I am writing to you today to inform you that the Foothill/Eastern Transportation Corridor Agency
(F/ETCA) voted at the April 11 Joint San Joaquin Hills Transportation Corridor Agency (SJHTCA)
and F/ETCA Boards of Directors Meeting to adopt an opposition position on Assembly Bill 1273
by Assembly Member Bill Brough, which proposes to strip the Transportation Corridor Agencies
(TCA) authority to plan, design, finance, build and operate major thoroughfares and bridges in
Orange County as part of the state highway system.
The joint powers authorities’ (JPA) mission is to improve mobility in Orange County which is a
precious commodity that is essential to our economic viability and protecting our quality of life. In
a county where gridlock can be the norm, The Toll Roads has created 51 miles of free-flowing
roadway – that’s more than 20% of the county’s major thoroughfare highway system. The TCA
JPAs are overseen by Boards of Directors represented by elected officials appointed from 18 local
cities and the County of Orange.
Record levels of motorists are taking advantage of The Toll Roads, including more than 1,000
account sign ups per day for a total of 1.5 million accounts, over 325,000 trips on a typical
weekday and more than three billion transactions since the roads opened. In other words, billions
of trips that would otherwise add to existing congestion on the I-5, 405, or 55 freeways, are instead
being taken on The Toll Roads, providing needed traffic relief to all motorists in Orange County.
TCA has planned, designed and built roughly $4 billion of infrastructure, financed locally and
deeded to the State of California – without the use of tax dollars. The roads are now part of the
state highway system and TCA works closely with Caltrans to ensure the roads are well-
maintained and managed.
Additionally, TCA has continued to invest in Orange County, successfully planning, funding, and
constructing 17 system improvement projects worth over $130 million. More than $100 million in
projects is currently under construction with non-tax funding provided by TCA and we have more
than $3 billion in planned projects upcoming. California must protect all available funding options
to address the state’s extensive transportation needs.

AB 1273 threatens the partnership between TCA, the Orange County Transportation Authority,
the Southern California Association of Governments and Caltrans that creates transportation
options for Orange County residents who want to get to their jobs, schools and homes in the most
efficient way possible.
AB 1273 targets a highly successful, collaborative agency that is critical to the future success of
Orange County. We respectfully ask for your opposition to this legislation.
