Mr. Schmidt

Enclosed is our report associated with the NDE examination of the water storage tank at
the Covanta Hempstead facility.

In general, the work performed on the water storage tank showed some minor
deficiencies. There were indications found during the inspection that showed minor
corrosion at the head of the vessel as well as some scale. The areas of concern were
minor enough and should be monitored on an ongoing basis.

 INTRODUCTION

On March 20, 2019, various nondestructive examinations were

performed internally on the water storage tank at the Covanta

Hempstead facility. Along with an external visual inspection of the

vessel’s structure didn’t reveal any detectable issues. The NDE

inspections utilized the following nondestructive examination

methods: Visual, Wet Fluorescent Magnetic Particle, and Ultrasonic

thickness inspections which were directed at the vessel, all

accessible welds, penetrations, and man-ways associated with the

assembly. The intent of the inspection was to develop base line data

involving the current condition of the vessel along with establishing

the foundation for an ongoing inspection program.

As shown in the enclosed reports and photographs, an area where

the side wall and head of the vessel meets shows areas of corrosion

along with some scale. This defect will not immediately require

attention but over time should be monitored on a reoccurring basis.

However, the vessel should be suitable for continued service.

 Ocean State Technical Services conducted an external visual

inspection and revealed no issues associated with the vessel.

All accessible welds, penetrations, and man-ways associated with

the vessel were prepped to remove paint and debris. They were first

inspected visually and followed by utilizing the Wet Fluorescent

Magnetic Particle method. The inspection revealed all welds and

penetrations to be in good standing.

Through wall thickness values were taken ultrasonically throughout

the vessel. The Ultrasonic wall thicknesses were recorded and

showed no signs of irregular wear. The results are listed below.

 DISCUSSION AND RECOMMENDATIONS

In its totality, the nondestructive inspection did not reveal any

conditions that would affect the continued safe operation of the water

storage tank. However, the following conditions were noted.

 The internal inspection of the vessel revealed minor corrosion

and scale built up which could be indicative of old age and

poor water chemistry. Ocean State Technical Services are

recommending the vessel to be monitored continuously to

preserve the longevity of the vessel.

 Ultrasonic thickness readings were taken at regular intervals

from the shell and head with no significant loss noted.

 An external visual inspection was conducted and revealed no

excessive corrosion associated with the vessel’s shell, head

and attached piping. Additionally, the vessel’s supports were

found to be in good condition.

 The inspection of the water storage tank during the March 2019

outage showed minor deficiencies. After putting the water storage

tank through multiple inspections, it did not reveal the existence of

any deficiencies or deterioration. As a result the vessel’s current

condition should be considered suitable for continued safe service.

Future comparative inspections should be performed at some point

within the next 1 to 2 years, unless abnormal operating conditions or

developments warrant otherwise.
