1. What were the factors that contributed to COMELEC’s satisfactory or unsatisfactory performance
during the BSKE?
Answer:
Factors that affect the satisfactory performance:
a. Early delivery of Election Paraphernalia;
b. Setting-up of Comelec Hotline;
c. Voters Education campaign via all sources of available means (i.e. TV, radio, social
media);
d. Proper coordination with all the stakeholders (Teachers, PNP and Comelec main
office)
2. Cite the top/most 3 difficult challenges that your office faced in the BSKE elections. How did you
cope or address these top challenges.
A. Persons who have no names in the PCVL and/or EDCVL. Solution-prior to election, we
posted the names of persons whose names are already deleted in the PCVL and/or
EDCVL. During Election Day, we posted in each polling precincts our contact number to
immediately answer any query.
B. Lack of budget for the conduct of seminar. Solution- We get money from our own pocket.
C. Documentary requirements for issuance of cash cards. Solution- We require teachers to
fill out the documents for them not to waste time coming in our office from time to time.
We are the one who deliver the documents to them instead them coming in our office.
3. Cite specific good practices/innovations that were successful in your area that may be used by
other offices in future elections.
a. Setting up our own local comelec guidelines to address concerns of persons immediately.
We even bought cellular phones for that purpose.
4. What were peace and order challenges faced in your area of jurisdiction? How were they
addressed?
a. Yes. There were reports that after the counting of votes by precinct level, losing
candidates try to harass the teachers. This was addressed immediately due to
instantaneous response from PNP and consistent monitoring in every polling place via
constant phone call to our DESO and DESO Support Staff.

5. What are your recommendations to improve COMELEC’s performance in the 2019 elections?

There should be more adequate training materials for the poll workers and allocated
time for prepration during Election Day.

how can the command center improve on its functions?
Somehow yes.
