• A first come, first served policy will be STRICTLY observed.
• Only the following will be accommodated:
○ The FIRST 4000 participants for the National Civil Engineering Symposium; and
○ The FIRST 900 participants for the Civil Engineering Laboratory Tour, AdvanCE, and
Civil Engineering Job Fair, altogether.
• All participants of the Civil Engineering Laboratory Tour, AdvanCE, and Civil Engineering
Job Fair MUST be participants of the National Civil Engineering Symposium.
• Walk-ins after the 4000 slots have been taken will NOT be allowed
• ○ If and only if there will be remaining slots after the regular registration period,
guidelines for walk-in registrations must be followed. (See VI. Walk-in Registration)
• Announcements regarding the Online Registration shall be posted in the National Civ-
il Engineering Summit official Facebook page (facebook.com/ncesummit) day before
the start of the registration.
• General procedure to follow:

II. ONLINE REGISTRATION PROCEDURE
It is advised that the registrants read the details per event (see Part III) first before proceeding
to the online registration. Online registration can be accessed through the National Civil Engi-
neering Summit official website: upaces.org/nces2017. The following procedures shall serve as
a guide in accomplishing the online registration.

8. Accomplish and upload REGISTRATION FORM
○ The registration form can be downloaded by clicking the download link.

○ The correct format (especially the casing), as indicated in the registration form,
must be strictly followed.
FOR INDIVIDUAL REGISTRATION:

10. Merchandise. Indicate if interested in purchasing merchandise shirts, lanyards,
and drawstring bags. For orders and inquiries, please contact Moises Sese (0956

11. Review the summary of registration and payment details that will be shown on
the page. Click the "PREVIOUS" button to edit your registration details. Once all
the details have been checked, click the "CONFIRM" button.

12. Wait for the confirmation email.
● A confirmation message will be sent through email and SMS once the registra-
tion forms are received. Another email and SMS will be sent when the registra-
tion is already secured and final.
● In case of corrections, another registration form with the COMPLETE details
must be resubmitted. The prior registration form submitted will be automati-
cally disregarded.
● All information in the online registration must be checked before submission.
Corrections will only be entertained within three (3) days after the confirma-
tion email was sent. After that, all the submitted information will be consid-
ered final.
● Names provided in the form will be the basis for the certificates.
● IMPORTANT NOTE: The event organizers shall not be responsible for misspelled
names on certificates on the event day itself.

III. REGISTRATION DETAILS PER EVENT
PACKAGES:
The available packages for the CE Laboratory Tour, AdvanCE, and CE Job Fair are
shown in Table 1. All participants of any of the packages MUST also be participants
of the National Civil Engineering Symposium.

DAY 1: National Civil Engineering Symposium

➢ PRE-EVENT:
● Two thousand (2000) slots per day will be allotted.
● Walk-in registrations will no longer be allowed if the four thousand (4000) slots
are completely filled in. Proceed to part VI. Walk-in Registration for further details.
➢ REGISTRATION PROPER:

• ● Registration will start at 6:00 AM and the program will start at 8:00 AM.
• ● Please practice punctuality. Participants who will arrive after 8:00 AM can still
go inside the venue, but will receive BLANK certificates. In case of emergency or
unexpected delays with valid reasons, please inform Nikka Torres (0917 838 6457)
beforehand.
• ● Late participants will only be allowed to enter the venue once the ongoing talk
has finished.
•
➢ EVENT REMINDERS:
• ● All Certificates of Participation for the Symposium will have names. If there will
be sudden changes in participants (e.g. a participant is replaced by another person
who
• was not registered), he/she will be given a blank certificate.
• ● Certificates will be given at the END of the event to the school’s representative.
• Unclaimed certificates will not be sent via mail, online transfer, fax, or any other
method.

➢ PRE-EVENT:
● The package preference of EACH participant must be indicated in the online regis-
tration form. Refer to Table 1.
● The three (3) events are NOT offered on the same day as the participant’s National
Civil Engineering Symposium schedule (i.e. if the participant will be attending the
Symposium on Thursday, he/she will only be allowed to attend the Friday schedule
of the other 3 events).

➢ REGISTRATION PROPER:
● There will only be one (1) registration venue for the CIvil Engineering Labo-
ratory Tour and AdvanCE, altogether. There will be no separate registration per
event.
• ● The venue for registration for the CE Laboratory Tour and AdvanCE will be at the
Institute of Civil Engineering (ICE Compound), while the Civil Engineering Job Fair
will be at the University Theater.
• ● Please bring a valid school ID for each participant. Registration will start 1 hour
before the schedule of each package. See table below for the schedule:

the University Theater for the Civil Engineering Job Fair
○ At the END of AdvanCE for Package 1 and 2, and
○ At the END of Civil Engineering Laboratory Tour for Package 3.
● Unclaimed certificates will not be sent via mail, online transfer, fax, or any other
means.

A. CIVIL ENGINEERING LABORATORY TOUR
● The schedule of the laboratory tour will be Thursday (September 14) and Friday
(September 15).
● Participants must be at the venue at least 30 minutes before their respective tour
schedule.
● For details about walk-in registration, see VI. Walk-in Registration.

● The schedule of AdvanCE will be Thursday (September 14) and Friday (September

● Participants are given the freedom to choose their preferred pair of Civil Engineer-
ing Fields. Each package has a different pair of fields. See Table 1.

C. CIVIL ENGINEERING JOB FAIR

● The Civil Engineering Job Fair is free of charge.
● Participants are highly encouraged to bring their printed resumes for internship
programs and employment. At least 10 copies are recommended.
● Stamp cards for the Job Fair are to be given out during the registration at the Civil
Engineering Lab Tour venue. Completed stamp cards will be raffled at the end of the
day for a chance to win special prizes.
● Participants who will send their resumes via email before September 14 will receive
five (5) additional raffle entries. Those who will submit their resume on Septem-
ber 14 or 15 will receive three (3) additional raffle entries.
● Schedule:
○ If the participants would like to visit the Civil Engineering Job Fair on the same
day as the National Civil Engineering Symposium, they are allowed to visit the
Civil Engineering Job Fair STRICTLY from 10:45 AM to 1:00 PM ONLY.
○ If the participants would like to visit the Civil Engineering Job Fair on the same
day as AdvanCE and the Civil Engineering Laboratory Tour, they are required to
visit the Civil Engineering Job Fair during the specified time per package as
shown in Table 1 on Page 7.

● IMPORTANT: Until a text message is received from the school representative, the reserva-
tion of slots will not be acknowledged even if the participant is already fully-paid.
● A confirmation message through SMS will be sent once the message is received and an
e-mail will be sent when the scanned copy or photo of bank deposit slip is received.
● A receipt from UP ACES will be issued during the event proper in exchange of the bank de-
posit slip. (NOTE: Only a single receipt will be issued per bank deposit slip.)
● Securing the slots:
○ Last day of payment is on the last day of the regular registration period which is
August 11, 2017, Friday.
○ Slots will only be reserved once the FULL PAYMENT of the total amount of the
registration fee has been settled. Until the school has settled their account, the slots
will be available to other participants who can settle their fees first.
● In case of cancellation of reserved slots, refunds may be issued until August 25, 2017,
Friday, ONLY. NO refunds for cancelled reservations will be permitted beyond the said
date.

VI. WALK-IN REGISTRATION

CASE 1: There are NO remaining slots after the regular registration period
Once an announcement has been made on the official National Civil Engineering Summit
Facebook page that there are NO MORE SLOTS, walk-ins will NO LONGER BE ALLOWED
and will not be entertained on the event itself.
NOTE: When there are no more slots for the National Civil Engineering Symposium, it is au-
tomatic that there are also no more slots for the Civil Engineering Laboratory Tour, AdvanCE,
and the Civil Engineering Job Fair.
CASE 2: There are still remaining slots after the regular registration period
1. Those who intend to register as walk-ins MUST send a text message expressing their
intent to register. Walk-in registrants who have not expressed their intention to register
beforehand shall NOT be accepted.
2. The text message should have the following format:
[SCHOOL NAME] / [Number of Participants] / [Full Name of Sender] / [Event to Partici-
pate in]

3. The time the text message was sent will NOT have an effect on the registration priority (i.e.,
Those who will text earlier will not have a higher priority than others). The text message
will only give the registrant/s the priority over those who did not send a text message.
4. Registration will still be on a "first come, first served" basis on the event day itself, and the
registrant/s must register from 6:00 AM to 8:00 AM only.
5. Walk-in registration for AdvanCE and Civil Engineering Laboratory Tour will ONLY be opened
if there are still available slots for their corresponding Symposium schedule after the
deadline for the regular registration
○ i.e., walk-in registration for the Thursday schedule of AdvanCE and Civil Engineering
Laboratory Tour will only be opened if there are still available slots on the Friday sched-
ule of Symposium (and vice versa)
➢ For Symposium,
○ SLOTS ARE NOT GUARANTEED.
○ After noting the region of origin, a "first come, first served" scheme will be imple-
mented.

○ A walk-in registration fee must be paid upon registration. Walk-ins will have to pay
the regular registration fee. See IV. Registration Rates.
➢ For AdvanCE and Civil Engineering Laboratory Tour,

○ SLOTS ARE NOT GUARANTEED.
○ Only participants who are registered for the "Symposium Only" package are allowed
to register as walk-ins for the Civil Engineering Laboratory Tour and AdvanCE.
○ Walk-in registrants on the day itself will be entertained until 8:00 AM only, on a first
come first served basis.
○ Upon registration, a walk-in registration fee of P160.00 must be paid.

V. WALK-IN REGISTRATION
Walk-in teams will ONLY be allowed if there are available slots on the day of the contest.
● Walk-in registrants must be at the venue by 7:00 AM to register. Please bring an official
school ID for each participant and any valid ID of the team’s coach.

VI. IMPORTANT EVENT REMINDERS

1. Registration will start at 6:00 AM and the program will start at 8:00 AM.
● Registered participants who arrive after the registration has closed will only be
allowed to join the 2nd Elimination Round of their respective rosters.
2. During registration, the participants must be accompanied by their registered coach.
● Only 1 certificate will be given to a coach/school representative, even if 2 or more
of them will be present on the day itself.
● If the participants are accompanied by a coach/school representative who was not
registered, that coach/school representative will receive a blank certificate. The
registered coach, however, will not be given a certificate anymore.
3. All registered teams must present the following:
a. Current school IDs for CE undergraduate students; and
b. Any valid ID for the coaches upon registration at the event proper.

4. Participants are STRICTLY NOT ALLOWED to bring gadgets such as cameras, tablets,

disqualified.

GUIDELINES AND MECHANICS
I. GENERAL GUIDELINES
1. The contest shall consist of three (3) Qualifying Rounds, a Semifinal Round, and a Final
Round.
2. Each round shall be composed of the Easy, Average, and Difficult divisions. Questions of
each round shall come from the major fields of civil engineering and other fields related to
the discipline. Refer to Part V for the coverage of questions per subfield.

3. Only PRC-approved scientific calculators as stipulated on the Professional Regulation Com-

mission Memorandum Circular No. 2004-06 dated March 4, 2004 (listed at http://www.prc.
gov.ph/page.aspx?id=3), such as those with matrix and root solving functions, may be used
in the contest. Programmable calculators, graphing calculators, calculators with sheet func-
tions, and pocket computers are strictly prohibited. Should contestants bring any non-al-
lowable devices, UP ACES has the right to temporarily confiscate these items. The calcula-
tors will be checked before each round by the UP ACES Academics Committee.
4. Each team shall be provided five (5) scratch papers bearing the logo of UP ACES, a board,
an eraser, and a marker before each round. These items shall be collected after each round.
Participants are prohibited to take with them any of these items.

5. The questions shall be chosen randomly. The chosen category will be specified before each
question is delivered, and the time allotted will be specified before the question statement.
Each question will be read twice before the timer starts. Teams can start answering as soon
as the question is displayed on the screen.
6. All teams must raise their boards as soon as the time allotted elapses. For questions with
allotted time greater than 10 seconds, a warning tone will be heard 10 seconds before the
time ends. The time allotted for each level of difficulty are as follows:

7. For multiple choice questions, teams must write their final answer in uppercase letters only.
Answers in lowercase letters will not be considered.
8. To ensure uniformity and accuracy, numbers shall be rounded off only on the final answer.
For simplicity, when the number to the right of the rounding digit ranges from five (5) to
nine (9), always round up the rounding digit.
9. As a general rule for computational problems, the final answer should be stated in two (2)
decimal places UNLESS specified otherwise.

In the case of degree measurements, participants must state their final answers in deci-
mal degrees by default unless specified otherwise.
10. For the values of some important constants, refer to the following table. Listed in the table
are the values to be used in computations unless other values are specified in the problem.

11. The final answer shall indicate the proper unit as specified in the problem. Moreover, the
final answer shall follow the required form of answer. (For example, if the problem requires
that the final answer must be in degrees-minutes, answers that are in decimal degrees and
degrees-minute-seconds will be considered incorrect.)
12. Any teams to give an answer without indicating the correct unit and decimal place will be
considered incorrect. Likewise, illegible and incomplete answers will be awarded no points.
13. For identification problems, answers shall be stated in complete words—spelled out and
spelled correctly. Acronyms will be considered incorrect unless otherwise specified.
14. For correct answers, points shall be awarded accordingly.

15. Answers should be erased only after all the answers have been checked and after all the
protests have been resolved. The UP ACES Academics Committee shall entertain these pro-
tests only before the next question is read, or, if it is the last question of the round, before
the end of the round. If the answer is still not agreed upon, the decision of the Board of
Judges, composed of the present faculty members of the UP College of Engineering, shall be
considered final.
16. If a question is deemed to be void by the Board of Judges, no points/merit will be awarded
for the void question. The void question will be replaced with another question.
17. The primary reference for concrete design is the National Structural Code of the Philippines
2010 (NSCP 2010). For steel design, American Institute for Steel Construction (AISC) Manual
(13th edition) shall be used.
18. Changes in the line-up are allowed 7 days before the contest proper. If there are changes
made in the line-up within 7 days prior, participants are no longer entitled to personalized
certificates. Instead, they will be given blank certificates. Contestants and alternates of one
team may not play for another team. Substitution of an original contestant by an alternate
(and vice versa) will be allowed only before any round.
19. To maintain a conducive contest environment at the NCEQ venue, the audience are ex-
pected to exhibit proper decorum and avoid making excessive or unnecessary noise. The

audience will also be asked to turn off or put to silent mode their mobile phones and other
electronic devices so as not to cause distraction during the contest. If anybody is caught
violating this, the person will be called and may be asked to leave the place especially if the
warning is not heeded.
20. Use of any type of recording cameras (i.e. camera phones, tablets, computers, and other
gadgets) will NOT be allowed inside the venue. No one is allowed to take pictures other than
the official photographers of the event. Anybody who wishes to have his/her picture taken
may approach the official photographers. Those who will be caught violating this may be
asked to leave the place as well.
21. Participants WILL NOT BE ALLOWED the use of mobile phones and other communication de-
vices. Participants are REQUIRED to surrender their mobile phones to the cell phone counter
during registration. If a participant is caught using communication devices during the con-
test proper, his/her team will be disqualified.
II. QUALIFYING ROUNDS

1. The three (3) Qualifying Rounds shall be implemented as follows:
● Qualifying Round 1: Roster A and Roster B will each go through the first Qualifying Round
separately. The top four (4) teams from each roster, having clearly demonstrated mastery
of the academic areas, will automatically qualify for the Semifinal Round.
● Qualifying Round 2: Teams from each roster that have not qualified for the Semifinal
Round will go through the second Qualifying Round, again separately. The top four (4)
teams from each roster will likewise advance to the Semifinal Round.
● Qualifying Round 3 (Wildcard Round): The remaining teams from both rosters will be com-
bined, and these teams will be represented by one (1) member. The top eight (8) teams will
have their teams advanced to the Semifinal Round.

2. There will be 12 questions allotted for both Qualifying Round 1 and Qualifying Round 2, and
15 questions for Qualifying Round 3. None of the points will be carried over from one round
to the succeeding other.
3. Should ties exist for the last qualifying slot/s of any Qualifying Round, there shall be a
Clincher Round for the teams in contention until the tie/s is/are broken. The procedures are
similar to that of the Qualifying Round (i.e. all tied contenders will raise their boards when
the allotted time runs out). The teams to claim the contested slots will be decided as follows:

● If the number of teams to answer correctly is equal to the number of viable contested
slot/s, they shall automatically claim the said slot/s.
● If the number of teams to answer correctly is less than the number of viable contested
slot/s, they shall claim the slot/s while the remaining slot/s will be vied by the remaining
teams.
● If the number of teams to answer correctly is more than the number of viable contested
slot/s, they shall move on to another clincher question while the the teams who answered
incorrectly shall be eliminated in vying for the contested slot/s.

In Qualifying Round 3 (Qualifying Teams: 8), 5 teams are tied for 7th Place. Since only 2
of the 5 tied teams will advance, there shall be Clincher Round.

IV. FINAL ROUND

1. Scores from the Semifinal Round will not be carried to the Final Round. The Final Round shall
consist of 15 questions (5 questions for each level of difficulty) arranged in random order.
2. The Final Round will utilize a timer-buzzer device. The contestants shall be briefed on the
mechanics before the round starts.
3. Teams will be given 60 seconds to buzz their answers, regardless of difficulty. Each question
will be read twice before the 60-second timer starts. Teams may already press their buzzers
as soon as the question is displayed on the screen. The team who successfully buzzed will
be given the chance to raise their answer and will be given 5 seconds to do so. This will not
be deducted from the allotted 60 seconds time limit (i.e. the main timer will be paused after
a team has buzzed).
4. If the team’s answer is incorrect, the remaining teams may only press their buzzers after the
quizmaster announces that the previous answer was wrong. There is no limit on the number
of steals, however each team can only buzz their answers once per question.
5. At the end of the Final Round, the team with the highest score will be declared as the Cham-
pion, while the teams with the second and third highest score will be declared as the First
Runner-up and Second Runner-up, respectively.
6. In case of a tie, the clincher round mechanics from the Qualifying Rounds and Semifinal
Round will no longer apply. Instead, the first one to buzz the correct answer will take the
contested place. This will continue until all places have been taken.
