I. RATIONALE AND LEGAL BASIS

The DILG issued Memorandum Circular No. 2019-44 dated March 15, 2019 re: “2019 Seal
of Good Local Governnce: Pagkilala sa Katapatan at Kahusayan ng Pamahalaang Lokal”, a
progressive assessment system that gives Local Government Units distinction for their
remarkable performance across several areas.

The circular aims to continue the performance matrix under the CY 2018 SGLG through the
use of an “All-in” assessment principle, which had shown remarkable results and in the hopes
of influencing more LGU’s to embrace the drive for local good governance in pursuit of
improving and sustaining reforms in local administration and service delivery.

Therefore, to effectively pursue the mandate under the aforementioned-above circular,


The DILG conducted the 2019 Seal of Good Local Governance Regional Orientation on April
26, 2019, at the Grand Palace Hotel, Butuan City.

II. OBJECTIVE

The specific objectives of the activity are as follows:

1. To conduct 2019 SGLG Regional Orientation;


2. To conduct Regional Assessment to five (5) Provinces, six (6) Cities and sixty seven (67)
Municipalities in Caraga Region;
3. To conduct Regional Calibration after the Regional Assessment.

III. METHODOLOGY

The methodologies to employ in this series of activities are as follows:

1. The Regional Orientation will be using powerpoint presentations as aid for the
discussions. The participants may raise their ideas and/or queries during the
sessions or in the open forum.

2. Conduct of On-Site Visit,
Interview and/or Documentary review to all LGUs in Caraga Region
3. Conduct of quality check, calibration and come up with the region’s shortlisted
potential LGU-passers, and indorse the same for DILG Regional Director for
vetting and approval

 2018 Accomplishments
EMB
- GHGI started 2012 (Entity Level, EMB): 2018 For 10 LGUs in Agusan del Norte;
for 2019 target 10 ECP and LGUs

- EBA: For 2018 4 LGUs; For 2019 10 Environmentally Critical Projects (ECP),
Industries and LGUs

DSWD
- Climate change adaptation and mitigation program: Last year 20, 000
beneficiaries in the amount of P15,380,000.00 –cash for work program for 10
days; For 2019 – 48, 563 beneficiaries in the amount of P137,344,947.00
- Family & community Disaster Preparation Training: On Family disaster
preparedness in Basilisa, RTRomualdez, 50 beneficiaries last March 18-22, 2019
- CCM: Barangay Council 80 pax; Family & Community Disaster Training at
Tagbina, SDS

o DOST: Portal (on expert) – to be demonstrated during the Full Council on March 28, 2019
