Message from the
Chairman
After the successful organization of the first
ICEE-PDRP in April 2016, I, on behalf of ICEE-
PDRP committee, feel appreciated and highly
encouraged to organize the second conference
with greater enthusiasm and for better purpose
in April 2019.
As always, our objective of arranging such
conference is to make experts and academicians from around the world get
together at a platform to understand the local and global issues of earthquakes
and reconstruction planning with a view at side to preserving the invaluable
monuments of Bhaktapur, which have been challenged by Gorkha Earthquake
2015. In fact, Bhaktapur is a blend of northern art and southern mythological
philosophy. The pagoda and Shikhar style temples, artistic private houses and
other cultural and historical heritages are the major monuments that Bhaktapur
inherits from earlier generations. More importantly the challenge of balancing
safety against preservation of the architectural and artistic features of historic
structures always remains a pressing issue to address.
The organizing committee would highly appreciate your unflinching support.
As the chairman of the committee, I look forward to welcoming you at an ancient
city in April 2019.
Objective
Earthquake Safety and Post Disaster Reconstruction are challenges for any
country in the world. Today, Nepal is facing the same challenges after recent
2015 Gorkha Earthquake. Therfore, researchers, academicians and politicians
are working together to find new solutions to face these challenging global
issues.
The aimed objective of the 2nd International Conference on Earthquake
Engineering and Post Disaster Reconstruction Planning (ICEE-PDRP 2019)
is to bring together the international researchers, the academicians and the
professionals, who are interested in scientific divulgation from all over the world
to present and discuss their research findings and development activities in the
field of Earthquake Engineering and Post Disaster Reconstruction Planning.
ICEE-PDRP 2019 features unique mixed topics of Earthquake Engineering and
Post Disaster Reconstruction Planning to help accelerate the advancement of
science in these areas and learn from each other. This conference provides
opportunities for the delegates to establish research relations and to find global
partners for future collaboration.
Submitted conference papers will be reviewed by scientific committees of the
Conference and all the ICEE-PDRP 2019 accepted papers will be published in
ICEE-PDRP 2019 proceedings.
The 2nd International Conference on Earthquake Engineering and Post Disaster

Keynote Speakers
Prof. Dr. Prem Nath Maskey
Prof. Dr. Prem Nath Maskey is a M.Sc. graduate with Honours
in Civil and Industrial Structures from Patrice Lumumba
Peoples’ Friendship University, Moscow, and the first PhD.
in Engineering from Tribhuvan University, Nepal. He started
his career as a faculty in Civil Engineering at the Central
Campus, Pulchowk of Institute of Engineering(IOE), Tribhuvan University in 1975.
During his professional career at IOE he was involved in the initiation, development
and implementation of various academic programs in engineering. As the chairman
of Civil Engineering Subject Committee, he was responsible for development and
approval of the first curriculum for Bachelor of Civil Engineering. Besides being faculty
Board of IOE, he was also a member of Academic Council of Tribhuvan University.
Besides teaching, he has extensive experience in the academic management of
institutional programs, as the first Program Coordinator of the M. Sc. in Structural
Engineering. He was the Director of the Center for Applied Research and Development
(CARD), under the initiation of which the Ph.D level program in various engineering
disciplines was formally introduced at the IOE.
He has been involved in various research activities related with Earthquake
Engineering, Seismic Risk Analysis and Disaster Risk Mitigation of Cultural Heritage
Sites in collaboration with reputed international universities. He has participated in
a numerous seminars/conferences and has extensive experience in consulting as
structural engineer as an international consultant/expert in various projects. He He
is the main scriptwriter on “Disaster Risk Management Plan for the Historic City of
Patan, Nepal” prepared by the Research Center for Disaster Mitigation of Urban
Cultural Heritage, Ritsumeikan University, Kyoto, Japan, and Institute of Engineering,
Tribhuvan University, Kathmandu, Nepal.
He has currently been engaged in the Revision of Nepal Building Code NBC 105:
1994 as the National Structural Engineer as well as the Team Leader.
He has been recognized for his contribution to education in Nepal by the Government
by being awarded “Education Day Medal”.
Prof. Dr. Sudarshan Raj Tiwari
Prof. Dr. Sudarshan Raj Tiwari studied architecture at
School of Planning and Architecture, University of Delhi,
India and earned his Bachelor in Architecture Degree with
a gold medal in 1973. He went to University of Hawaii for
graduate studies and was awarded the M. Arch. Degree in
1977. He started his academic career as a faculty member
in the Department of Architecture at Institute of Engineering (IOE), TU in 1974 and
continued the academic career at Tribhuvan University. He served as Dean of the
Institute of Engineering for a four year term ending in 1992. Prof. Tiwari took up further
research studies at Tribhuvan University’s Faculty of Humanities and Social Sciences
in 1992 and was awarded a Doctor of Philosophy degree in Nepalese Culture in 1995.
He retired from regular teaching service on 2013 but continues on as visiting faculty at
the Department of Architecture for special courses.
His research has been focused on the History of Nepalese Architecture, Urbanism
and Culture and has presented several papers in these and allied themes in national
and international conferences. He has written several books including The Ancient
Settlements of the Kathmandu Valley (2001), The Brick and the Bull (2002) and The
temples of the Nepal Valley (2009). He was appointed member of a government
commission set up to review the performance of government projects undertaken
between 1990-1992. He also occasionally consulted for the World Bank, UNDP and
Asian Development Bank for project appraisal, planning, design, implementation and
supervision particularly in health and education sectors.
In 1994, he headed a team to prepare Urban Environment Management Program for
the Environment Protection Council of Ministry of Housing and Physical Planning of
the Government of Nepal. In 2000, Prof Tiwari headed another team to prepare the
Strategy Plan for the development of Institute of Engineering as a regional center of
Engineering Education.
In recognition of his performance and contribution to the country, he has been
awarded Prince Dipendra Award in1989 (RONAST) and Mahendra Vidhya Bhusan
Medal (Class- A) in 1995.
Following the earthquake of 2015 and the massive damage it caused to the
architectural heritage of Kathmandu Valley and Nepal, Prof. Tiwari has been actively
participating in policy and strategy discussions on heritage reconstruction with an
objective of saving authenticity, values and integrity in its recovery, restoration and
reconstruction.
Prof. Dr. Susumu Kono
Prof. Dr. Susumu Kono is now working at the Tokyo
Institute of Technology, Japan. After his Master’s degree
in Engineering, he was enrolled in the Department of Civil
Engineering, University of Illinois at Champaign-Urbana
and accomplished his Ph.D. from the same university
in 1995.
He started his academic career in 1989 as Research Assistant at University of
Washington, Seattle while being involved in research on concrete cracking with FEM
programs. His research works mainly focus on Non-linear Modelling of RC members.
Prof. Kono’s primary research areas incorporate the experimental investigation
of reinforced and prestressed/precast concrete structural systems subjected to
earthquake loadings. Moreover, his interest lies in the performance-based design
of reinforced concrete, damage control or zero damage design using prestressed/
precast concrete. However, he is currently developing interests in damage evaluation/
control of RC structures to improve the performance-based design, development
of damage controlling systems using prestressed/precast concrete technology
and study on pile and pile foundation. His diversification of research skills is
really praiseworthy.
