AFFIDAVIT

I, Ramon C. Casiple, Filipino Citizen, of Legal age, Single and a resident of 5 Mt.
Fairweather St.., Filinvest I, Quezon City after having been duly sworn in accordance with Law,
hereby depose and say:

1. That the office of the Institute for Political and Electoral Reform (IPER), hereafter
reffered to as Institute, received on August 30, 2014, through LBS, the decision of the
Hon.___. Office of the Labor Arbiter, of the National Labor Relations Commissions
(NLRC) on Case No. ___.

2. That decision dismissed the case without merit.

3. That the decision directed the complainants, Mr. Edsil Bacalso and Ms. Racheltn
Hupping, to be reinstated in their work in the Institute within 10 calendar days upon
receipt of the decision.

4. That the president of the Institute, Mr. Noel Medina, upon receipt of the news, signed an
order dated August 1, 2014 addressed to Mr. Bacalso and Ms. Hupping to report to work
on Monday, August 11, 2014.

5. That, on Monday, August 11, 2014, Mr. Bacalso and Ms. Hupping did report to the
undersigned as Executive Director of the Institute.

6. That, on the same Monday, August 11, 2014, in pursuance with the decision of the Labor
Arbiter and the instruction of IPER President Medina, I informed Mr. Bacalso and Ms.
Hupping of their reinstatement and to report for work starting, August 12, 2014.

7. That, in pursuance with the decision of the Labor Arbiter, they would receive their former
salaries, subject to regular office policies.

8. Thet, in the meantime, since their former duties were already being assumed by other
personnel, I informed them that there is no work that presently can be assigned to them,
and that they would have to wait for work assignment.

9. That, Mr. Bacalso failed to report for work on Tuesday August 12, 2014, the first day of
this reinstatement.

10. That, Ms. Hupping arrived at 8:30am on August 12, 2014, signed her DTR, took pictures
of the premises of the Institute, and then left at 12:00nn without permission and failed to
come back.
11. That, both Mr. Bacalso and Ms. Hupping arrived late at the same time at 10:10am,
Wednesday, August 13, 2014, signed their respective DTRs, took some more pistures
inside the office, and left at 12:00nn without permission and failed to come back.

12. That, Ms Hupping arrived late at 10:10am, Thursday, August 14, 2014 and left the office
without permission at 2:15pm and failed to come back.

13. That, Mr. Bacalso arrived late at 10:25am Thursday, August 14, 2014 and left the office
without permission at 1:00pm and failed to come back.

14. That, both Mr. Bacalso and Ms. Hupping failed to report for work on Friday, August 15,
2014 until 2:00pm, when the office was closed.

15. That both Mr. Bacalso and Ms. Hupping bu their respective behaviour, flaunted regular
office regulation, and absent themselves without leave.
