really good shooter.
Off the dribble, getting to a spot, rising up. ... But we have
some capable — beyond capable — defenders to guard him.”
Those capabilities will be tested.
The only thing that has slowed Leonard in these playoffs
was the flu, which he was dealing with when he shot 5 for 19
in Game 3 against Orlando. Not even a leg injury has been
able to derail Leonard. He’s averaged 31.2 points in the play-
offs, along with 8.8 rebounds and 3.8 assists while shooting
51 percent.
Leonard hasn’t faced Green since May 14, 2017 — Game 1
of the Western Conference finals that year between the
Warriors and San Antonio, the game where the Spurs were up
big and Leonard had 26 points in the third quarter and was
generally unguardable. And then Zaza Pachulia closed out on
him, got his foot under Leonard’s on a jumper, creating an
awkward landing that knocked Leonard out for the rest of that
series.
It’ll be a different approach on Thursday night.
“I would say they’re going to probably do something sim-
ilar to what we’re going to do,” Raptors coach Nick Nurse
said. “There are a lot of bodies that can guard a lot of different
people. I think you are going to see a lot of different people.”

ury of starting the series at home for the first time. They
also won’t have Kevin Durant for at least one more game,
though none of that rattles a team that has played in 22
finals games in the last four years.
“We have been here before,” Curry said. “We understand
the hoopla and the pandemonium around the finals and how
different things are when it comes to just the schedule and
the vibe. So we have seen a lot and we’ll be ready for it.”
The Raptors are new to this stage, but their players aren’t.
Kawhi Leonard was MVP of the 2014 NBA Finals, when he
and Danny Green won a title with San Antonio. Serge Ibaka
made it to the finals with Oklahoma City in 2012, and even
players such as Kyle Lowry and Marc Gasol have played in
Olympic finals.
“It’s just the same basketball game,” Leonard said. “It’s 5-
on-5. It’s still two hoops. So you just go out there and play
hard and live with the results.”
The Raptors had already moved away from their purple
uniforms with the red dinosaur, and their reputation as a
loser is extinct, too. They have won 50 games in four
straight seasons and have the best record in the East over
the last seven, but couldn’t get over the hump until this
year, thanks largely to the acquisition of Leonard last sum-
mer.
He hit the winning shot in Game 7 of the second round and
then led Toronto’s charge back from a 2-0 deficit against
Milwaukee in the conference finals to win four straight
against the team with the NBA’s best record.
They made history just by bringing the finals to Canada
and the doorstep of their rowdy fans in Jurassic Park . But
Lowry has more in mind.
“For me it’s all about winning, and when you get to the
point where you make it to the NBA Finals, you won but you
still got more to do,” he said. “So getting here doesn’t do
anything but getting here. We still want to try to win this.”

but questioned whether the circumstances
were severe enough to push Kemp out the
door.
“She had a vision for our district and want-
ed to take it higher and wanted to meet the
needs of all our students,” she said. “I just
think it’s the opportunity of a lifetime.”
Board Vice President Andrew Mason too
said he believes the lure of a new challenge
was the primary reason Kemp left for Santa
Clara.

For her part, Kemp acknowledged board
relationships contributed to her decision.
“Superintendents leave for a variety of
reasons, and one of those reasons is that
there is a high-functioning or well-run gov-
ernance team and that is important for a dis-
trict,” she said.
Regardless of the exact motivation,
Kemp’s resignation marks the second con-
secutive superintendent to depart from the
district after two years following a similar
decision by her predecessor Cheryl Olson.
Sanchez drew parallels between the two
departures, describing Kemp’s decision as a
case of déjà vu for the district.
Officials acknowledged the timing of
Kemp’s decision is particularly challeng-
ing, as it comes shortly after board mem-
bers adopted her vision to reconfigure the
district and transition away from a neigh-
borhood school system.
Central to her proposal was shuttering
elementary schools with dwindling enroll-
ment to raise revenue for establishing larg-
er, centralized campuses which can accom-
modate more students.
As part of the effort, officials agreed to
close and sell El Crystal Elementary School
for $13.5 million, which was combined
with the $79 million generated by a recent
bond measure passed by voters, to pay for
new school facilities.
Looking ahead, officials are still weigh-
ing the future of Rollingwood Elementary
School and the former Engvall Elementary
School campus as further opportunities to
potentially sell for more money.
The author of the vision to reconfigure
the school district said she still believes in
her approach, and that remaining adminis-
trators are capable of executing it effective-
ly.
“I wish that I could have seen the projects
through, but I’m leaving a team here that is
able to carry out the work,” Kemp said.
But Blanco suggested officials should
push pause on pursuing next steps in
Kemp’s proposed overhaul.
“I think what we need to do is hold off on
any of those plans right now until we actu-
ally hire the next superintendent,” said
Blanco.
Others disagree though, claiming the
reconfiguration effort is necessary and in
alignment with the community’s wishes, as
indicated by the support for the bond meas-
ure.
“It would be foolish to abandon some-
thing and not see it to fruition because it
was well thought out,” said Sanchez.
Chavez agreed, claiming it was likely
inevitable the district would need to close
campuses and reconsider its direction in an
effort to avoid the limitations which have
long plagued the budget.

“I do believe the district should continue
with that vision,” she said.
Meanwhile, Mason took a more balanced
approach, suggesting the district move
ahead with rebuilding antiquated campuses
while closely examining the value of
remaining properties.
Martinez believed the district is headed in
the right direction with its facilities over-
haul, and said he hoped Kemp’s successor
would be able to proceed down the same
path.
“It has helped us to identify a blueprint
going forward that even the qualities of a
new leader should be able to enhance with
their own contribution,” he said.
Yet despite his measured optimism look-
ing ahead, Martinez said he was a little sur-
prised and frustrated by Kemp’s decision.
“I’m only disappointed to the extent that
with the qualities that she has brought to
the district, I wish we had more days ahead
of us,” he said.
Blanco held a different perspective
though.
“I’m happy to see her go, and I wish her
the best,” she said.
Sanchez, meanwhile, reserved most of his
frustration regarding the situation for his
colleague on the board.
“Jennifer Blanco needs to resign,” he
said, suggesting she is the primary source
of the board’s dysfunction.
For her part, Blanco said Martinez and
Chavez are to blame.
“Kevin and Henry are not good for the dis-
trict,” she said.
Acknowledging the clashing personali-
ties, Sanchez said he is hopeful the commu-
nity can unify and select a new superintend-
ent who will usher in a new era of quality
education in San Bruno. And he expressed
optimism such an outcome is possible, so
long as adults are willing to put aside their
differences for the benefit of students.
“Because there are a lot more people who
care than those who sling mud,” he said.

that Mueller should have reached a

never considered indicting Trump

hibits the prosecution of a sitting

“Charging the president with a crime
was therefore not an option we could

such an action would be unconstitu-

Mueller did not use the word
‘impeachment,” but said it was the job
of Congress — not the criminal justice
system — to hold the president
accountable for any wrongdoing.
The special counsel’s statement

Anticipated Project Requirements

State Labor Code and the District’s Labor Compliance Program requirements, which include be-
ing registered as a public works contractor with the Department of Industrial Relations. For ques-

include a redesign of the Holly Street and
Highway 101 interchange and ongoing
repairs to the city’s sewer system — two
additional staff members for the city’s
Public Works Department were recommend-
ed by staff. In response to priorities the
City Council pegged earlier this year, dedi-
cating $800,000 toward a strategic plan for
the city’s downtown and $750,000 to an
effort to study ways San Carlos can incen-
tivize housing was also recommended by
staff.
Among the priorities councilmembers
considered for future funding were several
projects related to large, mixed-use develop-
ments taking shape in the city, such as the
202-apartment, eight-building San Carlos
Transit Village nearing completion at the
San Carlos Caltrain station and the 109-unit
Wheeler Plaza taking shape downtown.
Mayor Mark Olbert wondered when an
effort to improve Laureola Park at 503 Old
County Road might begin to take shape,
noting funds had been pegged for the park

just south of Holly Street as a way of
improving the neighborhood where more
than 200 new residences would be built as
part of the Transit Village project. With new
residents soon to move into the develop-
ment, Olbert asked why none of the
$600,000 available for the project through
park in-lieu fees paid by Prometheus, the
Transit Village’s developer, have been
spent. He added it might make sense for the
park improvements to coincide with new
residents’ arrival to the neighborhood.
Olbert also wondered how a $83,000 fund
pegged for improvements in the Greater
East San Carlos neighborhood fit in with a
commitment from Prometheus to plant trees
there and on the berm on which the Caltrain
tracks stand. Community Development
Director Al Savay said the developer was
required to plant 70 trees on the berm and
contribute $1,500 to the neighborhood’s
improvement fund for every tree the devel-
oper wasn’t able to plant, acknowledging a
project to electrify Caltrain has taken shape
since the project was approved in 2013.
Savay added a neighborhood meeting held
in recent weeks has helped shape a plan for
planting trees on the Caltrain berm and dis-
cussions of where else trees should be plant-
ed would follow in subsequent community
meetings. Olbert urged city staff to continue
monitoring the obligations developers
agreed to when their projects were approved
to ensure that planned improvements take
shape, adding a plan to install cameras at a
public parking garage that opened last year
at Wheeler Plaza is something for which the
developer should have paid.
“We’re giving them another way to fulfill
their obligation and I don’t personally want
to cut them any more slack on that,” he said,
according to a video of the meeting.
A recommendation to dedicate some
$200,000 to help establish a community
foundation in San Carlos sparked a discus-
sion among councilmembers about whether
funds to cover its startup costs should be
appropriated when the city reviews a budget
proposal in the coming weeks or later this
year when organizers have had more time to
conduct community outreach.
Former mayor Cameron Johnson, whose
last term on the council ended in January,
has with a 15-person steering committee
spearheaded an effort to form a fund support-
ing local nonprofits and initiatives since
the council opted to commit $2 million of a
$6 million settlement the city reached with
PG&E in 2017. Though councilmembers
largely supported the committee’s efforts,
some felt they should hold off on dedicating
funds to the organization’s startup market-

ing and fundraising costs until the commit-
tee has had more time to coordinate with
other nonprofits and community organiza-
tions. Councilwoman Laura Parmer-Lohan
recused herself from discussions of the com-
munity fund.
Councilwoman Sara McDowell said she
supported the formation of the community
fund, but hoped to see a more detailed budg-
et outlining how the startup funds would be
used as well as more community outreach
done before dedicating $200,000 to it.
“I think it’s a great thing for our commu-
nity, I want to set it up to be successful,” she
said. “I think that there’s just a significant
amount of work that needs to be done.”
Parmer-Lohan said she felt the budget rep-
resented the San Carlos community’s prior-
