You are hereby directed to report for duty on May 3, 2019, 8:00 AM until 5:00 PM. at the CAPSU
Central office Board Room in connection with the review of the propose MOA between the
university and the University of Mercu Buana Yogyakarte, Indonesia.
Attention:
Sir:
Herewith, we are sending to your office the Certificate of Enrolment and the GWA of the
Tulong Dunong Grantees of the Main Campus and the Dayao Satellite College. These two
documents are needed for the release of the financial assistance of the Tulong Dunong Grantees
of the two campuses for the 1st semester of AY 2018-2019.
Furthermore we would like to request for the list of the 772 Tulong Dunong Grantees through
the effort of Congressman Fredenil H. Castro. The list will help us determine who among the
list have already graduated or dropped and then we can come up with a new listing of the
Tulong Dunong Grantees through Cong. Castro.
GOD Bless, more power and thank you for your usual support and assistance.

Sir:
Greetings from the faculty, staff and students of Capiz State University!
Globalization is becoming an increasingly important metric for the survival and prosperity of
every nations and corporations; hence preparing our students to be globally competitive is a
necessity.
The purpose of reaching out to you is to inquire on the SUC- ACAP Inc. Student Development
Program particularly on sending agriculture students for internship to Israel.
We are aware that SUC-ACAP Inc. has a tie up with some institutions in Israel where
agriculture students could probably have their internship. In this connection, I would like to
request that Capiz State University be included in the list of recipient schools to avail of your
Internship Program.
Thank you and may this request merit your kind consideration and approval.
Sir:
Greetings from the faculty, staff and students of Capiz State University.
Capiz State University is an academic institution whose general mandate is to provide advanced
instruction and professional training in agriculture, fishery and forestry, science and technology, arts and
humanities, education and other related fields. It also undertakes research, extension services and
production activities, and provide progressive leadership in its areas of specialization.
CAPSU envisions the university to be the Center of Academic Excellence in Region VI in particular and
in the country or even globally in general. One of the strategies crafted to realize the vision is faculty
and staff development that is sending teaching and non-teaching personnel to national and international
meetings, fora, symposia, trainings and conferences to further their knowledge in their respective fields.
Office of the University President
However, the strategy of sending faculty and staff especially abroad entails so much monetary
requirements that the university could not afford.
In the past Capiz State University formerly known as Panay State Polytechnic College had been a
recipient of JICA’s Training Program Grants. The knowledge learned by the former JICA trainees in
their training in Japan benefited so much the university in terms of its Instruction, Research, Extension
and Production function.
As of today and with the rapid change in technology the training of the university’s human resources is
wanting to keep abreast with the changing trends.
With the above mentioned contention we humbly ask for your benevolence to consider Capiz State
University faculty and staff to be in your list of recipient grantees.
Thank you and may this request merit your kind consideration and approval.

Sir:
Capiz State University is the only State University in the Province of Capiz. It has three(3)
campuses and six(6) Satellite Colleges strategically located in the different municipalities of
the province. Among the campuses and satellite Colleges, eight (8) are situated in the
barangays which some are far flung from the city. One of the services that we provide to our
students is health and wellness. There are doctors and or nurses assigned in the different
campuses/satellite colleges to look into the health aspects of the students. However, in cases
of emergency we do not have an ambulance who can transport patients to the nearest
hospital. Furthermore, the university does not only cater to the health needs of the students,
faculty and staff, but the surrounding community as well. In fact some of the school
physicians report to the Barangay Health Center once or twice a week.
Moreover, CAPSU has been awarded for two(2) consecutive years as 1st in the Regional and
3rd in the National Gawad Kalasag(Kalamidad at Sakuna Labanan Sariling Galing ang
Kaligtasan), a search for excellence in Disaster Risk Reduction Management(DRRM) and
humanitarian assistance. Gawad Kalasag, organized by NDRRMC is the country’s premier
annual award for outstanding contribution to DRRM. During the evaluation process, the only
drawback which prevent us to garner 1st place in the National Gawad Kalasag is the presence
of an ambulance. According to the evaluator the existence of an ambulance which we do not
have would greatly help us in cases of emergency. But, purchasing of an ambulance is not
feasible in the current financial situation of the University.
With the above mentioned contention we humbly ask for your benevolence to consider Capiz
State University to be in your list of ambulance donation beneficiary.
Your assistance is very crucial in our desire to be of greater service to our constituents and
community as well.
Thank you and may this request merits your kind consideration and approval.

Series of 2018
In compliance with the Board Resolution no. 36 series of 2018 you are hereby directed to submit the list
of HTEs and Cooperating Schools in your program offerings with internship, practicum, OJT, practice
teaching and farm practice for the approval of the Board of Regents and for submission to CHEDRO VI.
Furthermore, you are also directed to submit the criteria you use in identifying the list you submitted.
Submit the list and criteria on or before August 1, 2018.
The Student Internship Abroad Program of the Commission on Higher Education is a very
brilliant initiative that CapSU has to fully commit. An international internship is an excellent way
to gain the professional work experience not possible in the home country. Having a global
experience, students will widen their employability margins and will give prospective employers a
clear idea that they are able to adapt professionally and personally to multi-cultural settings.
CapSU, acknowledges these benefits and strongly recommends the engagement of students to the
international internship program. The process is in place and the policies, guidelines and
procedures are all contained in the newly crafted Student Internship Abroad Program Manual for
the approval of the BOR. The crafting of the Manual was based on the CHED Memorandum
Order No. 22 Series of 2013. The Manual was also approved by the Academic Council on July 6.
2018 for endorsement to the Board of Regents approval.
With the above premise and contention, I would like to request for the approval of the Student
Internship Abroad Program Manual of the university by the Honorable Chair and Members of the
Board of Regents through a Referendum. It is fervently hoped that this Manual will be approved
by the BOR for immediate implementation. This Manual would serve as a guide to the
administration, faculty, coordinators, students, and international partner establishments in the
attainment of the goals of the internship abroad program of providing academic excellence at par
with the global standards to all its clientele.
This is in response to your letter dated July 16, 2018 reiterating your demand for the refund of the
allege excess payment of tuition fees of three (3) of our ACEF scholars namely: Jessica Paderon,
Jackielyn Cabrador, and Gelma Fagar. The issue on alleged payment is already under
investigation and I have already issued a memorandum to concerned CapSU staff to look into the
matter. I will inform you of the result of the investigation as soon as I received the official report
from the group commissioned to investigate the case.
Sir/Madam:
I am pleased to inform the Honorable Chairman and Members of the Board of Regents that more
or less 30% of the total population of our students have financial assistance or full scholarship
coming from both government and private institutions. This means that 3,956 out of 13,185 of our
Office of the University President
students have availed financial assistance and full scholarship. With this number of students, the
administration is allotting a budget to serve the following purpose:
1. Hiring of one staff each at the Central Office and at the different campuses and satellite
colleges to facilitate the documentary requirements of the grantees
2. Communication expenses
3. Supplies and materials expenses
With the above premise and contention, I would like to request through a referendum the approval
of the Honorable Chair and Members of the Board of Regents for a 5% administrative cost to all
student financial assistance/scholarship that is process through the university effective June 2018.
May this request merits your kind consideration and approval. Thank you and GOD Bless.
Madam:
After receiving your communication dated May 23, 2018 recommending to declare a failure of
bidding on the purchase of the Speech Laboratory Equipment of the CapSU Main Campus, the
Members of the Bids and Award Committee convene and had a thorough study and exhaustive
deliberation of the issue at hand. The BAC Members came up with a consensus, to conform with
your observation that the most judicious decision and advantageous to the university is to declare
the above mentioned transaction a failure of bidding.
Office of the University President
In this connection as the Head of the Procuring Entity of the university we would like to request
your office to officially declare the transaction on the purchase of the Speech Laboratory
Equipment of the CapSU Main Campus a failure of bidding.
Thank you and may this request merit your kind consideration and approval.

Series of 2018
After receiving the communication of the BAC Chair on May 25, 2018 requesting my office to
officially declare the transaction on the procurement of the Speech Laboratory Equipment of the
CapSU Main Campus a failure of bidding after thorough study and exhaustive deliberation of the
members of BAC, I also made a further analysis of the issue at hand and again the following
discrepancies were revealed:
Office of the University President
a) The specification posted in the ITB was not meticulously planned, resulting to a minimum
compliance of the Bidders.
b) Forward looking to the fast growing innovation of technology which must include the
advance features of software application should have been incorporated in the criteria so
that the Bidders will have a clearer picture of the project.
c) To award this contract will not be advantageous to the university.
After a detailed and careful investigation, I am convinced that the most prudent decision and
beneficial to the university is to declare the above mentioned transaction a failure of bidding.
Therefore as the Head of the Procuring Entity of the university, I declare the transaction on the
procurement of the Speech Laboratory Equipment of CapSU Main Campus a failure of bidding.
Inform the affected parties of this official pronouncement.
Greetings!
This letter is in response to your letters to Mrs. Vicky Durana, CAPSU, BAC Chair, dated June
20, 2018, July 10, 2018 and July 24, 2018, proving my basis as the Head of the Procurement
Entity in declaring the procurement of the Speech Laboratory Equipment of CapSU Roxas Main
Campus a failure of bidding. I wish to inform your office that I have studied the case thoroughly
and after an in-depth evaluation of the documents, I have discovered some discrepancies which
will render the transaction unfavorable to the university to award the contract. Hence, I officially
declared the project on the procurement of the Speech Laboratory Equipment of CapSU Roxas
Main Campus a failure of bidding through a Memorandum issued dated May 28, 2018 (copy
hereto attach). The three discrepancies I am referring are the following:
Office of the University President
1. The specification posted in the ITB was not meticulously planned, resulting to a
minimum compliance of the Bidders.
2. Forward looking to the fast growing innovation of technology which must include the
advance features of software application should have been incorporated in the criteria
so that the Bidders will have a clearer picture of the project
3. To award this contract will not be advantageous to the university.
It is clearly stated in the Invitation to Bid, Project No.: 18-02-008. line number 8 that Capiz State
University reserves the right to reject any all bids, declare a failure of bidding, or not award the
contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its
IRR, without thereby incurring any liability to the affected bidder or bidders.
Furthermore, I suppose my reasons for declaring the project a failure of bidding is in consonance
with Section 41. Reservation Clause which states that the HoPE reserves the right to reject any
and all bids, declares a failure of bidding, or not award the contract in the following situations:
c) For any justifiable and reasonable ground where the award of the contract will not redound
to the benefit of the GoP, as follows: (i) is the physical and economic conditions have
significantly changed so as to render the project no longer economically, financially, or
technically feasible, as determined by the HoPE; (ii) if the project is no longer necessary as
determined by the HoPE; or (iii) if the source of funds for the project has been withheld or
reduced through no fault of the Procuring Entity.
My apology if ever my decision of declaring the transaction on the procurement of the Speech
Laboratory Equipment of CapSU Roxas Main Campus a failure of bidding, have cause your
company unwarranted financial expenditures and undue stress to you and some of your staff. It is
my duty as the President of the university to always protect the interest of the university if ever in
my good judgment, things are not in the right perspective.
The university is growing at a rapid pace so your company would still have countless
opportunities to participate in many of our future transactions.

Sir:
Greetings from the faculty, staff and students of Capiz Sate University!
First and foremost in behalf of the Capiz State University Family our thanks, gratitude and
indebtedness for the support you have given to us particularly the five sets computer desk top
that PAGCOR have donated to Capiz State University, Burias Campus.
Capiz State University is the only state university in the province of Capiz with 9 campuses and
Satellite Colleges, strategically located in the different municipalities of the province. One of
the services offered by the university is to upkeep the health of our students. The nine (9)
campuses and satellite colleges have clinics to cater the medical and dental health needs of the

students. Furthermore, the university is not only looking into the medical requirements of its
students, faculty and staff but also that of the people on the surrounding community as well.
Some of the prevalent problems encountered in the delivery of our health services are the lack
of medicines to be dispensed to our students and patients from the surrounding areas and
emergency equipment like wheel chairs.
In this connection in behalf of the university, I would like to request for a donation from
PAGCOR through your office of medicines and wheelchairs to be distributed and used in the 9
medical clinics situated in the 9 campuses and satellite colleges of the university.
Thank you and may this request merits your kind consideration and approval.
September 7, 2018
Sir:
Greetings from the Capiz State University faculty, staff and students!
I am Dr. Editha C. Alfon, President of Capiz State University (CAPSU) located at Fuentes
Drive, Roxas City, Capiz, Philippines. CAPSU is the only state university in the province
which has 3 campuses and 6 satellite colleges located strategically in different towns of the
province. Attached herewith is the university Profile for your reference.
CAPSU, like any educational institutions is mandated to provide holistic academic experience
to its major clientele the students. Student Internship is one of the programs being instituted by
the university viewed to greatly contribute to the student’s academic, career and personal
development. The internship program provides students with an educational experience that
will integrate theoretical ideas gained from studies in their respective programs into practice. It
is through internship that students are made employment ready and help jumpstart their career
with invaluable learning experiences and opportunities.
An international internship is an excellent way to gain the professional experience not possible
in the home country. Students who had been immersed in the culture, language and traditions
of a city abroad will not only boost their career prospects, but will also open their eyes to new
international lifestyles that will develop their new perspective in life. Having a global
experience under their belt will widen their employability margins and will give prospective
employers a clear idea that they are able to adopt professionally and personally to multi-cultural
settings.
Office of the University President
It is on the above mentioned premises and contentions that I earnestly request for your utmost
consideration as early as possible that Capiz State University be included as one of the
recipients of the SEAMEO 7th Batch SEA-Teacher Program, otherwise known as the Pre-
Service Student Teacher Exchange in Southeast Asia next year 2019.
Should there be requirements to be submitted to ensure our slots in the 2019 Batch 7 SEA-
Teacher Program, just let me know. Rest assured that we will immediately comply with the
requirements.
Thank you and may this request merits your favorable and immediate action.
Sir, if there are still some things that you need to know about
CapSU BURIAS CAMPUS let me know.
Greetings from the faculty, staff and students of Capiz State University!
First and foremost I would like to introduce myself, I am Dr. Mary Ann B. Martelino, the Vice President
for External Affairs and Linkages of Capiz State University. We met in Manila last August 23-24, 2018
during the 2018 Philippines-Taiwan University Presidents' Forum. During our conversation I was asking
you of the possibility of collaboration/partnership between your university and our university and you
gave me a positive answer. So here i am communicating to you asking your most needed help and
assistance for a possible collaboration and partnership between your university and Capiz State
university. The areas of collaboration in which we are interested, are Marine Science and Aqua Culture,
Engineering and Computer Science. Together with this letter we will be e-mailing to you the curricular
offerings of our university for your reference. In this different areas of possible collaborations, we would
like to request for our faculty and staffs to engage in a short term training and our student to have their
internship in your university.
Our university, is a university catering to students who belongs to the poorest of the poor sector in our
surrounding community. But despite this scenario we are giving the best education to our students. One
way of giving them the best education is to give our students the opportunity to acquire practical
knowledge, skills, and desirable attitudes in recognized foreign institutions like your very prestigious
university.
Office of the University President
I would like to appeal from you Sir to please help us, assist us in making this collaboration/partnership a
reality. Please give our poor but deserving students the chance to be trained in your university. For our
students to be trained in your university will give them the competitive edge in securing their future
especial in looking for jobs after graduation. This collaboration and partnership will also help in building
the capacity of our faculty and staffs especially in updating their technical skills.
Furthermore, please give us the necessary guidance on the step by step process that we are going to
do to proceed with the planned collaboration/partnership.
Thank you and may this request merits your kind attention and consideration.

Madam:
Greetings from the faculty, staff and students of Capiz State University!
I have received your communication dated November 8, 2018 asking our consent for your
General Manager, Mr. Ding Guoxiang and Engineering Department Manager, Mr. Gu Qingjun
to visit our researches in Agriculture in December 2018. I referred your request to our Vice
President for Research, Development and Extension and she answered affirmatively. In this
connection, as the President of the university, your request to visit the researches in agriculture
is gladly accepted. Please inform us of the exact date of the visit and the itinerary of the travel
so that we will be guided accordingly.
SIR:
First and foremost let me extend to you in behalf of the faculty, staff and students of the university our
thanks, gratitude and indebtedness for the support you have afforded to us in the assistance of your office
to our student’s in securing their passports. The 6 students that you have assisted are already in Thailand
for their Internship abroad.
The purpose of this communication is to once again ask for your most needed benevolence. Nine (9) of
our Bachelor in Secondary Education (BSED) students qualified to the SEA Teacher Project or the
“Pre-Service Student Teacher Exchange in Southeast Asia”. It is a project that aims to provide
opportunity for pre-service student teachers from universities in Southeast Asia to have
teaching experiences (practicum) in schools in other countries in Southeast Asia. The SEA
Project is based on the SEAMEO seven priority areas to improve the quality of education in
Southeast Asia by building and strengthening the capacity of teachers in the region. They are
supposed to leave the Philippines November 6, 2019. The problem however, is that the 9
student participants don’t have a passport yet. We look into getting an online appointment but
the earliest that we can get is 2nd week of December. If that is the case our students could not
participate in the SEA Project because the pre requisite in processing their papers is the
passports of the students.
Office of the University President
In this connection, I would like to respectfully request approval from your good office if
possible that our nine students be given a passport application schedule at DFA Iloilo City
probably November 27 to 29 2018 or on the 1st week of December.
Thank you, GOD Bless and may this request merits your kind consideration and approval.

Sir:
Greetings from the faculty, staff and students of Capiz State University!
Office of the University President
Capiz State University is an academic institution whose general mandate is to provide advanced
instruction and professional training in agriculture, fishery and forestry, science and technology,
arts and humanities, education and other related fields. It also undertakes research, extension
services and production activities, and provide progressive leadership in its areas of
specialization.
CAPSU, like any educational institutions, is mandated to provide holistic academic experience
to its major clientele - the students. Student Internship is one of the programs being instituted
by the University viewed to greatly contribute to the student’s academic, career, and personal
development. The internship program provides students with the educational experiences that
will integrate theoretical ideas gained from studies in their respective programs into practice. It
is through internship that students are made employment ready and help jumpstart their career
with invaluable learning experiences and opportunities.
An international internship is an excellent way to gain the professional experience not possible
in the home country. Students who had been immersed in the culture, language and traditions in
countries abroad will not only boost their career prospects, but will also open their eyes to new
international lifestyles that will develop their new positive perspectives in life. Having a global
experience under their belt will widen their employability margins and will give prospective
employers the clear idea that they are able to adopt professionally and personally to multi-
cultural settings.
In this regard we are confident that you can be of help to us. With this, the university would like
to ask assistance from your office for our agriculture students to be given the chance to have
their internship in Israel.
Your assistance is very crucial in our quest to the advancement of our human resources to meet
the ever changing trends of the current global scenario.
Thank you and may this request merit your kind consideration and assistance.
Sir:
Greetings from the faculty, staff and students of Capiz State University!
Globalization is becoming an increasingly important metric for the survival and prosperity of every nations
and corporations; hence preparing our faculty, staff and students to be globally competitive is a necessity.
Capiz State University is an academic institution whose general mandate is to provide advanced instruction
and professional training in agriculture, fishery and forestry, science and technology, arts and humanities,
education and other related fields. It also undertakes research, extension services and production activities,
and provide progressive leadership in its areas of specialization.
CAPSU envisions the university to be the Center of Academic Excellence in Region VI in particular and in
the country or even globally in general. One of the strategies crafted to realize the vision is faculty, student
and staff development that is sending teaching and non-teaching personnel as well as students to national
and international meetings, fora, symposia, trainings and conferences to further enhance their knowledge in
their respective fields. However, the strategy of sending faculty, staff and students especially abroad entails
so much monetary requirements that the university could not afford.
And so the purpose of reaching out to you is to ask assistance from your office to link the university to
some benevolent institutions in Israel who can possibly offer scholarship or training grants to our teaching
and nonteaching personnel and possibly students.
Your assistance is very crucial in our quest to the advancement of our human resources to meet the ever
changing trends of the current global scenario.
Thank you and may this request merit your kind consideration and assistance.

Sir/Madam:
Capiz State University is grappling with how best to equip its graduates with the knowledge
and skills needed to succeed in the globalized world of the twenty-first century, and ensure
their own relevance and standing in the global higher education community. In consonance
with the mission and goals of the university, building international partnership with other
institutions abroad can be a key strategy to address this issue.
International partnership is critical for innovation because they provide powerful learning
opportunities and support innovation processes. By pooling competencies in the form of
technological cooperation between institutions, international partnership can allow overcoming
barriers such as deficiencies in funding, management resources and technological
competencies.
These partnership are increasingly important as research is more and more globalized.
Research Institutions have expanded their R&D and innovation activities across the world at
the same time, hence, R&D linkages have grown steadily in recent years.
Furthermore, university partnerships provide a huge amount of opportunities for students and
staff alike. Along with research opportunities and cultural awareness, institutions can offer
international experiences including study abroad programs and faculty and staff exchanges. In
terms of teaching, benefits include curriculum development and degrees formed in
collaboration with partner institutions.
Moreover, at this time establishing partnership has perhaps never been simpler, it has also
never been more necessary. The rate of internationalization is increasingly rapid, with
unhindered communication channels and inexpensive travel. Universities across the world are
already seeking to make the most of the possibilities this presents by forming global
partnerships and fostering relationships with other institutions.
Due to the above premises and contentions the university has embark on establishing
partnership with universities abroad and I am greatly honored to inform the Honorable Chair
and members of the Board of Regents that we have initiated preliminary negotiations with 7
universities in Indonesia and Thailand.

Sir:
CAPSU, like any educational institutions, is mandated to provide holistic academic experience to its
major clientele - the students. Student Internship is one of the programs being instituted by the
University viewed to greatly contribute to the student’s academic, career, and personal development.
The internship program provides students with the educational experiences that will integrate theoretical
ideas gained from studies in their respective programs into practice. It is through internship that students
are made employment ready and help jumpstart their career with invaluable learning experiences and
opportunities.
An international internship is an excellent way to gain the professional experience not possible in the
home country. Students who had been immersed in the culture, language and traditions of a city abroad
will not only boost their career prospects, but will also open their eyes to new international lifestyles
that will develop their new positive perspectives in life. Having a global experience under their belt will
widen their employability margins and will give prospective employers the clear idea that they are able
to adopt professionally and personally to multi-cultural settings.
It is on the above-mentioned premises and contentions that I earnestly request for your utmost
consideration and approval to please allow our university to participate in the Student Internship Abroad
Program (SIAP) effective February 20, 2019 until August 14, 2019. Four (4) 4th year students from

Dear Madam:
Greetings!
This communication pertains to the Audit Observation Management Report that I received stating some
deemed discrepancies in my official trip to Thailand dated October 15-19 2018 to conduct an ocular
inspection in connection with the Student Internship Abroad Program of the university particularly:
My international Tickets to Thailand and back (October 16, 1nd 18, 2018) was also
bought after a thorough search from the internet as to the lowest fare among the airlines.
Although it was not documented by making the different airlines signed the quotation paper, I
can personally vouched that the ticket bought was the lowest airfare among the airlines with
route Manila to Thailand.
The plane tickets, both the domestic and the international was in a form of a
reimbursement only. The amount of the domestic ticket was P6,713.52 and the international
ticket was 20, 752.06. with a total of 27,465.58 a little over than Ph.27,000.00.
Office of the University President
To be honest I did not claim any per diems for that trip in my reimbursements because the
Board of Regents approved only a budget of P27,000.00 for that trip. But I am just happy that
the institution’s dream for an international student mobility comes into a reality.
Thank you very much and hoping and praying that I have answered satisfactorily the issued AOM.
Furthermore, my thanks and gratitude for the usual support and assistance to my office. God Bless you
always.

Sir:
Greetings of goodwill from the faculty, staff and students of Capiz State University!
I received your letter, inviting our BS Tourism and BS Hospitality students to have their
internship in China. It is a welcome program however, being a State University under the
umbrella of the Commission on Higher Education in the Philippines, certain requirements have
to be met before we can deploy our students abroad. To protect and safeguard the interest of the
student interns, undergoing internship abroad the Foreign Host Establishments/Organizations
must be duly recognized and registered in the country where the students will have their
internship. In this connection I would like to request for any valid documents/certification that
would show the legitimacy of your company and its operations in China.
Office of the University President
Thank you and GOD Bless.

business and industry in other countries for cross-cultural training and skills enhancement. This
aims to make students in the country competitive abroad.
I am greatly honored to inform the Honorable Chair and members of the Board of Regents that
5 Agriculture students passed the 11 months internship in Israel through the International
Centre for Agricultural Studies in Israel Ltd. The Center is an organization that provides in
Israel a program of advanced studies and training in various agricultural areas to foreign
students coming from various counties. The Centre is duly recognized and registered in Israel.
The 5 students were selected among a number of applicants and underwent a very rigorous
selection process to comply with the requirements of SIAP and the criteria of the Center. I wish
therefore to ask the approval of the Honorable Chair and Members of the Board of Regents to
approve the participation of the following BS Agriculture students in the Student Internship
Abroad Program in Israel.
Furthermore after the month long conduct of the SEAMEO SEA- Teacher Project, the very first
participation of the university which started January 10, 2019, the University is pleased to
announce that it has successfully concluded last February 15, 2019.
Following the completion of the 7th Batch of the Pre-Service Student Teacher Exchange in
Southeast Asia (SEA-Teacher Project) the university is again preparing for the participation of
the university for the 8th Batch of the SEA-Teacher Project due for August 2019. There are 3
BSED MAPEH who will participate in this Batch. In this connection we would like again to
ask the approval of the Honorable Chairman and Members of the Board of Regents for the
participation of the following students in the SEA Teacher Project 8th Batch.
Moreover, we would like to ask for an apology to the Honorable Chairman and Members of the
Board of Regents that the approval for this two concerns was course through a referendum and
not during the regular Board Meeting because it takes time to process the travelling documents
of students from application of passport, medical examination, CHED and BI endorsements as
well as VISA application.
Office of the University President
Thank you and may this request merits your kind consideration and approval.

SIR/MADAM:
Office of the University President
Actively seeking out new students is critical to the success of any university, and it is vital now
to bring in new students from other countries. International students foster a diverse campus
environment. A diverse campus prepares all students for life in the 21st century and careers in a
global economy. International students enrich learning environment with cultural perspectives
and diversity. In addition to having a diverse university, diversity in the classroom is also
extremely important. Bringing together people from multiple cultures into one classroom can
make a very lively and productive learning experience, and create significant income
opportunities.
It is on the above premises and contentions that I would like to humbly and earnestly ask the
Honorable Chairman and Members of the Board of Regents that I will be given the authority to
sign a Memorandum of Agreement (copy hereto attached) between the university and the
Global Electives Port. The Global Electives Port is a legitimate company organizing student
internships and volunteer electives from other countries including the Philippines. The
company is into the field of medicine, nursing, dentistry, midwifery, radiology, medical
technology pharmacy, physical therapy, and rural health. The role of the university is to receive
foreign students for immersion with a fee of Ph. 2,300.00/student per week. If the MOA is
signed, the 1st batch will be composed of 7 Dentistry students from the University of Sheffield,
UK. They will be exposed to the Dental activities of the university for a week.
Thank you and may this request merit your kind consideration and approval.
You are hereby directed to send the faculty and students stated above for an orientation meeting
regarding the participation of the 3 identified BSED MAPEH students to the 8th Batch of the
SEA Teacher Project on May 15, 2019, 9:00 AM at the Central Office Board Room.
