Functions of Civil Society

1. To provide a substitute for government action.

 the government produces decisions and services that are desired by the majority
while civil society organizations play a complementary role by providing for the
minorities.
 the behavior of many governments reflects this way of thinking as they
increasingly delegate responsibilities to non-profit organizations.
 government benefits from non-profit organizations because the level of
satisfaction among potential voters increases, and civil society groups also benefit
because their activities and funding expand.
2. To teach values and skills that are desirable for a democratic society.
 civil society activity shapes the preferences and interest of individuals and enables
them to become citizens who can make effective demands on the government.
 civil society seen as a ‘school of citizenship’ where individuals form their
interests and learn democratic skills.
