Human Resource Information System for Civil Service Commission Regional


Office V

Introduction

In the past century, most works were done manually. A world without
cellphones, personal computers and television, man tried many ways to make work
easier. Technological advancements is one of the important source of a changing
world. However, these advancements are often taken for granted. Technology is
a powerful tool for advance approaches in learning and collaborations. Automation
of work are becoming in demand to companies, agencies and government units.
Information Technology involves the development and maintenance with the use
of computer system. With the advancement of technology, work becomes efficient
and helpful for the people who encounter difficulties in their day-to day life.

The Civil Service Commission Regional Office V is a government agency


that is constituted to regulate the employment and working conditions of civil
servants, oversee hiring and promotions, and promote the values of the
public service. The agency prescribe all forms for Civil Service examinations,
appointment, reports and such other forms as may be required by law, rules and
regulations. In addition, the agency formulate policies and regulations for the
administration, maintenance and implementation of position classification and
compensation and set standards for the establishment, allocation and reallocation
of pay scales, classes and positions.

At present, applying for a leave, recording of daily time record, and updating
of employee status are manually done through forms and papers. The agency
needs to have its own database of employees where it stores their information.
The agency suggested of having a survey that will determine the training needs
that the employees can attend to. Having an online recruitment will be also efficient
for the job application.

With such findings, the researchers believed that developing a system can
automate the agency’s transactions for a faster and efficient service to its
employees.

The proposed Human Resource Information System for Civil Service


Commission Regional Office V will provide employees’ record, automated daily
time record and leave request. In addition, there will be an Online Survey “Learning
Needs Analysis” that determines the training needs that the employees can attend
to. And an Online Recruitment that facilitates the applicant to their specific position.

Objectives of the Project

This subsection states overall goal that must be achieved to answer the
problem.

The main objective of the project is to assist Civil Service Commission


Regional Office V in the Human Resource Information, Online Survey “Learning
Needs Analysis”, and Online Recruitment of their employees. Specifically it
attempted to answer the following objectives:

1. To design and develop Human Resource Information System for Civil


Service Commission Regional Office V which will be capable of:

a. provide a Human Resource Information System that display the


records of the employees, automated daily time record and leave
request;
b. provide an Online Survey “Learning Needs Analysis” that
determines the training needs of the employees;
c. provide an Online Recruitment that facilitates the applicant to their
specific position;

2. To measure and assess the level of conformity of the developed software


with regards to the ISO 9126-1 standards?
a. Functionality
b. Usability
c. Portability

3. To design an implementation strategy and plan for the Human Resource


Information System for Civil Service Commission Regional Office V

Scope of the System

This study is conducted to develop a Human Resource Information System


for Civil Service Commission Regional Office V. The system can be access by
viewing the employee’s records. The Human Resource Specialist have a privilege
of updating and adding the experiences, eligibilities and trainings of employees.
The Human Resource Specialist also add trainings that can be attended by the
employees. The daily time record which is generated by biometrics will be viewed
in the system which should be eight hours per employee that will be computed in
the system. The employee information appointment or ‘plantilya’ are fixed with fifty-
two positions. In the system, when filing for leave request the employee should file
the requirements five days before the date of leave for the Human Resource
Specialist to review and accept the request.

In addition, a study is conducted to develop an Online Survey “Learning


Needs Analysis” for Civil Service Commission Regional Office V. The system will
conduct a survey that will be answered by the employee and determine the
trainings that they can attend to. The survey will also know the competency that
the employee have or doesn’t have. The system will also display the statistics and
graphs that took the survey and their answers.
Lastly, a study is conducted to develop an Online Recruitment for Civil
Service Commission Regional Office V. Publication vacancy can be posted in the
system with its due date for the applicants. The applicants can submit their
application in the system where they can input their information. The Human
Resource Specialist review their application if it meets the criteria which is the
bachelor’s degree, experience, training and eligibility for it to be qualified. The
system also display the schedule of interview.
