TERMS OF REFERENCE

Internship Title : Disaster Management Analytics Intern


Reporting to : Operations Division
Work base : Jakarta, Indonesia
Duration : 1 month to 6 months

BACKGROUND

The ASEAN Agreement on Disaster Management and Emergency Response (AADMER)


embodies ASEAN’s commitment to provide effective mechanism to provide effective
mechanisms to achieve substantial reduction on disaster losses in the region and to
collectively respond to disasters. The AHA Centre was established on 17 November 2011
and serves as the primary ASEAN regional coordinating agency on disaster management
and emergency response. To reach out to ASEAN communities concerning the AHA
Centre’s operations, the AHA Centre has been continuously generating numerous
publications and communications products to showcase its accomplishments. Significant
number of reports has also been published to ensure that the ASEAN Member States,
partners and stakeholders are well informed of AHA Centre’s activities and operations.

Guided by the AADMER, the ASEAN Vision 2025 on Disaster Management and the newly-
signed ASEAN Declaration on One ASEAN One Response, the AHA Centre envisions to
become a highly professional and trusted organisation to make ASEAN as a global leader
on disaster management by 2025. The AHA Centre has identified a growing and constant
need to produce numerous communication products on a regular basis. Therefore, it
would be important to ensure the both content and language of the communications
product would project professionalism, are of the highest standard, and are clear,
consistent, and easy to understand.

In view of the above, the AHA Centre is currently offering opportunity for outstanding and
qualified students to experience and obtain direct exposure to the organisation activities,
in which the intern will have practical experience in various aspects of real work in the
organisation. The internship opportunities in AHA centre will only be made available on
the basis when organisation needs arises.

TASKS FOR THE INTERN:

1. Research of topics (stated below) related to AHA Centre’s scope of work and as defined
by Operations Division;
a. Disaster database and science-based risk monitoring and profiling;
b. Internet-of-things (IoT) and Big Data in disaster monitoring or analysis in response
operations;
c. Geo-spatial informatics and/or Remote Sensing in disaster monitoring and
response operations;
d. Analysis of logistical requirements and response to varying nature of disasters
within ASEAN region;
e. Climate risk and Disaster risk reduction integration for Disaster monitoring and
response planning;
f. Social and political analysis on disaster governance within ASEAN region;
g. Risk transfer and re-insurance related research for ASEAN region;
h. Anthropological research and understanding of social complexities within ASEAN
region.
2. Assist in brainstorming and idea planning for current and future engagements;
3. Participate in stakeholder meetings;
4. Social networking and stakeholder engagement;
5. Daily monitoring and/or analysis of natural hazards;
6. Supporting emergency response operations in the Emergency Operations Centre

EXPECTED OUTPUTS :

Throughout the internship, they are expected to:


 Develop awareness, understanding and capacity in the disaster monitoring,
analysis, and response management within ASEAN region;
 Understand through an intensive experience the challenges in disaster
management within ASEAN region;
 Further develop and refine their skills and professional capacity for meeting tight
deadlines under pressure;
 Demonstrate the ability to critically assess, evaluate and monitor impacts of natural
hazards within ASEAN region;
 Demonstrate an understanding of professional and ethical practice
 Present on their experience and learning points at the end of their internship in the
weekly 60 minutes staff meeting;
 Submit a formal report on their set objectives or research deliverables for AHA
Centre’s knowledge management.

CRITERIAS FOR INTERN:

Candidates for the internship programme are to be selected on a competitive basis. The
following qualifications are pre-requisites for internship:
o Bachelors, Master degree or PhD student who is currently studying in a recognised
higher institution;
o Students with exceptional outstanding academic achievement and/or having good
organisational experience may be considered;
o Priority will be given to ASEAN nationals, followed by non-ASEAN nationals currently
studying in higher institutions in ASEAN, and other non-ASEAN nationals from other
prestigious higher institutions or universities;
o Interested in the field of disaster management and humanitarian assistance; and
other related field such as management, logistics, information technology (IT),
human resources, media and communications and other programmes deemed
appropriate by AHA centre.
o Ability to adapt to new environments;
o Ability to work with individuals from different cultural backgrounds;
o Advance knowledge and skills on using Microsoft office software;
o Minimum basic knowledge and skills on using software for geographic information
system (GIS), database and qualitative analysis;
o Proficiency in written and spoken in English

Interns will work under the supervision of an identified staff member at AHA centre
(responsible officer/RO)
