CHAPTER ONE

1.0 INTRODUCTION

The student Industrial working experience scheme (SIWES) is a program designed by the federal

government of Nigeria through the industrial trust Fund (ITF) in recognition of the decree No. 47

of 1971 for students in the higher institution of learning. The scheme is established to bridge the

gap between theories and the knowledge acquired by students in institution of higher learning

and designed to give a practical knowledge of their various disciplines to the students. No society

can achieve meaningful progress without encouraging its youth to acquire necessary practical

skills. Such skills enable them to harness available resources to meet the needs of society. It is

against this background that SIWES, otherwise referred to as Industrial training (IT), is

introduces in Nigeria tertiary institutions.

This work experience programme gives student the opportunity to be part of an actual work

situation outside the classroom. SIWES is a cooperative industrial internship programme that

involves institutions of higher learning, industries and the federal government of Nigeria,

industrial training fund (ITF), Nigerian universities commission (NUC) and NBTE/NCCE in

Nigeria. This programme is also required in partial fulfilment of the Award of National Diploma

in Estate management and valuation.

1.1 SCOPE OF SIWES

The student industrial working experience scheme (SIWES) as conducted by the industrial

training fund (ITF) and its representative in estate management of the polytechnic of Ibadan

spans through a period of four months. During this period, the student is expected to have been

attached to an organization in relation to his/her field of study, record the daily activities carried

in the organization into a log book supplied by the ITF and proper signing of the log book. At the
end of the programme, the student will be required to wirte and submit a comprehensive report

on whatsapp been learnt to the ITF and it's representative in the institution.

1.2 AIMS AND OBJECTIVES OF SIWES

Siwes is a programme that bridges the gap between the level of knowledge acquired in tertiary

institutions and the practical application of such knowledge in the field work.

• To provide an avenue for student in institution of higher learning to acquire industrial skills and

experience related to the course of their study.

• To expose the students to prevailing industrial culture in oder to prepare them for the work

situations they are to meet after graduation.

• To expose students to work method and techniques in handling equipment and machineries that

they may not be in contact within educational institutions.

• To make transitions from school to the "world of work" easier and enhance students contacts

for later job placements.

• To provide students an opportunity to apply their knowledge in real work situation thereby

bridging the gap between classroom work and actual practice.

• To enlist and strengthen employers involvement in the entire educational process for preparing

students for employing industry.

1.3 ORGANIZATION PROFILE

Our company is mainly into Land Dealers, Insurance Risk Surveyors and offering Land

Surveying, Quantity Surveying Consultancy, Surveying. If you have any questions, do feel free

2.0 PROPERTY MANAGEMENT

This has to do with the direction and supervision o building or many property owned by the

landlord of the property. After playing the role of an estate agent, the estate manager can still

function as the manager for the property. If a property is to be managed for a client, there must

be an agreement between the two parties( The manager and the client) they will be bonded in

agreement by the power of attorney.

Valuation is the estimation of the monetary worth of a particular interest that subsist in a

property at a specific date for a specific purpose by a qualified person.

4.0 PROCEDURES FOR CERTIFICATE OF OCCUPANCY

•Applicant purchases and submits application pack to LUAC and collects acknowledgement slip.

•Applicant collects Letter of Offer

•Applicant pays for allocated Land within 60 days

•Applicant issued with Letter of Confirmation with Plot and Block Number

(Full payments must be made before Plot & Block are allocated)

•His Excellency, the Governor signs C of O and sends file to the Land

Registry for further processing

•Land Registry registers C of O and releases the C of O to the allottee

4.1 BENEFIT OF CERTIFICATE OF OCCUPANCY

•It shows ownership of land and will serve as a strong defense in case of a land dispute.

•Higher property value.

•It eliminates the problem of multiple ownership. This happens a lot because sometimes

unscrupulous land owners sell the same land to different people.

•If the government needs to acquire your land for public purposes, you will be compensated

because of your C of O.

•It can be used for obtaining loans.

•It can be used when securing mortgage.

•It a solid root of title and it makes it easy for you to sell your property.

4.2 DOCUMENTS FOR THE PROCESSING OF THE C OF O

•Formal Letter addressed to the Executive Secretary – Land Use and


Allocation Committee

•Standard Allocation Form with Receipt.

•Four Passport Photographs with white background.

•Evidence of payment of Income Tax.

•Current Development Levy (In case of company, Evidence of payment of Income Tax of Two

Directors and Development Levy).

•Survey Plan

•All payment receipts of Land Charges

4.3 REQUIREMENTS FOR DEEMED GRANT CONSENT (FORMERLY PRIVATE

CERTIFICATE OF OCCUPANCY)

•Duly completed Application Form

•Payment receipts.

•Land information certificate with payment receipt.

•2 (Two) copies of Deemed Grant Deed with cloth survey plan attached.

•Locational sketch of the subject site.

•4(Four) copies of passport photographs of applicant.

•Picture of the subject site showing date.

•Certificate of Incorporation and form showing particulars of Directors

(where applicant is a company).

•Consent fee, Stamp duty and Registration fee.

•Publication fee.

•Evidence of payment of income tax


4.4 GOVERNOR'S CONSENT

Documents to be submitted when applying for Governor’s consent are:

•Four copies of a duly executed Deed of Assignment

•Photocopy of Certified True Copies of prior deeds

•Deposits on consent fees, charting and endorsement fee

•Current three year Tax clearance certificate of the parties

•Where a corporate or working-class person is involved, he will be required to provide evidence

of his Pay as You Earn (PAYE) returns

•Evidence of payment of tenement rate or a statement in lieu of this where the property is

undeveloped. In Lagos state, it is evidence of payment of

Land Use Charges.

•Payment of Capital Gains Tax

•Receipt of payment of development levy.

The Features of Governors Consent must contain the Following:

1. The Form 1c must be signed by the purchaser and vendor that has either a Gazette or Global C

of O or in the case of an Individual that has a private C of O granted to him by the Governor.

2. Three copies of Deed of Assignment must be prepared by the Buyer's lawyer who must

include signatures of the parties to the transaction, the cost of the land/property, size of the land

description of the land, the copy of the survey attached to it and signature of witnesses to the

transaction.

3. Three Passport photographs of the assignee on white background attached to the front page of

each copy of deed.


4. The Consent will be heavily stamped from the beginning to the end and upon completion and

payment of the requisite fees, the Governor or his representatives such as the Commissioners

will sign and date the Consent and stamp it with their official Seal.

5. The land bureau after that will assign a Consent number to that document for reference

purpose for life and it’s with this Consent number, your documents will be registered and

recorded in their archives for future references.

4.5 RATIFICATION

Ratification is a process whereby illegal owners of lands in places Under Government

acquisition that are not Committed lands are given the opportunity to obtain a legal title to the

land encroached or trespassed upon from the State Government.

Documents Required for Ratification.

•A covering letter by the agent or person filing the application for regularisation must

accompany the application. This covering letter must contain the following contact details:

address, telephone numbers, mobile phone numbers and where possible an e-mail address.

•A duly completed application made on (Land Regularisation Form 1) obtainable from the Lands

Bureau. Application forms for Residential user cost =N=5,000.00, while forms for Commercial

user cost =N=10,000.00.

Alternatively, the Form can be downloaded from the Lagos State Government website. The

Form must be dated and signed by the applicant and sworn to before a magistrate or notary

public

•Four passport sized photographs of the applicant

•Land Information Certificate


•Photocopy of Purchase Receipt duly stamped

•Current Special Development Levy

•Evidence of payment of Income Tax

•Sketch Map of Site Location

•Three Original Survey Plans.

•Photocopy of Proof of Identity

•Letter of Authority (if the application is filed by a person other than the applicant)

Where building plan approval is required, the additional requirements are as follows:

• 5 Sets of Architectural Drawings

• 5 Sets of Structural Drawings

• Clearance Letter in lieu of Title Documents Sunprint Copy Of Survey Plan

•Coren Letter of Supervision

• Calculation Sheet

•Sworn Affidavit in Lieu of Tenement Rate

•EIA report if land Title to be granted is commercial (2Copies)

• Payment of processing fee for building plan approval

• Photograph of property
5.0 RECOMMENDATION

Student industrial working experience scheme is a training program set aside for students of

institutions of higher learning in Nigeria to have more knowledge about their area of

specialization and it's practice. It has been a good way to fill ones gap in one's field of Study and

widening classroom knowledge and ideas.

Furthermore, I will therefore recommend SIWES for all students which are aspiring for the

national diploma award as a means of acquiring practical knowledge in their respect of

disciplines. Also I recommend that government at all level to give more attention to SIWES so as

to increase its standard.

Also the institution should lias with industries to place their students for proper acquisition of

various skills.

Finally, I recommend that proper supervisor should be made to ensure that students are

participating in the exercise so as to acquire the basic industrial skills and experience needed to

excel in the chosen course.


5.1 CONCLUSION

It is with all gratitude to the most high God for security and strength that I bring to a close this

report of my work experience at MINISTRY OF LANDS, HOUSING AND SURVEY

Experiences abound and a lot remain unsaid but in all I believe this report will not just be seen as

an essay of activities carried out but rather as a desire of a student to make meaningful

contribution to such a virile tool for academic proficiency such as the SIWES programme.

The report may not be as accurate as it should be but I have hopefully spent worthwhile time to

painstakingly note down major details of events the firm that are vivid in my recollections. The

data that are made available in this report are not for any form of outside publication and were

acquired with the awareness of the firm with which I had my attachment. They are first-hand

information gathered by myself with the purpose of illustrating and depicting major issues I had

to involve in while on attachment.
