SUBJECT: Clarification of UL’s August 5, 2002 Bulletin: Announced Availability of Certification


Services, CB Scheme and CE Marking in Accordance with the Low Voltage Directive

This bulletin supersedes UL’s Subject 758 (1277, 66, 62, 44, 83, 1072) bulletin dated August 5, 2002
that announced UL’s availability of testing services under the CB Scheme. The August 5, 2002 bulletin
incorrectly stated that UL’s Melville, NY testing facility had obtained the status of CB Testing Laboratory
(CBTL) with UL International Demko A/S as the National Certification Body (NCB). UL wishes to clarify
that the UL Melville, NY testing facility does not currently have CBTL acceptance for testing cables
(IECEE CB Scheme Product Category ″CABL″). Melville is, however, an accepted CBTL for several CB
Scheme product categories with UL as the NCB for the following Standards: IEC 60950 (″OFF″), IEC
60601 (″MED″), IEC 61010 (″MEAS″), IEC 60065 (″TRON″), IEC 60730 (″CONT″), and IEC 60745
(″TOOL″).

Underwriters Laboratories Inc.’s Melville, NY testing facility does have the ability to act as an
Intermediate Applicant on behalf of the manufacturer, through UL International Demko A/S, to submit
manufacturer’s wire and cable products for testing at UL International Demko A/S in accordance with
those IEC Standards as specified in the CB Scheme for the Product Category ″CABL″. This new
Intermediate Applicant service facilitates wire and cable manufacturer’s ability to extend their existing
and/or new products into markets requiring a certification mark based on testing to these International
Standards.

Under the Intermediate Applicant service, the product would be tested at UL International Demko A/S
whereby they would create the CB Test Report and issue the CB Test Certificate. CB Test Certificates
can only be issued by an accepted Issuing and Recognizing NCB and is a manufacturer’s passport
to any other country that participates in the CB Scheme. To be valid, a CB Test Certificate must be
accompanied by the associated CB Test Report and is accepted by any participating Recognizing NCB
for the product category/standard, provided there have been no changes to the relevant standard that
would affect testing during that time and the CB Test Certificate has been issued within the past three
years. This CB Test Certificate and accompanying CB Test Report will aid the manufacturer in exporting
their product to a participating country as well as aiding the manufacturer in obtaining the National
Mark of that country.

The CB (Certification Body) Scheme, established by the IECEE (International Electrotechnical


Committee for Conformity Testing and Certification of Electrical Equipment), provides a means for
facilitating international trade by establishing mutual acceptance of test certificates and test reports

among safety certification organizations in certain product categories. The CB Scheme is an


international network of product certification organizations from 43 countries throughout North and South
America, Europe, Asia, Australia and Africa. Each participating country has one or more organizations
accepted by the IECEE as a NCB.

The CE Marking is a manufacturer’s self-declaration that a product conforms to all applicable Directives
as required by all 18 Member Countries of the European Economic Area (EEA). The European
Committee for Electrotechnical Standardization (CENELEC) created Harmonized Standards that meet
the requirements or implications of the Directives. Harmonized Standards are mainly based on IEC
Standards, but account for input from all members of the CENELEC community for national differences.

When referring to wire and cable only, the Low Voltage Directive is applicable, and is only for those
wires and cables that have a voltage rating from 50 – 1000 Vac.

The UL Melville, NY testing facility is able to test products in accordance with Harmonized and/or IEC
Standards. Upon successful completion of testing, the manufacturer may be authorized to mark their
product with the ″D″ Mark (authorized and issued by UL International DEMKO A/S) or a CE Marking
Technical Test Report can be issued by UL Melville. The Technical Test Report is in the same format
as a CB Test Report, which is widely recognizable to the European Authorities. This Technical Test
Report is required under the Low Voltage Directive when applying the CE Marking and helps the

manufacturer substantiate their claim that the wire and cable product is in compliance. The CE Marking
is a requirement that must be met in order to market products covered by one or several of the CE
Marking Directives in the EU and EFTA countries. The marking shows the authorities in the various EU
and EFTA countries that the manufacturer declares the product is marketed legally and that all
requirements in the CE Marking Directive have been considered to assure market acceptance. The CE
Marking is the legal way to declare that all regulatory requirements have been met in relation to safety.
CE marking the product guarantees access to the free markets of the EU and EFTA countries.
