Review of the site plan and the Site Plan Review Committee comments for the
demolition of buildings at the Congregation of Saint Joseph property on Gull
Road.
Recommendation:
The Planning Division requests that the Planning Commission review the site
plan for the project and provide comments.
ANALYSIS
Property Size:
65 acres +/-
Project Description:
The Congregation of Saint Joseph has recently constructed a new building on
the northeast portion of their property along Nazareth Road. They will be
moving all of their personnel into the new building this summer, including the
nuns who receive nursing care. The current facilities will become vacant. They
have not been successful in locating an acceptable new tenant(s) to occupy the
existing buildings. Therefore, the Congregation is requesting to remove all of the
facilities on the site that are being vacated. This includes the mother house,
chapel, and Transformations Spirituality Center all located on the east side of the
property, and the vacant buildings on the west side formerly occupied by the
Kalamazoo County Health Department. One of the west buildings, Dillon Hall,
will remain as it contains a private nursing facility. The buildings to be
demolished are as follows:
Two underground tunnels also exist between the buildings, and they will also be
removed. Following the demolition, the resulting land area will be planted with a
prairie grass mixture. No additional new buildings are planned on the property at
this time. It is noted that the Congregation has made efforts to identify a user(s)
for the buildings, but did not identify an acceptable user.
Planning/Zoning:
-Provide a note on the site plan that an easement will be provided to the
City for the new entrance planned for Dillon Hall, which will encroach onto
the adjacent parcel. The easement should encompass an area that is at
least 5 feet away from the exterior building wall and improvements.
-Provide a note on the site plan that all trees to be removed that do not
include a diameter measurement are less than 10 inches in diameter.
-Show the location of the underground tunnels on the site plan and add a
note that they will be removed as part of the building demolition work.
-Provide a note that the removal of the water and sanitary sewer utility
facilities for the buildings will be coordinated with the City Public Services
Department.
-Provide a note that coordination will be initiated with the City Public
Safety Department during the demolition process for the provision of
emergency services to the other facilities in the complex.
No other comments were provided. As of the date of this report, the applicant
has not submitted a revised site plan addressing these comments. A Planning

A revised site plan will need to be submitted to the Site Plan Review Committee
that addresses the above comments, plus any additional comments that may be
provided by the Planning Commission. The policy of the City of Kalamazoo is
not to approve site plans with conditions. Site plans cannot be rejected without
cause. An acceptable cause would include discovery of a technical or zoning
code issue that is not resolved. If the proposed use of the property is permitted
in the zoning district in which it is located and it meets the requirements of the
zoning ordinance, it should be approved.
The Planning Commission is not required to hold a public hearing for site plan
reviews. A copy of the site plan has been included.
RECOMMENDED ACTION
The Planning Division requests that the Planning Commission review the site plan for
the project and provide comments.

Review the site plan and the comments from the Site Plan Review Committee for
the construction of a new medical office pavilion on the subject property.
Recommendation:
The Planning Division requests that the Planning Commission review the site
plan for the project and provide comments.
ANALYSIS
Property Size:
1.5 acres +/-
Project Description:
The applicant is proposing to construct an approximately 18,000-square-foot, 5-
story medical office building on the subject property, which will include offices
and treatment facilities for cancer patients. The building will be placed close to
the west property line along John Street. The main entrance and drop-off area
will be on the south side of the building, with parking on the south and east
portions of the site. A loading and dumpster area will be on the east side of the
building along Boerman Avenue. The applicant received a variance from the
Zoning Board of Appeals in March to allow the dumpster in that location. No
driveway entrances are proposed on E. Vine Street. One driveway entrance is
proposed from John Street and one from Boerman Avenue.
The applicant has calculated that 150 parking spaces will be needed for the
building during the first two years of operation. Such spaces will be available on
site, in the new parking lot created last year on John Street located southwest of
the subject property, and in a new parking lot to be created at the southwest
corner of John Street and E. Vine Street directly west of the new building. As
the upper floors of the new building are built out, additional parking will be made

available in the E. Vine Street ramp for the hospital. Water and sanitary sewer
services will be extended to the new building from Boerman Avenue. The storm
water system for the site will also connect into the existing system in Boerman.
-Storm water volume calculations are needed on the City’s current form.
-The storm water operations and maintenance agreement for the project
needs to be completed and returned.
-A notation is needed on the final site plan that a traffic control plan will be
created and provided to the City for review.
-If the existing sanitary sewer line in Boerman Street is 8-inch diameter, a
dog-house manhole will be needed at the connection.
Environmental Division:
-Copies of the environmental studies that have been completed for the site
need to be provided to the City for review.
-The chemical inventory form for the City needs to be completed and
returned.
-Protective bollards are needed for the utility meters and entry areas.
-Addressing is needed on the west, north, and east sides of the building in
12-inch-tall numbers.
-Doors to all specialty rooms in the building need to be labelled for use.
Planning/Zoning:
-Identify the location and sizes of the trees to be removed from the site.
-It is understood that a parking study is being conducted for the overall
hospital campus. Additional information is needed on the short and long
term parking plan for the project.
-Provide a calculation of the existing open space area for the project site
and that for the proposed development. It is understood that the open

space area on the site will be greater with the project than at present,
allowing for more infiltration of storm water and less storm water
being piped into the City system. It is further understood that the
proposed volume of the storm water on the site will be less than
current levels, which will have a beneficial effect on the area flooding
issues.
As of the date of this report, the applicant has not submitted a revised site plan
addressing the above comments. A Planning Commissioner requested to have
the site plan presented to the Planning Commission at a regular meeting for
review. Such requests are permitted for any site plan project. The role of the
Planning Commission in reviewing site plans is as follows:
The policy of the City of Kalamazoo is not to approve site plans with conditions.
Additionally, site plans cannot be rejected without cause. An acceptable cause
would include discovery of a technical or zoning code issue that has not been
resolved. If the proposed use of the property is permitted in the zoning district in
which it is located and it meets the requirements of the zoning ordinance, it
should be approved.

Since the impervious space is decreasing, no onsite detention is required. Treatment will be required for the parking
areas. Depending on the flow rates, you may want to consider onsite detention to control the discharge flow rate and
size of treatment structure.

Per our meeting today I would like to get the City's take on the allowed stormwater discharge for the MOP 2 project. I
am not worried about the small private drive that is replacing Hie!man Court's stormwater just the MOP 2 project area (I
attached an updated C1.0 existing conditions and a C3.0 proposed conditions so you can see difference). My
calculations are below:
Existing Parking area is approximately 11,425 sft pervious and 48086 impervious with entire discharge untreated to City
of Kalamazoo system
Proposed Parking area is approximately 11,821 sft pervious and 47690 impervious
This represents a decrease in pervious area of 1%.
In summary we are pretty much putting back the same impervious area as what is there existing (slightly less). If you
could direct me on what the City will be requiring of us for detention, if any, before discharge to the City of Kalamazoo's
system that would help us out tremendously with preliminary budgeting of the project.
