Assembly Bill 5

This Bill does not add additional costs to the state that is not currently being done. In other

words, it does not create or take away any expenses from the schools to require that bullying is

now part of keeping the school environment safe and respectful. This bill requires Nevada public

schools to keep the education environment safe and respectful for all students, which requires

teachers to look out for signs of bullying and show knowledge to the classrooms that bullying is

unacceptable in any environment. In the fiscal years from 2008- 2011 this bill did not inquire any

expenses or revenue for Nevada public schools. This act had been put into effect on January 26,

2009.

Nevada Revised Statutes: Chapter 385

State Administrative Organization

This Chapter shows the organization of the school board as to how they are appointed their

positions. This chapter also states the creation of the school board and the department of

education to insure the student’s success. The inclusion of more this chapter brings the schools to

have order within the structure and to revise plans and meetings to fulfill the requirements that

are given. The schools must give 5-year strategic plans to help improve the students learning,

this is done by setting goals and have yearly revisions to these goals. Lastly the chapter gives the

duties and qualifications of the superintendent, and the advisory council for family engagement.

DEPARTMENT OF EDUCATION

This is the creations of the Department of Education and explains that the Superintendent of

Public Instruction is the head of the Department followed by the State Board of Education. The

Attorney General is required to give an opinion to the State Board that is sent to the

Superintendent regarding the duties of the Department.

STATE BOARD OF EDUCATION

The officers, president and secretary are voted upon by the members of the department. The

State board shall hold a minimum of nine meetings within a year. Each of the members of the

State Board who attend the meetings will be compensated for their time. In the meetings, the

State Board at any time can gain more regulations. The State Board can receive gifts of money,

but are required to document all gifts to the State Treasury. The Higher Education Student Loan

Program is established to help Nevada residents further their higher education. The State Board

is also in charge of planning the improvement of pupils. This is based on the annual plans that

are submitted by the schools. The Schools can then revise and edit their plans to set goals for the

pupils and are required to make 5-year strategic plans. These plans focus on improving the

literacy skills, development of the English Language, integrate technology, and manage the

discipline of the students. The schools are recommended to turn in the plans for the students as

well as goals to improve the learning environment of the students.

SUPERINTENDENT OF PUBLIC EDUCATION

The Superintendent is appointed by the Governor of the State and is the educational leader for

the public education systems of grades K-12. The Superintendent or a staff member is required to

visit the schools and observe the conduct, speak with the school’s officers and educators about

the school’s administration, school methods, and school law. An annual report must be provided

to the State about the accountability of the State Board and the status of the grades K-12. The

annual report will speak about the schools are exceeding expectations and the schools are a

failing. The report should include the pupils that are at risk, have disabilities, who are English

learners, and migrator children. At the end of the Superintendent’s term they will deliver all

property to their successor.

DEPUTY SUPERINTENDENTS, PROFESSIONAL STAFF AND OTHER PERSONNEL

The Deputy Superintendent is appointed by the Superintendent and can perform any task that the

Superintendent of Public Instructions requires in the absence of the Superintendent. Other

professional staff that is not appointed by the Superintendent will be fixed by the Division of the

Human Resource Management of the Department of Administration. A Coordinator can also be

appointed by the Superintendent to manage the Public Libraries and Related Technical Systems.

ADVISORY COUNCIL FOR FAMILY ENGAGEMENT; OFFICE OF PARENTAL

INVOLVEMENT AND FAMILY ENGAGEMENT

The Advisory Council is made up of 11 members. In the Council, the duties of the members are

to review the parent’s involvement, effectiveness of the policies provided, and to provide

effective practices that may increase the parental involvement within the schools. The Council

focuses on engaging the with parents to ensure that the pupils are getting the help they need from

home and from the school. Outreach programs are set into place for the parents to attend to

create more involvement. On February 1st of each year the Council must submit a report

explaining their activities and recommendations they must the legislation.

NEVADA ADVISORY COMMISSION ON MENTORING

The Nevada Advisory Commission on Mentoring is created and consists of thirteen members.

The purpose of this commission is to aid in the mentoring program on issue of education, health,

criminal justice, and employment. In the guidelines, there is call for the screening of applicants

that are trying to enter into the mentorship program, as well as creating a financial plan to make

sure that the mentorship is sustainable. The Commission looks after the program and its advisors

to give the applicants the best quality of a mentorship.

To Whom it May Concern,

I am a student at the College of Southern Nevada and I am studying in hopes of becoming a

teacher. I have read you stances on education and I think that it is very smart to give parents a

bigger say in how the children should be educated. In light of you not trying to keep our taxes

low, I was wondering how are you planning on have more adequate funding for our schools.

Since tax payer dollars do go towards our public school system, wouldn’t increasing taxes make

easier to pay for more classroom advances.

On your Assembly Bill 43 in 2017 that you voted against wouldn’t it be easier to find more

funding towards our school system. On your website it does not speak in depth on your stand

point on education. I think that we should have more funding for our special educational

classrooms. Many of the classrooms struggle with having adequate technology for students with

disabilities. Students with IEP’s also struggle inside the classroom and I think with more funding

we should decrease the number of students per class and increase the teachers to be hired. This

would help give more one-on-one teaching to the student’s that have IEP’s or who simply

struggle to grasp a concept.

One large problem that I find happens a lot within the schools is that teachers and staff are

always getting laid off and then the districts are always looking for new hires. The schools are

always struggling to find people to hire. Instead I think we should stop laying so many teachers

off and keep increasing the support staff to better assist these teachers. By keeping on more

teachers we can insure that the students are getting the best application possible.
