1 GENERAL
1.1 SCOPE
The scope of this document is to identify the minimum design and manufacturing
requirements for standard and project valves. Pipeline block valves are not covered by
this specification.
This specification applies to valves with the following end types:
- threaded or socket welded;
- flanged or butt weld;
- wafer type, butterfly, check and duo-check;
The use of threaded and socket welded ends is restricted to NPS ≤1½”.
For the application of this specification within the European Union, the additional
requirements of 97/23/CE, Pressure Equipment Directive (P.E.D.) must be applied. See
APPENDIX A Pressure Equipment Directive (PED).

3 VALVE DESIGN
The design of standard valves shall consider the following:
- Maintainability, two or three pieces, or top entry
- Fluids aggressiveness (non-corrosive, corrosive, NACE)
- Design temperatures and design pressure
- Fire resistance
- Construction features (ends, materials)
Bronze, Cu-Ni, Aluminum-Bronze and lined body valves end flanges shall match
with flanges manufactured according to EEMUA Specification no. 145 and ASME
B16.5 Class 150#.
- Cobalt alloys “E-Co-Cr-A” AWS 5.13 used for weld overlay shall be deposited in
accordance with paragraphs QW 216 and 281 of ASME Sect. IX.
- All other welded overlays shall be carried out in accordance with ASME Sect. IX.
- Unless specified in the data sheets, API 6D/ISO 14313 chemical composition limits
shall be fulfilled for valves manufactured according to these standards and in
particular for carbon steel butt welded valves ends the following carbon equivalent
limits shall not be exceeded:

- All SS valves with BW, SW ends and/or welded body shall adopt dual certified
marked 316/316L (304/304L) for body material in order to:
• reach higher pressure/ temperature rating of 316 (304)
• ensure the better weldability of 316L (304L);
• harmonize the procurement activities;
• simplify maintenance and repairs.
- All alloy steel bolting for body/bonnet joints up to 210°C shall be hot-galvanized
according to ASTM A 153 regulation Class ‘C’ for diameters < 3/8” and Class ‘D’ for
diameters ≥ 3/8”. ASTM A194 Appendix X2 recommend the use of metallic coated
fasteners at temperatures approximately up to one-half the melting point of the
coating unless consideration is given to the potential for liquid and solid metal
embrittlement, or both. This would limit the use of zinc coating to 210 °C maximum
operating temperature. Polytetrafluoroethylene (PTFE) based coating can be used
for higher temperature.
- Materials ASTM B564 UNS N08825 and ASTM B564 UNS N06625 shall be supplied
in solution annealed conditions.
The valve manufacturer is responsible of the final selection of valve design and processes
such as weld overlay, metal deposit, cladding, surface plating, Electroless Nickel Plating
(ENP), chromium plating (non exhaustive list) to guarantee the requested valve corrosion
allowance for use in the conditions of the project.
exchange of data between the equipment user, the equipment supplier and the material
manufacturer to ensure that the material complies with NACE MR0175/ISO 15156. NACE
MR0175/ISO 15156 standard defines the acceptable metallurgical conditions and
environmental limits for alloys that are expected to resist cracking. Environmental limits
are given for H2S partial pressure, temperature, chloride concentration, elemental sulfur
and pH. Material that does not comply with environmental limits/metallurgical condition
specified in NACE MR0175/ISO 15156, shall be qualified for specific sour service as per
NACE MR0175/ISO 15156.“
Gate valves can be used with applications that do not require flow control, i.e.:
- interception;
- release valves by-pass of diameter larger than 8";
- when access by clean-up valve is requested;
- purges and pressure gauges.
Globe valves are typically used for ND from 2” to 8” with the following application:
- when regulation is required;
- purges and vents conveying steam;
- regulating choke valve by-pass ND 8” and less.
Needle valves shall be used for ND ≤ 1” ½ when an accurate regulation is required and
as a substitute for globe valve.
b) TOVs are torque seated i.e. operator dismounting with delta pressure is not
possible because TOVs require positive torque to guarantee closure tightness.
Depending on manufacturer design, typically TOVs have preferred installation
(uni-direction) with the shaft to the high pressure side. Shut-off performance is
more reliable in this direction, since pressure is pushing the disc in to the seat.
In “fail to open” application, the pressure pushing the disc in to the seat could
be a disadvantage.
c) Metal seated TOV containing elastomer or polymer seals, stem seals, etc. that
are used in fire risk area in which they could be subjected to fire should be of a
fire type tested design (ISO 10497) and may be qualified by a test on a
comparable soft seated valve where other seals and materials are the same.
Metal seated TOVs to be avoided in gas services where bubble tightness is a
mandatory requirement.
d) Triple offset butterfly valve should not be specified in small sizes or for high
pressures (> Cl 600#) and should be used in clean services for isolation
purposes. In particular, it shall not be used in services carrying large suspended
solid or services which may solidify.
e) Triple offset butterfly valve results in considerable pressure drop and are not
piggable, therefore, their use should be limited to lines/section where pressure
drop is not a concern and pigging of lines or full bore capability is not required.
f) Triple offset butterfly valve Top entry design shall be selected when used in
place of a ball valve top entry design.
g) Double flanged valves should be preferred in process applications for
maintenance reasons.
4 OPERATING DEVICES
Valves shall be supplied with an operating device, wrench or manual gear, in accordance
with para. 4.1.
Unless otherwise indicated in the valve data sheet, all operating devices shall be
designed in such a way that the manual torque does not exceed 220 N (22 kg) when
opening and closing the valve at the maximum differential pressure.
Butterfly, ball and plug valves, specified without gear operator, shall be supplied with an
operating wrench. Its dimension shall not exceed 450mm.
The operating wrench of ball valves shall be of the replaceable type, with open and
closed stops and be lockable in the open and closed positions. The operating wrench shall
be along the axis of the line in the open position and perpendicular to the line axis in the
closed position. It shall be designed in such a way as to prevent erroneous positioning
and shall be manufactured using carbon steel protected against rusting.
Hand wheels shall be of the crown type, with notches or protrusions for manual
operations, shall have an arrow to indicate the position and marked OPENED - CLOSED
(valves NPS ≤ 2” excluded) and they shall be manufactured in malleable iron or carbon
steel and protected against rusting. Their diameter shall not exceed 750 mm.
Gate valves with a non-rising stem shall be supplied with a T-socket wrench and shall be
equipped with a protective cap.
All valves, except check valves, shall be equipped with a position indicator OPEN -
CLOSED showing intermediate position for the throttling valves.
The range for manual gear operators is as follows:
All valves shown in the table above shall be equipped with manual gear operator.
Motorized operator may be required for closing assistance of larger valves, not for the
automatic system.
4.2.1 Designation
Criteria necessary for the complete identification of the materials indicated below for
purchase, storage and usage are the following:
a) type of valve
b) type of extension
c) nominal diameter and rating
d) lengths “L” and “L1” (see fig. 2 e 3)
e) type of steel
f) reference to present document
4.2.2 Marking
Each piece shall be provided with a mark reporting the following criteria:
- type of extension-valve:
PD for globe valves without reduction gear
PS for gate valves without reduction gear
PV for plug, butterfly or ball valves without reduction gear
PRM for valves with reduction gear
- type of extension (see tables)
- DN
- rating
- lengths “L” and “L1”
- type of steel
- relevant company standard document

6 REPAIRS
Contractor may proceed to repair valve parts only with Company’s prior approval.
Unless otherwise indicated, repairs of parts of cast valves by welding shall be in
compliance with appendix 7 of ASME Sect. VIII Div. I.
Welding procedures shall be qualified in accordance with ASME IX. Adequate heat
treatment shall follow the welding in accordance with the valve material code.
The procedures for repairing shall be described in the valve origin certificate. The
Contractor shall notify to Company the setup of the material to be tested with at least a
10-day notice.
7 SPARE PARTS
The valves shall be supplied complete with spare parts for commissioning and start-up
and the list of spare parts for two years of operation.
9 MARKING OF VALVES
All valves shall be equipped with a proper identification nameplate that shall contain the
following information:
valve tag,
nominal diameter,
rating,
body material,
trim material,
Contractor name and/or trade mark,
serial number, manufacturing year and order number.
The valves name plate shall be of stainless steel or nickel alloy. Unless otherwise
specified by Company, the valves ND ≤ 4” are accepted with anodized aluminium
nameplate. All parts relating to the valve shall be taken from the appropriate valve data
sheet using the abbreviations therein. If supplementary tests are specified, the valve tag
shall be followed by the symbol corresponding to the required test and the identification
code of the type of the test piece (see para. 12.2.2 Table1).
Example of marking of a valve ND 8” on which the supplementary tests P.S.6M have
been performed:

The Contractor’s name and/or mark, body material code, and valve nominal diameter
shall be embossed (by casting or forging) on the valve body.
12 REQUIREMENTS
12.1 TESTS
Low pressure pneumatic seat and backseats test is always required, according to the
mandatory or supplementary test procedure specified in the applicable valve design
standard. Although not specified in the design code, low pressure pneumatic seat test is
required.
Valves and their parts shall be submitted by Contractor to all tests and verifications
specified in the Inspection Data Sheet (IDS), notably:
a) verification of chemical analysis and mechanical properties of the materials;
b) dimensional check;
c) visual examination of castings in accordance with MSS SP-55 code;
d) pressure test of body and bonnet according to the design code;
e) hydraulic tightness test with closed valve according to the design code;
f) pneumatic tightness test of seats and backseat according to the design code;
g) BW ends of cast valves with ND ≥ 2” shall always be 100% radiographed in
accordance with ASME B16.34;
h) BW ends of all forged and cast valves with ND ≤ 1½ shall always be subject to
100% ultrasonic examination in accordance with ASME B16.34.
The quantity of pieces that shall be submitted to hydraulic and pneumatic tightness test
(excluding the supplementary tests) is as follows:

Where:
specified case by case by Company. The body, cover, stem and disc of each valve shall
be submitted to impact test before machining. When the above valves components are

Supplementary test No. 8 (P.S.8)
Tests and inspections witnessed by third party. Should Company’s Representative and
the Contractor disagree about possible interpretations of defects detected with magnetic
particle or liquid penetrant examinations, a radiography of the involved zone shall be
carried out. This radiography shall be examined with the same criteria specified in P.S.3
and if non-acceptable defects are detected (on the basis of those criteria) the cost of the
radiography will be charged to Contractor; on the contrary if acceptable defects or
absence of defect are found, the cost of the radiography will be charged to Company.

13 DOCUMENTATION
The Contractor shall send to the Company the whole documentation as indicated in the
“Required documentation Data Sheet (DDS)” in specified ways and delivery times.
This paragraph reports the essential and necessary documentation; any additional
request shall be indicated in the “Required documentation Data Sheet (DDS)”.
The requirements for symbols and formats to be used for the documentation shall be
indicated in the documents issued for the specific project.
PED 97/23/EC will be superseded in June 2015 by “Directive 2014/68/EU of the European
Parliament and of the Council of 15 May 2014 on the harmonisation of the laws of the
Member States relating to the making available on the market of pressure equipment”.
Field of application
This section lists several additional requirements applicable for plants to be installed in
E.U. Countries that are subject to European Pressure Equipment Directive PED 97/23/EC.
Responsibilities and General Requirements for PED application are included in
Specification 05892.PIP.MEC.SDS - APPENDIX A
Definition
Manufacturer: the entity responsible for the supply of a new piping
system or for the modification of an existing piping
system and for the relevant Declaration of Conformity to
PED Directive
Mechanical Supplier: the entity who carries out pre-fabrication and field
assembly of the piping system, on behalf of the
Manufacturer or the Company
Repairing Body: the entity who designs and carries out a “repairing” (as
defined in PED Directive), consisting in a local
replacement or in a repairing by welding of part of a
piping system, which doesn’t require a new conformity
assessment according to PED, on behalf of the
Manufacturer or the Company
Producer: the Supplier of base materials (tubes and fittings),
components (pressure device or pressure safety valves)
or filler materials.
Company’s Representative: Entity /Body/group of inspectors charged of the
supervision of manufacturing on behalf of the Company.
Recognized Third Party: (ETR) Agency which accomplish procedures as per
Annex 1 – p. 3.1.2 and 3.1.3 of Pressure Equipment
Directive
Piping systems are classified according to the relevant PED risk categories provided in
97/23/EC Directive and listed below. Piping system with risk category lower than I are
classified “art. 3 par.3” which states:
Materials
Tubes and fittings, identified by a DN, and supplied as base materials, shall be
accompanied by the following certification documents, issued by the Producer, according
to the relevant PED category:
- Piping cat. II e III: type 3.1 according to EN 10204:2004 (when the Producer has a
Quality System certified by a Certification Body competent inside the E.U. and provided
of special acknowledgment for materials). Type 3.2 certificate is also acceptable.
- Piping cat. I or art. 3 par. 3 and attachments to pressure containing parts: type 2.2
according to EN 10204.
Pressure devices or pressure safety devices supplied according to PED, being pressure
equipment, shall be CE marked and accompanied by Certification of Conformity.
On base materials (tubes, fittings, components) identification code provided by the
relevant traceability procedure shall be marked on the single piece.
Identification should be carried out by “low stress” stamping, by plates fixed to the
component and/or by mean of coloured markers.
The Manufacturer shall include in technical documentation all data relevant for conformity
of materials in one of the following:
a) adopting materials conforming to harmonised standards;
b) adopting materials covered by European Material Approval for pressure equipment;
c) through a Particular Material Appraisal;
For design and fabrication of piping systems for eni, the Manufacturer shall adopt piping
class materials included in ANSI/ASME reference codes. The Manufacturer shall prepare,
for each supplied material, a particular material appraisal (PMA) containing the technical
support (technical considerations, supplementary tests results, etc.) that demonstrates
the conformity of the material to the essential safety requirements provided by PED.
Particularly, as far as minimum elongation and impact properties are concerned, provided
by ANNEX 1 of the Directive, the following supplementary requirements shall be
requested during supply of materials:
- Minimum elongation 14%
-Impact energy: 27J @ minimum design temperature
For pressure piping cat. III, Particular Material Appraisal shall be prepared and approved
by Notified Body entrusted of conformity assessment of the pressure equipment.
