The deputy, Mark Cowan, is a Court Security Lieutenant with the Clay County Sheriff's Office Detention Court Security section. Internal Affairs Follow Up - Sergeant Steven Molina: On 4/26/2019, | became aware of an incident which occurred on (04/20/2019 at approximately 0830 hours. The location of the incident was the Ronnie Van Zant Park located at 2760 Sandridge Ra,, Green Cove Springs FL 32043. | reviewed the incident report which was written by the responding deputy, Deputy Stephen English #7334 as an Information for Officer Report. The report indicated Mark Cowan was off duty at the time of the incident and was carrying his personal firearm under the authority of his concealed weapons license. While walking his small dog on a leash through the trails, he encounter a larger dog off leash which began to charge at him. He attempted to stop the dog by yelling at it to no avail. At that point he felt in fear for his and his dog’s safety. He drew his personal firearm and shot one shot striking the larger dog, ‘subsequently stopping it five feet in front of him. He then contacted the Sheriff's Office to report thi The witness! dog sitter of the larger dog had a similar account; however, felt the larger dog was running toward Mark Cowan and his dog in excitement, not aggression. ‘Animal Control Officer Timberlake responded to the scene to investigate and determined she would be submit (A19-026243) but was not pursuing any criminal action. Ronnie Van Zant Park is designated as a county park and allows pets only with the exemption under section 15-3.3 (c)(4). Any ddog restrained by leash held by a person if and only if such person also collects and bags any feces produced by such dog for offsite disposal; provided, the exception hereunder shall not apply to any county park posted with conspicuous signage giving notice that all animals are prohibited thereon. Mark Cowan was not in violation of park rules. ‘This review revealed no violations of any Clay County Sheriffs Office General Orders/ Standard Operating Procedures. ‘This review is closed as informational only.
