REACTION PAPER IN CE LAWS

(RULE I- General Provisions)

This Revised Implementing Rules and Regulations, hereinafter called the IRR, is promulgated pursuant to
Section 75 of Republic Act No. (R.A.) 9184, otherwise known as the “Government Procurement Reform
Act”, for the purpose of prescribing the necessary rules and regulations for the modernization,
standardization, and regulation of the procurement activities of the Government of the Philippines
(GOP).

In this rule, six (6) sections are promulgated. Here are some of the different sections namely: Section 1.
Short Title and Purpose, Section 2. Declaration of Policy, Section 3. Governing Principles on
Government Procurement, Section 4. Scope and Application of the IRR, Section 5. Definition of Terms,
Section 6. Standardization of Procurement Process and Forms.

In addition, those sections are very important because you have to consider those broad terms that are
been used in the said rule. Similarly, terms or words and phrases shall mean or be understood and in
order to reflect its priorities and objectives.
